BEVEC, JOHN MAZZA, COMMISSIONERS 41,11W _c NO. 53 Office of the County Commissioners Washington, Pa., January 30, 1969 Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Chief Clerk Kittridge, County Surveyor Yuhas, Reporters Lilley of the Dailey Notes; Leisch of the Brownsville -Telegraph; Mr. Crouse of the Observer -Reporter. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr, Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 52, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 52 be approved, as read. Old Business: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Charles Bohner, Director of Washington County Civil Defense, presented a contract to the Board for review and approval; in review Mr. Bohner stated at the present time the County has a contract with Engineered Communications to service and maintain the Civil Defence Air Raid Warning and Fire Radio System within the County and he has found Engineered Communications to be most reliable and very dependable and in addition they are available twenty four hours a day, therefore, he strongly recommends that the contract be approved. Public Information Officer entered the meeting. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Washington County Civil Defense enter into a contract with Engineered Communications for servicing and maintaining the County's Civil Defense Citizens Band Radio Equipment; contract will cover the following equipment: 1 - Regency Monitoradio, model MR-33, ser. no. 55-06026 1 — Regency Monitoradio, model MR-331), ser. no. 89-03436 1 - Regency Range Gain II transceiver 1 - E. F.. Johnson Messenger II transceiver, ser. no. 0230310 1 - E. F. Johnson Messenger 110 transceiver, at the rate of $'20. 00 per month or $240. 00 per year. Remarks - Mr. Mazza: This is the same system we used during the emergency flooding? Mr. Bohner: Yes; this is a back-up system. Mr. George reported briefly on his recent trip to Harrisburg, Pennsylvania having met with the Director of State Parks and Chief Planner, to see what effect the new Hillman State Park would have on the Cross Creek County Park; the state plans call for an education park (conservation and historical) however, our plans should meet local needs such as facilities for over night camping,- picnicing, recreation, etc. They expressed their interest to work with the County so that we don't overlAp. We will coordinate so that we will not overlap. They feel that our park will compliment the state park instead of competing. Mr. Flynn: The Hillman grant is a long way off. Mr. Mazza: Our intent was to see if there was going to be competition with our park and Deputy Controller Whalen entered the meeting. the state park, etc. With your report you would say not to change our plans/ Mr. George: Right! Mr. George left the meeting. Airport Project - PAC Project No. 136-A-69A-10: Grant Payment No. 3 in the amount of $3, 659. 90--r Moved by Mr. Bevec, seconded by Mr. Mazza, that application to Pennsylvania Aeronautics Commission for payment in accordance with the agreement entered into by the Commissioners and Pennsylvania Department of Military Affairs for the runway extension, be approved; and that Chairman Flynn be authorized to sign said forms. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Contract Renewal Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract between the Mackenzie Electric Service and Washington County be renewed to replace any and all beacon pole lights at the Washington County Airport; contract to be effective from the 15th day of January, 1969 to the 15th day of January, 1970.- 1 MINUTE BOOK 377 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Approval of Change Order - runway extension; County Surveyor Yuhas reported he had received ,under date of January 27, 1969, a copy of Change Order No. 1 in the amount of $4, 271.41 with regard to the runway extension, signed by Mr. Curtin of the FAA. Mr. Mazza: This means they approved our change order. Mr. Yuhas: Yes. Chartiers Creek Flood Control Project: Chief Clerk presented a request to the Board concerning an 8-inch pipe line in connection with the Chartiers Creek Flood Control Project - Canonsburg - Houston Reach, Phase One; note being made that the County Controller had been authorized to advertise for bids for relocating the water line per Minute No. 51, dated January 16, 1969. It is now necessary to request the authorization of a survey on this 8-inch pipe line to locate the line. During a brief discussion of the above, Chairman suggested that the request be tabled for the time being. Moved by Mr. Bevec, seconded by Mr. Mazza, that the request to authorize a survey on a 8-inch pipe line at Morganza in connection with Phase One of the Chartiers Creek Flood Control Project, be tabled for the time being, to give County Surveyor Yuhas a change to explore and make further investigation of the matter. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Messrs. Edward Maher, George Senott and John Estock of the Health Department entered the meeting. Access Road Plans - Industrial Park: Chief Clerk presented a request to the Board concerning plans for an access highway in the industrial park; that the plans be approved at this time. Mr. Mazza: The reason for this is we have an industry coming in that area. Moved by Mr. Bevec, seconded by Mr. Mazza, that pl.as for Application 92-Spur-E , Access Road in Chartiers Township, Washington County (L. F. 62189) under the Appalachia Prdgram, be approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. 378 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA 1 MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk read letter under date of January 21, 1969 to Mr. Keery McAmbley, Executive Director of Industrial Development, from L. J. Redman, Director of the Pennsylvania Railway Museum Association, concerning the purchase, lease or necessary arrangements to allow them to continue the work in D-1 on property survey map dated August 1958, which continuation is the result of permission previously granted them by Mr. McAmbley (letter of Jung, 12, 1961), and which work shall consist of the completion of a track "Y" in D-1, and the erection adjacent thereto of waiting station and exhibit building; and to lease or make such arrangements necessary to continue their tract in a generally northerly direction. Mr. Yuhas: They want to build another building on the property and they want to extend the railroad up to Arden for sightseers and those interested in riding old trolleys. Mr. Mazza: I think we should travel a little slow regarding this; we got into trouble by leasing this property to the trolley museum in the first place. The commissioners were down there about 3 or 4 years ago and the area they are speaking of is on the edge of the parking lot so I would be opposed at this time unless I would get a clear picture of it. Mr. Flynn: I also suggest this ,request be tabled for the time being. Moved by Mr. Bevec, seconded by Mr. Mazza, that the above request be tabled for the time being. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously, with Mr. Yuhas leaving the meeting. Mr. Edward Maher, local sanitarian with the Department of Health, introduced Mr. George Senott, supervising sanitarian representing Washington County and Greene County, replacing the late Mary Beatty; and Mr. John Estock, sanitarian in the Peters Township area, to the Board of County Commissioners. Mr. Maher was in attendance at the meeting to present a chekk in the amount of $5, 000. 00 from the Pennsylva4a Department of Health, representing 25% of our Sewage Facilities Planing Advance (Service Purchase Contract No. SP-35743); check covers 25% of our eligible costs incurred, or to be incurred, in preparing our officill plan in accordance with the provisions of Section 6 of the Pennsylvania Sewage Facilities Act of 1966, P. L. 1535. Following the presentation of the check, Messrs. Maher, Senott and Estock left the meeting. 1 1 MINUTE BOOK r,9 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS Appointment: to the Wheeling Creek Watershed Commission: Moved by Mr. Bevec, seconded by Mr. Mazza, that John Anthony, Executive Director of the Washington County Planning Commission, he appointed as representative to the Board of Directors of the Wheeling Creek Watershed Corporation, replacing Mr. John Cromwell. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes Motion carried unanimously. Correspondence: Letter under date of January 20, 1969, from Richard G. Miller, Jr., Attorney at Law concerning compensation of viewers was considered a salary board problem. Letter under date of January 22, 1969, from Andrew Speller, Director, Division of Fiscal Management, Pennsylvania Department of Public Welfare, Office of Mental Health, notified the Board the allotment request for the Central Washington County Mental Health/Mental Retardation Clinic, had been approved for the period from October 1, 1968 to December 31, 1968; grant in aid reimbursement amount requested - $22, 541. 06. Notification received from Joseph W. Mulroy, Secretary, Pennsylvania Association of County Hospital Administrators, under date of January 22, 1969, concerned proposed special regulations for nursing homes and county homes concerning building standards for protection from fig and panic; on Wednesday, February 19, 1969 at 10: 00 A. M. , the Department of Labor and Industry will hold public hearings in Harrisburg regarding proposed new fire regulations which will affect our County Home and County Budget. Acting on this basis, the Pennsylvania Association of County Hospital Administrators requested that the Board pay particular attention to an enclosed copy of sprinkler code regulations relative to automatic sprinkler systems which clearly states that automatic sprinkler protection shall be provided in every room throughtout all county homes except in the cities of Philadelphia, Pittburgh and Scranton.. Shpuld this particular section be enacted into law, the cost of installation would be prohibitive - to illustrate: two County Homes have already had their institutions surveyed regarding the cost and the results- 600 Bed Institution $ .340, 000. 00 240 Bed Institution 200, 000. 00 The Association is of the opinion that unless there is some involvement now, this piece of legislation will be enacted this year and urged that the Board contact our legislature representatives, senator, and send a representative from our County to appear at the hear- ing or write the Department of Labor and Industry to express opposition to this new regulation. 380 MINUTE B®®K BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chairman suggested that the Board follow through with the request to contact our various representatives and express opposition to the new regulation. Division of Precincts: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following precincts be re -divided: Chartiers 6 Peters 1 Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Note was made that the present number of voters in Chartiers 6 is 1180 and in Peters 1 is 1, 273. Port Authority Appointment: Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. G. Edwin Matheny, 800 Sherman Street, Monongahela, Pennsylvania, be appointed to serve on the Board of the Port Authority of Allegheny County, as a representative of Washington County; this action to be effective January 1, 1969 for a term of five (5) years. Remarks:- Mr. Matheny is replacing Mr. Oliver N. Hormell, whose term expired December 6, 1968. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Note was also made that Mr. Matheny is well versed with the problems of planning, development, redevelopment and industrial planning in the Mon Valley area. Temporary Loan: Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk be authorized to borrow from the Pittsburgh National Bank, the sum of Two Hundred Fifty Thousand Dollars ($250, 000.•00) as part of the authorized aggregate amount adopted in the Resolution of January 9, 1969, at the rate specified. Roll call vote taken: Mr. Bevec - Yes;. Mr. Mazza - Yes; Mr. Flynn - Yes. SEVEC, JOHN MAZZA, COMMISSIONERS The following is a copy of the Certificate of Indebtedness, in accordance with the above action. February 3, 1969 CERTIFICATE OF INDEBTEDNESS OF WASHINGTON COUNTY, PENNSYLVANIA $250, 000. 00 February 3, 1969 The County of Washington in the Commonwealth of Pennsylvania:, promises to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washirg ton, Pennsylvania, Two Hundred fifty thousand ($250, 000. 00) Dollars, on or before December 31, 1969, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 3.186% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby,may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indevtedness is executed and delivered pursuant to the 4uthorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 9, 1969, which resolution is still in full force and effect. Mr. Whalen reported that nothing in writing had been received from the /s/ State with regard to guide lines in connection with the system to be followed in separating the Mental Health/Mental Retardation Program account and the Mental Health/Mental Retardation Clinic account; they are definitely to be operated as two units. When notification is received from the State, the Controller's office will be ready to change the present system.
