The Board of County Commissioners met in regular session with the
following members being present: Commissioners Bevec, Mazza, and Flynn. Also
present being: Chief Clerk Murphy; County Solicitor Capano; Mrs. Amor Flenniken,
Director of the Washington County Tax Claim Bureau; Mr. Charles Gillespie of the
Washington -Greene- Community Action Corporation; Public Information Officer Huber;
and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions
to Minute No. 62, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 62 be
approved, as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.

Old Business:
Chairman read correspondence under date of March 13, 1969, from
Harry R. Sutherland, Jr., Executive Director of the Washington -Greene County
Tourist Promotion Agency, which requested the second quarterly allocation of
$3, 848. 50; said request had previously been tabled as per Minute No. 60, dated
March 20, 1969.
Moved by Mr. Mazza, seconded by Mr. Bevec, approving the second
quarterly allocation of $3, 848. 50 for the Washington -Greene County Tourist Promotion
_ Agency.

presented various private bids to the Board for approval; said bids having been approved
by the Tax Claim Bureau Solicitor.

Borough, Washington County, Pennsylvania, and formerly assessed in the name of Annie
Hrits, be approved; and that the sum of $25. 00 be accepted from REGIUS & FLORENCE

Common Pleas dated March 24th, 1969, the said deeds to be delivered to the purchasers

of the proceedings, and that Michael R. Flynn, Chairman, be and he is hereby

Raymond F. Oest, Registration & Activity- Chairman of the Washington County Voiture
676, Forty & Eight. Letter stated that on August 7-8-9, 1969 the Washington County
Voiture 676, Forty & Eight, will host the Grand Promenade (State Convention) for the
Grant Voiture de Pennsylvania, Forty & Eight, in Washington County. Letter requested
that any contributions by the Washington County Commissioners will be appreciated. The

Forty & Eight is a Veterans' Group and a Non -Profit Organization.
Chairman suggested that the above request be tabled until the next
regular meeting so that the Commissioners can discuss the request with the Veteran of
Foreign Affairs.

by the Washington County Voiture 676, Forty & Eight, be tabled until the next regular
meeting.

be authorized to advertise for bids for the printing and delivering to the Election
Department of the County Commissioners the necessary ballots required for the conduct
of the Special Election, to be held Tuesday, May 20, 1969. Said bids to be received
by the County Controller in his Office in the Courthouse, Washington, Pennsylvania,
until 11: 00 a. m. , Eastern Standard Time, Thursday, April 24, 1969, and publicly opened
immediately thereafter in the presence of the County Commissioners.

Chief Clerk read correspondence under date of April 2, 1969, from
Michael Baker, Jr., Inc., Re: Washington County Airport - Contract No. 5 -FAA
Project No. 9-36-043-04. Correspondence served as Official Notice to resume work
on FAA Project 9-36-043-04 on Monday, April 7, 1969. Work had been previously
stopped on this project on December 26, 1968, due to the extremely cold and wet weather
conditions. Correspondence further stated that at the time work stopped, 77 days of
total allowed contract completion time of 210 days elapsed. The new contract completion
date is therefore August 17, 1969.
Chief Clerk read correspondence under date of April 7, 1969, from
Clay Graham, Administrative Assistant of the Department of Parks and Recreation,
informing the Board that notification is given to please proceed with the condemnation on
the property of James B. Brezinski, and Virginia Brezinski, his wife, and Laura
Brezinski, his mother.
Mr. Bevec: According to our minutes of last week, payment of $35, 000. 00 was
approved for the James D. Brezinski property. The above correspondence refers to the

James B. Brezinski property. Maybe these are two different people.
A discussion followed regarding the Brezinski properly. Chairman
cleared the matter by contacting Michael George, Director of the Department of Parks
& Recreation. Mr. George informed the Chairman that the above letter was in error
and should have stated the James D. Brezinski property. Mr. George informed the
Chairman that a new letter will be sent to the Commissis oners clearing the above matter.
Budget Item:
Letter under date of April 2, 1969, from Roland H. Bourke, Jr.,
Executive Director of the Redevelopment Authority of the County of Washington, requested
the sum of $12, 484. 50 - second quarterly payment based on the 1968 county budget.
Chief Clerk read correspondence under date of April 3, 1969, from
Michael Baker, Jr., Inc., which was in the form of a proposal for professional
engineering services related to the performance of a study to determine the extimated
cost of lengthening the present runway at the Washington County Airport from 4, 600
feet to 5, 500 feet. The sum of $2500. 00 will be payable upon completion of the work.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Michael Baker,
Jr. , Inc. , render professional engineering services related to the performance of a study
to determine the estimated cost of lengthening the present runway at the Washington
County Airport from 4, 600 ft. to 5, 500 ft. The sum of $2500. 00 will become payable
upon completion of the work.

Patrick C. Derrico, Solicitor fdr Canonsburg -Houston Joint
Authority, submitted a request for a right-of-way in the Chartiers Creek Flood Control
Project. Mr. Derrico informed the board that bids will be opened early next month.
Moved by Mr. Mazza, seconded by Mr. Beveo, that the above request
submitted by the Canonsburg -Houston Joint Authority be held in abeyance until the next
regular meeting.

Subject: Mid -Monongahela Valley Council of Governments. Letter requested that the
Commissioners formally endorse the formation of the Mid -Monongahela Valley Council
of Governments. Letter stated that a meeting will be held at the Nemacolin Countyy
Club on Wednesday, April 16, 1969, to introduce this concept to officials of 37
municipalities. The Mid -Monongahela Valley Council of Governments is a voluntary
organization to provide closer cooperation between 37 comm-.%nities in Washington,
Fayette, and Westmoreland Counties.
Mr, Bevec: _ I think this request is somelvhat brought to us in a short period of
time. The Commissioners have not had enough time to study it. I do not think that
we should take any action until the Commissioners see what the feelings are in the
communities of these particular areas. I would suggest that the matter be tabled.
Mr. Mazza: I would like to concur with Commissioner Bevec. During our preliminary
preparation on the agenda yesterday the Commissioners felt that the request was given in
too short of notice to give us an opportunity to study it. I feel that the Board of
Commissioners should study carefully on this request.

asking the Commissioners to formally endorse the formation -of the Mid -Monongahela
Council of Governments be tabled.

Solicitor:
Solicitor Capano presented a contract to the Board for approval
between the County of Washington and James Scarton, Houston, Pennsylvania.
Said contract authorizing James Scarton to build a man -hole 36" x 8" outside, to be
10' 8" high, at the cost of $345. 75. This price includes all labor and materials - until
the project is finished. This is in conjunction with the Chartiers Creek Flood Control
Project.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract between
the County of Washington and James Scarton, Houston, Pennsylvania, be approved. The
cost of $345. 75, which includes all labor and materials - - until the project is finished.

Solicitor Capano presented a lease agreement between the COUNTY OF
WASHINGTON and MR. WRAY PAUL, JR. , 641 Larch Street, Washington, Pennsylvania,
for the rental of hangar space at the Washington County Airport to store one (1) Piper
Piper Cherokee 6885-W aircraft; said lease for a term of one (1) month beginning
April 1, 1969, and thereafter from month to month; payments shall be made beginning
of each calendar month in the sum of $30. 00 payable to the Washington County
Commissioners, c/o John Yuhas, County Surveyor, 67W Cherry Avenue, Washington,
Pennsylvania. Michael R. Flynn, Chairman of the Board of County Commissioners,
is hereby authorized to sign and execute the Lease Agreement.

Solicitor Capano made a recommendation to the Board that the firm
of Ruffin, Perry, Springer, Hazlett, and Lynch be appointed bond counsel for the new
county home project.
Moved by, Mr. Bevec, seconded by Mr. Mazza, that the firm of Ruffin,
Perry, Springer, Hazzlett, and Lynch be retained as bond counsel for the new county
home project.

Mr. Bevec - Yes; Mr. Mazza - Yes; Mr, Flynn - Yes.

Chairman informed the Board of a letter from W. O. Young, Chairman
of the steering committee for the Washington County Taxpayers' Association, in which
Mr. Young inquired as to what steps the Commissioners have taken lately to gain
permission from the state to use the former Youth Development Center at Morganza as
a temporary juvenile detention home. Chairman stated that he will answer Mr. Young's
letter.
Mr. Mazza: I think that in conjunction with answering the above letter, naturally
the taxpayers. The Commissioners are going to do everything we possible can to
scrutinize every department. Of course, we have not been putting anybody on the
payroll - only people we feel are necessary.. As far as this Board is concerned, we are
going to do everything we possibly can to continue to use economy. As far as economy
is concerned, I will do everything I possibly can to continue it.
