The Board of County Commissioners met in regular session with
the following members being present: Commissioners Bevec, Mazza and
Flynn. Also present being: County Solicitor Capano; Chief Clerk Murphy; Public
Information Officer Huber; and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Beved - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions, or omissions

Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 93 be
approved as read.

Mr. Mazza: I would like to pay a compliment to our Engineer's Office for the ,progress
report that the Commissioners have received. I believe that this report has been one of
the best the Commis§toners have ever received.
Treasurer Morgan entered the meeting.
Solicitor Capano entered the meeting.
Letter under the date of November 12, 1969, from District Attorney,
Costa requested authorization for the District Attorney and one Assistant District Attorney
to attend the Second Annual Criminal Advocacy Institute to be held at the Essex House,
New York, on November 21, and 22, 1969. Letter stated that estimated expenditures will
be approximately $250. 00.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the District Attorney
and an Assistant be authorized to attend the Second Annual Criminal Advocacy Institute
in New York on November 21 and 22, 1969; an itemized list of expenditures to be submitted
upon return.
Remarks:
Mr. Mazza: The money is appropriated in the budget.

Chief Clerk read correspondence under date of November 11, 1969,
from Mrs. Cora M; . Grant, President of Washington County Chapter PARC, Inc.,
which stated that the PARC is anticipating an increase in fees which the parents will be
requested to pay under the MR/MR Program. Letter further stated that the PARC feels
that the enforcement of the MH/MR 5200 regulations must be suspended, without retroactive
penalties, until the problem is satisfactorily resolved.
Mr. Flynn: This is happening on a state-wide basis. However, the Commissioners
have no control over these regulations. The regulations are in the control of the State
Welfare Department, who issue the regulations.
Chief Clerk read correspondence under date of November 6, 1969,
from Donald W. Bertram, P. E. , Chief Engineer - Civil Engineer, c/o MICHAEL
BAKER, JR. , INC. , Consulting Engineer,9, which stated that the final inspection of the
Washington County Airport - FAA Project No. 9-36-043-05 & 06 - Contract No. 6, has been
scheduled for Wednesday, November 19, 1969, at 10:00 a. m.
Chief Clerk read correspondence under date of October 30, 1969, from
William J. Lane, assistant Minority Leader, which stated that the Department of Public
Welfare has agreed to change the method of paying counties for nursing home care in county
institutions. Letter stated that rather than use the audited cost of the previous year, the
Department of Public Welfare will pay the counties on the basis of their estimate of cost
in the current year with adjustments to be made on the basis of the year's experience.
Letter further stated that the Department is now in the process of contacting the counties
to obtain the interim rates for the 1969 calendar year. After this information has been
received, the new system is to be installed.
Chief Clerk read correspondence under date of November 7, 1969,
from the Governor's Office, Commonwealth of Pennsylvania, Harrisburg, Pennsylvania,
requesting a representative to attend the first Anti -Crime Mobilization Conference on
December 3, 1969, in the ballroom of the Penn Harris Motor Inn, Camp Hill, Pennsylvania,
at 12: 00 noon. Letter further stated that Governor Raymond Shafer and U. S. Attorney
General John N. Mitchell will be inattendance.
Mr. Mazza: I would like to make a few remarks. I certainly feel that crime is on the
increase in our County. I believe that some thought has to be given to the Sheriff's Office
and the District Attorney's Office. I believe that one of the most disgraceful things that we
have had in comparison with other counties in the State is our communication system.
I think that in conjunction with this we should give some thought to our communication- system,
Although we are not in a position to dictate to the Sheriff's Office. I believe that we should
have a representative to attend this meeting to learn as much as possible on this fight against
crime. I would like to recommend our Solicitor, A. V. Capano.

Mr. Bevec: I recommend that either Solicitor and/or Commissioners should attend
the Conference.
Mr. Flynn: I would like to recommend that we accept Mr. Bevec Is recommendation
authorizing either the Solicitor and/or Commissioners to attend the Conference.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Solicitor
and/or Commissioners be authorized to attend the first Anti -Crime Mobilization Conference
on December 3, 1969, in the ballroom of the Penn Harris Motor Inn, Camp Hill, Pennsyl-

vania, beginning with the lunch at Noon.

Chief Clerk read correspondence under date of October 23, 1969, from
Thomas W. Georges, Jr. , M. D. , Secretary of Public Welfare, directed to Public
Nursing Homes and County Authorities - Subject: Payment of Costs. Letter stated that
effective December 1, 1969, the County Authorities will be paid the cost of care rendered
to eligible Medical Assistance recipients. Monthly payments after December 1, 1969, will
be made on the basis of the institution's current per diem cost per patient but not to exceed
115% of the latest Auditor General's audited per diem cost. Letter requested that in order
for the Department to establish a current per diem rate for our institution, a letter be
submitted by the County Authorities to the Office of Family Services, Room 431, Health
and Welfare Building, Harrisburg, Pennsylvania, by November 14, 1969, indication the'
current per diem rate for our institution.
Mr. Flynn: I recommend that we act on the above correspondence at once.
New Business:
Chairman of the Board informed the Board that the Commissioners at
this time have to establish the maximum base salary for the Medical Directors for the
three catchment areas in Washington -Greene County. It has been recommended that the
Commissioners set a maximum base salary of $27, 000. 00 for the Medical Directors only
in the Washington -Greene County MH/MR area.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the maximum salary
scale for the Medical Directors of the three base service units of the Washington -Greene
County MH/MR Program be set at $27, 000. 00 per annum; the County to pick up the differ-
ence between the $27, 000. 00 and the scale established by the Commonwealth of Pennsylvania.

Chairman of the Board informed the Board that Mr. Andrew Speller
was in Washington, D. C. , since the last regular meeting (November 6, 1969) and
met with officials and at that time it was recommended that the Commissioners set up
a separate account under the Mental Health /Mental Retardation Program. Chairman
stated that it is recommended that the Commissioners authorize the County Treasurer
to set up a separate account under the MH/MR Program. Disbursed monies to be
authorized by the Executive Director of the MH/MIS Boarrd• and the two majority Commission-
ers to authorize signature. Any combination of the three nannes to be legal tender.
Moved by Mr. Bevec, seconded by Mr. Mazza, authorizing the County
Treasurer to set up a separate account under the MH/MR Program with disbursed
monies to be authorized by the Executive Director of the MH/MR Board and the two
majority Commissioners to authorize signature; any combination of the three names to
be legal tender.
Mr. Flynn: On our participating share in the future, all the Commissioners do when the
program is adopted, the Commissioners make the necessary allocations to the MH/MR fund.
Mr. Whalen: Then it is my understanding that all the accounts and disbursements will be
handled by the MH/MR Office. Everything will be going down to that office.

Chairman of the Board read correspondence under date of November 6,
1969, from the Federal Aviation Administration - Subject: Washington County Airport I -
Project No. 9-36�-043-C905 - Change Order No. 2. Letter stated that the Administration
has reviewed Change Order No. 2 and are approving same. Letter enclosed one copy of
approved Change Order No. 2 for the records.
Chairman of the Board informed the Board that he and Mr. John Anthony,
Washington County Planning Director, will be attending a meeting of the Wheeling Creek
Watershed Commission on November 19, 1969.
Solicitor:
Solicitor Capano stated that at this time the Board is requested to authorize
the purchase of the law books for the J. P. Is Offices
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
in conjunction with the Chief Clerk and County Solicitor be authorized to advertise for
bids on the Law Books for the Justices of the Peace offices as recommended by President
Judge Charles G. Sweet.

County Solicitor Capano presented Articles of Agreement as submitted
by the Southwestern Pennsylvania Regional Planning Commission for approval by the
Washington County Commissioners. Letter under date of November 5, 1969, from Carl
E. Glock, Jr., Chairman, SWRPC, stated that the SWRPC finds it necessary to
restructure its organization by adding several voting and nonvoting members in order to
meet the requirements of the Department of Housing and Urban Development and the
Bureau of Public Roads. Letter further stated that it is anticipated that the reorganiza-
tion will be effective January 1, 1970. Letter further requested that the Washington
County Commissioners approve the enclosed Articles of Agreement and affix their
signatures in the space provided.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Articles of
Agreement as submitted and approved by the Southwestern Pennsylvania Regional
Planning Commission be approved by the Washington County Board of Commissioners.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the right-of-way line
for the Bell Telephone Company as submitted by plan for the Washington County Juvenile
Detention Home be hereby approved; Chairman of the Board, Michael R. Flynn, be
authorized to execute the right-of-way.

Solicitor Capano presented a hangar rental lease to the Board
Moved by Mr. Mazza, seconded by Mr. Bevec, that the lease between
the County of Washington and Donald S. Connelly Company, Box #147, Eight Four,
Pennsylvania 15330, for the storage of one (1) aircraft, CESSNA - 337, in Hangar
No. A-3 for the sum of $60. 00 per month beginning November 1, 1969, and thereafter
from month to month, be approved; and that the Chairman of the Board be authorized
to execute said Lease. Rental fee to the County of Washington, c/o John Yuhas,
County Surveyor, 67 West Cherry Avenue, Washington, Pennsylvania 15301.
