FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chairman asked if there were any corrections, additions, or omission to Minute No. 61, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 61 be approved, as read. Old Business: Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved.by Mr. Bevec, seconded by Mr. Mazza, that a, resolution be adopted establishing catchment areas in the Washington -Greene County Joinder consisting of three (3) catchment areas known as the following: Area 1 is designated as Western Washington County and includes 130, 970 persons; Area 2 is Eastern Washington County with a population of 75, 455; and Area 3 is Southwestern. Washington County and all of Greene County with a population of 75, 516. Said resolution in Compliance with the "Mental Health and Mental Retardation Act of 1966" which requires that the County Commissioners must officially establish the boundaries of the catchment areas. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence: Chief Clerk read correspondence under date of March 27, 1969, from Joseph A. Conti, Coordinator, in which Mr. Conti enclosed a copy of the Statement of Interest letter that had been sent to the Department of Community Affairs in relation to the construction of the Aquatorium in Monongahela. Letter was under date of March 27, 1969, from Mayor T. A. Wilson which stated that the City of Monongahela is interested in developing a Riverfront Park along the Monongahela River. Letter further stated that it is the intention of Washington County to act as the applicant with construction to commence on or before May 1, 1969 on the Aquatorium presently estimated at $80, 000. 00. Chief Clerk read correspondence under date of March 24, 1969, from Sister Mary Alice, Director of the McGuire Memorial Hospital and Home for Retarded Children. Letter stated that the per diem subsidy for each child admitted to McGuire Memorial be increased from $8. 50 per day to $10. 00 .per day. The McGuire Memorial has been accepting youngsters referred to them by the Washington County Child Welfare Services. 458 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Mazza, seconded by Mr. Bevec, that Change Order #3 in connection with the general construction of the renovation of the Commissioners' and Chief Clerk's Offices as submitted by Gretchen H. Anthony,. R. A., on March 26, 1969, be approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read the 1969 Work Schedule for the Summer as submitted by Eugene Tenaglia, Bridge Engineer, under date of April 2,. 1969. Chairman presented Mr. Kyle Riggs, Washington County Redevelopment Authority. Mr. Riggs presented a resolution which required the Commissioners' approval to initiate plans for a neighborhood development program in Bentleyville. Mr, Riggs informed the Board that the urban renewal project will concentrate on a two -block section in the vicinity of Washington and Main Streets. First -year plans call for clearing a site to construct housing for the elderly. Moved by Mr. Bevec, seconded by Mr. Mazza, that a resolution be adopted permitting the Washington County Redevelopment Authority to apply to the State Department of Community Affairs for a planning grant in reference to the Bentleyville Urban Renewal Plan. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Michael George, Director of the Department of Parks & Recreation, entered the meeting. Mr. Kyle Riggs left the meeting. Chief Clerk read correspondence under date of April 3, 1969, from Michael George, Director of Parks & Recreation, which requested payment of $35, 000. 00 for the James D. Brez inski property; said property to become a part of the Cross Creek County Park. Moved by Mr. Bevec, seconded by Mr. Mazza, approving the payment of $35, 000. 00 to be made payable to Robert S. Ceisler, Esq. , for the acquisition of the James D. Brezinski property. Said property to become a part of the Cross Creek County Park; this transaction to be charged against the Parks and Recreation Account. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. 1 MINUTE ■ ■ f] 1 "I BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Mr. Gillespie, Washington -Greene Community Action Corporation, read correspondence under date of March 28, 1969, from John R. Fantz, Administrator of the Washington -Greene County Mental Health/Mental Retardation Program, in reference to the Community Mental Health Center. The Washington Hospital is at this time requesting authorization to proceed and complete the construction application and staffing application for submission to the State from the Washington County Commissioners. Chairman suggested that the above request be tabled for the present time. Chairman further stated that he would like to have a representation of the three hospitals - Charleroi Monessen, Greene County Memorial, and Washington Hospital - and conduct a discussion on the Community Mental Health Center. Mr. Gillespie read correspondence under date of April 1, 1969, from f H. Alan Speak, Assistant Director for Program Coordination. The letter enclosed a Project Identification Sheet and map containing the essential information on the application by the Mon Valley Health and Welfare Authority to the U. S. Department of Health, Education, and Welfare for a federal grant of $312, 000. 00 to construct a two-story health center in the City of Monessen, Westmoreland County. Letter further stated that the Southwestern Pennsylvania Commissioners comment on the project within ten (10) days from the date of the letter. Mr. Mazza; Our Solicitor answered on the above action from a legal standpoint.,•. >,' e Chdith am.sta AthatrLtbv&jOommissioners would firmly base their comments on the legal opinion of Solicitor Capano in which he said the county could not legally participate financially in construction of the building. Mr. Gillespie read correspondence which was under date of March 28, 1969, addressed to Administrators of Nursing Homes from the Pennsylvania Board on Improvement of Health Care in Nursing Homes and Related Facilities. Correspondence stated that the 1967 Social Security Amendments provide that a nursing home must be "under the supervision of an administrator licensed. " This part of the Amendments takes effect on July 1, 1970, with the provision that those who receive a license by waiver must be fully licensed by June 30, 1972. After that date there will be no more licenses by waiver. Mr. Whalen, Depd.ty Controller, made a comment in reference to the $35, 000. 00 which was previously approved for the James D. Brezinski property. Mr. Whalen stated that we should come up with some concrete schedule as to when we can expect the monies from the Federal Government and the State. Mr. Whalen spoke with Mr. Graham, Administrative Assistant of the Department of Parks & Recreation, and received alot of answers but nothing that he could go on. Moved by Mr. Bevec, seconded by Mr. Mazza, appointing Mrs. Percy Law to the Child Welfare Advisory Board for a term of three (3) years; effective date as of January 1, 1969. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, appointing Mr. James McDonald to the Washington -Greene Mental Health/Mental Retardation Board of Directors replacing Wayne Edmonds. Mr. Edmond's term was for a period of three (3) years effective as of January 1, 1969. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, appointing Mr. Clyde G. Tempest to the Board for the Assessment and Revision of Taxes replacing Mr. Frank Roney, who resigned. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes ;�-Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, approving the transferring of Thomas Felak from the staff of the Washington County Planning Commission to the new position with the Department of Parks & Recreation as Park Supervisor at Cross Creek County Park. Correspondence under date of April 3, 1969, from Michael George Director of the Department of Parks & Recreation, stated that the title of Park Supervisor is to be temporary until such time it will be necessary to expand park operations and various job titles and specifications will be set up and classffidd.'w.j Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
