Board of County Commissioners met in regular session at 10:00 a.m., with
the following members being present: Commissioners Flynn, Bevec and Mazza. Also
present being County Solicitor Capano, Chief Clerk Debreczeni, Jr., Budget Director
Gillespie, Acting Director of the Tax Claim Bureau,, Mrs. Flenniken;, Mr. Bradshaw,
Reporters Crouse and Merdian.

Chairman asked if there were any additions, corrections or omissions to
Minute No. 21, each commissioner having received a copy.
Motion by Mr. Mazza, seconded by Mr. Bevec, that the minutes stand
approved as read.

The Tax Claim Bureau has approximately 3,000 properties that must be pr

cessed for tax sale that is scheduled for the second Monday of September, 1964. This is

approximately 1, 500 more items than we ordinarily have. The tax sales are different
year due to the fact that the tax sale schedule for the second Monday of September, 1963,
was not held and in this manner, it is making the work more difficult this year. We
cannot have the tax sale notices out on time unless we have more help.
Motion by Mr. Flynn, seconded by Mr. Bevec, that Sue Smith be appointec
as a Clerk in the Tax Claim Bureau; this action to be effective March 16, 1964.
Remarks by Mr. Mazza:
I feel that since we are on an economy program, we should hold the line
until such time as we can add these people, because I understood there would be a cut.
Mr. Flynn: I, too, am for reduction of force. We have deleted three people from
this office, however, this office is so far back in its work that an additional employee is
needed. The fact remains that over the past two years, very little has been done in this
office (this is no reflection on the office force) and . I don't consider hiring an additional
needed employee as padding the payroll.

Motion by Mr. Bevec, seconded by Mr. Flynn, that Bertha Dutch be
appointed as Secretary in the Purchasing Agent's Office to replace Frances Malinky who
was transferred to the Election Department; this action to be effective, March 16, 1964.
Remarks by Mr. Flynn:
Mrs. Lutes resigned her position in the Election Department; we then
transferred Mrs. Malinky to fill the vacancy created by the resignation of Mrs. Lutes
and Mrs. Dutch was hired to fill the vacancy in the Purchasing Office.

appointed as Clerk in the Records Room replacing Charles Bennardini; this action to be
effective March 16, 1964.
Remarks by Mr. Mazza:
I want to criticize this appointment on the basis that the man handling the
records was recommended by the Remington Rand people and the Bar Association. He
certainly was well -qualified and I think you are going to run into trouble.
Mr. Flynn: I have great respect for the Washington County Bar Association, but I
would like to remind those present that the Bar Association does not run this Courthouse.

Chairman read letter from the Washington County Redevelopment Authority
recommending the appointment of Mr. Jesse Guttman of Charleroi, Pennsylvania, as our
member to the Port Authority Board of Allegheny County.
Mr. Mazza: It is my understanding that Mr. Oliver Hormell was appointed previously
as our member to the Allegheny County Port Authority.
Motion by Mr. Mazza, seconded by Mr. Bevec, that the appointment be
tabled at this time.

RESOLVED, That, the funds of the County being exhausted, the County
borrow from Pittsburgh National Bank, at any time and from time to time prior to
an amount or amounts not exceeding in the aggregate Five Hundred
Thousand ($500, 000. 00) Dollars in anticipation of taxes to be collected for the current fisc
the loan(s) to be evidenced by the certificate(s) of indebtedness of . the County in forrr
acceptable to the bank, payable on or before December 31, 1964, with interest from the
date(s) thereof at a rate of two and one-fourth per centum _(2 1/4%) per annum payable at
quarter -annual intervals, said loans and interest to be repaid from the first monies avail-
able from taxes in anticipation of which such temporary loans and interest were made,

certificate(s) of indebtedness which shall constitute the general obligation(s) of the County,
and that the Chief Clerk of the County Commissioners be, and he hereby is, authorized a
directed to attest such certificate(s) of indebtedness and affix the County seal thereto, anc
further that the execution and delivery of a certificate of indebtedness so executed and
attested shall be sufficient evidence of the necessity for the borrowing thereby represented
at the time thereof.

Mrs. Flenniken presented to the Commissioners two (2) Tax Claim Bureau
Sales for approval and the following action was taken:
Motion by Mr. Bevec, seconded by Mr. Mazza, that Resolution No. 6, for
property situate in Robinson Township, Washington County, Pennsylvania, and sold at Ta
Claim Bureau Sale on April 2, 1945, described as follows: "House & Lot, adjacent Martin
Ayers, Candor Village, formerly assessed in the name of Uriah Himes", be approved, and
the amount of $50.00 be accepted from FRANK URBANIC, Washington County Tax Claim
Bureau has received approval and consent of taxing districts involved: Robinson Township
School and Road Districts.

Letters received from West Bethlehem Township and Borough of Coal
Center were read requesting that buildings situate on County -owned property be demolished
due to the bad conditions and hazards which they are creating.
Mr. Flynn suggested that the letters be held in abeyance until the County
processes the properties for a free and clear tax sale.
Mr. Debreczeni, Jr., Chief Clerk, informed the Board that the County
received a check in the amount of $22, 000. 00 from the Department of Forests and Waters
which is a reimbursement in connection with the Chartiers Creek Flood Control Project.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
Office be authorized to prepare tax refunds for the following due to either duplication or
overpayment on real estate or occupation tax.
1. Krivacek, Michael & Alverda, John P. & Gloria, Box 225,
336 Bow Street, Stockdale, Pennsylvania, for overpayment of
1963 County Tax. On June 24, 1963, tax was paid in the
amount of $28.10 Net on property situate in Borough of Stock -
dale, Washington County, Pennsylvania, described as 2 story
frame house -garage, part lot 23, valuation $2415. Correction
slip dated February 25, 1964, reduced valuation to $2215 and
tax to $25. 77 Net, therefore, a refund is due in the amount of
$2.33 to said owners.
2. Carter, John & Elizabeth, R. D. 2, Avella, Pennsylvania, for
overpayment of 1962 County Tax. On August 1, 1962, tax was
paid in the amount of $54.63 Net on property situate in Smith
Township, Washington, County, Pennsylvania, described as 1
story brick house, 0.2483 acre surface. Tax appeal dated
September 11, 1962, reduced valuation to $4140 and tax to $48.18
Net, therefore a refund is due in the amount of $6.45 to said
owners.
3. Waltz, Richard E. & Phyllis, R. D. 4, Box 22, Washington,
Pennsylvania, for overpayment of 1962 County Tax. On August
1, 1962, tax was paid in the amount of $49.11 on property situ-
ate in North Franklin Township, Washington_ County, Pennsylvania,
described as 1 story brick house -garage, 1 acre surface valuation
$4220, Tax Adjustment No.. 1915 reduced the valuation to $3650 and
tax to $42.47 Net, therefore a refund is due in the amount of $6.64
to said owners.

insurance policies we have in Washington County with the 216 agencies we have in the Count
have thus far amounted to $3, 281. 02. (List of the various agencies and amounts of return
premiums on file in the Office of the Chief Clerk).
Remarks by Mr. Bradshaw:
I would like to make a suggestion that President Johnson's lights -out policy
in the White House apply to our
County Courthouse, also.
Driving by
the Courthouse on
several occasions I noticed that
the Courtrooms are lit up,
when they
are not in use. An
also, I noticed what appears to
be a mathematical error in
the Budget
which is a substant
