Box 111, Rochester, Pennsylvania, be approved and executed by the Board of Count Commissioners. Roll call vote taken. Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes Motion carried unanimously. Appointment:-Public Defender - Mr. Flynn: Joseph P. Moschetta submitted his resignation as Public Defender of f Washington County effective January 1, 1970 and it is recommended that his First Assistant be appointed. Moved by Mr. Bevec, seconded by Mr. Mazza, that John Liekar, Esq. be i appointed as Public Defender of Washington County, this action to be effective January 1, 1970. Remarks: His appointment was recommended by Attorney Moschetta and originally so did the Bar Association. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. On behalf of the County, Personnel and Staff, the Board of County Commis- sioners extended greetings for a Merry, Merry Christmas and a Prosperous New Year! Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions, or omissions to Minute No. 99, dated December 18, 1969, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 99, be approved, as read. Roll call vote taken: Mr. Bevec - Yes; Mr, Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Special Order of Business: Mr. Flynn: We shall dispose with the regular order of business in order that we may adopt the 1970 Budget. Mr. Flynn then distributed copies of the 1970 Budget to the news media, and a copy to the Controller's Office. The following resolution was read by Solicitor Capano: RESOLUTION WHEREAS, the 1970 Washington County Budget in part is based on tax revenues to be derived from the assessed valuation of real estate; THEREFORE BE IT RESOLVED,_ that the Washington County Commissioners do hereby adopt and again establish the ratio of 30% of Market Value as the basis for levying of taxes for 1970, and that the assessed valuation be set at $223, 563, 370 as certified to the Board of County Commissioners by Mr. Charles H. Bush, Chief Assessor, under date of December 3, 1969. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Budget for the County of Washington for the fiscal year 1970 be finally adopted by the County Commissioners, said Budget having been available for Public Inspection in the Office of the Chief Clerk to the County Commissioners from December 4, 1969, to this date, in accordance with the Provisions of the Act of Assembly of July 18, 1935, as amended. Resolution as to tax Levy and appropriation' of the County of Washington and the Commonwealth of Pennsylvania fixing the tax rate for the year 1970 'and appropriating specific sums estimated to be required for the specific purposes of the county government, herein after set forth, during the fiscal year. Be it resolved and enacted, by the Board of Commissioners of the County of Washington, Pennsylvania, that a tax be and the same is hereby levied on all property within the said 764 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that in accordance with I I the provisions of the Act of Assembly, dated June 17, 1913, P. L. 507, as amended that a four (4) mills tax be levied upon all taxable items authorized in said Act, for General County purposes for the fiscal year 1970. I i Roll call vote taken: I Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks: Mr. Flynn requested that the Board of Commissioners go on record as approving the 1970 Budget as a whole. Mr. Bevec: This is the same rate of taxation as the 1969 Budget. Solicitor: Solicitor Capano read correspondence under date of December 19, 1969, from the Southwestern Pennsylvania Regional Planning Commission, requesting that the Board of County Commissioners adopt the approved modification in the Articles of Agreement for the reorganization of the Southwestern Pennsylvania Regional Planning Commission. These Articles of Agreement have been submitted, concurrently, to the six counties and the City of Pittsburgh. 1 The language relating to the City of Pittsburgh previously had been approved by the Mayor who authorized its inclusion in the form of agreement which was sent to you. Recently, upon introduction to City Council of the City of Pittsburgh, the Council requested a minor change in Article X Financing. The last sentence of Article X. A. originally read as follows: "The City of Pittsburgh shall pay annually an amount equal to seven percent ( 7%) of the total amount paid by the participating counties. " City Council is agreeable to paying this 7% figure for 1970 which amounts to $10, 692. 15. However, they do not feel that they should be tied to a continual 7% figure, but would like to negotiate City payments each year. Therefore, Council requests that Article X. A. be amended to read "The City of Pittsburgh shall pay $10, 692. 15 for the fiscal year 1970, r MINUTE BOOK 765 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Future payments shaIL be negotiated for each subsequent year. " At its meeting this week the Southwestern Pennsylvania Regional Planning Commission considered the request for the City and agreed to make the modification since it has always been the intent of the Commission to ask for a nominal Sum from the City of Pittsburgh. The Commission also agreed to recommend this minor modification to the Board of County Commissioners of,the Participating counties. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Board of County Commissioners approve a modification in the Articles of Agreement for the reorganization of the Southwestern Pennsylvania Regional Planning Commission. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano read correspondence under date of November 24, 1969, from the Koppers Company, Inc. , Pittsburgh, Pa. 15219, addressed to Mr. Robert Gavlick,- Gavlick Construction Company, stating that as of now, only a few of the deck pieces on the docks at Ten Mile Creek need to be replaced. However, in anticipation of further sales to the County they agree to furnish the materials to replace this deck and that it will be up to GavlickConstruction Company to furnish all the labor. Koppers Company agrees to this with no cost to the owners. It is requested that written notification from both County and GavlickConstruction Company that the above is satisfactory. Moved by Mr. Mazza, seconded by Mr. Bevec, authorizing the Chairman of the Board to execute the Agreement between Koppers Company, Inc. and Gavlibk Construction Company and Washington County (owner), in regards to the agreement that Koppers Company Inc. , supply materials to replace the deck pieces at Ten Mile Creek and that all Labor is to be supplied by Gavlick Construction Company. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks: Mr. George: The labor involved in this will amount to approximately $350. 00. Solicitor Capano read correspondence under date of December 24, 1969 from the Superior Valve Company, stating that in compliance with a telephone conversation December 22, 1969, to Commissioner Flynn's Office, this letter authorizes the construction firm installing the County sewer to excavate and install the sewer line across the corner previously Superior Valve Company's property/designated for sale to the County at some future date. i 766 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS , WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Correspondence: Chief Clerk Murphy read correspondence from the Washington - Greene County MH/MR Program, under date of December 11, 1969, requesting a reimbursement for non-participating salaries for November and December for John R. Fantz in the amount of $498. 00. This is $124. 50 bi-weekly period for four periods. This check should be mad payable to the Washington - Greene County MH/MR Payroll Fund. They also requested a reimbursement for non-participating salaries for the Central Washington Mental Health/Mental Retardation Clinic in the amount of $877. 28 for November and December. This check should be made payable to the Central Washington Mental Health/Mental Retardation Clinic. Moved by Mr. Bevec, seconded by Mr. Mazza, that the reimbursement for non-participating salaries for November and December for John R. Fantz in the amount of $498. 00 be approved. Also included in the motion is that the reimbursement R for non-participating salaries for the Central Washington MH/MR Program of $21, 707. 50, which is Washington County's share (8%) for the first and second quarter (July 1, 1969 through December 31, 1969). Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk Murphy read correspondence from John R. Fantz, Administrator of the Washington-Greene Co. MH/MR Program, under date of December 1' , 1969, stating that with reference to the resolution that the Board recently passed regarding non-participating salaries for Base Service Unit Medical Directors, the amount due from , Washington County for six months (July 1, 1969 to December 31, 1969) at 80% is $3, 180. 46. Check to be made payable to the Washington-Greene Co. MH/MR Program- General Fund- and they will remit to the Base Service Units. Moved by Mr. Bevec, seconded by Mr. Mazza, approving payment of $3180. 46, which is the amount due from Washington County for six months (July 1, 1969 to December 31, 1969) at 80% for the non-participating salaries for Base Service Unit Medical Directors. Check to be made payable to the Washington-Greene Co. MH/MR Program - General Fund. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn-yes. Correspondence was read by Chief Clerk Murphy, from John R. Fantz, Administrator Washington - Greene Co. MH/MR Program, under date of December 16, 1969 which discussed the participation of Washington County for Interim Care in and above the State Is particpation of $8. 50 per day for County Residents. The letter went on to state that there has been rumor's from the Interim Care facilities indicating they will be terminating service (discharging) of the mentally retarded persons in their care if "full payment" is not made. These residents will be sent back to the County to find other placements. Mr. P'antz stated that for the present time it may be less expensive to pay this difference, and not be inundated with retarded clients, parents, and other demanding help in which we cannot presently provide. A list of the present Washington County residents in Interim Care facilities was given. Listed below are the costs payable by Washington County for County residents in Interim i Care facilities for the month of October 1969. Allegheny Valley School - 5 children @ $1. 00 p/d $ 155. 00 Children's Rehabilitation. Center - 1 child @ $3. 50 108. 50 McGuire Memorial Home - 13 children @ $1. 50 p/d 604. 50 less 30. 00 credit 574. 50 Pleasant Manor - 1 child @ 86. 50 p/m plus 5. 00 doctor call 91. 50 Less 20. 00 credit 71. 50 St. Joseph's - 1 child @3. 00 p/d 93. 00 $1002. 50 Mr. Fantz suggested that this check be made payable to the Washington-Greene County MH/MR Program - General Fund, and he will forward checks to Interim Care Facilities Moved by Mr. Bevec, seconded by Mr. Mazza, approving payment of $1002. 50 by Washington County for County residents in Interim Care Facilities for the month of October, 1969. ,I Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn announced that a meeting has been set up with the Controller's Office, January 5, 1970, at 9:30 a. m. , in regards to the reorganization Salary Board Meeting.
