BEVEC, JOHN MAZZA, COMMISSIONERS NO. 6 Office of the County Commissioners Washington, Pa., January 23, 1964 Board of County Commissioners met in regular session at 10:00 a.m., with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being Chief Clerk Debreczeni, Jr., County Solicitor Capano, Director of the Wash- ington County Planning Commission, John Cromwell; Mr. Bradshaw, Mrs. Sprowls repre- senting the Martin Lumber Company, Reporters Crouse and Merdian. roll call taken: Regular meeting called to order by Chairman, Michael R. Flynn, and Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there are any corrections, additions or ommissions of the minute (minute no. 5), each commissioner having received a copy. approved. Motion by Mr. Mazza, seconded by Mr. Bevec, that the minute stand Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Bevec, that permission be granted to the Road Supervisors of Smith Township allowing them to store equipment at the Wash- ington County owned building at Arden Downs, R. D. 1, Washington, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that when any County employee is called on to serve Jury Duty, the County will make up the difference in their salaries. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Flynn, that the petition to appoint a tax assessor for Cecil Township due to the annexation of part of Cecil Township into the Borough of Canonsburg be tabled until a later date. (Waiting for Court decision on annexation) . Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. 16 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Motion by Mr. Mazza, seconded by Mr. Bevec, that Burton E. Murray, 610 Franklin Farms Road, Washington, Pennsylvania, be appointed as Tax Assessor for North Franklin Township, replacing Paul W. Fritz who resigned. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Bevec, that the following resolution approving an advisory committee to the Industrial Development Group in Wash- ington County for a single GVera11: Economic Development Program be adopted: RESOLUTION Whereas the Redevelopment Authority of the County of Washington has been designated by the Board of County Commissioners of Washington County as the Industrial Development Agency to promote, attract, and assist in the stimulation development and expansion of business and industry, and Whereas, as a result of a regional economic study, the Southwestern Pennsylvania Counties of•`Allegheny, Armstamng, Beaver, Butler, Washington and Westmore- land, have been determined to constitute a single economic region and for this reason, a single Overall Economic Development Program (OEDP) has been prepared to present a forceful and realistic approach to common problem solving to be administered by the Regional Industrial Development Corporation, of Southwestern Pennsylvania (RIDC) having representatives from each of the six counties; and Whereas, to carry out the objectives of building and preserving employmerit opportunities and strengthening the economic development of Washington County, it is desirE d to co-ordinate the work of the County Industrial Development Agency and the Regional Industrial Development Corporation to provide planning, technical and engineering assistancE required to fulfill the objectives of the Overall Economic Development Program. Now, Therefore, Be It Resolved by the Commissioners of Washington County that the following representatives: Director of the Redevelopment Authority Director of the Washington County Planning Commission Director of the Washington County Taxpayers Association Superintendent of Washington County Public Schools Directors of the Pennsylvania Employment Service in Charleroi and Washington Community Representatives of West Penn Power Company assigned to Washington County Directors of the Washington Branch of the Pennsylvania Economy League Director of the Washington -Greene County Tourist Promotion Agency and such other members as the County Commissioners may designate from time to time ar,� hereby named as advisers to the Washington County Industrial Development Agency in co-ordinating its work as the action agency for Washington County in the Regional Industrial MINUTE BOOK 17 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Mr. Bradshaw pointed out that no representative from the Agricultural Group was included in this program and in his opinion there should be. Mr. Flynn suggested that a letter be directed to the Commissioners advising them of this fact. Motion by Mr. Mazza, seconded by Mr. Flynn, that John P. Bevec, be i recommended as Director of Civil Defense for Washington County. Remarks by Mr. Flynn: The Director of Civil Defense is appointed by the Governor. Three copier. of the minute to be forwarded to Mr. Minnemeyer, Executive Director for Civil Defense, who in turn will submit a letter to the Governor's Office. Roll call vote taken: 1 Mr. Mazza - Yes; Mr. Flynn - Yes. I Motion carried. Motion by Mr. Mazza, seconded by Mr. Bevec, that Michael R. Flynn, be appointed as the County Commissioner member to serve as Director of the Washington County Soil and Water Conservation District for a one-year term. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Washington County Commissioners join with the following Townships: Cross Creek, Hopewell, Independence, Jefferson and Mt. Pleasant, in approving the "Application for Assistance in Planning and Carrying Out Works of Improvement Under the Watershed Protection and Flood Prevention Act" for the Cross Creek Watershed. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - .Yes. Motion carried unanimously. Mrs. Sprowls, representing Martin's Lumber Company, once again explained her problem concerning unpaid bills amounting to $3100.00, more or less, for material (tile floor covering) furnished to the Old Childrens' Home approximately 12 years ago, 1951. Mrs. Sprowls, on December 13th and 27th, 1963, attended Commissioner's MINUTE BOOK , BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS meetings and discussed this matter in detail. It was also explained by Mrs. Sprowls that on several occasions, she worked with the Office of the County Controller trying to locate vouchers showing that these bills had been processed for payment. No records were found showing payment of said bills. Mr. Capano explained that this Board had no legal authority to pay this claim, the statute of limitation having run out. Commissioners could be sub- ject to surcharge if they paid this claim. Mr. McCaskey entered the meeting at this time. Both Mr. Bevec and Mr. Flynn stated that they would not sign any vouchers for the payment of these bills. Mr. Bevec: "I will not sign any voucher for the payment of a bill that is twelve years old and be subject to surcharge, " Mr. Flynn: "Under no provision of the law can we pay this j bill. If we should sign a voucher approving payment, we would be liable for surcharge. The Statute of Limitations has run out. Your i only recourse would be to take legal action. " jMrs. Sprowls asked Mr. Elish if he would continue to check his records concerning these bills before they took legal action. Mr. Elish: "I will submit this matter to my solicitor, " Mr. Capano: "This must originate from the County Controller's Office; he must submit approved vouchers to the Commissioners for their signatures requesting payment. " Mrs. Sprowls left the meeting at this time. Attorney Howard F. Carson as President of the Tri-County Boroughs Association asked the Board if they were prepared to make a statement on their policy for distributing Liquid Fuels monies. Mr. Flynn: No. We plan to visit various counties to see how they operate their fund, namely; Fayette County. Also considering the mileage -population system. Mr. Carson stated that they, the Townships and Boroughs, wanted to work with the Commissioners. Commissioners to be placed on their mailing list and they have a standing invitation to attend their meetings. meeting be adjourned.
