Also present bein g: County Solicitor Capano, Chief Clerk Murphy, Public Information Officer Huber, County Surveyor Yuhas, Mr. John Anthony, Planning Commission Director; Mr. Michael Geooge, Parks and Recreation Director and Reporter Robertson of the Observer - Reporter. Absent being: Commissioner Mazza. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Absent; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 68, each Commissioner having received a copy. (see Miniitt No. 68, dated May 1, 1969) Moved by Mr. Bevec, seconded by Mr. Flynn, that the installation of a Turn Around Apron for each end of the Main Runway, at the Washington County Airport, be approved; Total cost in the amount of $2025. 00 to be paid as follows: Jessop Steel Company $700. 00 Tri-State Aviation, Inc. 700.00 Washington County 625.00 Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn -_ Yes. Correspondence: Letter under date of May 10, 1969 from Fred Grout, 24th District Quartermaster, enclosed bills in the amount of $392. 61, incurred by the 24th District V. F. W. for their Loyalty Day Parade. Moved by Mr. Bevec, seconded by Mr. Flynn, that the sum of $300. 00 be approved for payment, to help defray the expenses incurred by the 24th District V. F. W. with regard to the Loyalty Day Parade. Remarks: The above contribution is provided in the Budget. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Assistant Solicitor Porter entered the ne eting. Chief Clerk read a telegram received from Congressman Thomas E. Morgan - the Office of Economic Opportunity has approved a summer headstart grant in the amount of $210, 485. 00 to the Washirg ton -Greene Community Action Corporation; this includes new federal funds in the amount of $204, 336. 00 and reprogrammed funds in the amount of $6, 149. 00 and is to serve Washington and Green Counties for two (2) months - there are 755 children. Letter under date of May 9, 1969 from John W. Cadez, Secretary, North Strabane Township Board of Supervisors, requested a joint meeting with the Board of County Commissioners, for the purpose of discussing various problems and conditions which are considered to be of mutual benefit. SEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk was instructed to make arrangements for the joint meeting. Letter under date of May 13, 1969, from Joseph A. Feconda, Warden, requested permission to attend the annual meeting of the State Wardens Association with the Bureau of Correction and State Board of Parole in Harrisburg; Pennsylvania. Moved by Mr. Bevec, seconded by Mr. Flynn, that Joseph A. Feconda be authorized to attend the annual meeting of the State Wardens Association with the Bureau of Correction and State Board of Parole in Harrisburg, Pennsylvania on May 22, and 23, 1969. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carded unanimously. Letter under date of May 8, 1969 from Thomas W. Georges, Jr., M. D. Secretary of the Pennsylvania Department of Public Welfare, advised the Board they may anticipate receiving $44, 399. 41 under the Payments to Counties for Child Welfare Services Program; payment is for the two quarters in the period January 1, 1969 to June 30, 1969. A check in the stated amount should be received within a few weeks. Michael George, Department of Parks and Recreation Director, re- ported to the Board on the possibility of securing additional Project 70 funds; an additional $200, 000 is available in matching funds from the State (this is just on our original program) however, if it is included, the County would have to expend $400, 000, therefore, it will be necessary to go back over the years on what has been expended to reach said amount, making total aid available - exceeding $500, 000. Mr. John Anthony, Director of Washington County Planning Commission, submitted a request to the Board, concerning a letter of intent to the Regional Director, Office of Civil Defense, Olney, Maryland, Through the Director of Civil Defense, Commonwealth of Pennsylvania, expressing the interest of the County Commissioners in the conduct of a Community Shelter Planning Project, with funds provided by the Federal Government and under modified provisions of the National Community Shelter Planning Program. i Mr. Anthony: This is just a letter of intent in order to get us on record. MVved by Mr. Bevec, seconded by Mr. Flynn, that a Letter of Intent with regard to the conduct of a Community Shelter Planning Project, be authorized. Remarks - Mr. Mevec: I am glad we are checking into this; if the federal government covers all of the expenses, it's alright. Motion carried unanimously. Mingo Creek - construction of sanitary facilities and parking lots in Mingo Creek County Park: Bids opened, and read and tabled May 8, 1969. Mr. Capano: The bids received are over and above the estimated cost and should be held in abeyance indefinitely. Mr. George: To get matphing assistance from the state, it was 18% above the estimated cost; approval must be received fromthe Bureau of Community Affairs; we should hear from the State within a day or so. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Awarding of the contract for construction of sanitary facilities and parking lots in Mingo Creek County Park be delayed, until approval is received fromthe Bureau of Community Affairs. Chief Clerk presented two (2) invoices submitted by Michael Baker, Jr. Inc. , Consulting Engineers, in connection with the Airport Project, and billed in accordance Article I-D and Article III-B of the engineering agreement dated January 11, 1968 and Article I-C and III-C of the same agreement. Moved by Mr. Bevec, seconded by Mr, Flynn, that Invoice No. 51710 in the amount of $147. 15 (Project No. 09-34-043-D904) partial billing for general inspection services in connection with the extension to the present iunway extention at the Washington County Airport, be approved for payment. Remarks: Both invoices have been approved by County Surveyor Yuhas. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Advertisement for Bids: Station Wagon and Park Maintenance Equipment Moved by Mr. Bevec, seconded by Mr. Flynn, that the County Controller be authorized to advertise for bids for the following as listed: a. Motion carried unanimously. Washington County Airport: Chairman made reference to a letter from Donald W. Bertram, of Michael Baker, Jr., Inc., and stated that said firm had been advised the Federal Aviation Administration has denied the request to increase their grant from $59, 500 to $71, 000 on the FAA Project No. 9-36-043-05 (Contract #5); the Board discussed for a time, what could be deleted, whether readvertisement for bids would be necessary, etc. , after which they decided to table the matter until further word is received on the project. Solicitor: Mr. Capano presented an agreement with the Pittsburgh Testing Laboratory of Pittsburgh to be executed in connection with the Airport Project, but in view of the aforementioned - said agreement will be held in abeyance. 6 M I N UTE B❑❑ K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL P.
