SEVEC, JOHN MAZZA, COMMISSIONERS NO. 90 Office of the County Commissioners Washington, Pa, , October 16, 1969 The Board of County Commissioners met in regular session with the following members present: Commissioners Bevec, Mazza and Flynn. Also present being: County Solicitor Capano, Assistant, Solicitor Porter, Public Information Officer Huber, Mr. Robert Sperring of the Greater Washington Chamber of Commerce and Washington Industrial Development Corporation (WIDC), and Reporter Robertson. Meeting was called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 89, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 89 be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Regular Order of Business dispensed with: Chairman made note that the Chartiers Township Supervisors had been notified to be in attendance at a preliminary meeting to include Mr. Sperring of the Greater Washington Chamber of Commerce and Washington Industrial Development Corporation and Mr. Keery McAmbley, Director of Industrial Development, and the Board of Commissionersz, and to also be in attendance at the regular session of the Board; however, Mr. Mazza in- formed the Board that he had been notified by a Mr. Burns this morning, that the Supervisors would not be able to attend the preliminary meeting and regular session of the Board, this date. Note was also made that Mr. McAmbley would not be in attendance at the meeting due to a prior commitment. Mr. Flynn: We did meet with Mr. Sperring and Mr. McAmbley with regard to the financial plight of the Washington County Industrial Corporation. Mr. Sperring stated that the information that he had compiled was directed to the Chartiers Township Supervisors. Mr. Sperring: The Board of County Commissioners are great to work with, but I am perturbed at the lack of financial assistance from Chartiers Township and South Strabane Township, in Chartiers Township alone, $918, 000 of public subscribed monies has been fl E 1 used for industries. 1294 people work in Chartiers Township beginning at the Museum MINUTE BOOK 691 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. JOHN MAZZA, COMMISSIONERS Road down to Radio Corporation of America; the occupation tax allowance in the township- $13, 940, assessed valuation including the new building - $941, 109, school tax - $52, 706. 64, municipal tax - $7, 259. 52. Our money has to come from subscriptions, our last campaign for funds was 1964 - 1965; we believe the communities receiving direct benefits should help us. One of our problems is the access road 4/10 of a mile at approximately $70, 000, the appalachian commission grants 70% so we as the community had to supply 30%, the original cost was approximately $21, 000 but it will be close to $28, 000 because of certain costs that were not in the Appalachia project. We have no direct return from any of these projects, other than the satisfaction of seeing the 1, 294 people working; we believe these townships (Chartiers and South Strabane) should be helping if we are to continue these programs. I want the Supervisors to come to some agreement on what they want to do for us, because we cannot operate in this manner -we need this money from the townships; the sum of $5, 000 would be the minimum amount to be expected from the township, with an annual contribution to be expected. Mr. Flynn: Your point is well taken: Mr. Mazza: I certainly want to concur with Bob Sperring, I have worked with him a great many of years, realizing how hard it is to raise money for Industrial Development. I think it should be known, to let the townships realize their responsibility and I think as far as the Commissioners are concerned, we have gone overboard in the field of Industrial Development, flood control or whatever it may be, whereas these townships and boroughs threw the responsibility on the County. Mr. Mazza also named several of the companies located in the township area (Joy Manufacturing, American Brake Shoe, Superior Valve, Campbell Stainless, Bobby Brooks, The Washington Company, The Federal Paper Board Co. etc. ) whereby the Commissioners have played a very, very important role in the field of Industrial Development. We have been severely criticized that we have not done enough but the time has come where the townships must assume their responsibility. Mr. Bevec: It seems the townships have received direct benefits without assuming responsibility. Mr. Mazza: I would like to recommend to you Mr. Sperring, that since the Chartiers Township Supervisors were unable to be here this morning, I think you should make arrange- ments whereby you and Mr. McAmbley will appear before their Board and make a presentat- ion. Mr. Sperring reported that the Industrial Development Authority is moving along very well. Mr. Sperring: We thank the Board of County Commissioners for forming this group; the nicest thing about it is you don't have to put community money into it. 692 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Regular order of business continued. Old Business: Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for approximately 700 feet of Stream Clearance of Chartiers Run, located in the Borough of Houston, be awarded to M AND M EQUIPMENT SALES COMPANY, Rt. 18, Burgettstown, Pennsylvania 15021, for the price as set forth in their bid ($6, 320. 00) this being the lowest responsible bid received and being inv.ccord with specifications. Motion made upon the recommendation of the County Solicitor. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously, Correspondence - Chief Clerk: Letter under date of October 14, 1969, from John D. Anthony, Director of the Washington County Planning Commission, requested that the sum of $50, 00 be ad- vanced to John M. Mores, a member of the staff, to attend a conference in Pittsburgh; fund;; are contained in the budget item 112-2-3, travel expenses. Moved by Mr. Bevec, seconded by Mr. Mazza, that John M. Mores be authorized to attend the Sixteenth Pitt Conference on Business Prospects in Pittsburgh, Pennsylvania; and that advance in the amount of $50. 00 be approved for payment. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Wheeling Creek Watershed reimbursement: Check in the amount of $12, 500 was received from the Commonwealth of Pennsylvania (25% reimbursement from Pennsylvania Soil and Water Conservation Commis- sion) and will be deposited in the Capital Reserve Account. Monon Cleanirg Company - cleaning of the Interior of the Courthouse Dome;'' Invoice under date of October 14, 1969, as submitted by Monon Cleaning Company, was presented to the Board for approval; balance due for painting and cleaning in Courthouse Dome - $12, 750. 00 and two coats varnish applied to Tapestry - $175. 00. Moved by Mr. Bevec, seconded by Mr. Mazza, that the amount of $12, 925. 00 payable to Monon Cleaning Company, New Eagle, Pennsylvania, be approved for payment. Note was made that the Company is still working on the additional con- Solicitor presented a supplemental contract to the Board for approval, with regard to cleaning the railing balconie and marble pillars in connection with the Dome cleaning. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Supplemental Contract as submitted by the Monon Cleaning Company, to clean Railing Balconie and Marble Pillars, apply two (2) coats of Sherwin-Williams Kem-Glo; decorate Gold where needed; apply one (1) coat of Clear Varnish on entire job; furnish all scaffolding and material for the sum of Two Thousand Five Hundred ($2, 500. 00) Dollars, be approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Resolution No. 114 under date of October 4, 1969, received from the Board of Supervisors of West Bethlehem Township, advised the County Commissioners that due to shortage of help, the township is unable to finish the Project on Route 806 scheduled for completion under the Liquid Fuels Tax Fund; the township requests the County Commis- sioners to withhold said money until 1970 at which time the road Project will be completed. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Liquid Fuels allocation for the year 1969 (County Aid) to West Bethlehem Township for Project on Route 806, be held over until next year (1970). Remarks: This will just be for the one year. We have established a policy on that. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under the date of October 7, 1969 from John H. Showalter, Super- intendent at the Washington County Home for Aged Women, advised the Board that during their annual physical examinations which requires laboratory blood work and urinalysis, was completed by Mr. George Hrehocik at the cost of $632. 00 for 92 patients; this same laboratory series at local hospitals would be in the amount of $1, 054. 00 for said number of patients. In having Mr. Hrehocik come to the Home for this work, there was also a savings in transportation plus a savings of $422. 00 to the County for the laboratory series. Letter under date of October 8, 1969, received from Charles L. Weaver, Secretary, Washington County Firemen's Association, Inc. , informed the Board that October 5 - 11, 1969 is Fire Prevention Week and said association is again sponsoring a Fire Prevention Essay Contest in the county and all fire departments of the county have been urged to conduct contests in their respective school districts which they protect; said contests being for sixth, seventh, and eighth grades. Letter also requested their 1969 budget allocation; a statement of expenditures of the allocation received for 1968-69, was enclosed. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $350. 00 payable to the Washington County Firemen's Association, Inc., be approved for payment. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn -Yes. Motion carried unanimously. Letter under date of Octobe�, 1969, from Representative Austin J. Murphy, called attention to diminishing size in the number of registered voters in Monongahela 1-1, stating that Democratic ` ' mmitteeman, Mr. Carmen Bove, would like to meet with the County Commissioners sing as the election board and make suggestions for the merger or enlargement of this precinct in order that the election process may be run more efficiently and the election board compensated more adequately than they are at the present time. Mr. Flynn: We will comply; receipt of the letter will be acknowledged. Mr. Capano: I will look into the matter. A telegram received from J. W. Reinhard, Secretary, Pennsylvania Public Utility Commission, informed the Board: effective immediately, October 9, 1969, Pennsylvania Public Utility Commission directs Department of Highways for the Common- wealth of Pennsylvania to post the bridge supporting State Highway Route 62128 above the single track of Waynesburg and Washington Rail:!oad Company in South Franklin Township, Washington County, for a maximum load of five tons and to establish and mark with ap- propriate signs. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Letter under date of October 6, 1969 from David O. Maxwell, Secretary of Administration and Budget Secretary, Commonwealth of Pennsylvania Governor's Office, informed the Board: Section 2-1 of the Intergovernmental Cooperation Act of 1968 requires all Federal departments and agencies to notify the State, in writing, of the purpose and amounts of actual grants-in-aid made to the State or its political subdivisions. The office of Administration Bureau of the Budget has been designated as the State central reception point under this Act for all information on all approved grants-in-aid to Pennsylvania; the letter outlined the various procedures involved, effective date for the implementation (effective October 1, 1969) and enclosed a part of Circular A-95 which pertains to approved grant-in-aid information. Note was also made in the letter, that these procedures are bein", adopted to fully implement Section 201, of the Intergovernmental Cooperation Act of 1968 and to insure that local governments throughout the State are informed of Federal grants-in-aid coming into Pennsylvania. The head of any unit of local government desiring to receive information on approved grants-in-aid which will not be automatically passed to it may submit a request in writing to the Director, Bureau of the Budget, Governor's Office of Administration, Harrisburg, Pennsylvania 17120. Letter under date of October 13, 1969, from Gerald D. Curtin, Chief Airports Branch, CLE 600 FAA, advised that the execution of the Grant Agreement for Washington County Airport Project No. 9-36-043-7006, has been reviewed and found accept- able. Solicitor presented a recommendation for payment prepared by Joseph F. Bontempo and Associates to Richard Construction Co. , in the amount of $14, 640. 08 and adjustments (Change Order No. 3, dated October 15, 1969 for 5, 000 C. Y. Additional Class I Excavation on Site to provide a "bench" behind the Juvenile Detention Home to divert water from building site) cost involved - $4, 250. 00; total ad j usted contract amount $96, 389. 00. Moved by Mr. Bevec, seconded by Mr. Mazza, that the amount of $14, 640. 08 payable to Richard Construction Co., Inc. , 121 Wilhaven Road, Peters Township, McMurray, Pennsylvania 15132, for Contract No. L-1 Site, Estimate No. 2, be approved for payment and Change Order No. 3, be approved. Airport: Roil call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under dote of October 15, 1969 to Mr. John Yuhas, from Donald W. Bertram, P. E. Chief Engineer -Civil Engineering Planning & Special Services Division, Michael Baker, Jr. , Inc, enclosed six (6) copies of Change Order No. 2 to the Washington 696 MINUTE B o ® K BOARD OF COUNTY COMMISSIONERS WASHIN13T❑N COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS County Airport Contract No. 6; this change order is for the purpose of including the aircraft parking apron overlay as was originally deleted under Change Order No. 1 to the contract. The change order has been signed by the Contractor and Michael Baker, Jr. , Inc, office and it is recommended that the Washington County Board of Commissioners execute all copies at the earliest convenience. Note was made that the parking apron was originally included under Contract No. 6-FAA Project No. 9-36-043-05 and was deleted by Change Order No. 1 due to insufficient funds being available at the time. Since a new Grant has been executed, it is the desire of -the Washington County Board of Commissioners to have this work accomplished. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Chairman of the Board be authorized to execute Change Order No. 2 in connection with Washington County Airport Contract No. 6 FAA Project No. 9-36-043-05 and 06, Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $6, 750 be specifically allocated and made available aut of the budget appropriation "Airport", as the County's share in the resurfacing the parking apron at the Washington County Airport; and Michael R. Flynn, Chairman of the Board of County Commissioners, is hereby authorized to execute the Agreement between the Commonwealth of Pennsylvania, acting through the Department of Military Affairs, with reference to the Commonwealth's share of the resurfacing costs. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Commissioner Mazza informed the Board of a letter he received from the Chairman of the Allegheny County Airport Committee pertaining to the proposed Greater Pittsburgh International Airport; a study was made by the Economy League and the Regional Planning Commission is also getting into this because they are coming up with a study where- by Washington County and Westmoreland County Airports may develop into airport satellite,; he will be attending a meeting concerning same and would like Messrs. John Yuhas and Johr.. Anthony to attend the meeting also, if it meets with the approval of the Board. Mr. Bevec: I think this is going to be very important with reference to not only air- ports, but defense. Moved by Mr. Bevec, seconded by Mr. Flynn, that John Yuhas, County J 11 Surveyor and John Anthony, Director of the Washington County Planning Commission, be authorized to attend the meeting with Mr. Mazza concerning the proposed Greater Pittsburg
