Now living in Allegheny County and has been for some time. Roll call vote taken: Mr. Mazza - Yes;. Mr, Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn, as Chairman of the Board, received a letter from the Bradshaw Farms signed by Charles E. Bradshaw, wherein he informs the Board in detail his opposition to previous action taken by the Board. adjourned. Motion by Mr. Bevec, seconded by Mr. Mazza, that the meeting be Meeting adjourned. Also present being County Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Bradshaw and Reporter Crouse. taken: Meeting called to order by Chairman, Michael R. Flynn, and roll call Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 8, each commissioner having received a copy. Motion by Mr. Mazza, seconded by Mr. Bevec, that McDonald Borough be included on the list of areas designated for field registrations. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Washington County enter into an Agreement with the Commonwealth of Pennsylvania, Department of Property Ell and Supplies, regarding the Surplus Food Program. BEVEC, JOHN MAZZA, COMMISSIONERS Remarks by Mr. Capano: This agreement must be signed, otherwise the County could not continue with the Surplus Food Program. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Brought to the attention of the Board by Mr. Bevec was the need for improvement in the Welfare Program 'of Washington County; mainly the Homes for Aged Women and Men. Remarks by Mr. Bevec: Because of the great concern of the present Board of County Commissioners for the welfare of- the inmates and the physical conditions of the Homes for the Aged WomE n and Men in our Institution District, I move that this Board go on record requesting the Pennsylvania Economy League to make a study ind recommendations of the entire facilities relating thereto. Furthermore, that a letter be sent to Mr. Robert M. Unstead, Director of the Pennsylvania Economy League in Washington, Pennsylvania, advising him of this action. This motion seconded by Mr. Mazza. Remarks by Mr. Mazza: Recently we, (the County Commissioners) attended a three-hour meeting on this matter. Soon we must consider either renovating these buildings or start new construction. Pennsylvania Economy League should be brought in to make a survey of this problem, they have the best machinery to do the job. Also, the Washington County Planning Commission with the Washington County Hospital Administration should be called in to aid in this survey. Remarks by Mr. Flynn: The Washington County Home for Aged Women and the Home for Men will necessitate and demand in the near future the spending of large sums of money to bring the conditions up to -meet the requirements of the Commonwealth and the Welfare Department, This will have to be a long-range planning program. Mr. Williams and Mr. Pat Flynn of Pittsburgh, Pennsylvania, were also present at the meeting. (Referring to meeting first mentioned by Mr. Mazza). Motion by Mr. Bevec, seconded by Mr. Mazza, that Mary Jane Pendleton be appointed to the Cleaning Staff (to work at the Internal 'Revenue Office) replacing Ziata 1k30 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Finder, Solicitor for the Tax Claim Bureau, Mr. Elish, County Controller and Mr. Luketich, Deputy Controller,_ entered the meeting at this time. The matter of unpaid bills, incurred during the year 1963 by Commissioner's predecessors, amounting to approximately $314, 000.-00 was brought to the Board's attention by Mr. Flynn. After a general discussion, the following motion was made. Motion by Mr. Bevec, seconded by ;Mr. Flynn, that the following resolution be adopted: RESOLUTION WHEREAS, the County of Washington; Pennsylvania, has outstanding, inter alia, an unfunded debt in the sum of Five Hundred Thousand Dollars ($500, 000. 00), contracted for current operating expenses which is due and owing, and it is the opinion of the Board of County Commissioners that the County cannot meet such debt within the fiscal year without an unreasonable curtailment of municipal services or the levy of an excessive tax; NOW, THEREFORE, BE IT RESOLVED, that the County Commissioners,, by petition, apply to the Court of Quarter Sessions of the County of Washington, Common- wealth of Pennsylvania, praying that said Court make an order granting authority to fund the said debt of Five Hundred Thousand Dollars ($500, 000. 00) contracted for current operating expenses by an issue of general obligation bonds of the County. BE IT FURTHER RESOLVED, that the proper officers are hereby authorized, empowered and directed to execute and present to said Court such petition, affidavits and evidence, and to take such further action as may be necessary to accomplish the purpose of this resolution. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The following items of business brought before the Board by Mr. Debreczeni, Jr. 1. Resignation of Archie Roule as Tax Assessor in Carroll Township, Washington County, Pennsylvania. Petition requesting that Martin P. Pantoni be appointed to fill said vacancy. Motion by Mr. Mazza, seconded by Mr. Bevec, that this petition be tabled temporarily. Roll call vote taken: MINUTE BOOK 31 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Valentine Liberatore, Investigator of the Washington County Institution District, effective date February 1, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. 3. Authorization for signatures for following accounts: 1. Washington County Home for Aged Women (Gifts and Bequests) 2. Washington County Home for Aged Women Motion by Mr. Bevec, seconded by Mr. Mazza, that Alex Debrecmeni, Jr. and John H. Showalter, be appointed as guardians of the account entitled "Washington County Home for Aged Women (Gifts and Bequests)". Remarks by Mr. Capano: These men should be bonded if they are not already bonded. Roll call vote taken: Mr. Mazza - Yes; Mr., Bevec - Yes; • Mr. Flynn +- Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that John H. Showalter, be appointed as guardian of the account entitled "Washington County Home for Aged Women' Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that in accordance with our Minute of January 14, 1964, which is still in full force and effect, that we obtain from the Pittsburgh National Bank the sum of $100, 000. 00. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The following is a copy of the Certificate of Indebtedness issued in accord- ance with the above motion.
