Roll call vote taken:
Mr. Bevec Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Mazza suggested that the Building Superintendents install mesh wire
or shutters over the windows at the Juvenile Detention Home to eliminate disrobing by the
juveniles in front of the windows.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn.
Meeting adjourned.

The Board of County Commissioners met in regular session with
the following members being present: Commissioners Bevec, Mazza, and Flynn.
Also present being: Chief Clerk Murphy; County Solicitor Capano; Assistant County Solicitor
Porter; Deputy Controller Whalen; Public Information Officer Huber; and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions
to Minute No. 90, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 90 be
approved, as read.

Chief Clerk reported the receipt and deposit of the following checks:

Airport Project #9-36-043=D905 in the amount
of $52, 375. 41 - First partial payment.
(b) Commonwealth of Pennsylvania - Re: Federal
Airport Project #9-36-043-D904- Fifth partial
payment. Check in the amount of $25, 209. 16.
(c) Commonwealth of Pennsylvania - Re: Federal
Airport Project #136-A-69a-10 - Sixth partial
payment. Check in the amount of $5, 350. 59.
Chief Clerk read correspondence under date of October 20, 1969,
z from Andrew Speller, Director of Division of Fiscal Management, Commonwealth
of Pennsylvania - Department of Public Welfare, which stated that the quarterly
allotment request in the amount of $`.D, 788. 00 for the period of July 1, 1969 to Septemb er
30, 1969 for the Mental Health/Mental Retardation Program has been approved for payment
and forwarded to said fiscal offices for further processing. -
Budget Item: Chief Clerk read correspondence under date of October 17, 1969, from
Donald M. Bizzack, CPT, QMC, PARNG, Commending, requesting annual appropriations
of funds for the following listed National Guard Units of Washington County:

Moved by Mr. Bevec, seconded by Mr. Mazza, that the appropriation
of $1500. be made payable to CPT Donald M. Bizzack, 408th General Supply Company,,
Goodridge Armory, R. D. #6, Washington, Pa., and equal distribution will be made to
other units.

CHILD WELFARE SERVICES:
Chief Clerk read correspondence under date of October 17, 1969, from
Miss Louise Abel, Executive Director, which stated that on Sunday, October 12, 1969,
Miss Tona Rocco, Caseworker Trainee, was injured in an automobile accident. Miss
Rocco was employed on August 25, 1969, and has earned one sick day and one vacation
day. Letter stated that Miss Rocco has been paid through October 17, 1969. Miss Abel
requested that Miss Rocco be removed from the payroll until such time as she is able to
return to her position.

Moved by Mr. Bevec, seconded by Mr. Mazza, that Miss Tona Rocco,
Caseworker Trainee, be granted a leave of absence effective October 17, 1969, until
such time that she is able to return to her position.

Chief Clerk presented Invoice No. 52952 under date of October 17,
1969, as submitted by Joseph F. Bontempo and Associates, Architects and Engineers,
to the Board for consideration and approval.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Invoice No. 52952
in the amount of $309. 07 as submitted by Joseph F. Bontempo and Associates for
supervision of construction for Washington County Detention Home, Washington,
Pennsylvania (Estimate No. 2 of Richard Construction Company, Inc. dated September 25,
1969) be approved for payment.

Chief Clerk read correspondence under date of October 17, 1969,
from James S. Lyon, Executive Vice President and General Manager, Observer '
Publishing Company, which stated that the Observer -Reporter will publish its annual
Progress Edition on Saturday, January 31, 1970. The 1970 Progress Ed ition will carry
the theme of "Time and Space.... A New Decade. " planning the 1970 advertising budget.
Mr. Flynn: I recommend that the above correspondence be referred to Public Information
Officer Huber to forward to the Planning Commission.
Mr. Huber: I have received a copy of the above letter.
Chief Clerk read correspondence under date of October 16, 1969, from
John P. Judge, Commissioner, Department of State, Commissioner of Professional
and Occupational Affairs, requesting a printed list or a booklet listing all the active and
retired County Employees.
Mr. Murphy: This correspondence should be referred to Deputy Controller Whalen
in the Controller's Offfce.
Mr. Whalen: Mr. Chairman, I think that we have to go on record on a little
bit of a different procedure on the Mental Health/Mental Retardation monies. These funds
are coming in the amount of $160, 000, 00, which is the first quarter of the 1970 fiscal year.
It would be well if the Commissioners would approve a Mental Health/Mental Retardation
Escrow Account.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the County
Controller and Treasurer be authorized to open an account under the Mental
Health/Mental Retardation Program to be known as the Mental Health/ Mental Retardation
Escrow Account to hold all monies and that all bills to be -payable upon requisition and
approval of the Clinic Administrator and upon approval of the County Commissioners.
Also, that this account be set up in line with the regulations of the Commonwealth of
Pennsylvania.

Motion carried unanimousAy.
Chairman entertained a motion in which the County Commissioners
would go on record authorizing the temporary borrowing of $100, 000. 00 from the Liquid
Fuels Fund Account to the General Fund Account.
Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing the temporary
borrowing of $100, 000. 00 from the Liquid Fuels Fund Account to the General Fund
Account.
Remarks:
Mr. Flynn: The Commissioners have already authorized the above action.
This action was transacted as of Tuesday, October 21, 1969.

Commissioner Mazza reported to the Board that on Monday, October
20, 1969, he and Mr. John Anthony, Mr. John Yuhas, and Mr. Pat< -Huber attended
the Airport Advisory meeting in Allegheny County pertaining to the proposed International
Airport. Commissioner Mazza stated that the proposed Airport does not play any particular
role at this time. Commissioner Mazza further stated that there will be direct flights to the
different foreign countries.
