Motion carried, unanimously.
Mr. Whalen submitted a request to the Board concerning a certified copy
of Resolution for the facsimile signature of Controller Elish on the Payroll checks only; the
Bank would lik the Board's approval that the signature is good.
Moved by Mr. Bevec, seconded by Mr. Mazza, that authorization to
honor the facsimile signature of Peter Elish, County Controller, for the payment of money
drawn at Pittsburgh National Bank against the Payroll General Account, be certified.

Motion carried unanimously.
Mr. Whalen reported briefly on the financial status of the County; they are
keeping current with payments; approximately $300, 000 is the net balance.

Chief Clerk Kittridge, Controller Elish, Public Information Office Huber, County Sur-
veyor Yuhas, Tax Claim Bureau Solicitor Porter, Reporters Robertson of the Observer -
Reporter and Lilly of the Daily Notes.

Chairman. asked if there were any corrections additions or omissions to
Minute No. 54, each Commissioner having received, a copy. .
Mr. Bevec: Last week passed a motion authorizing the field assessors to attend the
school at Trinity High School, but further investigation indicates this is the same course
they did attend; however, there is a seminar being held in Pittsburgh, Pennsylvania,
sponsored by The American Appraisal Company, March 20th, and I am going to make a
motion that the minutes be correcked to read that they be permitted to attend the course
in Pittsburgh.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the minutes of the
meeting held February 6, 1969 (Minute No. 54), be corrected to read that the Field
Assessors and the Acting Chief Assessor be authorized to attend The American Appraisal
Company seminar in Pittsburgh, Pennsylvania, on March 20, 1969 - registration fee:
$150. 00.
Remarks: This will include all of the field assessors.

Old Business: Awarding of contract for fleet insurance:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for Fleet
Insurance for public Liability, Property Damage, Comprehensive A. C. V. , Fire, Theft,
and Collision cover&ge, be awarded to LONG-WARNE AGENCY, 242 W. Main Street,
Monongahela, Pennsylvania 15063, in the total amount of $3, 642. 00; this being the lowest
responsible bid received, and being in accord with our specifications.

Chief Clerk presented a Project Application for Federal Funds for the Wash-

ington County Airport Resurfacing, to the Board for approval and execution; Mr. Yuhas
stated that such applications must be filed with the FAA and PAC.
, Moved by Mr..Mazza, seconded by Mr. Bevec, that the Project Application
for Federal Funds (FAA) for the resurfacing of the runway, taxiway and aircraft parking
apron at the Washington County Airport be approved; and that the Chairman of the Board
be authorized to execute the Project Application.

Mr. Mazza: Are both the FAA and PAC current in their payments?
Mtt. Kittridge: Yes; they are participating as agiuged upon.
Letter received from Mrs. Fannie S. Jefferson, Washington Greene Com-
munity Action Corporation, requested that a Commissioner be appointed to serve as a mem-
ber of the Senior Citizens Advisory Committee; meetings are held the first Monday of
every month at 1: 00 p, m. and in the event of a luncheon meeting - 12: 00 noon.
Moved by Mr. Mazza, seconded by Mr. Flynn, that John P. Bevec be ap-
pointed as the Commissioner member to serve on the. Senior Citizens Advisory Committee;
this'ac#on to be effective February 13, 1969.

Letter under date of February 5, 1969 from Warden Joseph Feconda,
requested permission to attend a meeting and seminar on correction of the National Jail
Association at Richmond, Virginia on February 20 - 21, 1969; said request is included in the
budget request,
Mr. John Anthony, . Director of the Washington County Planning Commission, entered the
meeting.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Warden Joseph
Feconda be authorized to attend the meeting and seminar on correction, at Richmond,
Virginia, on February 20-21, 1969.

Letter under date of February 4, 1969, from Marion Mohan, Regional
Supervisor, Bureau of Family and Child Welfare, informed the Board they were pleased to
advise that the Washington County Child Welfare Services has been approved to operate
under the provisions of the 1953 amendments to the Adoption Law relating to Relinquishment
and Abandonment; ,approval to operate under the mentioned provisions is in efdect until
January 15, 1970.
In air words, Child Welfare authorized personnel can make investigation
for the Courts with regard to adoption.
Tax Refund:
Chief Clerk presented a tax refund to the Board for approval; said refund
having been approved by the Treasurer and Tax Assessment Office.
Mr. Bevec: It is in order.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
Office be authorized to prepare the following tax refund due to hither duplication or over-
payment of real estate tax.

Tax in the amount of $36. 71 net was paid on assessed valuation of
$2, 415. on July 5, 1968, Payment was duplicated in the amount of

$36. 71 to GARY V. DILLE, 287 Dew.ey Avenue, Washington, PennsylC-
vania 15301.

Letter under date of February 10, 1969 from Louise Abel, Executive Dir-
ector of Child Welfare Services, requested permission to attend The Central Regional
Conference of the Child Welfare League of America being held at the Hilton Hotel,
Pittsburgh, Pennsylvania from Wednesday, Mary 12, 1969 through Saturday, March 15, 1969;
note was made this is an unusual opportunity for the agencies within this area in that more
staff can be exposed to the many varied institutes offered through these four days. The
sum of $400. 00 for such conferences has been allocated in their budget. The regis-
tration and institute fees for nine employees attending - $78. 00.

Welfare Services be authorized to attend the Central Regional Conference at the Hilton
Hotel in Pittsburgh, Pennsylvania, March 12-15, 1969.

Letter under date of February 10, 1969 from Charles L. Chattaway,
President, Middle Monongahela Industrial Development Association, Inc. (MIDA), in
reply to letter under date of January 27 from Chairman Flynn concerning a request for
funds to assist MIDA and the Borough of Donora in the development of Appalachia Public
access roads in the Donora Industrial Park, expressed disappointment that they couldn't
look forward to a commitment of $30, 000. a year for 1969 and 1970 from the County.
Appreciation was expressed for the very valuable planning assistance through staff and
consultants, being given to MIDA by the County Redevelopment Authority as well as the
anticipated future financial assistance through their proposed renewal project - cooperation
received from the County Industrial Development Agency. Should the County e.mbd.rIx
upon a bond issue for industrial development purposes, MIDA would respectfully request
that further consideration be given to assisting in the cost of new public roads to open up
industrial parcels in the Donora Industrial Park and possibly other industrial land in eastern
Washington County. Through a continued public and private partnership MIDA looks
forward to the development of industry by the best use of contributed and tax monies,
built upon a sound planning background.
Letter under date of February 5, 1969 from John T. Middleton,
Commissioner, National Air Pollution Control Administration, Department of Health,
Education, and Welfare, notified the Board a Consultation with appropriat State and local
authorities is being called regarding an air quality control region for the Metropolitan
Pittsburgh Intra-state area will convene at 10;00 a.m. February 27, 1969 at the Federal
Building, 22nd Floor, Room 2214, 1000 Liberty Avenue, Pittsburgh, Pennsylvania 15222.
The proposed air quality control region consists of Allegheny, Armstrong, Beaver, Butler,
Lawrence, Washington and Westmoreland Counties; the Consultation is under the
provision of Section 107 (a) (2) of the Air (duality Act of 1967 to designate air quality control
regions as a first step toward the establishment of ambient air quality standards (The
Act provides for consultation between appropriate State and local authorities and officials
representing the Secretary of Department of Health, Education and Welfare, prior to
the final designation of an air quality control region.)
