FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS NO. 5 Office of the County Commissioners Washington, Pa., January 16, 1964 Board of County Commissioners met in regular session at 10:00 a.m., With j the following members being present: Commissioners Flynn, Bevec and Mazza. Also i 1 present being Chief Clerk Debreczeni, Jr., Mr. Bradshaw, Mr. Sittler of the Taxpayers' Association and Reporter Crouse. a Meeting called to order by Chairman of the Board, Michael R. Flynn, and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. In view of the fact that each commissioner has received a copy of the i minutes, Mr. Flynn asked if there were any corrections or additions to the minutes. I Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute Nos. 3 and 4, j be approved. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes; Mr. Mazza - Yes. Motion carried unanimously. Secretary noted in future to take roll call as follows: Mr. Mazza, Mr. Bevec and Mr. Flynn. received: Chief Clerk Debreczeni, Jr. , informed the Board of following correspondence 1. Letter from Robert L. Zeman, Chairman, Committee on Public Offices and Records, this being in reply to our letter addressed to Attorney James McCreight dated January 10, 1964, in re: regular closing hours for the Courthouse. Members of said committee to be notified that they may meet with the Commissioners, at their next regular meeting (Thursday, January 23, 1964). Reporter Merdian enters the meeting. ! 2. Letter from Attorney Oliver N. Hormell requesting payment of $269.14 in re: Division of Centerville Borough into Wards No. 326 September Term, 1962. Motion by Mr. Mazza, seconded by Mr. Bevec, that the Washington County Commissioners reimburse the Borough of Centerville in the sum of $269.14 for the division of Centerville Borough into Wards; this payment in accordance with Court Order No. 326 September Term 1962, directing that the costs and expenses of the Commissioners are directed to be paid by Washington County. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn informed the Board that the Commissioners were presented with a program referred to as "A Program for Austerity and Efficiency" by Mr. Bradshaw. to MINUTE BD'OK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Program outlines thirteen points for the commissioners to consider for adoption. Mr.' Bradshaw was assured that the Commissioners would take this program under advisement. Motion by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for the furnishing of Fleet Insurance in a reliable and approved stock company for public liability, property damage, comprehensive A. C. V. , fire, theft and collision coverage on trucks, automobiles and road -building machinery owned and operated by Washington County. Bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday, February 13, 1964, and opened immediately thereafter in the Office of the County Commissioners. Remarks: Mr. Bevec: This Fleet Insurance is necessary since it covers equipment owned by Washington County but I feel we should look into this insurance matter further in more detail, to determine if we have adequate insurance coverage on all equipment and properties of Washington County, also if this insurance will cover rental equipment such a, automobiles and trucks. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Debreczeni informed the Board that he had been notified that the Washington County Home for Aged Women is in need of two (2) fire hoses. Instructions given to Mr. Debreczeni to purchase the hoses if there is a need. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following replacements be made at the Washington County Home and Hospital for Men. Appointee, replacement and effective date being indicated opposite each appointee's name. George Baldwin, Assistant Dairyman replacing John McAdams, effective January 16, 1964. Michael Stofko, Painter replacing John Steckly, effective January 16, 1964. Harry Steck, Warden replacing Norman Leeper, effective January 16, 1964. John Mousourakis, Warden replacing John Bukowski, effective January 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. County Solicitor Capano enters the meeting at this time. Secretary instructed to make a record that two positions have been eliminated at the Washington County Home and Hospital for Men, namely: Janitor - Raymond Calzacorto Matron - Zoe Malone MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following replace- ment be made at the Washington County Home for Aged Women. Appointee, replacement and effective date being indicated opposite appointee's name. Remarks: Tom Dick, Fireman replaceing Louis Wilson, effective January 17, 1964. Mr. Mazza: I have compiled areport on this (Washington County Home for Women and Home for Men) which I will present to the other Board members soon. About a year and a half (1 1/2) ago, the Department of Welfare made an investigation of our Institution District (Homes for Women and Men). Suggest that before budget hearings are started the Commissioners review their report. A major problem at the Institution District has always been low salaries. County Controller Elish enters the meeting at this time. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Secretary instructed to make record of the individuals who have either resigned, retired, or have been dismissed from their positions with the County Commis- s ione rs . Remarks: Fred C. Broglie, Building Superintendent, dismissed January 16, 1964. Ulysses Walters, Mail Carrier, retired January 1, 1964. Position eliminated. Robert K. Gordon, Painter, dismissed January 16, 1964. Emma Kozen, Clerk, Registration Office, dismissed January 16, 1964. Grace Smith, Clerk, Registration Office, dismissed January 16, 1964. Mary Malinchak, Clerk, Tax Assessment Office, dismissed January 16, 196�-. Inda Mae Cain, Clerk, Tax Assessment Office, dismissed January 16, 1964. Inez Donaldson, Clerk, Tax Assessment Office, dismissed January 16, 1964. Fred Caruso, Sealer, Department of Weights and Measures, resigned January 6, 1964. Position eliminated. Tony Rometti, Building Superintendent, dismissed January 16, 1964. Andrew Barnickel, Appraisal Agent, Tax Claim Bureau, retired January 16, 1964. Position eliminated. Freda Brock, Clerk, Tax Claim Bureau, dismissed January 16, 1964. June Reynolds, Administrative Aide, Surplus Food Department, dismissed January 16, 1964. Ann Denys, Investigator, Institution District, dismissed January 16, 1964. Mary Ellen Packrall, Secretary, Institution District, dismissed January 16, 1964. Stanley Brovey, Director, Tax Claim Bureau, dismissed January 16, 1964. Mr. Mazza: I would like the Board to reconsider maintaining Mrs. Smith, the other appointment of mine in the Registration Office is Miss Clemens, who is partially paralyzed, and unable to work out on field registration days and it is difficult for her to work at the counter. This action to I be effective January 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes;; Mr. Flynn - Yes. - Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Carl Comer be appointed as a Night Watchman to replace Edward J. Maple, effective January 16, 1964. Mr. Comer to work the hours of 10:00 p.m. to 6:00 a. m. Roll call vote taken: i Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks: Mr. Bevec: We have noticed that on many weekends, no night watchman i I i was on duty; for this reason, the time schedule has been re -arranged in order that a night watchman is here at all times. Motion by Mr. Bevec, seconded by Mr. Flynn, that William Kittridge be appointed as Purchasing Agent to replace Joseph Muscaro; this action to be effective i I January 16, 1964. Remarks by Mr.F Mazza: I want to be consistent as far as the Purchasing Agent's Office is concerned. It has been approximately three years that I've felt that there was no need for a Purchasing; I Agent's Office. It's my recommendation to,the i majority commissioners that this office should { be consolidated with the Chief Clerk's Office. i I feel that the Chief Clerk's Office is best qualified to -handle the purchasing. Mr. Flynn: I take exception to Mr. Mazza's remarks. I consider purchasing supplies, amounting to $100, 000. 00, more or less, to be i big business; a Purchasing Agent is a necessity. The Chief Clerk, if he performs the duties as we expect him to, also, to bring l about better co-ordination with Commissioners' Offices and all other offices, he will have ro time to act as Purchasing Agent. We have noticed unwise purchasing. If we cannot show !savings and efficiency from this -department to the County above the salary which we will be `paying him, I'll pay his salary myself. Mr. Bradshaw: I know that some row offices do a lot of their own purchasing. Mr. Bevec: I think this to be true, any bureau or department is only as good as the head of that department. Mr. Kittridge's accomplishments over a period of time, I feel ! sure, will be favorable to the County. MINUTE BOOK 13 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Roll call vote taken: Mr. Mazza - No; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried by a vote of 2 - 1. Motion by Mr. Bevec, seconded by Mr. Mazza, that Andree Craig be appointed as a relief telephone operator and clerk in the Tax Assessment Office; this action to be effective January 16, 1964. Mrs,. Craig is replacing Theresa Withers. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Joseph Muscaro be appointed as Assistant Registrar replacing Charles W. Reynolds in the Registration Office on a temporary basis, this action to be effective January 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Flynn, that Sanford S. Finder be appointed as Solicitor for the Tax Claim Bureau replacing Kenneth J. Yablonski, this actiom to be effective January 16, 1964. Roll call vote taken: Mr. Maz za - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Flynn, that Eugene Tenagline, be appointed as a Draftsman in the Engineer's Office replacing John C. Clark; this action to be effective January 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Merdian requested that in the future he be notified for any and all press releases. Motion by Mr. Bevec, seconded by Mr. Flynn, that John Showalter be appointed as Superintendent of the Washington County Home for Aged Women; this action to be effective January 16, 1964. Mr. Ross R. Cummins resigned at the Home creating a vacancy. Roll call vote taken: Mr. Mazza - No; Mr. Bevec - Yes; Mr. 'Flynn - Yes. Motion carried by a vote of 2 - 1. Motion by Mr. Bevec, seconded by Mr. Flynn, that Charles A- Gillespie T.: MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. EIEVEC, JOHN MAZZA, COMMISSIONERS be appointed as Budget and Finance Secretary and Public Relations Man for Washington County, this action to be effective January 16, 1964. Remarks by Mr. Mazza: I am going to cast my vote against a budget secretary. The three Commissioners are responsible for this work (preparation of the budget); it is their responsibility with the Chief Clerk and Controller to work on the budget. After the adoption it becomes the responsibility of the Controller for the accounting (keep totals) on the budget, (monthly statements . to each department of their status) therefore, I will cast my vote against a creative job. Remarks by Mr. Bevec: Many counties have a budget department with a full staff of employees. In my opinion, Washington County is in great need of a budget director, and Mr. Gillespie is a well -qualified man for this position. Remarks by Mr, Flynn: Mr. Gillespie is a qualified man for this position. He is a graduate of Washington and Jefferson College, also Duquesne University. A public accountant; had been employed by the State of Pennsylvania, Department of Welfare and as an accountant for the Department of Revenue. Washington County finances are approximately 3 1 / 2 million ; dollars as I previously stated, it's impossible for the Chief Clerk to be responsible for all our financial status. This position of budget and finance secretary is necessary. If we, as County Commissioners, go into any of our offices, we should be able to obtain records showing how they stand financially (they should be able to tell us how much they have spent up to that day). We have been unable to receive this information from a number of our offices. Roll call vote taken: Mr, Mazza - No; Mr. Bevec - Yes; Mr. Flynn - Yes, Motion carried by a vote of 2 - 1. At this time Mr. Mazza presented the Commissioners with a report which has taken two years to compile. Mr. Mazza, together with the County Controller and the Economy League compiled said report which outlines in detail various recommendations which I (Mr. Mazza) hope the Commissioners will be able to adopt. adjourned.
