In accordance with the advertisement of the County Controller inviting
proposals for the delivery of ballot boxes containing election supplies for the General
Primary Election to be held on Tuesday, April 28, 1964, to the Judges of Election for
the one hundred and ninety (190) precincts of Washington County, (I) propose to deliver
said ballot boxes containing election supplies to the various Judges of Election for the
sum of:
$1, 000. 00
A certified check made payable to the Washington County Commissioners,
jin the amount of $100. 00 is enclosed herewith as evidence that the bidder will accept same
land carry out the conditions of the contract in case of award.

Motion by Mr. Mazza, seconded by Mr. Flynn, that the awarding or re-
jecting of said bids be postponed until Tuesday, March 3, 1964, at 11:00 a, m.

Mr. Mazza - Yes; Mr. Flynn - Yes,
Motion carried.
Mr. Elish informed the Board that his Office did not receive any bids for
l election supplies (computing books, regular tally sheets, general return sheets, etc.,).
r County Solicitor instructed to give a ruling on whether or not it will be
necessary to re -advertise for the necessary election supplies, being that no bids were
received at this particular time. Decision to be given at the meeting of March 3, 1964.

Board of County Commissioners met in special session at 11:00 a.m., for
the purpose of awarding or rejecting bids for the furnishing and delivering of the necessary

ballots, ballot boxes required for the conducting of the General Primary Election to be
held Tuesday, April 28, 1964. Bids opened on February 27, 1964 (no bid received for the
necessary election supplies); and today being the date set for action on said bids. Those
present being: Commissioners Flynn, Bevec and Mazza. Also present being Solicitor
Finder, Chief Clerk Debreczeni, Jr., Mr. Ward of the Ward Printing Company, Mr.
Maloney of the William G. Johnston Company, Mr. Quail, Director of the Election
Department; Mr. Elish, County Controller and Reporter Crouse.
Motion by Mr. Mazza, seconded by Mr. Bevec, that the contract for the
furnishing and delivering of the necessary ballots to the Office of the County Commissioner:
for the conducting of the General Primary Election to be held on Tuesday, April 28, 1964,
be awarded to the MONONGAHELA PUBLISHING COMPANY, Monongahela, Pennsylvania,
and the WARD PRINTING COMPANY, Washington, Pennsylvania, for the prices set forth
in their joint bid, this being the lowest and only bid received.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Flynn, that the contract for the
delivering of ballot boxes to the Judges of Election for the one hundred ninety (190) pre-
cincts of Washington County, for the General Primary Election to be held on Tuesday,
April 28, 1964, be awarded to T. M. BEDILLION, 217, R. D. 4, Washington, Pennsyl
for the sum of $1, 000. 00, this being the lowest and only bid received.
Remarks by Mr. Mazza:
Approximately two or three weeks ago, we questioned the feasibility of
using our own department (bridge department) to handle the delivering of these boxes.
j Question directed to Mr. Quail:
Reply:
Do you think our own men could do this work?
Yes, I believe it could be done. It would take approximately three days
with two trucks and two men on each truck. I'd estimate the approximate cost to be
1 $400. 00 if our own men did the work.
Mr. Flynn: Did the County ever use their own men for this work?
Mr.
Bevec:
Years ago, they
did. I
would suggest for
the present time we
continue to
use
the old
system (advertising
for the
delivering of ballot
boxes). The time
element bei
la problem in making a change. We should consider using our men for the next year's
I election.
Mr. Quail: Stated that his office was short two clerks and to change over to a new
method of delivering these boxes would cause a great deal of confusion.

Mr. Mazza: After the Primary Election we should take this matter into consideration
l at our budget hearings.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Elish pointed out that no bids were received for election supplies on
February 27, 1964.
Mr. Maloney, representing the William G. Johnston Company, said they
were unaware that the County had advertised for bids. (It was noted that this company
for a number of years has been the only bidder for these supplies).
The Commissioners with the Controller discussed the problem of time
which would be involved in re -advertising.
Solicitor Finder stated that the earliest date bids could be opened would be
March 19, 1964. Necessary that bids are advertised three (3) times within a period of
ten (10) days.
Mr. Maloney stated it was very - doubtful if these election supplies could be
delivered to Washington County no later than April 20, 1964 (this date being mentioned in
the specifications), if bids were opened on March 19, 1964.
Discussing the possibility of not ' having the supplies delivered to the
County in time for the General Primary Election, the Commissioners and County Controller
being in agreement that an emergency does exist, the following motion was made after
Solicitor Finder cited Section 1802 of the County Code.
Motion by Mr. Bevec, seconded by Mr. Mazza, that
WHEREAS, by motion dated January 30, 1964, the Board of Commissioners
did provide for advertisement of bids for the furnishing of election supplies and;
WHEREAS, due notice of the proposal was duly advertised on February 6,
13., and 20th, 1964, calling for bids to be opened February 27, 1964, and;
WHEREAS, on February 27, 1964, no bids were received,
NOW, THEREFORE, BE IT RESOLVED, that it appearing that if re -
advertising is ordered and no bids will be received prior to March 19, 1964, and that in
such case, it appears that delivery of the supplies for the General Primary Election to be
held on April 28, 1964, will not be forthcoming, the Board of Commissioners do hereby
declare that an emergency exists and in order to insure the delivery of election supplies
and conduct of the General Primary Election, the advertising requirements of Section 1802
of the County Code are waived and bids will be received forthwith.
