BEVEC, JOHN MAZZA, COMMISSIONERS Office of the County Commissioners Washington, Pa., May 8, 1969 Board of County Commissioners met in regular session with the following being present: Commissioners Mazza and Flynn. Also present being: County Solicitor Capano, Chief Clerk Murphy, County Surveyor Yuhas, Public Information Officer Huber, and Mr. John Crouse of the Observer -Reporter. Absent being: County Commissioner Bevec, attending a seminar of the Washington -Greene Community Action Corporation and John Fantz, Administration of the Washington -Greene Mental Health and Mental Retardation Program, in Harrisburg, Pennsylvania. Meeting called to order by Chairman androll call taken: Mr. Bevec - Absent; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omission s t o Minute No. 67, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Flynn, that Minute No. 67 be approved, as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried uhanimously. Special Order of Business: Mr. Bertram Zanglio of Chartiers Township, Washington County Mr. Zanaglio was in attendance at the meeting with regard to the Midland Slate Dump. Mr. Zanaglio: I am here to represent the people of Midland; the slate dump has bedn smouldering two (2) years. I got a petition with about 300 names and presented it to the supervisors to be sent to Harrisburg, to see what could be done. I thought you could do something to expedite this. I understand federal money is available, but what do we do to get it. Mr. Mazza: Our Board has taken action sometime ago on this; I am familiar with the situation in Midland. As I understand $25, 000 is appropriated for them to go in there and do that job and as I understand it was to be started in June. The dump is certainly an extremely bad condition there in Midland, and for those people with asthma and silicosis it is very bad. Mr. Zanaglio: When I talked with the fellow from Pittsburgh, he said its the local authority to get this done. I amr"disappointed the supervisors are not taking emicker action, so I think the elected officials should do something to try to do something in your official capacity, because it is getting worse and worse. After this drizzle, it will be terrible. Mr. Mazza: You are right. Ilthink that what you should do is have the supervisors meet with Representative Roger Fischer to discuss what funds have been appropriated for such a project. Mr. Flynn: The local officials are not taking any positive action? Mr. Zanaglio: After I got the 300 names, they sent this resolution into Harrisburg; I attended three (3) meetings, after that they didn't seem to be interested. Mr. Mazza: I know we have taken action. Mr. Flynn: It is a serious problem; we will definitely look into it; this vwuld come under the Department of Mines. Mr. Zanaglio: I think all the residents would appreciate it. Mr. Flynn: We will keep yoix informed. Mr. Zanaglia thanked the Board for their time and cons ideration, after which he left the meeting. Old Business: Awarding of Contract - Data. Processing Room Electrical and Air Conditioning Work. Mr. Capano: One bid was submitted and the bidder is a responsible bidder and the bid is in line with the estimated cost and all is in order. Moved by Mr. Mazza, seconded by Mr. Flynn, that the contract for Washington County Courthouse Date Processing Room Electrical and Air Conditioning Work, be awarded to Chapman Plumbing & HEATING , INC. , 393 West Chestnut Street, Washington, Pennsylvania, at the price as set forth in their bid - $19, 917. 00; this being the lowest responsible and only bid received and being in accordance with our specifications. Advertisement for Bids: Moved by Mr. Mazza, seconded by Mr. Flynn, that the County Con- troller in conjunction with the Chief Clerk, be authorized to advertise for bids for the remodeling and renovation of the Rest Rooms at the Courthouse. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Correspondence from James Capra, Garage Superintendent, recom- mended that the following pieces of equipment be traded in for new equipment; 1965 Falcon Station Bus - Serial # E11JH696356 (Home for Aged Men) 1966 Ford 4-Door Sedan - Serial # 6G54C106971 (Juvenile Court) 1966 Ford 4-Door Sedan - Serial # 6G54C106970 (Institution District) Also, requested that a new 1/2 ton pickup truck be purchased for the garage use. Moved by Mr. Mazza, seconded by Mr. Flynn, that the County Controller be authorized to advertise for bids for two (2) 1969 Model New Cars -Ford -Chevrolet - Plymouth or Equivalent -American Made and One (1) - Side Door Delivery Station Bus - American Made - 1969 New and One (1) American Made - New 1969 1/2 Ton Pickup Truck. Remarks: Payment for the 1/2 Ton Pickup Truck will be from the Liquid Fuels Account. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read correspondence from Wm. B. Spencer, President of Black Top Paving Company to County Survgyor John Yuhas concerning the Washington County Airport re: installation of a ,paved turn -around area at each en d of the main runway. A lump sum proposal was submitted to excavate, install Asphaltic Concrete 1 cz O4 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Base Course 5 Uiches deep, place thereon Bituminous Surface Course ID-2A, 8 in. deep, 2 half circles with 25 ft. radii,, in the amount of $2, 025. Jessop Steel Company has agreed to pay a pro rata share as a contribution and in an amount not to exceed $700 toward the cost of the project upon completion of the work and Tri-State Aviation, Inc. has agree d to pay $700 as their share towards the cost of the project. Move d by Mr. Mazza, seconded by Mr. Flynn, that the above matter be tabled until next week. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of May 2, 1969 from John F. Bell, Treasurer of the Law Library Committee, requested the sum of $7000. 00 against the 1969 Budget; said amount to be used to maintain current status with Law Book Publishers and for cleaning and reparing as well as binding of books for the Library. Moved by Mr. Mazza, seconded by Mr. Flynn, that the above request be tabled for the time being. Remarks: Mr. Bell will be notified the Board cannot comply with the request until tax revenue is received. Roll call vote taken: Mr. Mazza. - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of May 5, 1969 from John M. Maroni, Vice+President of Burgettstown Borough Council, requested their 1969 County grant be increased to $1, 000. 00 towards the costly problem with respect to the Linn Avenue project. be tabled. Peechika, Program Specialist, Pennsylvania Department of Agreiculture State Soil and Water Conservation Commission, informed the Board the Wheeling Creek Cost -Sharing Agreement between the Washington County Commissioners and the State Soil and Water Conservation Commis- sion, will cover the Commissioners' payment of $50, 000 to the Wheeling Creek Compact; as soon as the payment is made to the compact for 1969, documentation is to be 7 J 1 forwarded to the Department; a statement from the Compact that our payment has been MINUTE BOOK tJVt) 1 1 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Chairman made reference to the meeting held recently with the rep- resentatives of the State Commission at which time Mr. Peechatka informed the Board he would secure the above information. Letter under date of April 30, 1969, from Frank Longevitsh, Secretary of Independence Township Supervisors, extended an invithtion to the Chief Assessor to attend the May 21, 1969 meeting of the Supervisors of Cross Creek, Hopewell, Independence, Jefferson and Mt. Pleasant Townships in the Avella Area HIgh School, State Route 50, at 8: 00 p.m.; the topic of the meeting will be on how and what procedures are used to determine the assessment of different properties and a question and answer period to help cla3fi.fy many of the misunderstandings that arise amont the citizens. Chief Clerk was instructed to notify Acting Chief Assessor Bush. Letter under date of May 6, 1969 from Eugene Tenaglia, Bridge Engineer, informed the Board that all the bridges have been posted with the correct tonnage signs. Reference was made to Minute No,. 52, dated January 23, 1969 at which time the recommendations were presented in the interest of accident and loss control- 1/ All bridges should be posted with signs to show the weight limit 2/ The load capacity for all bridges should be ascertained Mr. Tenaglia reported that the job has been completed. Mr. Yuhas reported that the bridges are inspected every six (6) months and they are cataloged. Memorandum under date of May 6, 1969 from Michael George, Director Department of Parks and Recreationrrequested the Board to approve final settlement and payment of the Effa E. Adams property in Mingo Creek County Park. The Boar d of Viewers made an award of $30, 000 and a preliminary settlement has been made in the amount of $22, 200; $6, 300 is a total sum for final settlement which includes any claim for detention. Moved by Mr. Mazza, seconded by Mr. Flynn, that the sum of $6, 300. 00, final settlement on the Effa E. Adams et al property, Parcel Number M-23, Mingo Creek County Park, be approved for payment. Motion carried unanimously. Letter under date of May 6, 1969 from Mrs. L. L. Wellens, 501 Highland Avenue, North Charleroi, Pennsylvania 15022 to Commissioner Mazza, asked that Mr. Mazza study the facts to see if additional funds may be secured for the Monessen Public Library; she is a regular patron and would pay a fee to have access to the Library, however she is of the opinion that many would of or could not accept a charge and is hoping something can be done to help keep this a free facility for everyone. Chief Clerk reviewed the service area covered by the Citizens Library, and the cost to those living out of the service area., but working in; those living out and working away, and the fee to students and adults. BEVEC, JOHN MAZZA, COMMISSIONERS amount of $1, 000 has been contributed by the County the past 'two (2) years to the Library, and the Chief Clerk was instructed to write to Mrs. Wellens, that the County Participates with regard to contributions to the Library. Solicitor: Mr. Capano presented applications concerning the Aquatorium on 1 the Monongahela Riber to the Board for approval and signature., stating they do not obligate the County; this is just preliminary procedure. Mr. Yuhas: This is the same kind of permit we get on some of our other projects. Moved by Mr. Mazza, seconded by Mr. Flynn, that Applications of Washington County to the Commonwealth of Pennsylvania Department of Forests and Waters, Water and Power Resources Board, for the consent or permit to construct an Aquatorium on the MonongaheIta Riber, be approved. Roll call vote taken: Mr. Mazza - Yes; Mr . Flynn - Yes. Motion carried unanimously. Chairman announced that the Board of County Commissioners had worked hard with various groups of people, industries, etc. , and after many conferences and much deliberation and study, it is the wholeheatted agreement of the Board to instruct the County Solicitor to prepare the necessary resolutions for the Board to adopt and also prepare the articles of corporation for an Industrial Development Authority in compliance with the Industrial Development Law 102 of 1967. Moved by Mr. Mazza, seconded by Mr. b lynn, that the County Solicitor be authorized to prepare the necessary resolutions, articles of incorporation and other necessary legal papers, to establish an industrial Development Authority. Remarks - Mr. Flynn - It is possible we can be in a position within two (2) weeks from today to name the Board, etc. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Mr. Mazza: I would like to make a statement; Tuesday of this week, I made an inspection of our County Home for Men and I spent some time there and I want to report to this Board that I find the conditions were absolutely good? Mr. Mazza commented on the cleanliness, good order, and the fact that the employees are doing an excellent job.
