Mr. Elish voiced that he was in accord with this action and at this time,
the following bid was opened and read by him.

In accordance with the advertisement of the County Controller inviting pro-
posals for the furnishing and delivering to the Office of the County Commissioners elect
supplies to include computing books, tally sheets, general return sheets, envelopes,
numbered lists of voters,, voter's certificates, Election Officer's Manuals, etc., required
for use by the Election Officers at the General Primary Election to be held Tuesday, April
28, 1964. Having examined the attached specifications and understanding the same, I (or
We) propose to furnish these supplies in accordance therewith., for the sum of
$1, 985. 00
A certified check in the amount of $100.00 is enclosed herewith made payable
to Washington County Commissioners as evidence that the bidder will accept same and
out the conditions of the contract in case of award.

the following members being present: Commissioners Bevec and Mazza. Absent being
Commissioner Flynn. Also present being County Solicitor Capano, Chief Clerk
Debreczeni, Jr., Mr. Sittler of the Taxpayers' Association, Mr. Bradshaw, Reporters
Crouse and Merdian.
Motion by Mr. Mazza, that in the absence of the Chairman of the Board,
Michael R. Flynn, due to illness, Mr. Bevec act as Chairman of the meeting.

Chairman asked if there were any corrections, additions or omissions to
Minute Nos. 14, 15, and 16, each commissioner having received a copy.
Motion by Mr, Mazza, seconded by Mr. Bevec, that the minutes stand
approved as read.

Remarks by Mr. Bevec:
At the last meeting of the Prison Board, it was suggested by the Jail
Warden that trustys used in the Courthouse for manual labor be allowed $1. 00 per day
to apply toward their Court costs. The Prison Board suggested to the Board of Commis-
sioners that they provide for these costs and passed a resolution to that effect. This
resolution was passed unanimously by the Prison Board.
Motion by Mr. Mazza, seconded by Mr. Bevec, that the Resolution of the
Prison Board in regard to the credit of $1. 00 per day to apply toward the Court costs of
trustys working in the Courthouse, be adopted:

Motion by Mr. Bevec, seconded by Mr. Mazza, that the resignation of
Marie Armenini, Clerk in the Tax Assessment Office, be accepted; this action to be
effective March 3, 1964.

Motion by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment
Office be authorized to prepare tax refunds for the following due to either duplication or

1. Moore, George T. & Catherine U. , 524 . Sylvan Drive,
Washington, Pennsylvania, for duplicate payment of 1963
County Tax. On July 31, 1963, the amount of $48.88 .
Net was paid for 1963 County Tax on property situate in
North Franklin Township, Washington County, Pennsyl-
vania, described as 1 story brick house, garage, lot 12.
This payment duplicated on July 31, 1963, therefore a
refund is due in the amount of $48.88 to said owners.
2. King, Earl E. & Marjorie P., West Middletown, Penn-
sylvania, for duplicate payment of 1963 County Tax. On
July 31, 1963, tax was paid in the amount of $24. 03 by
the First Federal Savings & Loan Association -of Waynes-
burg, Pennsylvania, on property situate in the Borough
of West Middletown, Washington County, Pennsylvania,
described as 2 story frame house and lot. Payment in
the amount of $24. 03 was duplicated by Earl E. &
Marjorie P. King on August 1, 1963, therefore a refund
is due in the amount of $24. 03 to said owners.
3. Boettcher, Walter J. & Eleanor, 105 Anderson Drive,
Canonsburg, Pennsylvania, for overpayment of 1962
County Tax. On August 1, 1962, tax was paid in the
amount of $53.83 on property situate in North Strabane
Township, Washington County, Pennsylvania, described
as 1 story brick house -integral garage, lot 1. Tax
Adjustment reduced the valuation from $4, 425 to $3, 900
and tax to $47.72, making a refund due in the amount of
$6.11 to said owners.
4. Kuzyck, Frank & Mary, Atlasburg, Pennsylvania, for
overpayment of 1962 County Tax. On August 1, 1962, tax
was paid in the amount of $23.63 Net on property situate
in Smith Township, Washington County, Pennsylvania,
described as 1 story frame house -garage, lot 127, 0.22
acre. Appeal dated August 11, 1962, reduced the valuation
from $1, 830 to $1, 230 and tax to $16. 64, making a refund
due in the amount of $6. 99 to said owners.
5. King, Earl E. & Marjorie P., Box 4, West Middletown,
Pennsylvania, for duplicate payment of 1963 County Tax.
On July 31, 1963, the amount of $18.04 was paid by the
First Federal Savings & Loan Association of Waynesburg,
Pennsylvania, on property assessed in the name of Both-
well, Leeroy & Elizabeth c/o Earl E. &. Marjorie P.
King, described as 2 story frame house, lot, 50 perches
situate in West Middletown Borough, Washington County,
Pennsylvania. Payment duplicated on August 1, 1963,
when Mrs. King made payment in same amount, therefore
a refund is due in the amount of $18.04 to Earl E. &
Marjorie P. King.

Motion carried.
Letter received from the Washington County Bar Association thanking the
Commissioners for their co-operation in making available to the Association, a Lawyers'
Conference Room located on the second floor of the Courthouse.
Remarks by Mr. Bevec:
With reference to paying rental for the space used by the Civil Defense
[n the Third Ward School Building, the School Board feels they should be compensated in
,ome way for the electricity, etc. , used and they request that some arrangement be made
:or rental. A school board meeting to be held in the near future and we'll meet with them
