THE FOREGOING MINUTE READ AND APPROVED: ATTEST: CHIEF CLERK NO. 5 9 1969 Office of the County Commissioners Washington, Pa., March 13, 1969 Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza and Flynn. Also present being: County Solicitor Capano, Chief Clerk Kittridge, John Anthony -Director of the Washington County Planning Commission, Public Information Officer Huber, Messrs. Paul F. Fetherlin and Frank A. Landgraff of The Bell Telephone Company and Reporters Robertson of the Observer -Reporter and Lilley of the Daily Notes. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn -Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 58, each Commissioner having received a copy. approved, as read. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 58 be Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman announced that the regular order of business would be dispensed with in order that the representatives from Bell Telephone Company might present a plan to the Board ,of Commissioners, classified as public service they wish to render gratis for the County Home for Men. Mr. Fetherlin, Chairman of the Community Relations Committee C� 11 MINUTE ■ ■ 433 1 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS stated that Mr. Landgraff is Project Chairman; project --Washington County Home and Hospital for Men. Mr. Fetherlin: What we hope to do is obtain a projector and screen that we will lend to your Men's Home and show movies, some of our own and others; other plans - a cook out, a Christmas party, horse shoe court, arts and crafts, revitalize green house, and/or anything to get them for the television set (note was made that having been guests at the Home this seemed to be the only activity). Mr. Gillespie, Director of the Washington -Greene Commuhity Action Corporation, entered the meeting. Mr. Fetherlin: The films will vary and will be general information films. We have always had this Community Relations Committee, but to my knowledge we have not done anything for the community and we feel the County Home for Men is county oriented. Mr. Mazza: Personally I want to commend Bell Telephone because we know of your work and I am certainly appreciative at this particular time because we are going into construction with our new Home and Hospital and I know we will be interested in occupational therapy, etc. We have made inspections at Beaver County where there is a lot of community participation and I am certainly happy you are the first to set out in this particular program. Mr. Bevec: I attended your program about three weeks ago, at the Hotel and knowing what you are doing at the County Home by getting the employees involved, I think it is wonderful that you are doing at the County Home by getting the employees involved, I think it is wonderful that you are willing to render your time and services. I certainly want to compliment the Bell Telephone Company for their wonderful spirit and attitude. Mr. Flynn: c; I think we should go on record acknowledging the fact that these gentlemen have offered their time and services as a community project; there is no question as to the need, it is most welcome. You have offered your services and we certainly accept them. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of Washington County Commissioners accept the service offer as presented by the representatives~of the Bell Telephone Company to be rendered at the Washington County Home and Hospital for Men (gratias) as their Community Relations Committee Project; and that a resolution be passed noting this type of work, thanks to be expressed for the wonderful program they will operate, and that they be commended and authorized to proceed with the program. Remarks - Mr. Mazza: I think it is only fit to put credit where due, and I know the role our Chief Clerk has played in the program at the Washington County Home for Aged Women, we should pay a tribute to Chief Clerk Kittridge, also. 4,34 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Controller Elish entered the meeting. Messrs. Fetherlin and Landgraff left the meeting.. HARMON CREEK WATERSHED survey: Mr. John Anthony, Director of the Washington County Planning Commission, requested the Board to grant permission to expend $6000 on three (3) of the Sites; (480, 483, 486, - said survey will enable them to have accurate information with regard to the easements) Mr. Anthony: I would like permission to seek out an engineering firm to do this; funds are in the budget. Chief Clerk read the Harmon Creek Outstanding County Costs, in which the stated amount was included. Moved by Mr. Mazza, seconded by Mr. Bevec, that the above request as presented by the Director of the Washington County Planning Commission, in connection with the Harmon Creek Survey, be approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Harmon Creek Watershed Project Agreement - Construction Site PA - 482: Moved by Mr. Bevec, seconded by Mr. Mazza, that the Project Agreement covering proposed construction of Site PA - 482 Harmon Creek Watershed and Operations and Maintenance Agreement for Structural Measures, be approved; and that the Chairman of the Board of County Commissioners be authorized to execute said Agreement. Remarks: A letter will be directed to the Soil Conservation Services in Harrisburg, request .g thLir assistance to prepare and reproduce the invitation for bids because we do not have the facilities nor can we feasibly obtain such services to perform this work '(letter requested by Mr. Anthony). FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Mr. Anthony left the meeting. Budget Item: Letter under date. of March 10, 1969, from William L. Hutchinson, Secretary - Treasurer of the Washington County Soil and Water Conservation District, requested the sum of $2500 from the 1969 budget appropriation. Renovation of the Commissioners' and Chief _Clerk's Offices: Chief Clerk presented invoices from thefectric and plumbing & heating companies, having been approved by Gretchen H. Anthony, Architect. ovi-_d-,by Mr. Bevec, seconded by Mr. Mazza, that the following invoices be approved for payment. Motion carried unanimously. Child Welfare Services: Letter under date of March 11, 1969, from Louise Abel, Executive Director of Child Welfare Services, informed the Board expenses will be incurred by a member of her staff, on a trip to Huntiton, Pennsylvania, for the purpose of bringing a baby to Washington County for adoption; any consideration in this matter by the Board will be greatly appreciated. Mr. Bevec: This is routine expense. Mental Health quarterly allotment request: Communication under date of March 6, 1969 from Andrew Speller, Director, Division of Fiscal Management, Pennsylvania Department of Public Welfare, Office of Mental Health, notified the Board the Mental Health and Mental Retardation Planning Grant quarterly allotment request has been approved for payment for the period January 1, 1969 to March 31, 1969, and forwarded to their fiscal offices for further processing. Tall Cedars of Lebanon proclamation: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following proclamation be adopted, in compliance with the national request. 436 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS 4 - PROCLAMATION WHEREAS, The Tall Cedars of Lebanon of the United States of America exists for Fun, Frolic and Fellowship of Master Masons, and WHEREAS, Research units sponsored by the Tall Cedars of Lebanon at the Institute of Muscle Diseases in New York City offer hope that an effective method of combating Muscular Dystrophy may be found; and Now, therefore, under and by virtue of the authority in me vested as Supreme Tall Cedar of the United States of America, it is hereby proclaimed, That the week of March 18th to 24th, 1969 inclusive, be named NATIONAL TALL CEDARS OF LEBANON WEEK, and that each constituent Forest sponsor activities throughout the entire week for the enjoyment of Fun, Frolic, and Fellowship, and for the express purpose of further promoting MUSCULAR DYSTROPHY RESEARCH, and for the propogation of the Tall Cedars of Lebanon. Mr. Yuhas reported a letter had been received from the Federal Aviation Administration approving our plans and specifications for the resurfacing of the Airport runway, it is only a matter of time before we are authorized to advertise for bids. Mr. Capano reported a notice was received from the Public Utility Commission with regard to hearings for the crossings in Donora, Pennsylvania. Commission under date of March 7, 1969 from Gerald D. Curtin, Chief, Airports Branch, CLE-600, notified the Board our request for payment for the Washington County Airport Project No. 9-36-043-D904 (Payment No. Three), has been approved and a check in the amount of $7, 608. 30 will be mailed within the next few days. Appointment of Contracting Officer: (Harmon Creek Flood Control Project) Moved by Mr. Bevec, seconded by Mr. Mazza, that John Yuhas be appointed to the position of contracting officer and Eugene Tenaglia as Alternate, for the Harmon Creek Flood Control Project as a whole, for the purpose of administering the construction and development of the flood control sites of the Harmon Creek Flood Control Project being undertaken by the Soil Conservation Service by authority of the Small Watershed Protection and Flood Prevention Act, P. Short Term Investment-'iqui4- Fuel s` Aeous Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $50, 000 from the Liquid Fuels Account be invested in Government Notes for a period of 120 days; yielding = 5-1/2 - 6%. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza _ Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Mazza reviewed a recommendation he had presented to the Board several months concerning a study to be made on the installation of voting machines in the County. Mr. Mazza: And I would like to again recommend that possibly we should give consideration not to the whole county at one time but probably take our two third-class citiC-s and try to work at voting machines in thes e particular districts; we had discussed this with Charles Gillespie on the cost, etc. , do you have a report on financing? Mr. Gillespie Mr. Mazza: Mr. Mazza: No; it has to be updated. I think we should give it some thnnght.t. On our United Health facility, were we to have a letter from our Solicitor handing down an opinion? Mr. Capano: I received it (a communication) late yesterday afternoon and it was delivered to me personally by Mr. Ramey and after review, I will give a written opinion. He was to contact me by Monday. Mr. Flynn: The solicitor will give his opinion by the next meeting. Mr. Flynn also made note that there is no question there is a need for the voting machines but that the thought to be considered is their priority and funds. Mr. Bevec: There is no question we are going to have to come to voting machines and there has to be a starting point; I think it is a good idea to start in the two third-class cities. Mr. Flynn: In working with the Planning Commission, we will know from them which of our various programs should be considered for top priority. Mr. Mazza: Our top priority is taking into consideration the voters of Washington County, that is to encourage the voter to go out and assume their responsibility; there is no question in my opinion, the need for priority, probably not for this year, or perhaps next year. Mr. Elish reported there was $63, 000 in the General Fund Account, and it would be necessary to borrow funds. BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Temporary Loan: Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk be authorized to borrow from the Pittsburgh National Bank, the sum of Two Hundred Fifty Thousand Dollars ($250, 000. 00) as part of the authorized aggregate amount adopted in the Resolution of January 9, 1969, at the rate specified. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Note: This will total $750, 000. 00. The following is a copy of the Certificate of Indebtedness, in accordance with the above action. March 17, 1969 CERTIFICATE OF INDEBTEDNESS OF WASHINGTON COUNTY, PENNSYLVANIA $250, 000. 00 March 17, 1969 The county of Washington in the Commonwealth of Pennsylvania, promises to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washington, Pennsylvania, Two Hundred fifty thousand ($250, 000. 00) Dollars, on or before, December 31, 1969, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 3. 186% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. This certificate of indebtedness is executed and delivered pursuant to the authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 9, 1969, which resolution is still in full force and effect.
