BEVEC, JOHN MAZZA, COMMISSIONERS Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn: At this time I would like to commend Mr. John Anthony and his staff in complying with the request of Mr. Bevec in submitting a summary of the current work schedule (Per Minute No. 93 dated November 6, 1969) and also to commend the news media. Mr. Mazza: I believe that the current work schedule of the Washington Planning Commissio�i should be handled as a news release. There is no question in my mind that the local municipalities need such a program. Mr. Anthony: I would like to thank the Washington County Commissioners for being very complimentary to the Planning Commission. The Planning Commission could not turn such work without the support of the County Commissioners. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn. Meeting adjourned. THE FOREGOING MINUTE READ AND APPROVED: ATTEST: CHIEF CLERK Minute No. 95 , 1969 Office of the County Commissioners Washington, Pa., November 20, 1969 The Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec, Mazza, and Flynn. - Also present being: Assistant County Solicitor Porter; Chief Clerk Murphy; Controller Elish;' Mr. John D. Anthony -Washington County Planning Commission; Mr. John Yuhas - County Surveyor; Public Information Officer Huber; and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 94, each Commissioner having received a copy. Corrections: On page 6 of the Minutes with regard to any combination of the three names to be legal tender: Chairman of the Board stated that the monies directed will be signed by the Executive Director and validated by either one of the two Majority County Commissioners. 725 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS L On Page 5 of the Minutes with regard to maximum base salary of the Medical Directors: Motion to be corrected as follows: Moved by Mr. Bevec, seconded by Mr. Mazza, that the maximum salary scale for the Medical Directors of the three base service units of the Washington -Greene County MH/MR Program be set at $27, 000. 00 per annum, Washington and Greene County to underwrite the cost on a prorated basis the difference between the salary scale established by the Commonwealth and the maximum salary of $27, 000. 00. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 94 , as corrected, be approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Capano entered the meeting. Old Business: Anti -Crime Mobilization Conference Mr. Flynn: Last week the Commissioners authorized the Solicitor and/or Commissioner;; to attend this Conference. Yesterday at our Prison Board meeting Judge McCune stated that he may be attending this Conference. Judge McCune, Joseph Feconda, Mr. Costa, and the Commissioners all received letters to attend. The question is who is going to attend? I think that someone should attend this Conference. Mr. Anthony: As long as we are on that particular subject, I do have a report on Crime Control. I have one for each of the Commissioners. Mr. Flynn: Our records will show that Mr. Anthony submitted this report on Crime Control. Correspondence: Chief Clerk presented the original and four (4) copies of Change Order #4 for the Washington County Juvenile Detention Home, Contract No. L-1, as received from Richard Lightholder, P. E. , President, RICHARD CONSTRUCTION COMPANY, in the amount of $1229. 00. Change Order was for the purpose of installing approximately 284 lineal feet of 6" storm sewer complete with bends and headwall and also to remove the storm water from french drain and roof of new Detention Home. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Chairman of the Board be authorized to execute Change Order #4, in the amount of $1229. 00 for the Washington County Juvenile Detention Home, Contract No. L-1, as received from Richard Lightholder, P. E. , President, RICHARD CONSTRUCT ON COMPANY, INC. Remarks: Change Order #4 has been approved by John Yuhas, County Surveyor. Chief Clerk read correspondence under date of November 17, 1969, from the Federal Aviation Administration - Subject: Washington County Airport, Washington, Pennsylvania, Project No. 9-36-043-D904, Change Order #2. Letter stated that the FAA had reviewed Change Order No. 2 and are approving same as submitted. Letter enclosed one (1) copy of approved Change Order No. 2 for the records. Solicitor Capano left the meeting. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following bills be approved for payment: (1) Joseph F. Bontempo & Associates - Invoice No. 53170 under date of November 14, 1969, in the amount of $58. 66. In re: Supervision of Construction for Washington County Juvenile Detention Home, Washington, Pennm ylvania (Estimate No. 1 of W. G. Tomko Plumbing Company, dated November 7, 1969). Bill approved in the amount of $58. 66. (2) Joseph F. Bontempo & Associates - Recommendation for payment. In re: Washington County Juvenile Detention Home. Contractor: W. G. Tomko Plumbing Company, 1117 Marlane Drive, Pittsburgh, Pennsylvania 15227. Contract No. 3 - Plumbing, Estimate No. 1. Value of Completed construction to date: $3, 087. 50. Less 10% retainage - $308. 75. Total amount due Contractor for this estimate: $2, 778. 75. (3) Joseph F. Bontempo & Associates - Recommendation for payment. In re: Washington County Juvenile Detention Home. Contractor - Richard Construction Company, Inc., 121 Wilhaven Road, Peters Township, McMurray, Pennsylvania 15132. Contract No. L-1 Site, Estimate No. 3. Value of completed construction to date: $61, 620. 12. Less 10% retainage: $6, 162. 01. Total amount due to Contractor for this estimate - $17, 966. 16. Remarks: Mr. Mazza: Mr. Yuhas , did you find these all in order? Mr. Yuhas: Yes, they are in order. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Chief Clerk read correspondence under date of November 12, 1969, from the Federal Aviation Administration - Subject: Washington County Airport, Washington, Pennsylvania, Project No. 9-36-043-D904, Change Order No. 3. Letter stated that the FAA had reviewed Change Order No. 3 and are approving same as submitted. Letter enclosed one (1) copy of approved Change Order No. 3 for the records. Solicitor Capano re-entered the meeting. Assistant County Solicitor Porter left the meeting. Mr. Anthony presented to the Board a Certification relating to land I _ rights, water rights, and construction permits for the Harmon Creek Watershed - Site 484 - in the state of Pennsylvania. Said certification required the signature of the Chairman of the Board of County Commissioners and also that of the Chief Clerk to the Commissioners. Mr. Anthony stated that this certification is the last piece of work that is necessary for the Commissioners to sign prior to permitting construction on Site 484. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chairman of the Board be authorized to execute the Certification relating to land rights, water rights and construction permits for the Harmon Creek Watershed - Site 484 - in the state of Pennsylvania. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.. Motion carried unanimously. Mr. Anthony made note of a letter under date of November 14, 1969, from R. M. Davis, State Conservationist, which stated that on June 27, 1968, the 90th Congress approved an amendment to Public Law 83-566. The amendment provides that the Secretary of Agriculture may enter into contracts for the construction of any structural measure if requested to do so by the local organization. Letter stated that in effect, this makes it optional for the sponsor who is the contracting local organization to request the Soil Conservation Service, acting for the Secretary, to administer construction contracts. Letter under date of November 20, 1969, from John D. Anthony stated that because the Soil Conservation Service will agree to assume the cost of administration of these contracts, it is hereby requested that the cost of administration of this Aransfer of authority be made. Treasurer Morgan entered the meeting. Mr: Anthony read correspondence under date of November 14, 1969, from R. M. Davis, State Conservationist, which stated that as per request of October 8, 1969, Mt. Pleasant, Jefferson, Independence, and Hopewell Townships have been deleted and the Independence Township Municpal Authority has been included as sponsor of the Cross Creek Watershed Work Plan. Letter further stated that our request will be honored to assume the responsibility of administering contracts for installation of the structures and recreation development included in the Cross Creek Watershed Project.
