Also present being County Solicitor Capano, Chief Clerk Debreczeni, Mr. Sittler of the Taxpayers' Association, Mr. Bradshaw and Reporter Crouse. Meeting called to order by Chairman, Michael R. Flynn, and roll call taken: Mr. Bevec - Present; Mr. Mazza '"Present; Mr. Flynn - Present. Mr. Flynn inquired if there were any corrections or additions to the minutes, (minutes no. 1 and 2), each commissioner having received a copy. Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute Nos. 1 and 2 be japproved. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Elish, County Controller, entered the meeting at this time. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Articles of Agreement between Washington County and Allegheny County Workhouse and Inebriate Asylum at Parkvie-w, Pennsylvania, be executed; this being a semi-annual contract (commencing January 1, 1964, and ending June 30, 1964), covering the boarding of prisoners at said institution. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. In accordance with the Fourth Class County Code, the Board of County Commis - sioners in conjunction with the County Treasurer, Mr. Russell Marino, and County Controlle: Mr. Peter Elish, unanimously passed the following resolution. RESOLUTION BE IT RESOLVED, By the County Commissioners and County Treasurer that the Following Banks of Banking Institutions, be named the depositories for County funds: Pittsburgh National Bank, Washington, Pennsylvania Mellon National Bank and Trust Company, Washington, Pennsylvania Western Pennsylvania National Bank, Houston, Pennsylvania and that the Pittsburgh National Bank be notified of its selection as a depository of County =unds and be requested to furnish a bond in the amount of $500, 000. 00 to secure payment of deposits. Mr. Flynn requested of Mr. Elish's Office a report showing all outstanding debts 1 C� of the County, bonds which are unpaid; also, all monies owed Washington County from the MINUTE BOOK J� BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS -Ar Federal Government, Commonwealth of Pennsylvania and all local municipalities. Mr. Bevec instructed the Chief Clerk's Office to direct a letter to the Township Commissioners of Canton Township and the City of Washington that the County of Washington demands that they forward their payment owed to the County in connection with the Flood Control Project (Chartiers Creek Flood Control Project); Agreement entered into under date of September 12, 1960. Mr. Merdian, Reporter, entered the meeting. Following items brought to the attention of the Board members by Mr. Flynn, and general discussion followed. 1. Working hours to be extended --- following hours suggested: 8:30 a.m. to 4:30 p.m. 9:00 a. mom. to 4:30 p.m. 9:00 a. m. to 5:00 p.m. It was noted that if longer working hours are instituted, the Board is also contemplating to work shorter hours during the summer months (June, July, and August) 9:00 a. m. to 4: 00 p.m. Both Mr. Flynn and Mr. Bevec were in agreement to extend the hour until 4:30 p.m., Mr. Mazza until 5:00 p.m. 2. A suggested closing hour for the building was discussed. The Commis- sioners being responsible for all County properties; a great concern had been expressed by the entire Board relative to establishing a definite hour of closing to attorneys and outside workers. A letter has been directed to Mr. James C. McCreight, Secretary of the Wash- ington County Bar Association inviting him to a discussion on this topic at our next regular scheduled meeting. 3. At this time, the Board approached the matter of employees of the age of 65 who are still on the County payroll. Mr. Flynn noted that he favored a policy of retirement at the age of 65 and would like to see a policy along this line established. Mr. Bevec agreed with Mr. Flynn stating that with Social Security and Retirement Benefits he thought this would be a good idea. It was also pointed out by Mr. Bevec that some employees of this age (65) are so well -trained and experienced in their particular positions, that the County could suffer a loss, but as a whole, I don't think this is a bad policy of retirement. Mr. Mazza also expressed his concern that these same people (age 65) have worked for so long at somewhat lower salaries that their Retirement and Social Security benefits would not begin to meet their needs or compare with benefits of people with higher salaries; but that those who qualify financially should be called in and requested that they retire. Mr. Mazza pointed out that he also agrees with a retirement policy. 0 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Motion by Mr. Bevec, seconded by Mr. Mazza, that the Insurance Agency of Amanati-Tucci, be appointed as the insurance brokers for all insurance records for the County of Washington. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. i Motion carried unanimously, i Following correspondence read by Mr. Flynn, Chairman of the Board. 1. Request from James W. Ayers, Major - Inf-USAR, Convoy Commander, for use of the Washington County Fairgrounds on June 12th and June 27th, 1964. Secretary instructed to forward copy of said letter to the County Solicitor. j 2. Letter received from Ernest J. Mihalyi, Chairman, Chartiers-Panhandl� Regional Planning Commission dated November 27, 1963, requesting the 1963 contribution required from the County of Washington in the amount of $395. 00. Letter to be forwarded to Mr. John Cromwell of the Washington County Planning Commission. 3. Letter received from Southwestern Pennsylvania Regional Planning j Commission Chairman, S. J. Irvine, Jr., advising Washington County of their proportionate share of the 1964 Commission's Budget in the amount of $8, 392. 50. Letter to be forwarded to Mr. John Cromwell of the Washington County Planning Commission. Letter dated October 29, 1963. 4. Letter received from the Redevelopment Authority of the County of Washington, Keery McAmbley, Executive Director, dated November 14, 1963, pertaining to the Wheeling Creek Watershed Proposal. Washing- ton County's approximate cost would be $150, 000. 00. Three and one- hald dams to be located in Washington County. Letters of intent have been sent to all parties concerned. i Motion by Mr. Bevec, seconded by Mr. Mazza, that the following resolution; with reference to State Highway Route No. 62125, Bridge No. 1, located in West Finley Township, Washington County, Pennsylvania, be adopted: RESOLUTION BE IT RESOLVED by the Commissioners of Washington County, Pennsylvania., that the plans submitted by the Pennsylvania Department of Highways, for the changing of I grades, lines, location, and widths of State Highway Route No. 62125, Bridge No. 1, from Station 3+85 to Station 6+25, located in West Finley Township, Washington County, Pennsyl- vania, have been examined by the Washington County Commissioners and they agree that Washington County will not assume liability for any property damages resulting from the changing of the above named Route as proposed by these plans; or any damages arising out of any changes or alterations of drainage resulting from the construction or maintenance of i this highway; or any damages resulting to any property holdings of any Public Utility Compa�y; nor will the County assume any damages resulting to any coal or other minerals, or waters} in and underlying the property affected by this improvement; that Washington County will not I contribute to the payment of property damages on this highway, due to previous commitmenf�s.
