being present: Commissioners Bevec,. Mazza and Flynn. Also present being: County
Solicitor Capano, Chief Clerk Kittridge, Parks and Recreation Director George, Public

Pennsylvania - Messrs. Joseph Conti, Coordinator; Willard Cox, Councilman; Joseph ,J.

Chairman asked if there were any corrections, additions or omissions to

Mr. George: About a week and a half ago I was invited to a meeting in Monongahela, with
the Planning Commission and City Council .... they had a riverfront development ideal they
have been working on and they wanted me to attend to give any helpful suggestions.

Those present reviewed plans for a stage that goes out into the river -
75 feet wide and 200 feet long, with seating capacity for 4, 000.
Mr. George: In thinking about undertaking this, they have considered money from the
State under the 500 Million Dollar Conservation Program. I informed them this was more
a county facility. They were thinking about a cooperative group of cities to undertake the
project; perhaps when constructed the county could program it; however, they have some
problems.
Mr. Mazza: What's the purpose of this?
Group member: This is for staging various events, such as shows, etc. ;
there isn't anything like this along the river; Charleroi, Monessen, Carroll, Donora,
have all given their approval on this; there are two (2) commitments of $20, 000 each from
industries ($40, 000); if this application can be handled, 50% rebate in corporate taxes;
local contractor Mr. Irey, says this can be built for approximately $80, 000 that would
include engineering fees and actual proposed construction and we would look to the Depart-
ment of Community Affairs for the balance in financing.
Reporter Lilley of the Daily Notes entered the meeting.
Mr. Bevec: Have you discussed this with the federal authorities?
Group member: Mr. Irey made the contacts with Mr. Harmon of the Corp of
Engineers, did the plans and secured the commitments. They are willing to go along
to do this.
Mr. Mazza: What role do you want the Commissioners to play in this?
Group member: We would like you to take it over and get it through and handle
it through the Department of Parks and Recreation.
Mr. George: There is a possibility we may get 80% because it will benefit more than one
community, if we can show the need for this.
Group member: We would like to have it under construction and completed
by our bicentennial in July, 1'969.
Mr. Bevec: Have you contacted the officials in Harrisburg with reference to this
program?
Mr. George: I contacted Dick Sprinkle and he said Mr. Irey was in and he felt this was
more a county project rather than a local municipality project. I would emate the total
cost %&o uld be $100, 000 because they do not include restaurants which will be necessary.
Mr. Capano: Who has the title?
Group member: The City has title.
Mr. Capano: Have you contacted the federal authorities on the river regulations?

Group member: Yes.
Mr. Capano: Wouldn't they accept the City doing this?
Group member: We couldn't do it; it involves a temporary loan until matching
funds are received; the understanding is, if we don't get the first '$40, 000. , you wouldn't
have to sponsor.
Mr. Mazza: This would play a role in the boat regattas wouldn't it?
Group member: Definitely.
Mr. Mazza: You are asking the County Commissioners to be the Sponsor; being experts
in state and federal reimbursement, there is a lot of red tape.
Mr. Flynn: This project would be included under the Department of Parks and
Recreation program.
Mr. George: Right; we can get 50%, there is no question on that, because they don't
have enough communities going after the funds.
Mr. Bevec: I don't think you are going to get the project this year, with the red tape
that is involved, its going to take planning and the State doesn't move that fast; there are
certain basic State and Federal requirements, you will probably need funds for planning,
and I would like to see Mr. George get a letter of commitment from Mr. Sprinkle.
Mr. George: We have to submit an application and once approved, we are alright. It
is impossible to get this done by July, we have a year to work on it.
Mr. Capano: We will have to have title on the project, if the Sponsor.
Group member: We would be willing to give it up, we would deed it over to
the County.
Mr. Capano: We cannot operate unless we have title.
Mr. George: I would suggest we get the commitments from the industries also.
Chairman recommended that the Board go on record authorizing the Di-
rector of Parks and Recreation to look into the matter; at least we can make the initial
ste p.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Michael George,
Department of Parks and Recreation Director, be authorized to look into the feasibility
of the proposed riverfront project and proceed accordingly by applications to the State,
letters of commitment, etc. to expedite the program.
Remarks: -
Mr. Mazza:, I want to concur with Commissioner Bevec, as he pointed out.... proper
applications must be filed and I think Mr. George should be very positive about the

Mr. Flynn: Once you compile your facts, then we can formulate a plan.
Mr. Bevec: We will have to involve the County Planning Commission in this.
Mr. George: Right.
Mr. Conti made note that this is a valley wide program.
Controller Elish entered the meeting.
Mr. Mazza: I think it would be a godd idea also to get resolutions from the other
boroughs urging that the County be the Sponsor.

Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice No. 51027,
partial billing for Project No. 9-36-043-05 in the amount of $4, 464. 00 for engineering
services rendered for the detailed design, construction plans and specifications in con-
nection with bituminous surface overlay on the existing runway, taxiway, and aircraft
parking apron at the Washington County Airport, as submitted by Michael Baker, Jr. , Inc.
Engineers, be approved for payment; billing is in accordance with Article I -A and Article
III -A of the engineering agreement dated the 31st day of October, 1968.

Chief Clerk read letter under date of March 3, 1969 to Mr. Yuhas from
Maurice K. Goddard, Chairman, Pennsylvania Department of Forests and Waters, Water
and Power Resources Board, relative to securing permission to clean accumulations of
sediment and debris from the channel of Chartiers Run (Little Chartiers Creek) between
Grant Street and McNutt Street in the Borough of Houston, Washington County, Appli-
cation must be made to and permit, in writing, obtained from the Water and Power Re-
sources Board prior to changing the Course, current or cross-section of any stream in
this State with a tributary drainage area of one-half square mile or more. Letter is the

only form of permit or permission required from their Department if the only work pro-
posed is to clean accumulations of flood silt and debris to maintain the regimen of the
stream. Permission is granted provided the work is done during the present calendar
year and that the excavated materials are disposed of outside the influence of flood
waters or spread evenly over the flood plain so as not to form a dike or similar construct-
ion tb flood flows.
Mr. Charles Gillespie, Director of the Washington -Greene Community Action Corporation
entered the meeting.
Mr. Yuhas: This concerns the permit on the Stream in Houston; I contacted their
Solicitor who said he would get the easements, then when they are received, we can ad-
vertise for bids.

Letter under date of February 27, 1969 to John Anthony, Director of
the Washington County Planning Commission from George Senott, Supervising Sanitarian
and Edward L. Maher, Sanitarian II, Pennsylvania Department of Health, expressed
thanks to the Planning Commission for their cooperation with the Health Department with
regard to an address of the Tri-County Association in Centerville Borough and the Fallow -
field Township Civic League, by representatives of the Planning Commission, on the
importance of planning, zoning and ordinance.
Letter under date of February 28, 1969 from J. T. Herron, Secretary,
expressed thanks from the Board of Trustees of the Greater Canonsburg Public Library to
the County Commissioners for their past financial assistance to their Library, and re-
quested continued assistance for the current year.
Chairman suggested the letter be acknowledged informing the Board of
Trustees the County Commissioners will take their request into consideration.
Letter under date of February 26, 1969 from George Kubovicik, Chief
Probation Officer, requested permission and an advance to attend the Adult Correctional
Institute.

Memorandum under date of March 5, 1969 from Michael George, De-
partment of Parks and Recreation Director, brought to the Attention of the Board of
Commissioners, Ten Mile Creek County Park has received recognition on a national
scale:
a/ an article appeared on page 152 of the March 1969 issue of Sports Afield
magazine that describes the location of the park and existing facilities (construction has
been underway to improve the existing and adding additional facilities.
b/ also, recognition in the 1969 edition of the Three Rivers Boating Guide.
Resignation:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as
submitted by F. William Kittridge, Chief Clerk, be accepted regretfully; this action to
be effective March 31, 1969.
Remarks to Mr. Kittridge:
Mr. Mazza: I regret that you are resigning, having been with the County for five (5)
years; I found you very cooperative and you have done a remarkable job.
Mr. Bevec: I think he has been one of the best Chief Clerks the County has had. You
have worked hard and have done a very complimentary job. You are an asset to the County.
I regret to see you go.
Mr. Flynn: Mr. Kittridge talked with us yesterday about his leaving and inasmuch as
he is entering intp private business necessity would require his services there; These two
gentlemen echo my sentiments. He has been good and loyal and it is with regret that we
do accept his resignation as Chief Clerk effective March 31, 1969.

Airport: Commissioner Mazza read a letter to Mr. Donald W. Bertram, P. E. ,
Michael Baked Jr., Inc. from Wm. R. B. Froehlich, Executive Director of the South-
western Pennsylvania Regional Planning Commission in response to the recent request to
the Southwestern Pennsylvania Regional Planning Commission to review and provide rec-
ommendation on an application by the Washington County Board of Commissioners to the
Federal Aviation Agency for a federal grant to assist in placing a 3-inch bituminous sur-
facing on the existing 3700' x 75' E/W runway, parallel taxiway and aircraft parking apron
at the Washington County Airport. The total extimated project cost is $132, 000; of this
total a federal grant of $66, 000 is being requested under P. L. 88-280, the Federal Airport
Act of 1946, as amended. This review and recommendation will meet the requirements of
Section 204 of the Demonstration Cities and Metropolitan Development Act of 1966. In
their review of this project, they note:
1. This resurfacing of the E/ W runway, parallel taxiway and aircraft
apron will increase the load -carrying capability of the runway from
15, 000 to 40, 000 pounds.
2. This resurfacing will cover all of the 3700-foot runway recognized by
the FAA as well as a 300-foot overrun that was constructed by
Washington County.
3. This improvement will enable the Airport to accomodate aircraft of
the size of the Convair 240. f
4. The Commission provided a favorable review and recommendation
on the construction of a 500-foot runway extension, marking of E/ W
runway, installing lighting and the relocation of appurtenances in
March 1968.
5. The proposed project is not a part of the National Airport Plan
FY 1968-1972, however, the National Airport Plan designates the
Washington County Airport as a congestion reliever and this im-
provement will help accomplish this objective.
6. The Washington County Planning Commission has given formal
approval to the project in its letter of 26 February 1969.
As a result of their review and their contacts with other agencies, they
find that this project appears to be in order and is in harmony with good regional develop-
ment; therefore, they recommend that the Federal Aviation Agency, Department of
Transportation, approve and finance this project.
Tax Claim Bureau Solicitor Porter entered the meeting.
Mr. Mazza having read the letter in its entirety, stated the importance
of local planning commissions being organized in the townships, boroughs, etc. to work
with the county planning commission.
Mr. Bevec: Any project whether state or federal has to be approved by the planning
commission and where federal funds are involved, the Southwestern Pennsylvania Regional
Planning Commission.

be awarded to LYDIC PRINTING COMPANY, 35E. Pine Avenue, Washington, Pennsylvania
AND BADZIK PRINTING COMPANY, 401 Thompson Avenue, Donora, Pennsylvania, at
the price as set forth in tMir joint bid; this being the lowest responsible bid received and
being in accord with our specifications. Motion made upon the recommendation of the County
Solicitor.

Mr. Whalen reported the net bank balance as of this morning -

Mr. Whalen: Didn't have yesterday's receipts from the Treasurer's Office so it is
probably a little higher; the financial condition is good for another week.
