Also present being County Solicitor Capano, Chief Clerk Debreczeni, Jr., Budget Director Gillespie, Acting Director of the Tax Claim Bureau,, Mrs. Flenniken;, Mr. Bradshaw, Reporters Crouse and Merdian. taken: Meeting called to order by Chairman, Michael R. Flynn, and roll call Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any additions, corrections or omissions to Minute No. 21, each commissioner having received a copy. Motion by Mr. Mazza, seconded by Mr. Bevec, that the minutes stand approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Bevec questioned Mrs. Flenniken on the tax sales. Remarks by Mrs. Flenniken: The Tax Claim Bureau has approximately 3,000 properties that must be pr P 11 cessed for tax sale that is scheduled for the second Monday of September, 1964. The tax sales are different year due to the fact that the tax sale schedule for the second Monday of September, 1963, was not held and in this manner, it is making the work more difficult this year. We cannot have the tax sale notices out on time unless we have more help. Motion by Mr. Flynn, seconded by Mr. Bevec, that Sue Smith be appointec as a Clerk in the Tax Claim Bureau; this action to be effective March 16, 1964. Remarks by Mr. Mazza: I feel that since we are on an economy program, we should hold the line until such time as we can add these people, because I understood there would be a cut. Mr. Flynn: I, too, am for reduction of force. We have deleted three people from this office, however, this office is so far back in its work that an additional employee is needed. The fact remains that over the past two years, very little has been done in this office (this is no reflection on the office force) and . I don't consider hiring an additional needed employee as padding the payroll. Roll call vote taken: Mr. Mazza - No; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried. Motion by Mr. Bevec, seconded by Mr. Flynn, that Mary Jo Julian be appointed as a Clerk in the Tax Assessment Office replacing Lillian Manzini; this action to be effective March 16, 1964. Roll call vote taken: Mr. Mazza - No; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried.. Motion by Mr. Bevec, seconded by Mr. Flynn, that Mary Malinchak be appointed as a Clerk in the Tax Assessment Office; this action to be effective March 16, 1964. Motion carried, Motion by Mr. Bevec, seconded by Mr. Flynn, that Bertha Dutch be appointed as Secretary in the Purchasing Agent's Office to replace Frances Malinky who was transferred to the Election Department; this action to be effective, March 16, 1964. Remarks by Mr. Flynn: Mrs. Lutes resigned her position in the Election Department; we then transferred Mrs. Malinky to fill the vacancy created by the resignation of Mrs. Lutes and Mrs. Dutch was hired to fill the vacancy in the Purchasing Office. Motion by Mr. Bevec, seconded by Mr. Flynn, that Todd Proctor be appointed as Clerk in the Records Room replacing Charles Bennardini; this action to be effective March 16, 1964. Remarks by Mr. Mazza: I want to criticize this appointment on the basis that the man handling the records was recommended by the Remington Rand people and the Bar Association. He certainly was well -qualified and I think you are going to run into trouble. Mr. Flynn: I have great respect for the Washington County Bar Association, but I would like to remind those present that the Bar Association does not run this Courthouse. Roll call vote taken: Mr. Mazza - No; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried. Motion by Mr. Bevec, seconded by Mr. Mazza, that Charles Prentice be appointed as an Orderly at the Washington County Dome and Hospital for Men replacing George Hanna, who resigned; this action to be effective March 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. .Bevec Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Gaye Warrick be appointed as Kitchen Help replacing Ann Kosek at the Washington County Home and Hospital for Men; this action to be effective March 18, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn -Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Margaret Beckner be appointed as Kichen Help at the Washington County Home and Hospital for Men; this action to be effective March 18, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman read letter from the Washington County Redevelopment Authority recommending the appointment of Mr. Jesse Guttman of Charleroi, Pennsylvania, as our member to the Port Authority Board of Allegheny County. Mr. Mazza: It is my understanding that Mr. Oliver Hormell was appointed previously as our member to the Allegheny County Port Authority. Motion by Mr. Mazza, seconded by Mr. Bevec, that the appointment be tabled at this time. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr, Flynn - Yes. Motion carried unanimously. Mr. Flynn suggested that the letters be held in abeyance until the County processes the properties for a free and clear tax sale. Mr. Debreczeni, Jr., Chief Clerk, informed the Board that the County received a check in the amount of $22, 000. 00 from the Department of Forests and Waters which is a reimbursement in connection with the Chartiers Creek Flood Control Project. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment Office be authorized to prepare tax refunds for the following due to either duplication or overpayment on real estate or occupation tax. 1. Mr. Flynn informed those present that the return premiums on the various insurance policies we have in Washington County with the 216 agencies we have in the Count have thus far amounted to $3, 281. 02. Remarks by Mr. Bradshaw: I would like to make a suggestion that President Johnson's lights -out policy in the White House apply to our County Courthouse, also. Driving by the Courthouse on several occasions I noticed that the Courtrooms are lit up, when they are not in use. An also, I noticed what appears to be a mathematical error in the Budget which is a substant
