RESOLUTION
A RESOLUTION PROVIDING FOR THE ISSUE
AND SALE OF FIVE HUNDRED THOUSAND
($500, 000. 00) DOLLARS GENERAL OBLIGATION
BONDS OF 1964
WHEREAS, the County of Washington, Pennsylvania, has, inter alia,
outstanding an unfunded debt incurred for current operating expenses in the amount of
Five Hundred Thousand Dollars ($500, 000. 00) which is due and owing, and
WHEREAS, the Court of Quarter Sessions of Washington County has by
Order of Court dated March 9, 1964, authorized the funding of such unfunded indebtedness,
NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved:
Section 1. That proceedings be instituted for the increase of the bonded
indebtedness of the County of Washington, Commonwealth of Pennsylvania, by the sum of
Five Hundred Thousand Dollars ($500, 000. 00) for said purpose, by an issue of general
obligation bonds of the said County.
Section 2. Said bonds shall be five hundred (500) in number, numbered
consecutively from one (1) to five hundred (500) inclusive, each in the sum of One Thou
Dollars ($1, 000. 00), dated and bearing interest from the first day of April, 1964, and
maturing in numerical order as follows: Fifty (50) bonds, ($50, 000) on April first of the
years 1965 to 1974, inclusive.
Said bonds shall bear interest at a rate to be determined by resolution of
the Board of County Commissioners after acceptance of the highest and best bid submitted
in accordance with public advertisement as hereinafter provided, payable semi-annually
from the date thereof on the first day of the months of. April and October in each year.
Said bonds shall also provide that the County of Washington will pay or
refund any tax (except gift, succession or inheritance tax) legally levied and assessed upon
said bonds or upon the debt secured thereby under any present or future law of the
Commonwealth of Pennsylvania.
Section 3 The County Controller is hereby directed to offer the said bonds
for sale by advertisement in the manner required by law, to bear interest at the best
rate bid for in a multiple of one -eighth of one per cent, bids to be opened at the meeting
of the
Board of
County Commissioners
to be held
on the 9th
day of April, 1964,
and the
County
Solicitor
is hereby directed to
prepare the
necessary
proceedings and to
retain the
law firm of Burgwin, Ruffin, Perry & Pohl of Pittsburgh, Pennsylvania, to examine the
proceedings and issue an approving legal opinion to the successful bidder.
Section 4. All resolutions or parts of resolutions not in accord with this
resolution are hereby repealed insofar as they conflict herewith.

Motion by Mr. Bevec, seconded by Mr. Mazza, that the pay rate of
Judges, Inspectors and Clerks working on ,the Board of Elections, be increased from $10. 00
per day to $12.00 per day by mandate of the Legislature. (This amount being set up in the
Budget).

County Solicitor Capano entered the meeting.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
be authorized to prepare tax refunds for the following due to either duplication or
overpayment on real estate or occupation tax.
1. Dotson, Marie H. , 500 Franklin Farms Road, Washington,
Pennsylvania, for overpayment of 196.2 County Tax. On
August 1, 1962, tax was paid in the amount of $57. 03 on
property situate in North Franklin Township, Washington
County, Pennsylvania, described as 2 story brick house -
garage, 3/4 acre lot 17. Tax Adjustment No. 1927 reduced
the valuation to $100 Occ, and $4500 R. E. , and tax to
$53.53 Net, therefore a refund is due in the amount of
$3.50 to said owner.
2. Hoy, Paul & Loretta G. , 102 Crescent Drive, Washington,
Pennsylvania, for duplicate payment of 1962 County Tax.
On August 1, 1962, tax was paid in the amount of $48. 93 on
property situate in Canton Township, Washington County,
Pennsylvania, described as 1 story brick house -garage
(integral), lot 15. Tax Adjustment No. 2298 decreased real
estate valuation to $3570 and tax to $41. 54 Net, making a
refund due of $7.39 to said owners,
3. Enos, William R. Jr. & Mary Jane, for duplicate payment of
1963 County Tax. On July 30, 1963, tax was paid in the
amount of $19. 90 Net on property situate in North Franklin
Township, Washington County, Pennsylvania, described as 1
story frame house, 1.472 acre surface, part lot 33. Tax in
the amount of $19.90 Net was also paid on July 31, 1963, by
L. Hestle Ealy who is requesting refund. Therefore, a refund
is due in the amount of $19.90 payable to L. Hestle Ealy, 31
Driftwood Drive, Washington, Pennsylvania.
4. Orbin, Steve & Elizabeth, R. D. 1, Coal Center, Pennsylvania,
for duplicate payment of 1963 County Tax. On August 1, 1963,
tax was paid in the amount of $33.16 Net by Reliable Savings &
Loan Association on property situate in West Pike Run Township,
Washington County, Pennsylvania, described as 1 story brick
house, 9.836 acres surface. On August 1, 1963, tax was also
paid in the amount of $33.16 by Steve & Elizabeth Orbin, there-
fore a refund is due in the amount of $33.16 to said owners.
5. Rorke, John L. & Ann R., R. D. 1, Box 92A, Venetia, Pennsyl-
vania, for duplicate payment of 1962 County Tax. On August 1,
1962, tax was paid in the amount of $10.48 Net on property situate
in Peters Township, Washington County, Pennsylvania, described
as Lot 12, House. Tax Adjustment No. 750 increased the valua-
tion to $5850 and tax to $68.08 Net which was also paid on August
1, 1962. (tax of $10.48 Net was paid on lot 12) Tax on Lot 12
was paid twice, therefore a refund is due in the amount of $10.48
to said 'owners.

6. Bamberger, Arthur D. & Edna I., R. D. 2, Eighty .Four,
Pennsylvania, for overpayment of 1962 County Tax. On
August 1, 1962, tax was paid in the amount of $48. 71 Net
on property situate in South Strabane Township, Washington
County, Pennsylvania, described as 2 story frame house, 1
story frame house, 9.130 acre surface. Correction slip
dated January, 1963, reduced valuation to $200 Occ, and
$3355 Real Estate and tax to $41.37 Net, therefore a re-
fund is due in the amount of $7.34 to said owners.
7. Hoffman, Hyman, 607 South Central Avenue, Canonsburg,
Pennsylvania, for overpayment of 1963 County Tax. On July
8, 1963, tax was paid in the amount of $33.52 Net on prop-
erty situate in the Third Ward of Canonsburg Borough, Wash-
ington County, Pennsylvania, described as 1 story insulated
house, 1 story frame stone garage, lot 174. Correction slip
j dated September 27, 1963, reduced the valuation from $2880
j to $1860 and tax to $21.65, therefore making a refund due in
the amount of $11.87 to said owners.
8. Sampson, Thelma, 1048 Wayne .Street, Washington, Pennsyl-
vania, for duplicate payment of 1963 County -'Tax by Anthony
Jankowski. On July 31, 1963, Mr. Jankowski paid taxes in
the amount of $19.44 Net on property assessed in the name
of Sampson, Thelma, situate in the Township of Canton, Wash-
ington County, Pennsylvania, and described. as 2 story shingle
house, 1 story shingle house and lots 335-396. On August 9,
1963, Mrs. Sampson paid taxes on this property in the amount
of $20.46 (this being the correct payment), therefore a refund
is due in the amount of $19.44 to Anthony Jankowski, 834
Locust Avenue Extension, Washington, Pennsylvania.
9. Myers, Melvin R. & Martha P. , 319 Main Street, Monongahela,
Pennsylvania, -for duplicate payment of 1963 County Tax. On
July 23, 1963, tax was paid in the, amount of $ 5. 23 Net on
property situate in Carroll Township, Washington County, Penn-
sylvania, described as Lot 31. This payment was duplicated on
August 1, 1963, by the Western Pennsylvania National Bank, 235
Fifth Avenue, McKeesport, Pennsylvania, therefore a refund in

the amount of $5.23 is due to the Western Pennsylvania
National Bank.
10, Yerkey, . James O. & Joan B. , R. D. 3, McDonald, Pennsyl-
vania, for duplicate payment of 19.63 County Tax. On August
1, 1963, tax was paid in the amount of $1.40 Net on property
situate in Cecil Township, Washington County, Pennsylvania,
described as 0.79 acre surface, On August 29, 1963, Mr.
Yerkey duplicated this payment by paying taxes at face cost
in the amount of $1.47, therefore a refund is due in the amount
of $1.47 to said owners.
11- Cosner, Yvonne L. , 607 Eighth Street, Charleroi, Pennsylvania,
for overpayment of .1963 County Tax. On June 26, 1963, tax was
paid in the amount of $20. 95 Net on property situate in Charleroi
Borough, Washington County, Pennsylvania, described as 1 story
frame house -garage, part lot 7. Tax Adjustment No. 2583 re-
moved garage and reduced the valuation from $1800 to $1710 and
tax to $19.90 making a refund due in the amount of $1.05 to
said owners..
12. Refund due to First Federal Savings & Loan Association, (Barre,
H. J. & Mabel M.) on property situate in Chartiers Township,
Washington County, Pennsylvania, _described as 1 1/2 story
stone house, ,buildings, lot 1. Tax was paid in the amount of
$47.13 on July 27, 1963, this was paid in error- on valuation
listed as $4050. Tax should have been paid in the name of
Sheppard, Harden, in the amount of $22.98, Mr. Sheppard
purchased one of the two properties assessed in the name of
Barre, H. J. & Mabel M. (First Federal Savings & Loan
Association, South Main Street, Washington, Pennsylvania)
(First Federal paid on the wrong assessment) Therefore, a
refund is due to First Federal Savings and Loan Association
in the amount of $24.15.

13. Takah, Victor and Sarah, R. D. 1, Hickory, Pennsylvania,
for duplicate payment of 1963 County Tax. On July 11, 1963, tax
was paid in the amount of $30.31 Net on property situate in Mt.
Pleasant Township, Washington County, Pennsylvania, described
as 1 story brick house, irregular plot 940 x 272. On July 30,
1963, the amount of $30. 31 was again paid by the United Swing
and Loan Association, 831 Warrington Avenue, Pittsburgh 10,
Pennsylvania, therefore a refund is due in the amount of $30.31
to them. Check to be forwarded in care of the Mortgage
Department.
14. Jackson, James C; & Dorothy, 121 Thorn Road, Washington, Penn-
sylvania, for duplicate payment of 1963 County Tax. On July 9,
1963, tax was paid in the amount of $60.81 on property situate in
North Franklin Township, Washington County, Pennsylvania,
described as 1 story frame house, garage lot 38. Payment was
duplicated on July 30, 1963, by Mr. Jackson, therefore a refund
is due in the amount of $60.81 to said owners.
15. Perri, Joseph J. & Ruth, Cecil, Pennsylvania, for overpayment
of 1963 County Tax. On August 1, 1963, tax was paid in the
amount of $101.59 Net on property situate in Cecil Township,
Washington County, Pennsylvania, described as 1 story frame house,
2 story frame house, buildings, 94 acres surface. Tax Adjustment
No, 2954 reduced the valuation from $8730 to $8160 and tax to
$94.76, making a refund due in the amount of $6.63 payable to
Reliable Savings & Loan Association, 428 Station Street,
Bridgeville, Pennsylvania.
16. Encl, Jack Jr. & Dolores, R. D. 1, Fredericktown, Pennsylvania,
for duplicate payment of 1963 County Tax. On July 31, 1963, tax
was paid in the amount of $54.11 on property situate in Deemston
Borough, Washington County, Pennsylvania, described as 2 story
frame house, buildings, 125.85 acres surface. Payment was
duplicated on August 1, 1%3, by First Federal Savings and Loan
Association, 25 East High Street, Waynesburg, Pennsylvania,
and a refund in the amount of $54.11 is due them.
17. Anderson, Charles T. & Harriet, R. D. 2, Claysville, Pennsyl-
vania, for duplicate payment of 1963 County Tax. On July 30,
1963, tax was paid in the amount of $49.17 on property situate
in Donegal Township, Washington County, Pennsylvania, described
as 1 story brick house, 103 acres surface. Payment was duplicated
on July 30, by United Savings & Loan Association, 831 Warrington
Avenue, Pittsburgh 10, Pennsylvania, therefore a refund is due
them in the amount of $49.17. Mail check in care of Mortgage
Department.
18. Cikovic, Joseph & Geraldine, R. D. 2, Burgettstown, Pennsylvania,
for duplicate payment of 1963 County Tax. On August 1, 1963, tax
was paid in the amount of $2.79 Net on property situate in Jefferson
Township, Washington County, Pennsylvania, describe-d as plot
irregular 368.56 x 107.9 x 389. Payment was duplicated on
August 5, 1963, in the amount of $2. 94 (face) by Mr. Cikovic,
therefore a refund is due the said owners in the amount of $2.94.

Motion by Mr. Bevec, ,seconded by Mr. Mazza, that Martin P. Pantoni,
64 Fisher Drive, Monongahela, Pennsylvania, be appointed as assessor for Carroll
ownship, to fill the vacancy created by the resignation of Archie Roule.

Mr. Flynn read a letter from John Cromwell,_ Director of the Washington
County Planning Commission, recommending the appointment of William D. Harrison of
California, Pennsylvania, as a member of the Washington County Planning Commission
replacing Walter Robertson who declined his appointment.
Motion by Mr. Bevec, seconded by Mr. Mazza, that William D. Harrison
of California, Pennsylvania, be appointed as a member of the Washington County Planning
Commission for a six -year term, effective January 6, 1964, and retroactive to January
1, 1964, to fill the position refused by Walter Robertson.

our Minute of January 14, 1964, which is still in full force and effect, that we obtain from
the Pittsburgh National Bank the sum of $50, 000. 00.

ance with the above motion.

The County of Washington in the Commonwealth of Pennsylvania, promises
to pay to the Pittsburgh National Bank, or order, at its Office at 6 South Main Street,
Washington, Pennsylvania, Fifty Thousand ($50, 000. 00) Dollars, on or before December
31, 1964, with interest from date on the unpaid principal balances hereof from time to
time outstanding at the rate of two and one -quarter per centum (2 1/4%) per annum,
interest payments to be made on the first day of each calendar quarter throughout the yea .
Payment of the indebtedness evidenced hereby may be anticipated in whole
or in part at any time and from time to time without penalty. .
This certificate of indebtedness evidences a temporary loan in anticipation
of taxes to be collected for the fiscal year in which it is issued and is to be repaid from
the first revenues received by the undersigned during the current fiscal .year.
This certificate of indebtedness is executed and delivered pursuant to the
authorization contained in a resolution duly adopted by the County Commissioners of the
County of Washington at a meeting held -on January 14, 1964; which resolution is still in
full force and effect.
IN WITNESS WHEREOF, the undersigned County has caused this obligation
to be executed by the County Commissioners of said County, its seal to be hereunto
affixed and the same to be attested by the Chief Clerk this 12th day of March, 1964.

It is proper that with the coming of the completion of the Budget
and its adoption, that a report should be given on a tentative basis on whether the
employees will be cut.
Mr. Flynn: The Budget is approved only on a temporary basis and is
subject to change. More likely the Budget will be subject to change in a downward manner
Also, we are still receiving requests for allocations. Possibly some areas will be de-
creased; others will be increased.
Motion by Mr. Bevec, seconded by Mr. Flynn, that the
following Resolution of the County of Washington and the Planning Commission of the
Borough of California, be approved.
RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF
WASHINGTON
WHEREAS, the Planning Commission of the BOROUGH OF
CALIFORNIA, has certified the area known as the CALIFORNIA STATE COLLEGE U
RENEWAL AREA a description of which is attached hereto, and
WHEREAS, the Redevelopment Authority of the COUNTY OF
WASHINGTON desires to undertake the development of said area, and
WHEREAS, the Redevelopment Authority of the COUNTY OF
WASHINGTON wishes to obtain financial assistance from the Commonwealth of Pennsyl-
vania in the amount of ONE HUNDRED AND FORTY-SIX THOUSAND, SIXTY-EIGHT
j DOLLARS ($146, 068'p) Dollars, and
WHEREAS, the Redevelopment Authority of the COUNTY OF
WASHINGTON has prepared the attached Application for Redevelopment Assistance Grant,
Form BCD-4;
NOW, THEREFORE, Be It Resolved that the Redevelopment
Authority of the COUNTY OF WASHINGTON be and is authorized to file the attached
Application for Redevelopment Assistance Grant, Form BCD-f, for a grant in the amount
of ONE HUNDRED AND FORTY-SIX THOUSAND, SIXTY-EIGHT DOLLARS ($146, 068 ')
Dollars, in order to further the redevelopment program. And it is further resolved that
the redevelopment area as certified by the Planning Commission is hereby approved for
redevelopment. And it is further resolved that the housing needs of the BOROUGH OF
i CALIFORNIA can best be met by the expenditure of State Funds allocated under the
Housing and Redevelopment Law of 1949, as amended, in the clearance of slums and the
redevelopment of blighted areas.
