Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the Washington
County Bridge Department be given instructions to demolish -a building on property of
Charles and James Mero,. described as Block house, lot 12, DB 972-442, (this property
now ownect1by the County), located in Smith Township, Washington County. The lumber to
bey given to the Boy Scouts of Cherry Valley for the purpose of constructing a cabin.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously, and Mrs. Flenniken left the meeting.
Following letters referred to the Board by Mr. - Debreczeni:
1. Department of Public Welfare, dated February 17, 1964, with regards
to appointing two County Commissioners to each County Board of Assistance.
Motion by Mr. Bevec, seconded by Mr. Mazza; that this letter be tabled
until the next regular meeting. Request that the Solicitor give a legal opinion on said
letter.

Motion carried unanimously.
2. Letter -.from W., C. Black Agency, 27 East Pike Street, Canonsburg,
Pennsylvania, signed by Mr. William L. Bailey, advising -the Commissioners that Policy
No. OL 210958-3 of the Consolidated Mutual Insurance Company is cancelled as of Februar
18, 1964. Letter dated February 18, 1964, and referred to County Solicitor for reply.
County did not receive the usual ten-day notice in writing of cancellation.
3. Letter from Department of Labor and Industry in re: Washington
County Detention Home. Vent to be installed on gas water heater located in basement.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the meeting be
adjourned.

Chairman asked if there were any corrections, additions or omissions to
Minute Nos. ll,. 12, and 13, each commissioner having received a copy.
Motion by Mr. Mazza, seconded by Mr. Flynn, that the minutes stand
approved as read.

Motion by Mr. Mazza, seconded by Mr. Flynn, that Isabella M. Loughman
be appointed as a Cook at the Washington County Home and Hospital for Men replacing
Marrilla Mitchell; this action to be effective February 24, 1964.

Mr. Debreczeni, Jr. , referred the following matters to the Board's attention:
1. Letter received from Daughters of Union Veterans of the Civil
War, dated February 19, 1964, thanking the Board for improved
conditions of the Public Meeting Room.
2. Letter received from Robert W. Sperring, Executive Director,
Chamber of Commerce, pertaining to release for the Washington
County Industrial Corporation.
Motion by Mr. Mazza, seconded by Mr. Flynn, that the following receipt
and release pertaining to a parcel of ground used for the Washington Garment Company,
subsidiary of Bobbie Brooks, Inc., be executed,,
RECEIPT AND RELEASE
KNOW ALL MEN BY THESE PRESENT, That, Washington .County Commiss-
ioners , the undersigned, do hereby acknowledge to have received, this date, c?f and from
WASHINGTON INDUSTRIAL DEVELOPMENT CORPORATION, the sum of Three Thousand
and no/100 ($3, 000. 00) Dollars, which is in full of the amount due and owing to the under-
signed on account of all labor, materials, and services, furnished and supplied, in
connection with the construction of the BOBBIE BROOKS plant, on the East side of North
Main Street Extension, in the Arden Industrial Park Area, situate in South Strabane Town-
ship, Washington County, Pennsylvania, and owned by the WASHINGTON INDUSTRIAL

and do hereby remise, release, quit claim, and forever discharge, the . said WASHINGTON
INDUSTRIAL DEVELOPMENT CORPORATION of and from all liability, claims, suits, or
demands, whatsoever, in connection with said project.

Motion by Mr. Mazza, seconded by Mr. Flynn, that the Tax Assessment
Office be authorized to prepare tax refunds for the following due to either duplication or
overpayment on real estate or occupation tax.
1. Smiley, Harold E. & Caroline, R. D. 6, Washington, Penn-
sylvania, for overpayment of 1963 County Tax. On August 30,
1963, tax was paid in the amount of $58.80 on property situate
in South Franklin Township, Washington County, Pennsylvania,
described as 1 story frame house, buildings - 60.018 acres
surface. Correction slip dated January 6, 1964, reduced the
valuation from $4800 to $3150 and tax to $38.59, making a
refund due of $20.21, to said owners.
2. Richards, Walter L. & Judith, 207 Dianne Drive, Monongahela,
Pennsylvania, for overpayment of 1962 County Tax. On August
31, 1962, tax was paid in the amount of $50.65 on property
situate in Carroll Township, Washington County, Pennsylvania,
described as 1 story brick house - garage. Tax Adjustment No.
1568 reduced the valuation Trom $4135 to $3300 and tax to $40.43
making a refund due in the amount of $10.22 to said owners.
3. DiVencenzo, Dominick & Catherine L. , 1335 North Main Street,
Washington, Pennsylvania, for duplicate payment of 1963 County
Tax. On July 19, 1963, tax was paid in the amount of $32.70 on
property situate in the 7th Ward of the City of Washington, Wash-
ington County, Pennsylvania, described as structures on Al Part
lot 8, section A. This payment duplicated on July 22, 1963,
therefore a refund is due in the amount of $32. 70 to said owners.

Dushan Nicksick, County Engineer, entered the meeting at this time.
3. Letter from Richard Gerstell, Director of Civil Defense, advising the
Board that Governor William W. Scranton, appointed John P. Bevec as Civil Defense
Director for Washington County.
Motion by Mr. Mazza, seconded by Mr. Flynn, that the resignation as
submitted by Eleanore Lutes, Assistant Director of Elections, be accepted. Effective
date of resignation being February 28, 1964.

Motion by Mr. Mazza, seconded by Mr. Flynn, that the County Commiss-
ioners execute the following, Agreement between the Commonwealth of Pennsylvania and
Washington County:
THIS AGREEMENT, made and entered into this 27th day of February, 1964,
by and between the Commonwealth of Pennsylvania, acting through the Department of
Highways, hereinafter called the COMMONWEALTH,
and
Washington County, a political subdivision of the Commonwealth of Pennsylvania, acting
through its duly elected representatives and authorized officials, hereinafter called the
COUNTY.
WITNESSETH:
WHEREAS, COMMONWEALTH is in the process �of undertaking the com-
pletion of a construction project on Legislative Route. 113, Sections 19F and 20F, in
Washington and Fayette Counties, Pennsylvania, between Highway Stations 1228+90 and
1251+60, for a length .of two thousand two hundred seventy (2, 270) feet, or 0. 43 of a mile;
and
WHEREAS, the proposed construction project will consist of furnishing and
installing lighting poles and appurtenances, including the extension of the existing conduit
system on an existing bridge, known as the Lane -Bane Bridge, over the Monongahela

Washington and Fayette,
near Brownsville,
Pennsylvania;
WHEREAS,
the
County Commissioners
of both Washington
and Fayette
Counties have by appropriate resolutions signified their willingness to share equally, upon
completion of said construction project, the responsibility for the costs of energizing the
lights above the said Lane -Bane Bridge which cast their reflection on the bridge deck and
approaches for the safety and guidance of motorists, provided said costs be paid out of the
Liquid Fuel Tax Funds, as appears by resolutions duly adopted by Washington County
attached hereto as Exhibit "A" and by Fayette County attached hereto as Exhibit "B".
NOW, THEREFORE, intending to be legally bound hereby and in consider-
ation of the above promises and the mutual covenants hereinafter made, the parties agree
as follows:
1. COMMONWEALTH agrees to construct and/or improve and construct
Legislative Route 113, Sections 19F and 20F, in Washington and Fayette Counties, Pennsyl-
vania, between Highway Stations 1228+90 and 1251+60, for a length of two thousand two

hundred seventy (2,270) feet or 0.43 of a mile; said construction and/or improvement to be

performed in accordance with plans and specifications prepared by COMMONWEALTH and
under COMMONWEALTH'S supervision. Said construction and/or improvement will be at
the sole cost and expense of COMMONWEALTH and will consist of furnishing and install
lighting poles and appurtenances, including the extension of the existing conduit system, on
an existing bridge, known as the Lane -Bane Bridge, over the Monongahela River between
the Counties of Washington and Fayette, near Brownsville, Pennsylvania.
2. COUNTY agrees, upon completion of the aforesaid construction and/or
improvement, to assume responsibility for one-half of the cost of energizing the lights
above the said Lane -Bane Bridge which cast reflection on the"bridge deck and approaches
for the safety and guidance of motorists, provided that the responsibility for the -other one
half of the cost thereof shall be assumed by the County of Fayette, and provided further
that said cost be paid only of Liquid Fuels Tax Funds.
IN WITNESS WHEREOF, the parties hereto have caused this agreement to
be executed by their proper officials on day and year first above written.

in West Brownsville
Borough, Washington County, Pennsylvania, be adopted.
RESOLUTION
BE IT RESOLVED, by the Commissioners of Washington County, Pennsyl-
vania, that the plans submitted by the Pennsylvania Department of Highways, for the
changing of grades, lines, location, and widths of State Highway Route No. 268, Section
19E-A from Station 482+50 to 488+25, located in West Brownsville Borough, Washington
County, Pennsylvania, have been examined by the Washington County Commissioners and
they agree that Washington County will not assume liability for any property damages and/
damage to abutting property resulting from the changing of the above named Route as pro-
posed by these plans; or any damages arising out of any changes or alterations of drainage
resulting from the construction or maintenance of this highway,: or any _damages resulting
to any property holdings of any Public Utility Company; nor will the -County assume any
damages resulting to any coal or other minerals, or waters, in and underlying the propert
affected by this improvement; that Washington County will not contribute to the payment of
property damages on this highway, due to previous commitments.
