BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Whalen made inquiry if any other offices (excluding the Commissioners) had authorization to pay membership dues into a national association, to which the Chairman replied that the Commissioners had just received authorization two years ago to become members of a national organization and at the same time they were empowered to authorize any elected or appointed official to attend various meetings and conferences other than the state association meetings. Mr. Flynn: I would say "no"; your point is well taken. Mr. Mazza: We have been working on the 1969 county budget and I would like to serve notice as minority commissioner, that I am certainly going to scrutinize every phase of the budget. The row offices will have to know we mean business that we are going to cut whereever possible, because with our plans under development we know it is going to cast a lot of money to carry these out and we are going to have to cut corners whether it is in our office or any other office because I am going to take serious action on scrutinizing. Also present being: County Solicitor Capano, Chief Clerk Kittridge, Public Information Office Huber, Deputy Controller Whalen, Mr. John D. Anthony, Director of the Washington County Planning Commission, Parks and Recreation Director George, Couny Surveyor Huhas, Reporters Robertson of the Observer -Reporter; Lilley of the Dailey Notes; Leisch of the Brownsville - Telegraph. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. BEVEC, JOHN MAZZA, COMMISSIONERS Chairman asked if there were any corrections, additions or omissions to Minute No. 51, each Commissioner having received a dopy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 51 be approved , as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: � i Chief Clerk made reference to a letter submitted and read at a regular Board meeting concerning Charles Fayee, an employee at the Washington County Home and Hospital for Men, stating Mr. Fayee ad resigned. Mr. Kittridge: This correspondence was in error at that particular time. Moved by Mr. Bevec, seconded by Mr. Mazza, that action taken by the Washington County Commissioners at their regular meeting held on December 19, 1968, accepting the resignation of Charles Fayee (as per Minute No. 47), be rescinded. Remarks - Mr. Capano: To clarify a little bit - the Superintendent of the Washington County Home and Hospital for Men, assumed that Mr. Fayee had resigned and stated this in his letter, actually he had received no communication; I investigated the matter and found that no resignation was submitted by Charles Fayee. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk - Correspondence: Letter under date of January 16, 1969, from Elias S. Cohen, Commis- sioner, Office of Family Services, Pennsylvania Department of Public Welfare, acknowledg- ed receipt of the Grant Application of Juvenile Probation Services; application will be reviewed promptly and notification will be made as soon as possible about the Grant. Letter under date of December 16, 1968, from Tony Mastrangelo, Superintendent of the Washington County Home and Hospital, notified the Board that Charles Fayee was deleted from the County Home payroll, effictive Odtober 18, 1968. Mr. Bevec: In reference to resignations, I don't think we have to make these a matter of record in these minutes but the salary minutes, because this is a duplication of records. BEVEC, JOHN MAZZA, COMMISSIONERS post Moved by Mr. Bevec, seconded by Mr. Mazza, effective this date (January 23, 1969) any correspondence pertaining to resignations and / or appointments of county employees, be deleted from the regular order of business agenda; said correspondence will be a part of the salary board agenda. Remarks - Mr. Mazza: Is this in accordance with the County Code Mr. Capano. Mr. Capano: This is a parliamentary matter, not a matter of the Code. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr Flynn - Yes. Motion carried unanimously. Chief Clerk read letter under date of January 13, 1969, from John D. Anthony, Executive Director of the Washington County Planning Commission, in which the appointment of John M. Mores as an analytic planner of the planning staff was recom- mended. Chairman made reference to the above motion and recommended that the motion be amended in view of the fact that the various Boards and Commissions submit recommendations with regard to their personnel appointments. Moved by Mr. Bevec, seconded by Mr. Mazza, that the above motion concerning the deletion d any correspondence pertaining to resignations and / or appointments from the regular agenda be amended to read "any correspondence with the exception of recommendations made by the various Boards and Commissions". Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that John M. Mores be appointed as an analytic planner on the staff of the Washington County Planning Commission; this action to be effective January 13, 1969. Re marks - Mr. Mazza: Has this been approved by the Planning Commission? Mr. Anthony: Yes. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza -Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of January 8, 1969, from John R. Frantz, Administrator of the Washington -Greene County Mental Health/Mental Retardation Program, contained a recommendation for the position of Information and Referral Officer; the MH/MR plan cannot be approved without an I. & R. officer. BEVEC, JOHN MAZZA, COMMISSIONERS and discussed with the MH/MR Board with the submitted recommendation being their choice for the position. Moved by Mr. Bevec, seconded by Mr. Mazza, that Mrs. Mary Handloser, M. S. W. Social Worker, be appointed as the Information and Referral Officer for the Mental Health/Mental Retardation Office; this action to be effective February 1, 1969. Roll call vote tkken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Controller Elish entered the meeting. Note was made that Mrs. Handloser had been approved by the State; her salary is completely funded by the State; county participation is on a 90 / 10 basis. Memorandum under date of January 21, 1969 from John D. Anthony, Director of the Washington County Planning Commission, requested permission for the following to make a trip to Harrisburg: John D. Anthony and Michael George, to meet with executive personnel of the Department of Forests and Waters, Mines and Mineral Industries and Department of Community Development, concerning - (1) The impact of the new Hillman State Park in Hanover Township on the proposed plans for the development of the county park at Cross Creek and; (2) the possibility of securing stite support for a pollution abatement program on Raccoon Creek, Washington County, and; (3) request of Joseph Barr, Secretary of Department of Community Affairs to participate in annual Washington County Planning Commission Conference as the main speaker. Approximate costs - $76. 00. Moved by Mr. Bevec, seconded by Mr. Mazza, the Messrs. John D. Anthony and Michael George, be authorized to make the trip to Harrisburg on January 27th and 28th, 1969, for the purpose of meeting with Department Officials of the Department of Forests and Waters, Mines and Minerl Industries and Department of Community Develop= ment and discussion of the above mentioned articles. Remarks: Mr. George: The Cross Creek County Park should be well underway in 1970. i Mr. Bevec: We will have to take a godd look at this; the Commissioners, Planning Commission or anyone else concerned had any knowledge of the State Park. I am not for spending any of our money if the State is talking about coming in there with a State Park. I 1 MINUTE BOOK 371 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS -- 4�- r --- - - - - - ....-- I believe ,if the State had any knowledge, we should have received some notification. Mr. Mazza: L think it should be known we had a meeting with our Director of the Planning Commission and the Director of the Department of Parks and Recreation, and spend sometime with them pertaining to this matter and there is no question the remarks of Commissioner Bevec are true and as far as having any knowledge, I don't think they did until Hillman made the contribution to the State. There is only a difference of approximate 14 to 16 miles between the parks and we should put a stop to our plans until we know exactly where we are going. Roll call vote taken: Mr. Bevec - Ues; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk submitted a request to the Board authorizing the purchase of a radio base station. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Purchasing Agent be authorized to purchase a radio base station, to be used by the Lone Pine Fire Department. Remakks: This will be a RCA unit; there are no matching funds involved; this is a budget item. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of January 17, 1969, from the United States Fidelity and Guaranty Company, Safety Engineering Department, re: Policy 1CC-95478 RJ-2514, Washington County - that stated the following recom- mendations made in the interest of accident and loss control. 1/ All bridges should be posted with signs to show the weight limit. 2/ The load capacity for all bridges should be ascertained. Mr. Eugene Tenaglia, County Bridge Engineer reported 75% of the county bridges have the signs posted and the right amount; this is for safety and construction of the bridge. Mr. Tenaglia: We do this twice a year. Mr. Mazza: When do you plan on completing the other 25%2 Mr. Tengalia: Next Monday. Mr. Tenaglia reported briefly on the load limits of various bridges making note the county has 23 covered bridges that are in use. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following report submitted by the Grand Jury be made a part of the recordsY 372 MINUTE BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS - January 14, 1969 WASHINGTON COUNTY COMMISSIONERS Court House Washington, Pennsylvania Gentlemen: The members of the January Term of the Grand Jury for the year 1969 made a tour and examination of the County Home for Aged Women, The Washington County Jail, and the Court House, and make the following comments: The County Home for Aged Women was clean and orderly, and the food was excellent. The Superintendent, Mr. John Showalter and his staff were very courteous and co-operative in assisting us on our tour and the examination of the Home. We do recommend however, a review of the salary scale of employees of the County Home for Aged Women. The warden at the County Jail, Mr. Feconda, conducted our tour of the Jail, which we found to be neat, clean and orderly. However, the heating condition of the womens section of the County Jail should be checked for proper heating. r As to the Court House, the members of the Grand Jury felt that both the men's lounge and women's lounge should be kept cleaner and supplied with the proper supplies. The Grand Jury also recommended a central air conditioning unit for the entire court house, and that the Grant Jury room should be supplied with an amplifier system for the witnesses who testify before the Grand Jury. Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice No. 50569 in the amount of $1,101. 72 submitted by Michael Baker, Jr., Inc. for resident inspection of construction, including field compaction testing in connection with runway extension at the Washington County Airport (Project No. 9-36-043-D904); and Invoice No. 50526 in the amount of $194. 88 submitted by Michael Banker, Jr., Inc. for partial billing - general inspection services in connection with the extension to the present runway and lighting at the Washington County Airport, be approved for payment. Mr. Michael George, Director of the Department of Parks and Recreation, reviewed the James R. Pursell, Jr. property of Mingo Creek, which is scheduled for trial the week of January 27th; Mr. George made note that in view of the fact a satisfactory settlement could be made before going to court, considering the legal fees, etc. exceeding the satisfactory settlement figure, he would recommend that the figure in the amount of $19, 000. 00 be approved as the settlement fee. - Moved by Mr. Mazza, seconded by Mr. Bevec, that the amount of $19, 000. 00 be approved as the settlement fee with regard to the James R. Pursell, Jr. et ux property located in Nottingham Township, Parcel No. M-36, in connection with the Mingo Creek County Park. Remarks - Mr. Capano: This had been previously presented by Mr. Cromwell to make an ap- peal; I recommend as does the Planning Commission Solicitor, that it be settled. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Surveyor Yuhas presented: FAA forms for Grant Payment No. 3 for reimbursement on the Airport Project for approval and signature; invoice in the amount of $12, 528. 00 in favor of the Contractor, Louise M. McMaster, Inc. for work performed through December at the Washington County Airport for approval. Moved by Mr. Bevec, seconded by Mr. Mazza, that FAA application Forms for Grant Payment Noll. 3 in the amount of $8, 015. 80 for reimbursement, be approved for signature; and that Chairman Flynn be authorized to sign said forms; and that the sum of $12, 528. 00 payable to Louis M. McMaster, Contractor (Estimate No. 3) for the Washington County Airport improvement and construction, be approved for payment. Remarks: Note was made that Contracting Officer Yuhas had signed the Application Grant. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr, Flynn - Yes. Motion carried unanimously. Chairman reported briefly on the trip made By the Commissioners to Harrisburg, Pennsylvania, January 21 and 22, 1969, for the purpose of discussing the 34 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN R. BEVEC, JOHN MAZZA, COMMISSIONERS status of the new proposed county home, stating the Board was of the opinion that it is a safe assumption that ground would be broken this year for construction of the home (ground must be broken before July 1, 1969). $1. 9 million dollars has been approved; funds appropriated this fiscal year for such programs by the federal government - $15, 000, 000, so the County is indeed fortunate to receive such a grant. Alterations call for a cut -back in the total number of beds, however, the Civil Defense headquarters, etc. will remain the same; two copies of a letter from the Southwestern Pennsylvania Regional Planning Commission of their approval of the project must be secured (a federal requirement). Mr.. Anthony will take care of this matter at the January 27th meeting of the commission. Mr. Bevec: I suggest that the Solicitor be instructed to prepare the necessary petition to the Court for approval. Moved by Mr. Bevec, seconded by Mr. Mazzq, that the County Solicitor be authorized to prepare the necessary petition for presentation to the Court for the con- struction of the new proposed County Home and Juvenile Detention Home. Remarks: This is required by law Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Bevec reported there is a lot of equipment working on the Flood Control Project in the Morganza area. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn. Meeting adjourned.
