members being present: Commissioners Bevec, Mazza, and Flynn. Also present
being: County Solicitor Capano, Chief Clerk Murphy, County Surveyor Yuhas, Mr
Charles Gillespie, Director of the Washington -Greene Community Action Corporation,
Public Information Officer Huber and Reporter Robertson of the Observer -Reporter.

Old Business: Awarding of contract for the surface overlay at the Washington County
Airport.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the
surface overlay at the Washington County Airport (FAA Project No. 9-36-043-05,
Contract No. 6, Washington County Airport) be awarded to BLACK TOP PAVING
COMPANY, 446 E. Beau Street, Washington, Pennsylvania 15301, at the price as
set forth in their bid - $131, 530. 00; this being the lowest responsible bid received
and being in accordance with our specifications. Motion made upon the recommendation
of Michael Baker, Jr., Inc. (per letter under date of April 25, 1969) and County
Solicitor Capano.
Note: This awarding of the above contract mjst also be approved by the
Federal Aviation Administration.

New County Home and Hospital:
Chairman announced notification had been received from Joseph F.
Bontempo and Associates, Architects, that in view of the fact federal government
required that they add an addendum for the Heating and Electrical specifications for
the New County Home and Hospital, they recommend the opening of the bids be
delayed until one week later at 3: 00 p. m. ; site preparation for the County Home and
Hospital and Juvenile Home will be opened and the construction for the Juvenile
Home will be opened as scheduled (may 8, 1969, at 3:00 Daylight Savings Time).
Moved by Mr. Mazza, seconded by Mr. Bevec, that the opening of
the Bids for the construction of the Washington County Home and Hospital be postponed
from May 8, 1969 to May 15, 1969 at 3:00 p.m. Daylight Saving Time, because of the
Addendum with reference to the electrical and heating changes required by the
federal government.

Chief Clerk read letter under date of April 28, 1969, from Robert W.
Sperring, Executive Director of the Washington Chamber of Commerce, informing the
Board approval of the Appalachia Arden Downs Access Road Project, has been received.
The road will be built to State and Federal requirements, beginning at the truck service
road of Superior Valve Company, and connecting with the present Museum Road.
This will require a railroad crossing. The Penn Central Railroad has approved a
crossing subject to proper warning devices, but with the understanding that the present
County Home crossing would be abandoned.
Moved by Mr. Bevec, seconded by Mr. Mazza, that upon construction
of the Arden Downs Access Road Project, the Washington County Commissioners will
abandon the present County Home crossing.
Remarks -
Mr. Capano: That was the agreement; it wouldn't be abandoned until the other con-
struction had been completed.
County Surveyor Yuhas will check as to the Public Utility Commission.

Commonwealth Conservation Assistance Program:
Memorandum received from F. D. Whalen, Deputy Controller, re-
quested a transfer of funds from the Capital Reserve Account to the above Program
account to make funds available to meet current obligations.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of
$5, 000. 00 from the Capital Reserve Account, be transferred to the Commonwealth
Conservation Assistance Program Account, to meet current obligations.

County Treasurer:
Latter under date of April 29, 1969, from Malcolm L. Morgan,
Treasurer to County Controller Peter Elish was presented to the Board - re: a check

from the Sheriff's Office, No. 2483 dated September 12, 1968, in the amount of $116. 78
had been issued in payment of taxes in Fallowfield, Hanover and Independence
Townships. It was erroneously receipted on a County Commissioner Receipt - No. 245
dated September 13, 1968, and deposited in the General Fund. Check No. 2471 in the
amount of $18. 00 was also included in the same receipt. Reimbursement in the amount
of $116. 78 payable to Treasurer Morgan was requested.
Mr. Bevec: Payment was accounted for on a County Commissioners Receipt
instead of the current taxes, which is not the proper type of accounting for it.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the above request as
submitted by Treasurer Morgan be approved; and that reimbursement in the amount of
$116. 78 payable to Treasurer Morgan be made.

Washington County Airport:
Chief Clerk presented an invoice as submitted by Michael Baker, Jr.
Inc. , Consulting Engineers, in connection with the Airport Project, and billed in
accordance with Article I -A and Article III -A of the engineering agteement dated the
31 st day of October, 1968.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Invoice No.
51608 in the amount of $3, 132. 86 (Project No. 9-36-043-05) for Engineering'services
rendered for -the detailed designs construction plans and specifications in connection with
bituminous surface overlay on the existing runway, taxi -way and aircraft parking apron
at the Washington County Airport, be approved for payment.

Chief Clerk presented correspondence concerning In Lieu of Tax
Payments, State Game Lands No. 245 Addition, East Finley and South Franklin Townships,
Washington County - Project 70 acquisition; The Department of Forests and Waters is

responsible for in lieu of tax payments on Project 70 acquisitions of the Game
Commission, as outlined in Section 19, Act No. 8, Special Session of 1964 (Project
70 Act. Said department's interpretation of the "Project 70 Act" requires each county,
township and school district to request a certification of the prior market value of the
acquired property and they current makket value of the remaining taxable real estate
base from the State Tax Equalization Board for each successive year after the initial
application, until complete recovery of the tax base. After that point, payments will
be made at the following rates: County and School Districts $. 08 per acre and
Township $. 04 per acre. Therefore, to take advantage of the lieu of tax payments,
resolutions must be adopted requesting the aforementioned certification for the
Pennsylvania Game Commission Project 70 acquisition called State Game Lands No.
245 Addition, Washington County for each successive tax year. Resolutions must be
submitted to the State Tax Equilization Board, Box 231, Harrisburg, Pennsylvania
17105.
Mr. Capano: I would suggest that the Board defer action on this until
the next meeting.

tabled until the next meeting.

Letter under date of April 23, 1969, from Mrs. Thomas P. Sloan, Jr.,
President, Monongahela Historical Society, commended the Washington County
Commissioners (for the Society) collectively and individually for their evidenced concern
in the preservation of one of the county's unique historical features, its covered bridges.
The Solicitor having reviewed and studied the correspondence
pertaining to the in lieu of tax payments (project 70 Acquisition), reported to the Board
that it was in order and ready to go.

WHEREAS, the taxable base of the County of Washington has been
reduced by the acquisition of the above described lands by the Commonwealth, and in
order for the County of Washington to receive "in -lieu -of -tax -payments" the said Act
required the County of Washington to request the State Tax Equalization Board to
determine and certify the prior market value of the acquired property to the Auditor
General and the SecrL-tary of Forest and Waters (72 P S. 3946. 19):
NOW, THEREFORE, be it resolved by the Board of Washington County
Commissioners that Charles H. Bush, Chief Assessor, for said county of Washington,
be authorized, to prepare and submit the propert application for the in -lieu -of -tax
payments in accordance with the said Act.

Michael George, Department of Parks and Recreation Director, re-
ported to the Board that the Monongahela riverfront project assistance application had
been submitted and it seems that it will be approved; during a discussion of the request
that the Commissioners authorize the advertisement for bids on theproject (so as not to
lose the advertisement costs of approximately $70. 00), note was made that the local
participation to technicalities involved to be worked out, definite commitanents on the

on the local participation to be received, and there should be a year of planning
involved (the State people are in agreement). Mr. George also stated that there should
be a long term agreement on the parking lot on the premises.
Mr. Flynn: We will defer action on this until such time we have all of the neces-
sary particulars, as of now we have nothing to work with.
Mr. George also reported on the Cross Creek money available from
the Federal Government, sttLting we have about a year and one-half to get all of the
necessary information and make preparation, with construction in the Spring of 1971.
Mr. Flynn: The Soil Conservation people informed us of the same, we have to be
prepared.
Mr. George reported on the Parks, additional information is still being
request; he is still checking into the possibility of getting more funds under Project 70;
funds already committed - $215, 000 for land acquisition and $55, 000 relocation costs.
Solicitor Capano read letter under date of April 28, 1969 from
Donald W. Bertram, P. E. Chief Engineer, Public Works & Planning Division, Michael
Baker, Jr. Inc. attached to copies of an Application to the Department of Military Affairs
for financial assistance in connection with the Washington County Airport (Contract No. 6) .
Also attached were copies of a resolution to be adopted and filed with said application
to the Pennsylvania Aeronautics Commission.
Moved by Mr. Mazza, seconded by Mr. BEvec, that the Resolution of
the Washington County Board of Commissioners, Washington County, Pennsylvania,
to be filed with the application for financial assistance with the Pennsylvania Aeronautics
Commission for construction of a 3-inch Bituminous Overlay on the existing E-W
runway, taxiway, and Aircraft Parking apron at the Washington County, be approved;
resolution authorizes and directs Michael R. Flynn, Chairman of the Board of
Commissioners, to execute all documents pertinent to the construction of the improvements
at the Washington County Airport as may be required by the Pennsylvania Aeronautics
Commission.
