Attorney Porter reported a court order dated February 6th dismissed our
exception to the reduction of the assessment valuation of Valley Wholesale Lumber Company
real estate assessment (Canonsburg 2nd Ward involving 8 dwelling units in 4 buildings).
Following a discussion of the matter, Attorney Porter was of the opinion the Board should
not appeal but accept the decision of the Court.
Petition to the Court is ready to be presented to the Court for a hearing for
the approval bf the County Home and Detention Home Project.
Mr. Anthony reported the letter on the County Home Project would be forth-
coming shortly from the SPRPC.
Mr. Elish reported Luzerne County was floating a bond issue for a $4 million
dollar improvement for their county, it will give an idea of what will be involved for interest
in the issue.

Old Business: Park Resident Leases.
Solicitor Capano presented two (2) park resident leases to the Board for
consideration and approval involving Thomas O'Rourke at Mingo Creek County Park and
Thomas J. Felak at Cross Creek County Park, both park employees (see Minute No. 54,
dated February 6, 1969 at which time said leases were first presented and tabled).
Mr. Capano: It is necessary that they be approved immediately.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of County
Commissioners be authorized to execute the Park Resident Leases with regard to the follow-
ing park employees: Thomas O'Rourke, Superintendent at Mingo Creek County Park and
Thomas J. Felak and Cross Creek County Park.
Remarks: Occupancy of such dwelling house by the employee as provided in the Park
Resident Leases is a necessary condition of his employment. The Above leases were reviewed
by Attorney William C. Porter and in his opinion the value of such dwelling house will not be
taxable as income under Code Sec. 119, Reg. Sec. L 119. 1 (U.S. Master Tax Guide 1968,
Page 233 Paragraph 724. )

Election Supplies for the Municipal Primary Election:
Moved by Mr. Bevec, seconded by Mr, Flynn, that the County Controller
be authorized to advertise for bids for the printing and delivering to the Election Department
of the County Commissioners the necessary election supplies , necessary ballots and for the
delivering of the ballot boxes with election supplies to the Judges of Elections for approxi-
mately two hundred precincts, required for the conduct of the Municipal Primary Election,
to be held on Tuesday, May 20th, 1969. Said bids to be received in the Office of the County
Controller, Courthouse, Washington, Pennsylvania until 11:00 a. m. , Thursday, March 6,

Chief Clerk -Correspondence:
Letter under date of February 17, 1969 from District Attorney Costa,
requested authorization for payment of Transportation costs and expenses for the District
Attorney and one assistant to attend The Attorney General's Conference for District At-
torneys Friday, February 21, 1969 at the Holiday Inn Town, Harrisburg, Pennsylvania.
Mr. Bevec: The Attorney General is calling in all of the ,District Attorneys.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the District Attorney
and an Assistant be authorized to attend the Attorney General's Conference for District
Attorneys in Harrisburg, Pennsylvania on February 21, 1969; Payment of transportation
costs and expenses is hereby approved.

Letter under date of February 14, 1969 from Wha: M. Mei.ghen, 'Chief Clerk
to the Greene County Commissioners, advised the Board the Greene County Commissioners
at their regular meeting on February 14, 1969, appointed Frank E. Schumann to succeed
Eugene L. Strosser as a member of the Washington -Greene County Mental Health/Mental
Retardation Board, for the term expiring January, 1970; Mr. Strosser is leaving Greene
County to accept a position in Washington, Pennsylvania. Mr. Schuman is the Greene
County Community Organizer and Coordinator for Adult Welfare Programs.

Chief Clerk presented two quotes to the Board for consideration, on 100
aluminum limit tons signs; signs to be made in accordance with the Pennsylvania Depart-
ment of Highways regulations, governing the design, location, and operation of all official
traffic signs signals and markings, on and along, highways withinthe Commonwealth of
Pennsylvania; foot posts with nuts and bolts included in the price.

tons signs for the Bridge Department be purchased from GREENE COUNTY SUPPLY, P.O.
Box 396, Carmichaels, Pennsylvania 15320 for the total amount of $1490. 00 as set forth
in their quote; this being the lowest quote received and being in accordance with the
Pennsylvania Department of Highways regulations.
Remarks -
Mr. Bevec: This comes out of Liquid Fuels funds. .N
Chief Clerk made note that the low quote is ten dollars under the Pi.xed
amount to be advertised.

rendered in connection with their appearance and testimony at hearings before the county
commissioners; hearings were held in reference to properties condemned at Mingo Creek
County Park, required by the Department of Housing and Urban Development but were not
contemplated at the time the contracts were entered into between the county and the ap-
praisers. Suggested reasonable fee per hearing - $35. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the rate of $35. 00 per
pre -condemnation hearing be set as the fee payable to the Appraisers involved in said hear-
ings. Established fee is considered fair and reasonable by the appraisers and the solicitor
of the Department of Parks and Recreation.

Mr. Mazza: We made a similar increase about four years ago; the reason for this
increase is due to the fact that many of the patients are receiving an increase in their
retirements, social security and medicare payments.

Acting Chief Assessor has on file applications for exemption from the payment of county
taxes on certain real property in accordance with Amendment to Article IX, Section 1 of the
Constitution of Pennsylvania, for the tax year of 1969, on the above described properties
of the above named veterans.
Each of the veterans, having been duly sworn, doth repose and say that he is a citizen and
a resident of Pennsylvania, and he resides in and occupies the residence for which he seeks
exemption from real estate taxes, that his physical condition has not changed but reemains
the same as stated on his application for exemption from payment of certain real property
taxes in accordance with Amendment to Article IX, Section 1 of the Constitutuion of
Pennsylvania. They further doth despose and say that the statements on theirapplication,
voluntarily made by the applicant, are true, in substance and fact.

Acting Chief Assessor has made investigation of the above applicants and has found that
each is qualified for exemption according to law. Therefore, he suggests that the Board
adopt the following:
WHEREAS, the State Veterans Commission, after investigation, has determined the above
named persons, from the standpoint of need, to be entitled to exemption under the pro-
visions of the 1961 amendment to Article IX, Section 1, of the Constitution of Pennsylvania,
and
WHEREAS, the Washington County Acting Chief Assessor has made investigation and de-
termined that the above named met the requirements set by this Board and are eligible for
tax exemption for the properties indicated as being assessed in their names,
Now, Therefore, upon motion of Mr. Bevec, seconded by Mr. Mazza, and agreed to by
Mr. Flynn, the above applicants, in accordance with the provisions of the Amendment to
the Constitution recited aforesaid, are hereby exempt from the County Taxes assessed
against them for the property �hdicated opposite their names, to the extent of percentage
indicated.

Letter under date of February 13, 1969 from Louise Abel,. Executive
Director of Child Welfare Services informed the Board tht.t two members of the Child
Welfare Advisory Board Committee had expressed interest in attending a one -day session
of the Central Region Child Welfare League Conference to be held in Pittsburgh, Pennsyl-
vania; funds are alotted in the budget for Advisory Board members to attend such con-
ferences. Total cost involved: $20. 00.

ted by the Executive Director of Child Welfare Services with regard to two members of
the Advisory Board Committee attending the Central Region .Conference in Pittsburgh,
Pennsylvania, be approved.

Chief Clerk presented contracts in connection with the Data Processing

ter (NCR) rental contracts in connection with the Date Processing Program involving:
a/ Full Service Equipment Rental Contract - basic monthly
rental - $297. 00
b/ Disc Pack Rental Agreement - total monthly rental - $517. 50
c/ Computer Rental Agreement - Input/Output Writer - monthly

Solicitor Capano made note of the 1957 assessment refund, stating he though there wag-> a
limitation as to the time; however, it is a duplication that has been checked out and it
is due.
Proclamation: Engineers' Week in Washington County
Moved by Mr. Mazza, seconded by Mr. Bevec, that the following Pro-
clamation be adopted.
PROCLAMATION
WHEREAS, Washington County, over the years, had produced and nurtured many
prominent engineers and members of the engineering profession continue
to be a major contributing factor to the life and growth of our community; and
WHEREAS, the work of many ofour fellow citizens, including countless engineers, is
devoted to improving the health of mankind around the world, developing
equipment for the advancement of medicine, seeking new ways to purify the
water we drink and cleanse the air we breathe, and removing the causes of
disease, and
WHEREAS, the theme of National Engineers' Week, observed by the Professional En-
gineering Societies during the week of Washington's Birthday in 1969, is
"Engineering - Partner in Rebuilding Urban America";
NOW, THEREFORE, The Board of Washington County Commissioners, do hereby proclaim
the period of February 16th through February 22, 1969 as
"Engineers' Week in Washington County"
and urge every citizen to join in honoring engineers for their accomplishments
and in encouraging them in their quest for a brighter and healthier future for
men everywhere. L
