BEVEC, JOHN MAZZA, COMMISSIONERS 4 NO. 61 Office of the County Commissioners Washington, Pa., March 27, 1969 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: County Solicitor Capano; Chief Clerk Kittridge; Michael George - Director of the Department of Parks & Recreation; Mr. J. V. Murphy; Mr. Gillespie - The Washington -Greene Community Action Corporation; Reporter Robertson; and Public Information Officer Huber. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No, 60, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 60 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Unfinished Business: Chief Clerk read correspondence from Edward J. Protin, Sheriff, under date of March 25, 1969, addressed to The First National Bank in which The First National Bank is authorized to purchase treasury bills in the amount of $10, 000. 00, for a period of 90 days. Sheriff Protin was authorized at the last meeting (Minute No. 60 dated March 20, 1969) to invest the sum of $10, 000. 00 from the escrow account balance carried by said office, in U. S. Government notes. New Business: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following Change Orders in connection with the general construction of the renovation of the Commissioners' and Chief Clerk's offices, as submitted by Gretchen H. Anthony, R. A., be approved: (1) Electrical Work - Raising existing lights over the office of Commissioner #3 to the same level as the rest of the lights. Three (3) new fixtures shall be provided in the office of the Two Secretaries. (2) Ele(A-rical Work - Providing for new telephone service. (3) Electrical Work - Providing for two additional electrical outlets in the existing corridor outside the Register of Wills Office. Both outlets are to be on one circuit. Chief Clerk announced that Friday, April 4, 1969, is a legal Holiday - Good Friday - and the Court House will be closed. Chief Clerk announced that the Court House will be open the following hours for Registration purposes: Friday - March 28, 1969 Saturday - March 29, 1969 Monday - March 31, 1969 received from: 9: 00 a. m. to 9: 00 p.m. 9: 00 a. m. to 12: 00 p. m. 9: 00 a. m. to 9: 00 p. m. Chief Clerk reported the receipt and deposit of three (3) checks (1) Commonwealth of Pennsylvania - Re: Third partial payment on Agreement No. 9-36-043-D904 in relation with the Washington County Commissioners in the amount of $7, 608. 30. (2) Commonwealth of Pennsylvania - Re: Third partial payment on Agreement No. 136-A-69a-10 in relation with the Airport between the Commonwealth of Pennsylvania and the Washington County Commissioners in the amount of $3, 659. 90. (3) Commonwealth of Pennsylvania - Re: First Quarterly Allottment for Child Welfare Services in the amount of $30, 923. 66. Chief Clerk submitted a request that the County Controller be authorized to advertise for bids for Contract No. 6, Runway, Taxiway, and Aircraft Parking Apron Overlay, at the Washington County Airport. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for bids for Contract No. 6, Runway, Taxiway, and Aircraft Parking Apron Overlay, of the Washington County Airport; said bids to be received in the Office of the County Controller until 11i00 a. m. , Eastern Standard Time, Thursday, April 24, 1969, and opened immediately thereafter in the office of the County Commissioners. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chairman of the Board be authorized to sign two (2) Highway Occupancy Permit applications for sub- mission to the State. These applications will give the County permission to construct entrances from L. R. 62032 to various parking lots in Mingo Creek County Park and the installation of necessary drainage. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Controller Elish entered the meeting. Chief Clerk: Read letter under date of March 26, 1969, from Michael George, Director of the Department of Parks & Recreation, requesting the Board to approve final settlement and payment on the Stacko Property Parcels C-8 and C-9 in Cross Creek County Park in the amount of $12, 000. 00. The Board of Viewers have made an award of $93, 000. 00 and Mr. Stacko has received $71, 000. 00 as preliminary payment. The $12, 000. 00 is a total sum for final settlement and there will not be any additional claim for detention. Moved by Mr. Bevec, seconded by Mr. Mazza, that the final settlement and payment on the Stacko property Parcels C-8 and C-9 in Cross Creek County Park in the amount of $12, 000. 00 be approved. Remarks: Mr. Flynn - Did the Legal Counsel approve the above action? Mr. George: Yes. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence under date of March 20, 1969, from Thomas W. Georges, Jr., M. D. , advising the Board that application for Grant - In -Aid for Juvenile Court Probation Services hav been approved by the Department of Public Welfare, Harrisburg, Pennsylvania. The application is now being processed for payment. Budget Re -quest: Letter under date of March 19, k959',,3 from Edward J. Woods, County I C P MINUTE B❑❑K 451 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MIGHAEL R. FLYNN, JOHN R. BEVEC, JOHN MAZZA, COMMISSIONERS Agricultural Agent, Cooperative Extension Service, requesting an allottment of $5, 000. 00. Chairman made reference to a letter under date of March 25, 1969, from Walter S. Bennett, Region V Coordinator, in which the State is attempting to divide the counties and joinders into catchment areas to help facilitate the development of the Mental Health/Mental Retardation Act of 1966, which goes into operation July 1, 1969. Letter stated that the Office of Mental Health must have official notification of the catchment area which will be established for the Washington -Greene Joinder. Letter further stated that the boundaries of the catchment areas must be officially established by the local authorities (County Commissioners of both counties) and submitted to the State in a document tht.t lists the communities comprising the catchment areas. Mr. Flynn: Before we take any action I would like to consult with the Commissioners of Greene County. At this time we do acknowledge receipt of the letter from Mr. Bennett. Mr. Gillespie: I could prepare a resolution for both Commissioners to sign in regard to these catchment areas. Mr. Flynn: May I suggest that we acknowledge receipt of this letter and that we in conjunction with the Greene County Commissioners in adopting these different catchment areas in compliance with the Act. Moved by Mr. Mazza, seconded by Mr. Bevec, -that Joseph Feconda, Warden at the Washington County Jail, be authorized to attend a dedication of a penal institution in Harrisburg and that the mileage expenses be approved for payment. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman informed the Board that on Tuesday, March 25, 1969, the entire Board of Commissioners met and discussed with Mr. J. V. Murphy the Commissioners' desire to have Mr. Murphy undertake the responsibilities of Chief Clerk and Mr. Murphy has consented to accept the responsibility. This action will be on a four -month provisionary basis. Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. J. V. Murphy be appointed Chief Clerk, effective date to be April 1, 1.969; this action is on a four -month provisionary basis. Remarks: Mr, Mazza: During the Commissioners' interview with.Mr. Murphy I made my position clear of what we shall expect of Mr. Murphy and realizing that this is one of the most effective jobs in county government and the most responsible jobs. Chief Clerk submitted a request that the County Controller be authorized to advertise for the following bids: (1) Construction of Washington County Nursing Home (2) Construction of Washington County Juvenile Detention Home (3) Site Improvements of Washington County Nursing Home (4) Site Improvements of Washington County Juvenile Detention Home Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for the following bids: (1) Construction of Washington County Nursing Home (2) Construction of Washington County Juvenile Detention Home (3) Site Improvements of Washington County Nursing Home (4) Site Improvements of Washington County Juvenile Detention Home Abov e said bids to be received in the Office of the County Controller until 3: 00 p.m., Eastern Standard Time, Thursday, May 8, 1969, and opened immediately thereafter in the Office of the County Commissioners. Also included in this motion is the advertising of the bids in the Washington -Observer -Reporter, Monongahela Publishing Company, and Valley Independent, for three consecutive weeks beginning March 30, 1969. D. , Re: Petition for approval of plans for the erection of the County Detention Home, which has been granted and the contbinplated construction is approved. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following resolution be adopted: WHEREAS, the 1969 Washington County Budget, in part, is based on tax revenues to be derived from the market valuation of real estate in the total sum of $221, 445, 815. 00; THEREFORE BE IT RESOLVED, that the Washington County Commissioners do hereby adopt and again establish the ratio of 30% of Market Value as the basis for the levying of taxes for 1969. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS Solicitor: Solicitor Capano informed the Board that last year there was an amendment to the Code in which the Assistant County Solicitor could be appointed by the County Commissioners and according to instructions from the Commissioners I have interviewed Mr. William Porter regarding the new office and we discussed the responsibilities and duties. After our discussion Mr. Porter agreed to accept the appointment. I would now like to recommend that Mr. Porter, who is now serving as Assistant Solicitor in the Tax Claim Bureau, be appointed Assistant County Solicitor. Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. William Porter be appointed Assistant County SolicibDr, effective date to be April 7, 1969. Commissioner Mazza informed the Board that nominations were now in order to be submitted for membership on the Regional Commission on Crime established by the State Department of Justice. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following names be submitted for membership on the Regional Commission on Crime established by the State Department of Justice; said action subject to the approval of the name to be submitted: Joseph A. Meeting recessed. 454 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Meeting reconvened at 10:00 a. m. Friday, March 28, 1969, for the purpose of adopting the 1969 Fiscal Budget with the following members being present: Commissioners Bevec, Mazza, and Flynn. Also present being: Chief Clerk Kittridge, County Solicitor Capano, Mr. J. V. Murphy, and Public Information Officer Huber. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Budget for the County of Washington for the fiscal year 1969 be finally adopted by the County Commissioners, said Budget having been available for Public Inspection in the Office of the Chief Clerk to the County Commissioners from March 3, 1969, to this date, in accordance with the Provisions of the Act of Assembly of July 18, 1935, as amended. Resolution as to tax Levy and appropriation of the County of Washington and the Commonwealth of Pennsylvania fixing the tax rate for the year 1969 and appropriating specific sums estimated to be required for the specif: purposes of the county government, herein after set forth, during the fiscal year. Be it resolved 9.nd enacted, by the Board of Commissioners of the County of Washington, Pennsylvania, that a tax be and the same is hereby levied on all property within the said County subject to taxation for County purposes for the fiscal year 1969 as follows: Tax rate for general County purposes, the sum of 18 mills on each dollar of assessed valuation, sum being $1. 80 cents on each one hundred dollars of assessed valuation. This rate of taxation upon valuation of properties of the County of Washington, is required for purposes of meeting the necessary general expenses for the year of 1969. Remarks: Mr. Mazza: For the benefit of the press I would like to make a short statement that it is with regret that I seconded the above motion for the increase of two (2) Mills but due to the circumstances and maintenance of the laws that are passed by the legislature and the increased cost of county government and the demands that are put forth on the county I have no other alternative but to second the motion at this present time. L. 507, as amended, that a four (4) mills tax be levied upon all taxable items authorized in said Act, for General County purposes for the fiscal year 1969.
