Meeting called to order by Chairman of the Board, Michael R. Flynn,
and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or ommissions
to Minute No. 6, each commissioner having received a copy.

i Attorneys Robert L. Zeman, .Toward B. Goldfarb and Richard G. Miller, �

Jr., representing the Washington County Bar Association (Committee on Public Offices and i
Records) entered the meeting at this time; purpose to discuss closing hour for the
Courthouse.
Mr. Zeman advised the Commissioners of the following action taken by

j the Washington County Bar Association.

Following contents of letter addressed to Mr.
"You are requested to inform the County Commissioners that at its annual
meeting on January 27, 1964, the Washington County Bar Association unanimously adopted
!a Resolution requesting that attorneys be permitted access to the Courthouse after working
hours and on S undaya ,and holidays as in the past. "

It was pointed out tipthe group that the Office of the Recorder of Deeds
and the Law Library are the two offices mainly used by the attorneys after closing hours

hour referred
to 4:00 p.m., the close of
business for County employees),
and on
Sundays
and holidays.
Practically impossible for
an attorney to complete his work
during
regular working hours 9:00 a.m., to 4:00 p.m., especially if &Rwould have a case in
Court.

Also discussed by the Board was the undetermined amount of keys to the
Courthouse issued to individuals outside of county officials. The attorneys are of the

opinion that they are entitled to keys to the Courthouse, because once a person has been
admitted to the Bar Association, he then becomes an officer of the Court.
Commissioners advised the group that they are considering using a sign -in
and out method (after working hours) also having a definite closing hour for the building,
perhaps 9:00 p.m. The entire matter being taken under advisement, and before any changes
j are made, the Bar Association will receive proper notice.
Messrs. Zeman, Goldfarb and Miller thanked the Board for meeting with
them and they left the meeting at this time.
Mr. Merdian entered the meeting.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Nancy B. Ruschel, be
appointed as a Practical Nurse at the Washington County Home for Aged Women replacing
Mrs. Baker; this action to be effective January 25, 1964.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Hazel Smith, be
employed as Extra Help at the Washington County Home for Aged Women; this action to be
retroactive to January 22, 1964. Mrs. Smith only to work when needed.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Vincent J. DiMonde,
be appointed as a Warden at the Washington County Home and Hospital for Men replacing
Robert Watters; this action to be effective February 1, 1964.

Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Blair Kiefer, be
appointed as a Warden at the Washington County Home and Hospital for Men replacing
Richard Melnyk, this action to be effective February 1, 1964.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Josephine Robinson, be
appointed as
a Nurse
replacing

Men; this
action to
be retroactive to January
29, 1964.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Attilio Zamberlan be
appointed as a Handyman and Gardener on a temporary basis at the Washington County
Home and Hospital for Men; this action to be effective February 1, 1964.

Motion carried unanimously.
Under the law (Act No. 27, amending Section 1, Section 301, of the Act of
May 21, 1943, P. L. 571, known as the Fourth to Eighth Class County Assessment Law),
,the County Commissioners are permitted to appoint persons to serve as the Washington
County Board of Assessment and Revision of Taxes. Terms to be concurrent with the
terms of the County Commissioners.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Jess Costa, Esquire,
Bentleyville, Pennsylvania, be appointed as a member of this Board (Washington County
Board of Assessment and Revision of Taxes) also, to serve as Chairman; this action to
be effective February 1, 1964.

Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that James W. Hall of
Speers Borough, be appointed as a member of this Board (Washington County Board of !
Assessment and Revision of Taxes); this action to be effective February 1, 1964.

Motion carried unanimously.
Motion by Mr. Mazza, seconded by Mr. Bevec, that Bruno A. Sicchitano of
Bentleyville, Pennsylvania, (a former member of the Board) be appointed as a member of
this Board (Washington County Board of Assessment and Revision of Taxes); this action to
be effective February 1, 1964.

Motion carried unanimously.
Mr. Bradshaw: "As a taxpayer, I protest the action taken by this Board.
I question if it is legal. By this action I feel that the Commissioners are shirking their
responsibilities; it is a waste of money."
Mr. Flynn read a letter received from George M. Kirby, Foreman of the

Grand Jury for the February Term of Court, upon their recent tour of the Washington
County Jail. (Letter on file in the Chief Clerk's Office).
Mr. Flynn and Mr. Bevec made a tour of the County Jail prior to the
tour made by the Grand Jury. They are in agreement that the Jail is in great need of
repairs. Also, reported that the condition at the Washington County Home for Aged Women
(need of more fire hoses) is being corrected.
Mr. McCaskey entered the meeting.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the offer of $835.00
received from the Commonwealth of Pennsylvania for County -owned property which was
formerly owned by Guiseppe and Teresa Giacobbi, situate in the Third Ward of the
Borough of Canonsburg, described as Lots 21-22-23-24-25-26 Hazelton Plan P. B. 3, P. 79,

be accepted. Property to be used by the Commonwealth for a limited access highway.

Mr. Capano reported that he received two proposals for the appraising
of county properties.
1. Washington Engineers' Incorporate $4, 375. 00
2. Industrial Appraisal Company $3, 400. 00
Proposals are identical, supply the same services. Eleven pieces of property to be
appraised: Contract for five-year period with right to renewal, also, contract can be
terminated at any time upon 30 days' notice.
The following buildings, permanent fixtures and equipment to be appraised.
1. Courthouse
2. Jail
3. Internal Revenue Building, equipment on second floor only
4. County Superintendent of Schools Building
5. County Garage
6. Juvenile Court Building
7. Women's Home
8. Men's Home
9. Arden Downs
10. Washington County Airport
11. Washington County Institution District Building
Motion by Mr. Bevec, seconded by Mr. Mazza, that the proposal as
submitted by Industrial Appraisal Company, Pittsburgh, Pennsylvania, be accepted in the
sum of $3, 400. 00 plus $340. 00 for the first year's re -valuation service. This proposal
being the lowest one received.

Motion by Mr. Bevec, seconded by Mr. Mazza, that F. D. Whalen, be
re -appointed as a member of the Southwestern Pennsylvania Regional Planning Commission.

December 31, 1966.

Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Mr. Lee Adamson,
R. D. 2, Avella, Pennsylvania, be re -appointed as a Farmer Director to the Washington
County Soil and Water Conservation District. This being a four-year appointment,
effective January 23, 1964.

Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
Office be authorized to prepare tax refunds for the following due to either duplication or
overpayment on real estate tax.
1. De Paoli, Gretto, Box 224, Avella, Pennsylvania, for duplicate
payment of 1963 County Tax. On July 18, 1963, tax was paid
in the amount of $10.82 on property situate in Cross Creek
Township, Washington County, Pennsylvania, described as 1
story frame house, Lot 35. On August 10, 1963, the amount of
$11.39 was paid at face, thus causing a duplicate payment. Re-
fund due to Gretto De Paoli in the amount of $11.39. New address
R. D. 1, Hickory, Pennsylvania.
2, Rebecca Brady Estate, c/o .Mellon National Bank, Executor of
said Estate, for duplicate payment of 1963 County Tax. On
June 19, 1963, tax was paid in the amount of $36.19 for prop-
erty situate in the First Ward of Canonsburg Borough, Wash-
ington County, Pennsylvania, described as 2 story frame house
and lot. On July 11, 1963, the amount of $36.19 was once
again paid, thus causing a duplicate payment and a, refund due
in the amount of $36.19 made payable to Mellon National Bank,
(Rebecca Brady Estate), Mellon Square, Pittsburgh 30,
Pennsylvania.

Motion by Mr. Bevec, seconded by Mr. Mazza, that in accordance with
our Minute of January 14, 1964, which is still in full force and effect, that we obtain from
the Pittsburgh National Bank the sum of $100, 000. 00.

Washington County, Pennsylvania

January 30, 1964
The County of Washington in the Commonwealth of Pennsylvania, promises
to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Wash-
ington, Pennsylvania, One Hundred Thousand ($100, 000. 00) Dollars, on or before December
31, 1964, with the interest from date on the unpaid principal balances hereof from time to
time outstanding at the rate of two and one -quarter per centum (2 1/4%) per annum,
interest payments to be made on the first day of each calendar quarter throughout the year.

Payment of the indebtedness evidenced hereby may be anticipated in whole
5 or in part at any time and from time to time without penalty.
j This certificate of indebtedness evidences a temporary loan in anticipation
j of taxes to be collected for fiscal year in which it is issued and is to be repaid from the
first revenues received by the undersigned during the current fiscal year.
This certificate of indebtedness is executed and delivered pursuant to the
authorization contained in a resolution duly adopted by the County Commissioners of the
County of Washington at a meeting held on January 14, 1964, which resolution is still in
` full force and effect.
IN WITNESS WHEREOF, the undersigned County has caused this obligation
to be executed by the County Commissioners of said County, its seal to be hereunto affixed
and the same to be attested by the Chief Clerk this 30th day of January, 1964.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Emory Kotar, 41
Locust Street, Muse, Pennsylvania, be appointed as Tax Assessor for Cecil Township,
Washington County, Pennsylvania. This appointment being made due to the annexation of
part of Cecil Township into the Borough of Canonsburg.

Motion by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for the printing and delivering to the Election Department of the
County Commissioners the necessary ballots, and election supplies required for the conduct
of the General Primary Election, to be held Tuesday, April 28, 1964, and the delivering of
ballot boxes with election supplies to the Judges of Election for the one hundred and ninety
(190) precincts. Bids to be received by the County Controller in his Office in the Court-
house, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday,
February 27, 1964, and publicly opened immediately thereafter in the Office of the County
Commissioners.
