Accounting of the funds handled by the offices; and it was unanimous, is the duty of the County Controller. Note was made by Mr. Whalen that things will have to be started no later than September 1st, because there is a lot of work involved. Mr. Murphy: The President Judge selects where the places are to be located in the District. Note was made that one county anticipates expending 1/2 million dollars for seven (7) Courts:. we have fourteen (14) and anticipate expending $150, 000. BEVEC, JOHN MAZZA, COMMISSIONERS Motion carried unanimously. Old Business: None. Chief Clerk - Correspondence: Letter under date of August 21, 1969 from James C. McCreight, President, Washington County Bar Association, made reference to Judge Montgomery of the Superior Court and Judge Marino of the Orphans' Court Division of the local Court of Common Pleas seeking retention election in November, and in the opinion of the officers of the Bar Association, a separate judicial ballot is essential, instead of placing them on the regular ballot. Mr. Capano: This matter has been discussed quite thoroughly and sometime ago. In order to be sure we have taken it up with Mr. Welsh of the State Election Bureau and another expert in the fields of election and with Mr. Maloney who is in contact with all the other election bureaus of the State and it is the ruling of the State Election Bureau that this be placed on one ballot. This will be blocked off at the bottom and conspicious enough to that the people will see it. Our experience is they are better off on one ballot rather than a separate one; also discussed the matter with Judge Marino - he feels the same as we do that it should be on the single ballot. Mr. Bevec: We always follow the instructions of the State Electibn Bureau. Mr. Capano: It was discussed with Mr. Welsh at the Commissioners' convention and he said then, it would be a single ballot; there is no problem as far as we are concerned. Mr. Flynn: You talked with Mr. McCreight, Mr. Capano? Mr. Capano: I have already talked with Mr. McCreight, I gave him all the information I gave here, so he knows our position. Letter under date of August 21, 1969 from Ralph D. Bluebaugh, Superintendent, Chartiers -Houston School District, informed the Board that the Chartiers -Houston Board of Education is on record making a second high school room available to the Election Board on primary and election days. Letter will be acknowledged and thanks expressed to Mr. Bluebaugh. Letter under date of August 14, 1969 from Blair R. Kramer and John Marra, Director of Sales and Washington Division Manager respectively, of Country Belle Cooperative Farmers, submittOd pertinent information as to the part Country Belle Dairy plays in the economy of Washington County (number of employees, property and distributing plant ownership, total earnings) and requested that the County Commissioners give consider- ation to their operation in the future. Letter of acknowledgement will be forwarded to the aboved named, that their correspondence was read at the regular meeting of the Board of County,'Conxiijissioners and the matter will be taken into consideration. Bryner, Secretary for the Washington County Mental Health/Mental Retardation Clinic, effective September 15, 1969-last working day will be August 22, 1969. Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as sub- mitted by Ilah Y. Bryner, Secretary for the Washington County Mental Health/Mental Retardation Clinic, be accepted; subject to the time element being checked. Letter under date of August 20, 1969 from John Yuhas, County Surveyor, listed those persons in attendance at a meeting held on Wednesday, August 20, 1969, at 10: 00 a. m. , regarding approval to abandon the railroad crossing at East Pike and East College Streets in Canonsburg, also, approval to install a new railroad crossing at Euclid and Adams Avenues was requested. There will be no cost assessed to the County of Washington. Mr. Yuhas: The Redevelopment Authority will pick up the cost. Letter under date of August 18, 1969 from Sanford W. Simmons, Secretary, Nottingham Township Road Board Supervisors, expressed their desire that NO HUNTING be allowed in the newly created Mingo Creek Park. Note was made that Mingo Creek Park is located in Nottingham Township - Carroll Township wants hunting -Nottingham doesn't. Mr. George: It looks like we will have hunting in Cross Creek on a year to year basis until we develop there. Letter will be acknowledged that it was read at the regular meeting of the Board of Commissioners and a copy of the above letter will be forwarded to Mr. George. Mr. Mazza: I have heard good things about our Parks, but I have received some complaints that we don't have enough garbage cans at the Parks. Mr. George: The recent flood carried some of them away, we just got 50 more and we are trying to get more donated; recent flood damage was approximately 800 to 900 dollarti. Letter under date of August 22, 1969 from Metro Petrosky, Jr. , Community Organizer Coordinator, informed -the Board the only necessary item necessary to re- establish the Services for the Aged Program is a written statement to the Family Services Office in Harrisburg, from the County Commissioners of their intention to initiate the Program; suggested starting date of the Program being September 1, 1969 to make the fiscal situation more readily accountable. n i� MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following resolution RESOLUTION WHEREAS, on the 6th day of February, 1969, the Board of County Commis- sioners of Washington County recognized the need for coordination of the Health and Wel- fare agencies of the County; and WHEREAS, during the interviewing period it has been determined that this coordination should be further strengthened for the purpose of protecting and promoting the welfare of the citizens of Washington County; THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Washington County, this 28th day of August, 1969, that all departments designated in the county budget by account numbers 301 through 331 and 501 through 504 and the Mental Health -Mental Retardation Program, shall for administrative purposes hereafter be known as the Washington County Department of Human Services. This department shall operate under the direction of the Director of Human Services who shall report to and perform under the direction of the Board of County Commissioners of Washington County. Such rules and regulations adopted under this resolution shall not be inconsistent with the rules and regulations of the Department of Welfare or Act 1955, Aug. 9 P. L. 323, Art. XXI 2172 added 1961, Sept. 19, P. L. 1495 6, as amended 1963, July 31, P. L. 372 effective January 1, 1964. Adopted this 28th day of August, 1969. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS r Human Services; this action to be effective August 28, 1969. Remarks - Mr. Flynn: We do need someone who coordinates these projects and Mr. Petrosky could work in this capacity; the law requires someone to meet the state and federal re- quirements, in order to receive funds. Mr. Petrosky will have nothing to do with the in- ternal operations of the listed accounts; he will coordinate all functions under admissions at our homes; the title of Welfare -General Supervision Director will be eliminated and the employees G. B. Gaster and Ann Roneadori and both Superintendent of the Homes, will come under the jurisdiction of Mr. Petrosky. Mr. Gillespie made note that where funds are involved, the State doesn't want any money put in the General Fund and we will have to comply with the State - a separate fund will be necessary. Mr. Mazza: I think the plan is good and necessary, if we are to qualify for state and federal funds. Mr. Flynn also made note that a complete analysis of each patient at each home has been made by the Mental Clinic. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Notification under date of August, 1969 to County Hospital Administrators, County Commissioners, Welfare Directors and other County Hospital Management Person- nel, from Joseph W. Mulroy, Secretary, Pennsylvania Association of County Hospital Ad- ministrators, enclosed a summary of the program for the Annual Fall Conference which will be held at the Hershey Motor Lodge, Hershey, Pennsylvania, September 25-26, 1969; summary was sent because the Association believes that the conference will be of Vital concern to all persons involved with the problems of the care of and services for the aging. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following persons be authorized to attend the Annual Fall Conference of the Pennsylvania Association of County Hospital Administrators, September 25-26, 1969 at Hershey, Pennsylvania. 1. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Letter under date of August 22, 1969 from Louise Abel, Executive Director, Washington County Child Welfare Services, contained a request that Mr. James Henry, a staff member, be permitted to attend an Institute for Supervisory Personnel in Franklin, Pennsylvania, given by the Department of Public Welfare, Office of Family Services. The Institute is designed to make more effective use of the supervisory process in order to enable the practioner to utilize his potential as a member of the agency team, as an in- dividual worker with clients, and as a member of the staff group. Tuition will be paid by the department of public welfare; any other expense connected with the Institute falls to the County which would entail travel expense of six trips to Franklin, Pennsylvania, approximately 18 meals, and three overnight stays. There are funds in their budget to cover the expense. Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. James Henry be authorized to attend the Institute for Supervisory Personnel, in Franklin, Pennsylvania' for three (3) weeks, involving two (2) days each week; dates being October 1 and 2, October 22-23,November 5-6, 1969. Anthony, Executive Director of the Washing- ton County Planning Commission, to Mr. Anthony Colaizzo, Washington County Redevelop- ment Authority, stated - at the meeting of the Soil Conservation Service and Washington County officials on August 13, 1969, Mr. Joseph W. Haas, Assistant State Conservationist, indicated that he could anticipate no serious difficulties if the land acquisition phase on Sites483 and 485 of Harmon Creekiwas . extended from October 1, 1969 to November 1, 1969; please proceed in an expiditious manner on said sites. Mr. Flynn: Mr. Anthony complied with the request of the Soil Conservation people to get right-of-ways and easements on these dams. Letter under date of August 18, 1969 from Robert G. Wilson, Executive Director, Wheeling Creek Watershed Commission, acknowledged receipt of the Washington County Share payment in the amount of $50, 000 for the July 1, 1969 to June 30, 1970 ap- portionment; for their official records, they would appreciate an excerpt from Minutes of the Washington County Board of Commissioners regarding approval of the Wheeling Creek Watershed Commission Estimated Budget for the fiscal year July 1, 1969 to June 30, 1970. Mr. Flynn: I have a copy of the Budget and we have paid $50, 000 for two (2) years. Courthouse Dome - Supplementary Work: Chief Clerk informed the Board that the Contractor doing the Dome work discovered supplemental work that will involve -shields being reanchored, copper wiring across the shields at two different levels, an addendum -installing one circular heavy glass and imbedding the same in thick butyl rubber, reinstalling at least two -dozen broken corrugated tile, recaulking central front gable flashing intersection; total amount of money involved - $1580. 00. Mr. Capano: This would come under emergency work; these things were uncovered after the bid was made -it will be less expensive to do the work at this time. Moved by Mr. Bevec, seconded by Mr. Mazza, that emergency supplemental work in the amount of $1580. 00 in connection with the renovation of the Courthouse Dome, be approved. Remodeling of Toilet Rooms in the Courthouse: Moved by Mr. Bevec, seconded by Mr. Mazza, that the invoice under date of August 25, 1969, in the amount of $12, 500. 00 as submitted by John B. Bruno, General Plumbing and Heating Contractor and second estimate for remodeling of toilet, rooms in the Courthouse, be approved for payment. Moved by Mr. Bevec, seconded by Mr. Mazza, that Mrs. Lane, Acting Director of the Tourist Promotion Agency, be authorized to make the purchase of the rustic signs for the covered bridges. Remarks: Payment will be from the Liquid Fuels Account. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Bid Received for a Potato Digger at the County Home: Moved by Mr. Bevec, seconded by Mr. Mazza, that the bid submitted by David Cumer, Washington R. D. 1, Box 351-A, under date of August 25, 1969, for the purchase of one (1) Potato Digger at the Washington County Home in the amount of $200. 00 be accepted. Remarks: Mr. George, Director of the Department of Parks and Recreation, requested that that any equipment at the Home/could be utilized as trade-ins be transferred to the Parks Department; they have some of the equipment, but not all of it. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor: Solicitor Capano presented a contract as submitted by Michael George, Di- rector of the Department of Parks and Recreation, between Washington County and George R. Kemp and Associates, Inc. , for the preparation of :a Master Plan for Cross Creek County Park. Mr. George: We received three prices, and this was in detail enough to cover the project the way we feel it should be done. The cost is eligible for State Assistance - cost to the County will be $14, 000. 00. Mr. Bevec: We have to have this in order to participate. Mr. George in an attached letter stated that it is necessary to undertake this project for this work now, in order that park construction will coincide with the construction of the multi- purpose dam by the Soil Conservation Service. Moved by Mr. Bevec, seconded by Mr. Mazza, that the agreement between Washington County and George R. Mr. George: There is money in the Cross Creek Flood Control Project. Solicitor Capano presented an application for matching assistance to acquire acreage adjacent to Ten Mile Creek Park, to the Board for approval; said application hav- ing been presented by Mr. George. Mr. George made note that this is just application to the State to get it approved, purchase of the land comes later; properties have been appraised at a total value of $24, 800 -included in this acquisition is only one house and it will serve as a caretaker's home. Action to acquire these properties is in accordance with the Park Master Plan and County Comprehensive Plan. Moved by Mr. Bevec, seconded by Mr. Mazza, that application to the Pennsylvania Department of Community Affairs for matching assistance to acquire 7. 4 acres adjacent to Ten Mile Creek Park, be approved; and that the Chairman of the Board be authorized to execute said applications. Solicitor Capano submitted a request with regard to the leasing of two (2) parcels of land at the Washington County Airport - one for 8, 000 square feet and one for 1, 500 feet. Mr. Yuhas: This is Millcraft, they want the space for a hangar and an office building. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Solicitor be authorized to negotiate a lease with Mr. Piatt of Millcraft, for submission to the Board for consideration and approval.
