Also being present::- Chief Clerk, Murphy; County Solicitor Capano, Controller Elish; Deputy Controller 'Whalen; Public Information Officer Huber; John D. Anthony, Executive Director of the Washington Co. Planning Cominission; Mr. O. Bard Judy, District Conservationist SCS, Washington, Pa., Mr. Bohner, County Civil Defense Director; Reporter Robertson of the Observer -Reporter. Meeting called to order by Acting Chairman Bevec due to the absencd of Chairman Flynn, and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Absent. Acting Chairman asked if there were any corrections, additions or ommissions to Minute No. 78, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 78 be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes. Motion carried unanimously. Explanation for the execution of Project Agreement for-, Vegetation, Site PA-479, Harmon Creek Watershed was given by Mr. O. Bard Judy, District Conservationist SCS, Washington, Pa. Mr. Judy stated that this Project Agreement is by and between Washington County Commissioners, called the Sponsoring Local Organization; the Washington County Commissioners, called the Contracting Local Organization; and the Soil Conservation Service, United States Department of Agriculture, called the Service. The Federal Government will provide 100 percent of the cost of constructing the work on improvements described as follows: Vegetation of one earthfill floodwater retarding structure, 1 E emergency spillway and disturbed areas of Site Pa-479 Harmon Creek Watershed, Washington MINUTE BOOK 55 BOARD OF COUNTY C❑MMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. The Contracting Local Org�[nization (Washington County Commissioners) will appoint a Contracting Officer. Mr. Bevec: Mr. John Yuhas is the Contracting Officer. Moved by Mr. Mazza, seconded by Mr. Bevec, authorizing Commissioner Bevec, Acting Chairman, to sign the Project Agreement for Vegetation, Site PA-479, Harmon Creek Watershed, Contract No. 12-10-360-. • Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes. Correspondence Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes. Motion carried unanimously. Chief Clerk Murphy read correspondence under date of July 17, 1969 from Edwin G. Kase, Airport Engineer, which had enclosed a check from the Commonwealth of Pennsylvania Treasury Department Check Number 43-061552 dated July 15, 1969 in favor of the County of Washington, Washington County Airport, in the amount of $7, 959.44 paid by Auditor General's Warrant Number 022238. This check represents the fourth (4th) partial payment on Federal Airport Project Number 9-36-043-D904, Contract Number FA Ea875. Chief Clerk Murphy read correspondence under date of July 18, 1969 from Edward J. Woods, County Agricultural Agent, stating that the Washington County Agricultural and Home Economics Extension Association would like to request an allotment of $5, 000. 00. Chief Clerk Murphy read correspondence under date of July 17, 1969 addressed to Mr. Yuhas, from J. S. Minnotte, Acting District Engineer of the Department of the Army, Pittsburgh District Corps of Engineers, which stated that during the month of May 1969 the three projects, Burgettstown - Slovan Channel Improvement Project - May 20, 1969, Granville Channel Project - May 23, 1969, and the Washington Flood Control Project - May 22, 1969, which are under the supervision of Mr. Yuhas, were inspected by personnel of the Department of the Army. A list of maintenance on each Project was noted. BEVEC, JOHN MAZZA, COMMISSIONERS New Business Mr. John D. Anthony, Director of the Washington County Planning Commission, stated that the Planning Commission staff will complete the County Comprehensive Plan in 1970. He is presently preparing to submit the application to the federal government. However, the new federal regulations require the participation of a larger number of citizens in the planning process than has been the rule in the past. To meet these requirements, Mr. Anthony requested the Board of County Commissioners to appoint a Citizens Action Committee. This committee would meet regularly (at least bi-monthly) and would be kept informed of the action of the Planning Commission. The Citizens Action Committee would act as an advisory group to the County Planning Commission. The membership of this group should encompass a broad cross-section of county residents. It probably should have not less than thirty members. The federal government is not necessarily interested in a "blue ribbon" committee so much as developing a group of interested citizens. As presently conceived, this committee could contain members of all minority groups, union leaders, police representatives, township managers, the clergy, farmers, PTA members, educators, students, welfare recipients, persons involved in charitable and social workers, and any other conceivable type of person that could benefit from the County's planning effort. No Planning Commission member should be included on this committee, either county, regional or municipal or any elected official because the Planning Commission currently enjoys a close rapport with these groups. Mr. Bevec: This'matter of appointing the members of the Citizens Action Committee will be discussed in the future with all the Board Members present. Moved by, Mr. Mazza, seconded by Mr. Bevec, that the following resolution be made a part of the minutes. RESOLUTION WHEREAS, President Nixon has proclaimed Monday, July 21, 1969, a "National Day of Participation" in the Apollo - 11 Moon Landing, and WHEREAS, he asks that the nation "Join in Prayer" for the success of the mission and safe landing of the Astronauts, therefore, In compliance with the request of our Chief Executive we the Washington County Board of Commissioners in executive meeting and in accordance with the powers vested in us, have unanimously agreed and do hereby order all County Government Offices closed on the above prescribed day and date, and urge all the people of this great County to participate and join in this significant event of this day. Anthony, Director of the Washington County Planning Commission, stated that the first phase of the County Comprehensive Plan was completed in 1968 and included 13 separate studies. Action on this comprehensive plan enables the Planning Commission to apply for a federal grant to defray two-thirds (2 / 3) of the $63, 800. The second phase should be completed sometime in 1970. Mr.- Anthony also stated that the comprehensive plan will make possible overall, orderly development of the county &.d is necessary because no federal grants are extended to political subdivisions which do not have one. The County will not pay any money out of pocket. Mr. Anthony presented a resolution that a contract for planning assistance be approved. Mr. Capano: The contract will follow this resolution. Moved by Mr. Mazza, seconded by Mr. Bevec, approving the above resolution making it possible for a contract for planning assistance be granted from the federal government. Roll call vote taken: Mr. Bevec - Yes;-.-- Mr. Mazza - Yes. Motion carried unanimously. Mr. Mazza: What is the status of the Roscoe Sewage Treatment Plan. Mr. Anthony: It is at a standstill because of a lack of cooperation of the municipalities involved. CIVIL DEFENSE Charles O. Bohner, County Civil Defense Director, requested that the Board of County Commissioners approve plans for an eight -page publication offering county residents helpful hints on what to do in the event of a nuclear attack and showing tticc 008 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS q locations of fallout shelters around the county. Mr. Bohner also stated that the community shelter program would cost $12, 000 or $13, 000. The federal government has promised to reimburse the county for the total amount. About $16, 350 would be required for services rendered by himself and the County Planning Commission and another $6, 000 or $7, 000 would be absorbed by printing and distribution of the publication. The circular will pinpoint the location of each of the 67 fallout shelters in the county and will give helpful hints to how residents might design fallout shelters in their own homes and what farmers should do to protect their crops and livestock. The distribution of this circular will be approximaiy 90, 000 to 100, 000 residents of Washington County. Moved by Mr. Mazza, seconded by Mr. Bevec, approving the proposal of the Community Shelter Program and authorizing the Chairman to sign said contract. DATA PROCESSING Moved by Mr. Mazza, seconded by Mr. Bevec, authorizing the Controller, in c onjunction with the Chief Clerk, to advertise for bids for the_ necessary printing of tax statements and other supplies for the Data Processing Program. New Juvenile Detention Home Moved by Mr. Mazza, seconded by Mr. Bevec, that John Yuhas be appointed as inspector for the building of the new Juvenile Detention Home, Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that Washington County enter into an agreement with the Citizens Water Co. to supply water for the New Juvenile Detention Home area and that the necessary papers be prepared by the solicitor for Commissioner Bevec to execute their agreement as Acting Chairman.
