Office of the County Commissioners
Washington, Pa., April 24, 1969
Board of County Commissioners met in regular session with the following
members being present: Commissioners Bevec and Flynn. Also present being: County
Solicitor Capano, Chief Clerk Murphy, County Surveyor Yuhas, Public Information Officer
Huber, Mr. Kyle Riggs of the Washington County Redevelopment Authority and Reporter
Robertson of the Observer -Reporter. Absent being Commissioner Mazza, because of a
death in the family.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Absent; Mr. Flynn -
Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 64, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 64 be
approved, as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Old Business: Awarding of contract for the relocation of the 8-inch pipe line.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the contract for
relocation of an 8-inch cast iron pipe and fittings located in the First Phase of
Chai-tiers Creek Flood Control Project be awarded to ALEX E. PARIS CONTRACTING
COMPANY, INC. , Atlasburg, Pennsylvania 15004, at the price as set forth in their
bid ($5, 800. 00); this being the lowest responsible bid received and being in accordance
with our specifications. Motion made upon the recommendation of the County Solicitor.

Formation of Mid -Monongahela Valley Council of Governments:
Chief Clerk made reference to memorandum under date of April 9,
1969, from John D. Anthony, Director of the Washington County Planning Commission,
subject being Mid -Monongahela Valley Council of Governments, that was presented at the
regular Board meeting held Thursday, April 10, 1969 and tabled at that time. A meeting

was held at the Nemacolin Country Club on Wednesday, April 16, 1969 to introduce the
concept to officials of 37 municipalities. The Mid -Mon Valley Council of Governments is
a voluntary organization to provide closer cooperation between 37 commWities in

Washington, Fayette and Westmoreland Counties. In addition, to being a forum to
exchange ideas and collect information, it is intended that this body will have a small
professional staff to furnish technical aid to member governments and to review and
coordinate federal, state and local programs of regional importance.
Mr. Bevec: I attended the meeting with Commissioner Mazza and Solicitor Capano,
and the concept of the thing I think is a getter understanding between communities and
among the communities in the Valley, and to save the communities more money. Those
communities along the river are closely assbciated with each other because of the
geographical condition and I would move that we endorse the general concept of the
program that has been presented.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Board. of
Washington County Commissioners endorse the general concept of the Mid -Monongahela
Valley Council of Governments, that has been presented.
Remarks -
Mr. Capano: This doesn't involve the County in any financial obligations but merely as
a supporting municipality, and they presented some wonderful examplex where this has
worked very effectively in getting things done quickly and economically. The idea is

Veterans' Affairs:
Letter under date of April 23, 1969 from Elmer Obitko, Director of
Veterans' Affairs, recommended that a contribution in the amount of $200. 00 be made
to Washington County Voiture 676. Forty & Eight, be approved; subject to the approval
of the audit by the County Controller with regard to the expenditures.

Letter under date of April 22, 1969 from Elmer Obitko, requested
permission to attend and participate in a convention to be held by the Pennsylvania State
Association of County Directors of Veterans' Affairs at Hershey, Pennsylvania. Expenses
will amount tb $195. 00.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Elmer Obtko,
Director of Veterans' Affairs, be authorized to attend the Pennsylvania State Association

Liquid Fuels Cut -Off Date:
Moved by Mr. Bevec, seconded by Mr. Flynn, that June 1, 1969, be
designated as the cut-off date for municipalities to make application for County Aid
(Liquid Fuels) allocations, to be based upon 75% of the State Formula to be approved
for distribution; State Formula - 60 per cent mileage and 40% population .

Washington County Airport :
Chief Clerk presented an invoice as submitted by Michael Baker, Jr. ,
Inc. , Consulting Engineers, in connection with the Airport Project, and billed in
accordance with Article I -A and Article III -A of the engineering agreement dated the
31st day of October, 1968.
Mr. Bevec: Is this in order Mr. Yuhas ?
Mr. Yuhas: Yes; this is on the new work, the bids that will be opened today.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Invoice No. 51503
in the amount of $558. 00 (partial billing - Project No. 9-36-043-05) engineering services
rendered for the detailed design, construction plans and specifications in connection with
bituminous surface overlay on the existing runway, taxiway and aircraft parking apron, be
approved for payment.

Washington County Child Welfare Services, requested consideration be given the

Moved by Mr. Bevec, seconded by Mr. Flynn, that the above request
be approved; Miss Kathleen Smrekar will work with the Services from Monday, June 9,
1969 through Friday, August 15, 1969; Mrs. Jean O'Biecunas will work with the Services
from June 23, 1969 to August 29, 1969.
Mr. Bevec: These people are selected from a Civil Service List. The transportation
is the only thing that is involved primarily.

Notification from Joseph W. Mulroy, Secretary, Pennsylvania Association
of County Hospital Administrators, informed the Board this year's conference will be
held at the Hershey Motor Lodge, Hershey, Pennsylvania, on September 25th and 26th.
The program committee has arranged for speakers whose presentations will be of
interest to all County Hospital Management - Medical - Nursing - Social Service Per-
sonnel.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Superintendents
at the Washington County Home and Hospital for Men and Washington County Home for
Aged Women, Tony Mastrangelo and John Show�dter respectively, be authorized to attend
the 1969 Annual Pennsylvania Association of County Hospital Administrators Fall
Conference, on September 25th and 26th, at the Hershey Motor Lodge, Hershey,
Pennsylvania.

Chief Clerk read letter under date of April 23, 1969, to Mr, and Mrs.
Tony Premosh, Main Street, New Eagle, Pennsylvania, from James P. Huber, Public
Information Officer, expressed thanks on behalf of the Washington County Parks and
Recreation Department and the Washington County Board of Commissioners, for their
gift of sixteen (16) chestnut trees to be planted in Mingo Creek County Park, in memory

of the late .Mr. John Zani, the father of Mrs. Premosh.
Solicitor:
Mr. Capano presented a resolution to the Board for consideration and
approval, submitted by the Redevelopment Authority with regard to the City of Monongahela,
Pennsylvania; said resolution authorizes the filing of an application for an assistance
grant.
Mr. Riggs: This is the same identical resolution that was passed three weeks ago,
only for Bentleyville,
Mr. Riggs reviewed a map of the City of Monongahela indicating the
prospective treatment, showing clearance areas, rehabilitation areas, rehabilitation and
spot.clearance areas. Included in the preliminary plans are a new post office and
housing for the elderly - 50 perhaps 75 units. Mr. Riggs also stated that Monongahela
was a nice community with a lot of potential.
Mr. Flynn: First of all, the municipality authorizes the Redevelopment Authority
to make the study, then once you complete your study, you submit it to the local
planning commission and the local planning commission makes an official recommendation
to the municipality, the Redevelopment Board acts on it, then it comes to the Board of
County Commissioners for approval.
Mr. Riggs: That is correct.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Resolution
authorizing the Redevelopment Authority of the County of Washington to file an
application for Redevelopment Assistance Grant, Form DCA - 20 under the Neighborhood
Development Program with regard to the City of Monongahela, be adopted.

The proposed NDP Area is bounded by Main Street and the Pennsylvania Railroad lines on
the north, Fourth Street on the east, and generally the rear property lines of those
properties fronting on Chess Street on the South, and Sixth Street and Pike Street on the
west.
Acquisition of Easements - Hanover Township - Harmon Creek Flood Control Project:
Moved by Mr. Bevec, seconded by Mr. Flynn, that the petition for approval
of Purchase of two easements over real estate situate in Hanover Township, Washington

Gillespie, Director of the Washington -Greene Community Action Corporation; Mr. John
Fantz, Administrator of the Washington -Greene Mental Health and Mental Retardation
Program; and Commissioner John P. Bevec, be authorized to attend the above mentioned
Conference.

Chairman reviewed the policy adopted by the Board of Commissioners
on the awarding of contracts. Bids are opened in accordance with advertisement - at the
designated date and hour, contracts awarded one week later giving the Solicitor and
necessary persons involved, an opportunity to review all bids received.
Moved by Mr. Bevec, seconded by Mr. `Flynn, that the above bids be
tabled for further study by the Solicitor and Engineer; contract to be awarded on Thursday,
May 1, 1969, at 10:00 a. m. or shortly thereafter.

Mr. Whalen: At the time I left the office, there were no bids; however, here is the
proof of publication, publication dates being April 12, 15 and 18, 1969. You will have to

declare this an emergency and handle them by quotes because of the time involved.
Mr. Flynn: Based on the information supplied by Mr. Whalen, and as he has pointed
out, we did advertise on three different dates as required by law, no bids were submitted,
therefore we have no alternative but to declare this an emergency and necessity demands
that we ask for quotes; the CYm. of Clerk or Purchasing Agent to secure quotes from the
various publishing companies. We will probably have to call a special meeting of the
Board to approve the gvotes.
Moved by Mr. Bevec, seconded by Mr. Flynn, that due to the emergency
situation with regard to the ballots for the Special Election, the Chief Clerk be
authorized to secure quotes for the ballots, and the awarding of the contract to be made
upon the receipt of the quotes as soon as possible and if necessary, a special meeting
of the Board of Commissioners be called to award the contract.

Mrs. Emma Kucera was in attendance at the meeting with regard to
the increased water rates in her area, (Crescent Heights) - The Redstone Water Company
is going to increase the rates effective June 1, 1969, and she is taking exception.
Mr. Flynn: What is the position your township supervisors are taking? They were
here last week.
Mrs. Kucera: They were here last wekk on business of their own.
Mr. Flynn: Did you or any group of citizens go to their meeting and ask them for
their help? We dn.,County government do not want to supercede the authority of the
township supervisors. Did anyone approach them at their meeting?
Mrs. Kucera: I don't know if anyone approached them.
Mr. Flynn: The township supervisors would be more knowledgeable.
Mr. Capano: Such matters must be initiated by the local government before any other
party can participate.
Mr. Flynn: These are the people that represent you in the township, if they so desire
I am sure the Commissioners would be willing to cooperate.
Mr. Charles A. Gillespie, Director of the Washington -Greene County Community Action
Corporation, entered the meeting.
