Office of the County Commissioners
Washington, Pa. , October 30, 1969
The Board of 'County Commissioners met in regular session with the
following members present: Commissioners Bevec and Flynn. Absent being:
Commissioner Mazza. Also present being: Chief Clerk Murphy, Solicitor Capano;
John D. Anthony, Executive Director of the Washington County Planning Commission;
Michael George, Director of the Department of Parks and Recreation; Public Information
Officer Huber; and Reporter Robertson of the Observer -Reporter.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Absent; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or ommissions
to Minute No. 91, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 91 be
approved as read.
Roil call vote taken:
Mr. Bevec - Yes; Mr. Flynn - Yes.

Correspondence:
Chief Clerk Murphy read correspondence under date of October 29, 1969,
from Judge Baron P. McCune, requesting that the Board approve for payment a bill
from the George Washington Hotel, for housing and feeding the Robert Westbrook Jury,
in the amount of $1, 674. 96. There was 14 jurors and one Court Officer housed.
Moved by Mr. Bevec, seconded by Mr. Flynn, approving payment of a bill
from the George Washington Hotel, for housing and feeding the Robert Westbrook jury,
in the amount of $1, 674. 96.

Chief Clerk read correspondence under date of October 28, 1969, from
Vincent Karolevics, in regards to the two Point Bridges at Pittsburgh, which are
to be removed soon. Mr. Karolewics stated these two bridges could very well be

used by the counties of Fayette and Washington, at the Fredericktown- Labelle -East
Millsboro Ferry and the ferry at Calif ornia- New all area, Mr. Karolewics also proposed
that the County Commissioners of Fayette and Washington Counties work together to study
the following:
1. The feasibility of dismantling the Point Bridges sectionally,
2. Transportation by river,
3. RQconstructing them in the above mentioned areas,
4. Choosing the best assess areas, and
5. Joint costs with possible state and federal aid.
Remarks:
Mr. Bevec: To dismantle these bridges alone it would cost over a half a million
dollars.
Mr. Flynn: We shall acknowledge this letter, and place it on file in the Chief Clerk's
Office.
Chief Clerk read correspondence under date of October 29, 1969, from
Charles A. Gillespie, Executive Director of the Washington -Greene Community Action
Corporation, stating that the Board of Directors of the Washington -Greene Community
Action Corporation hereby request payment of the 1969 budget appropriation for the
third and fourth quarters of 1969 in the amount of $5, 000.
Moved by Mr. Bevec, seconded by Mr. Flynn, approving payment of $5, 000.
to the Washington -Greene Community Action Corporation, in payment of the 1969 budget
appropriation for the third and fourth quarters of 1969.

Correspondence was read by Chief Clerk Murphy, under date of
October 23, 1969, from the Board of Library Directors of the Monessen Public
Library requesting financial assistance.
Moved by Mr. Bevec, seconded by Mr. Flynn, granting payment of
$1, 000. 00 to the Monessen Public Library, as provided for in the 1969 budget.

Correspondence was read by Chief Clerk Murphy, under date of
October 21, 1969, from Gerald D. Curtin, Chief, Airports Branch, C LE-600,
Department of Transportation Federal Aviation Administration, stating that Washington
County's request for payment for the Washington County Airport; Project No. 9-36-043-D904,
Payment No. 6, has been approved and a check in the amount of $11, 715. 10 will be mailed

within the next few days. A deduction has been made from the amount requested because
of reasons which have been, or will be furnished us by telephone.
Chief Clerk Murphy presented an invoice, under date of October 23, 1969,
from the MONON CLEANING COMPANY, in the amount of $2500. 00 to be approved for
payment. This is a supplemental bill for the following work; Railings & Balconie, painted
on the Third Floor of Court House. Applied one coat of clear varnish. Marble pillars
cleaned to second floor. This will be the final payment.
Moved by Mr. Bevec, seconded by Mr. Flynn, approving payment of $2500. 00
to the MONON CLEANING COMPANY, for the above mentioned supplemental bill. This
will be the final payment.

New Business: Moved by Mr. Bevec, seconded by Mr. Flynn, authorizing the repayment
of $100, 000. 00 (temporary borrowing) into the Liquid Fuels Fund from the General Fund,
on October 28, 1969.

Budget Item: Moved by Mr. Bevec, seconded by Mr. Flynn, authorizing the Controller
to transfer $10, 000 from General Fund to Mental Health/Mental Retardation Account.

Moved by Mr. Bevec, seconded by Mr. Flynn, approving the retainment
of J. C. McCleery, Gene P. Amanati and Donald E. York, as special real estate
appraisers for the county. A fee schedule will be adopted soon.

Mr. Flynn made note that he has contacted by Mr. Muscaro in regards to the absentee
ballots. Mr. Muscaro stated that absentee ballot applications were not to be sent out
after October 24, 1969, because of the time involved. It would be too late to process
these applications because they have to be in by Friday, October 31, 1969.
Solicitor:
Mr. Capano: I would like to turn this part of the Meeting over to Mr. Anthony,
Mr. Anthony stated that the Washington County Planning Commission wanted
to conduct a phase 1 regional plan for the McGuffey Area Planning Commission. The
cost, $4, 240, will be paid by the local commission. Included in the plan, will be
mapping, publication of maps, a physical features report, economic study, determination
of present population, and projection of future population, existing land use study and
existing housing study. Communities in the area commission are Blaine, Buffalo, Donegal

East Finley, Morris, South Franklin and West Finley Townships, and Claysville and
West Alexander Boroughs.
Moved by Mr. Bevec, seconded by Mr. Flynn, authorizing the Chairman of
the Board to execute the necessary papers approving that the Washington County Planning
Commission conduct a phase 1 regional plan for the McGuffey Area Planning Commission.

Moved by Mr. Bevec, seconded by Mr. Flynn, approving payment of $1350. 00
for the rental of additional office space at 21 E. Wheeling St. , for the Washington -Greene
County MH/MR Board. This amount would be $50. 00 for 13 1/2 months, payable to Boyd
Siegel.

Moved by Mr. Bevec, seconded by Mr. Flynn, authorizing the Chairman of
the Board to execute a right a way agreement between Washington County and the Citizens
Water Company of Washington, Pa. , for the right of way for a water line to the Juvenile
Detention Home.

Presentation of Grant:
Michael George, Director of Parks and Recreation, presented a check for $59, 257 to the
Board of County Commissioners. The grant, from Project 70 funds, was allocated to the
county by the State Department of Community Aff airs and will be used for acquisition
of approximately 618 acres at Mingo Creek and Cross Creek County Park sites. The county
to date received $379, 858 in Project 70 funds and anticipates another $142, 000. Federal
open space grants thus far amount to $178, 810.
Mr. George also made a request that the final payment_ of $28, 500 be made
to Mary Pu tnak for property acquired for Mingo Creek County Park. A court decision
was handed down in this amount.
Mr. Flynn: Where is the letter requesting such action
Mr. George: We have a letter coming.
Mr. Flynn: We must have a letter from you requesting this payment. As soon as we
get this letter, it will be approved at the meeting.
