BEVEC, JOHN MAZZA, COMMISSIONERS r NO. 86 Office of the County Commissioners Washington, Pa., September 18, 1969 Board of County Commissioners met in regular session with the following members being present: Commissioners Mazza and Bevec. Also present being: County Solicitor Capano, Chief Clerk Murphy, Deputy Controller, Whalen, Public Information Officer Huber and Reporter Robertson. Meeting was called to order by Acting Chairman Bevec in the absence of Chairman Flynn, who will be in attendance later. Roll call taken: Mr. Mazza - Present; Mr. Flynn - Absent; Mr. Bevec - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 85, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 85 be approved, as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Old Business: Awarding of contract for the furnishing and delivering of coal for the 1969- 1979 Season. Mr. Capano: There was only one (1) bid; I checked this out with the Superintendent and they are in order; they meet the specifications and they are a reliable bidder,. therefore I recommend the coal contract be awarded to Judson Wiley & Sons. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for furnish- ing and delivering of coal for heating the Washington County Court House and Jail, Washington County Home and Hospital for Men, Washington County Home for Aged Women for the 1969-1970 season, be awarded to JUDSON WILEY & SONS, 404 South Main Street, Washington, Pennsylvania, for the prices as set forth in their bid; this being the lowest responsible and only bid received and being in accord with the specifications. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Correspondence: Chief Clerk - 0 Letter under date of September 10, 1969 from Herman J. Bigi, General Chairman of the Mon Valley Veteran's Day Celebration (to be held in Charlerd on No v--mber 655 1 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 11, 1969, requested an appropriation for the affair. Mr. Murphy: This is an item that has been budgeted in the amount of $300. 00. Mr. Bevec: This is a joint affair in the County. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $300. 00, 1969 County appropriation towards the Veterans Day Celebration, be approved for payment. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Office memorandum from F. D. Whalen, Deputy Controller, advised the short term investment in gross of $50, 000. 00 (Liquid Fuels Account) matures on Thursday, September 18, 1969; it is recommended by the Controller's Office that this amount be reinvested in Treasury Notes for a 90-day period. There is another investment in this account in gross amount of $100, 000. 00 which will mature on October 2, 1969 so the account will be adequately funded for the balance of this year. Mr. Whalen: This will realize close to eight (8%) percent, but you have to go ninety (90) days. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sunroof $50, 000. 00 from the Liquid Fuels Account, be reinvested in Treasury Notes for a period of ninety (90) days. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Statement received from Brown & Husted, I-m. dated September 17, 1969, stated the expenses involved for the mobile units rented for registration purposes; total expense involved for both vans covering rental and mileage - $263. 72. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $263. 72 payable to Brown & Husted, Inc, for the two (2) mobile units rented for the purpose of voter registration, be approved for payment. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Motion carried unanimously. Letter under date of September from John D. Penderville, Superintendent of the Juvenile Detention Home, notified the Chief Clerk they have been unable to take a vacation this year, because they cannot get anyone to stay at the Home at nights; they would like to receive a paid vacation as received by other county employees. Moved by Mr. Mazza, seconded by Mr. Bevec, that inasmuch as this is a special situation, Mr. and Mrs. John D. The following Grand Jury report was submitted and read by the Chief Clerk: Office of District Attorney Washington County ------------ Pennsylvania Washington, Pennsylvania Jess D. Costa District Attorney September 12, 1969 To Whom it may concern: The members of the September Term of the Grand Jury for the year 1969, made a tour and examination of the County Home for the Men, the Washington County Jail, and the Court House, and report as follows: The County Home for the Men was clean and orderly and the food was ex- cellent. Assistant Superintendent, Robert McDougall, was very courteous and co-operative in assisting us on our tour and examination of the home. Sgt. Witzeling at the County Jail conducted our tour of the jail, which we found to be neat, clean and orderly. As" -to the Court House, the physical building itself appears to be clean. The new rest rooms are a distinct improvement to the court house, however the womens rest room should have a mirror installed. It is also suggested by the Grand Jurors that a brief history of the Washingtonz County Court House and the Courts, be made up into a pamphlet and given to each of the Grand Jurors. Note: They are appointed by the Judge; however, when a lady is appointed, she would be a Forelady. Chief Clerk made note that a mirror had been installed in the new rest room. Letter under date of September 15, 1969 received from Charlotte K. Lane, Director of the Greene County Tourist Promotion Agency, requested the fourth quarter allocation in the amount of $3, 848. 50, part of the annual appropriation approved by the Washington County Board of Commissioners. BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Bevec: The request should be approved in order to have a continuation of the program.. Moved by Mr. Mazza, seconded by Mr. Bevec, that the fourth quarter allo- cation in the amount of $3, 848. 50 payable to the Washington- GreeneCounty Tourist Pro- motion Agency, be approved for payment. Remarks: Note was made that this program will continue until July 1, 1970 under the present program; during a brief discussion on the audit of this program note was made the audit should be a joint one with the County and State participating. Mr. Capano: The Controller has the right to audit. Mr. Whalen: They have two (2) sets of books and we are only permitted to see one of them. Mr. Capano: They are a non-profit organization and they do not come under our juris- diction; they must match funds - if they do not match the funds they are not entitled to the allocation. They must comply with the State regulations. Controller Elish entered the meeting. Commissioner Bevec and Solicitor Capano will check with the Auditor General of the State, concerning a joint audit of the Program. Commissioner Flynn entered the meeting. Motion carried unanimously. Correspondence received from Gerald D. Curtin, Chiet Airports Branch, Federal Aviation Administration: Cleveland Area Office - a) Letter under date of September 10, 1969 informed the Board that the request for payment for the Washington County Airport Project No. 9-36-043-D904 (Payment No. Five) has been approved and a check in the amount of $25, 209. 16 will be mailed within the next few days; payment is for the full amount requested. b) Letter under date of Septemer 11, 1969 informed the Board that the request for payment for the Washington County Airport Project No. 9-36-043-C905 (Payment No. One) has been approved and a check in the amount of $52, 375. 41 will be mailed within the next few days; a deduction has been made from the amount requested because of reasons which have been, or will be furnished by telephone. Letter under date of September 15, 1969 received from George M. Gary, Director, Federal Aviation Administration - Eastern Region, informed the Board that the Administrator of the Federal Aviation Administration has allocated $13, 500 under the 658 MINUTE BOOK BOARD ❑F COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA .w� MICHAEL R. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS terms of the Federal Airport Act for the Overlay terminal apron (8400 s, y. ) at the Wash- ington County Airport; allocation is in response to a project request submitted by the County on July 19, 1969 and indicates the agency's interest in having the work accomplished promptly in accordance with the representations made therein; their Cleveland Area Office is prepared to provide whatever assistance is required in the development of necessary project documention. Mr. Mazza: Does this pertain to the new construction? Mr. Flynn: This was on the original approval for the work at the Airport, the one package included the apron then the FAA said this must be eliminated, now it has been approved. Chief Clerk presented an invoice as submitted by Michael Baker, Jr. , Inc. to the Board for approval; said invoice having been approved by County Surveyor John Yuhas. Also presented was recommendation for payment prepared by John. F. Bontempo & Associates to Richard Construction Company, Inc, for Contract No. L-1, Site, Estimate No. One, Washington County Juvenile Detention Home Project. Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice No. 52713 dated September 11, 1969, as submitted by Michael Baker, Jr., Inc. in the amount of $319. 25, be approved for payment; Project No. 09-34-043-D904 Partial Billing for General Inspection services in connection with the extension to the present runway and lighting at the Washing- ton County Airport - billed in accordance with Article IB and Article TNB of the engineering agreement dated January 11, 1968. a n d that the amount of $22, 851. 87 due Richard Construction Company, Inc., 121 Willhaven Road, Peters Township, McMurray, Pennsylvania 15137 for Estimate No. One, L-1 Site, Washington County Juvenile Detention Home Project, be approved for payment. Remarks: Mr. Whalen: I think it is important to follow - .up on these things - this project is one where the follow-up for reimbursement has been excellent, these things come through very prompt- ly, this is excellent follow-up by County Surveyor Yuhas and I think he should be complimented on the job. Mr. Bevec: He is doing a good job on the flood control program, too. Note was made that these funds are accounted for as a sub -account under the Capital Reserve Fund. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Letter under date of September 16, 1969 received from Sanford W. Simmons, Secretary, Nottingham Township Road Board, enclosed signed petitions requesting that NO HUNTING be allowed in the Mingo Creek County Park (four pages representing approxi- mately 110 signatures); interested parties attended the regular Township meeting and ex- pressed their opinions verbally as well as by signing the petitions. Chairman made note that a meeting had been held with representatives of the Department of Parks and Recreation, Sportsmen's Association and theBoard of Commissioners, at which time it was decided that the Department of Parks and Recreation and Sportsmen's Association would sit down and review the matter on hunting and make recommendations to the Board of Commissioners; until such recommendations are received, everything will remain status quo. Said letter will be acknowledged informing the Nottting- ham Township Supervisors of the meeting. Letter under date of September 15, 1969 received from Roland H. jBourke, Jr. , Executive Director of the Redevelopment Authority of the County of Washington, concerned the status of the Chartiers Creek relocation within the Curry Field Urban Re- newal Project, Pennsylvania R-165; they wish to assure that work relating to the urban renewal project in general and the subject creek relocation in particular is proceeding in a satisfactory manner and remains on schedule; they anticipate construction on the creek relocation through the urban renewal project to be undertaken during the 1970 construction season. The cooperation they have experienced between all agencies involved in this pro- ject remains excellent, and with its continuation they foresee the expedious completion of the creek relocation. Mr. Bevec made reference to a recent newspaper article that appeared in the Pittsburgh Press concerning the Chartiers Creek Flood Control Project in Washington and Allegheny couties and the statement that inaction on the part of the borough of Canons- burg in Washington County may delay work. Mr. Bevec: Everything is on time and moving as it should. Chief Clerk read a copy of a letter to Mr. James Puchany, Borough Manager from Congressman Thomas E. Morgan, in which iCongressman Morgan made reference to the item that quoted U. S. Representative James G. Fulton as saying that "inaction on the part of the borough of Canonsburg in Washington County may delay work; Mr. Morgan con- tacted Colonel Nichols, District Engineer at Pittsburgh, Mr. McConnell, Chief Engineer, Department of Forests and Waters, Harrisburg and Mr. Bourke of the Redevelopment Authority and the information from all of these individuals is that the project is current; it is not being held up by Canonsburg Borough and it will be ready for advertising by the General State Authority in February 1970. BEVEC, JOHN MAZZA, COMMISSIONERS Forests and Waters concerns only the Canonsburg reach. It has nothing whatsoever to do with the progress of the project in Allegheny County. Mr. Bevec: These projects were all one project at one time and eventually the two pro- jects were separated and the Washington County project has nothing to do with the Allegheny Project; these are two (2) separate prcdratns. Mr. Mazza stated in his opinion, all communications on the project should be directed to the Commissioners' Office inasmuch as the County is the Sponsor of the Project and fully responsible for the program. Mr. Mazza: I pick up the paper a great many times where they seem to be a spokesman for the program. Mr. Flynn: Your point is well taken. Mr. Mazza: There are two (2) more phases and the second time is going to be costly. We should know everything that is going on. Solicitor: Mr. Capano presented a resolution to the Board for approval concerning the Washington County Airport. be adopted. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following resolution RESOLUTION OF WASHINGTON COUNTY BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA WHEREAS, the County of oWashington has filed application for financial assistance with the Pennsylvania Aeronautics Commission for construction of a 3-inch Bituminous Overlay on the existing Aircraft Parking Apron at the Washington County Arport; and WHEREAS, The pennsylvama_Aer_onautics Commission requires that a resolution be passed by the applicant- designating the proper authority to the person who is to act as representative of the County of Washington. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Washington that Michael Flynn, Chairman of the Washington County Board of Commissioners, be and he is hereby authorized and directed to act as the representative of the County of Washington to execute all documents pertinent to the construction of the im- provements at the Washington County Airport as may be required by the Pennsylvania Aeronautics Commission. Moved by Mr. Bevec, seconded by Mr. Mazza, that an Agreement of Sale and Deed of Easement by the Washington County Commissioners to the Pennsylvania De- partment of Highways, for property formerly assessed in East Pike Run Township, now assessed in California, Washington County Real Estate, be executed; Reference L. R. Section 113-Section 13-S, Claim Number 62025483, Federal Project No. -100% State, Claimant Washington County. And that the Chairman of the Board be the Chairman of Fact. Mr. Capano informed the Board notification was received from Mackenzie Electric Service it is impossible to maintain and service the Airport Lights at the County Airport, as controls are corroded and worn beyond repair, it is advisable to replace them. Total amount involved for three (3) units and labor - $870. 00. Mr. Mazza: The gentleman showed me the switch and it certainly was corroded and this is needed. Moved by Mr. Mazza, seconded by Mr. Bevec, Mackenzie Electric Service be authorized to replace the controls of the Airport Lights at the Washington County Air- port. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Capano reported the division of Chartiers 6 precinct, creating another precinct (Chartiers 7), was approved by the Court. Mr. Mazza made note the school district should be commended for ,the splendid cooperation they extended to the Election Office. Purchase of Land for Industrial Development. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Solicitor be authorized to prepare the necessary papers and present a petition to Court for the following three tracts of land: 1. Brad R. Williams properties which surround the Consolidated Coal Site and consist of the following tracts and approximate acreage according to Washington County Plan Book, Volume 7-page 119. Purchase price - $30, 000. 00. Parcel B Parcel C 1. 8 acres 1. 0 acres Lots 44 and 45 in the Mill Street Plan. A triangular unidentified parcel south of Sycamore Alley to the creek having 0. 5 acres. Purchase price - $2, 850. 00. 3. 14 acres of land back of Crile. Purchase price - $5, 728. 00 Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Mazza: It is very important we do this, because two (2) of these plans tie in with our 40 acres in Chartiers and the other ties in with our county property. Mr. Whalen: This will involve a transfer of fu nds; it will be up to the Board if it will be from the General Fund or Capital Reserve. Mr. Capano reported the Pennsylvania Public Utility Commission had approved the application of the Penn Central Company -approval of the abolition of the cross- ing, at grade, where the track of said company crosses the junction of Hall Avenue and New Washington Street, in the City of Washington, Washington County; there is no --cost to the County. Application was made at the request of the redevelopment authority. Mr. Bevec presented a request submitted by the Greater Canonsburg Public Library for their 1969 appropriation. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $500. 00 payable to the Greater Canonsburg Library, be approved for payment. Roll call vote taken: Mr. Be vec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, that the meeting adjourn. Meeting adjourned.
