Mr. Gillespie reported on the Washington -Greene Community Action Corporation:
They made us a priority in Washington, D. C. for money when it
becomes available for programs that we want.
Mr. Mazza: What are some of the programs.
Mr. Gillespie: They are going to stop the building, they will do more in the way of
human services, which I think is ling overdue; our agency in this state will have for
various programming through OEO etc. , $100, 000, 000 that we will dispense in various
training and work programs, but any program that calls for construction, as far as we
are concerned will not be considered because it is too expensive.
Note was made that Mr. Gillespie has been elected the new president
for the State Association:
Note was also made that the official opening and dedication of Mingo
Creek County Park will be June 14, 1969.

Old Business:
a/ Data Processing Department Progress Report -
Chief Clerk read the following under date of June 10, 1969:
The Date Processing Department.is currently engaged in setting up of
the Real Estate Tax Billing System. As of this date, the systems work has been
completed and four programs have been written. There are a total of eighty-eight
(88) taxing districts, each with a separate tax assessment book. Of these eighty-eight
(88) books, eleven (11) are still to be researched, six (6) are currently being researched,
thirty-six (36) are to be edited, fourteen (14) are waiting to be keypunched, and
twenty one (21) have been keypunched and are waiting to be converted to a disc file. With
a total of approximately ninety thousand (90, 000) accounts, over seventeen thousand (17, 000)
are completed.
Mr. Bevec: We met with Mrs. Leisch, Mr. Capano and Acting Chief Assessor
yesterday, and we went over this program; the progress is good as can be expected at
this time.
b/ Budget Item - Law Library Request (tabled per Minute No. 68, dated May 8, 1969)-
Moved by Mr. Bevec, seconded by Mr. Flynn, that the sum of
$7, 000. 00 as requested by John F. Bell, Treasurer of Law Library Committee, against
the 1969 budget, be approved for payment.
Roll call vote taken:

c / Juvenile Detention Home Contracts:
Mr. Bevec: Mr. Chairman, we took bids on the Detent ion Home and there is no
question the Home is needed; it has been longooverdue; the State has ben after us,
the Courts have been after us; the old House is anything but decent.

of Joseph F. Bontempo and Associates, Architect, that the contracts for the construction

Mr. Bevec: It was also recommended by the Architect, that since the Board of
Commissioners decided not to build the Nursing Home, it will be necessary to award
this part of the contract on the unit price basis, which was submitted by the low bidder,
Richards Construction; Bontempo engineers checked the work involved in extending the
sanitary sewer line and water line to the existing sewer and water line which is serving
the general area, and they find that it will be necessary to increase the cost of Contract
L-1 in the amount of $32, 982. 00, making the total cost of Contract L-1, Site
Improvement - $90, 404. 34; they therefore, recommend that Richards Construction
Company be awarded this additional work and their total contract be $90, 404. 34. They
further advised that this is a must so that there will be sewer and water connections
serving the D*tention Home Facilities. They have also providdd for the contractor to
leave a Valve at a point in the line so that any future construction on the site of the
Hursing Home could be serviced by a sanitary sewer and water line. The total award
will now be $239, 696. 34.
Moved by Mr. Bevec, seconded by Mr. Flynn, upon the
recommendation of Joseph F. Bontempo and Associates, Architect, the contract for the

amount of $32, 982. 00; this being the lowest responsible bidder on the unit price basis.

Chairman read the following letter from Commissioner Mazza:
June 11, 1969
Dear Chairman Flynn:
In my absence from the regular Board meeting this morning, please
accept this letter to indicate that I am in favor of a new detention home.
I feel this is long overdue and wish to go on record as being in favor
of this step forward.

d/ Awarding of Contract - Harmon Creek Site 482:
Letter received by John Yuhas, Contracting Officer, from the State
Administrative Officer, Soil Conservation Service, Harrisburg, Pennsylvania,
informed - their government representative has determined the low bidder has adequate
equipment and facilities to perform the work on the above project. We may now proceed
with the Award of the Contract.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the contract for con-
struction of one (1) Earthfill Floodwater Retarding Structure, located approximately two
miles northwest of Dinsmore, Pennsylvania, be awarded to FRANK GAVLIK & SONS, INC.,
Bentleyville, Pennsylvania, for the amount as set forth in their bid - $94, 347. 20; this
being the lowest, responsible bid received and being in accord with the specifications;
and that the Chairman of the Board be authorized to execute the contract. Motion made
upon the recommendation of the federal authorities.
Remarks -
Mr. Bevec: This is all federal money.

Chief Clerk read the following letter received from the Washington
County Taxpayer's Association.

Gentlemen:
Through the Steering Committee of this Association, a statement of
appreciation and commendation is extended for your interest in the taxpayers of this
County as evidenced by the rescinding of the intention to build a new County Home and
Hospital. Your wisdom and consideration for the "forgotten" people of this County who
bear the load of present taxation deserves respondent: encouragement. It is hoped this
communication will represent such. In addition, your recent courtesy to our movement
in the full and helpful letter regarding the Morganza dilemma was only another instance
of your realization that we speak for many who, likewise, thank you, we are sure.

Note was made that the above letter had appeared in the Letter to the Editor column of
the local newspaper.
New Business:
Letter under date of June 11, 1969 to the Board of Commissioners
from County Surveyor Yuhas, outlined and reviewed a meeting held at the Borough
Building in Canonsburg, Pennsylvania, with regard to a gas line that is serving the
Canonsburg -Houston Sewer Authority Treatment Plant, which has to be lowered. Persons
in attendance were listed and Mr. Yuhas stated that Mr. Deemer of Morris -Knowles, Inc. ,
Engineers for the Authority, said that the Authority would be responsible for the cost of
lowering the gas line.
Mr. Yuhas: This is on the first phase of Chartiers Creek Flood Control Project -
Canonsburg -Houston Reach. We had certain obligations, such as lowering an eight (8)
inch water line, moving a fence, manholes etc; this particular line wasn't on the list at
the time our obligations would be taken care of (November, 1968); everyone thought it
was lowered at the proper grade below the stream bed. This was discussed last Friday
and I felt it wasn't our obligation since it wasn't on the original schedule we had discussed

had discussed prior to Ncvember 1st, so after a lengthly discussion yesterday morning,
the Corps of Engineers sent their representative in and made two different checks and

stated that it wasn't put down at the proper gradec.nd that the Canonsburg -Houston
Sewer Authority would assume the obligation (the work was done in 1962).
Child Welfare Services:
Letter under date of June 6, 1969 from Louise Abel, Executive
Director of Child Welfare Services, informed the Board they had received notification
from the Bureau of Staff Development, Department of Public Welfare, that a Summer
Institute will be given at the University of Pittsburgh; each County is requested to
recommend one caseworker. The tuition will be paid by the Department of Public
Welfare, but the County will be responsible for the transportation expense every day fbr
ten (10) days. Mrs. Mildred Spalla has been recommended by the Child Welfare
Services -to attend said institute.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Mrs. Mildred
Spalla, Caseworker with the Washington County Child Welfare Services, be authorized to
attend the Summer Institute at the University of Pittsburgh, from August 11, 1969
through August 22, 1969.

Letter under date of June 2, 1969 from District Attorney Costa,
concerned the attendance of the Annual Conference of the District Attorney's Association
of Pennsylvania by the District Attorney and First Assistant, July 14, 15, and 16, 1969
at Seven Springs, Champion, Pennsylvania. Itemized expenditures for the conference will
be submitted upon their return.
The Board made note that this is routine.
Commonwealth Conservation Account:
Memorandum under date of June 12, 1969 from Deputy Controller
Whalen, requested that the sum of $20, 000. 00 be transferred from the Capital Reserve
Account to the Commonwealth Conservation Account.

Mr. Lee representing Somerville Equipment Company, stated that
according to the specifications, to his knowledge, there is only one make of tractor
that could be bid; he didn't think it was fair to the taxpayers or the dealers.
Mr. Capano: We tried to make the specifications broad enough to cover all categories,
but there was a special request for the type of equipment they would need for the type of
work they will need to meet at the parks. We want competitive bidding.
Mr. George: The main thing is so we can have a side and rear mower to operate at the
same time; future equipment will not need this feature.
Mr. George suggested that the representatives of the various dealers
present, get together with manufacturers specifications, so he could review said bids.
Mr. Capano: This will all be taken into consideration.
Mr. Flynn to Mr. Lee: Your point is well taken and we certainly appreciate it.
Another representative stated that he couldn't see why the County
couldn't operate as an individual; why can't they buy a particular type of article or
