SEVEC, JOHN MAZZA, COMMISSIONERS S 1 upon the valuation of properties of the County of Washington, in order to meet the required expenditures for the fiscal year 1964, be fixed at twelve and one-fourth mills (12 1 /4), w makes the payment of taxes in the amount of one dollar and twenty-two and one-half cents ($1.225) upon each $100 assessed valuation of real estate; in addition, the taxation for personal property for 1964 remains the same, that being fixed at four (4) mills per valuation. adjourned. Commissioners met. in regular session at 10:00 a.m., with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being County Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Sittler of the Taxpayers' Association, Mr. Bradshaw, Mr. Ruffalo, Mr. Yuhas, representative from the County Engineer's Office and Reporter Crouse. taken: Meeting called to order by Chairman, Michael R. Flynn, and roll call Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections,. additions or omissions to (Minute Nos. 22 and 23, each commissioner having received a copy. Mr. Flynn - Minute No. 22 dated March 26, 1964, should be corrected to I read as follows: "April 16, 1964",. instead of April 9, . 1964, (as the opening date for bids to be received by the County Controller for the sale of two used motor vehicles). Reason for change: April 9th has been scheduled for the opening of bids for the issue and sale of 500, 000. 00 general obligation bonds of 1964 by Washington County. Motion by Mr. Bevec, seconded by. Mr. Mazza, that the Minute of March 2E 84 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 23 dated March 31, 1964, (special meeting called for the purpose of adopting the 1964 Budget) be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Flynn, that Paulette Encapera, be appointed as a Stenographer at the County Superintendent of Schools Office; this action to be retroactive to April 1, 1964. Remarks by Mr. Mazza: Has this girl been interviewed by Dr. Bowman, Superintendent of Schools? Mr. Flynn: Yes. Also, we have received a formal written request from Dr. Bownan requesting additional help. Mr. Bevec: This office has been operating with two girls for a number of years, the volume of work has increased to a great extent. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Ewing Rhoades, be appointed as a Night Watchman at, the Courthouse replacing Paul Puskarich; this action to be effective April 2, 1964. Mr. Puskarich resigned on March 31, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. i Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Emma Kozen be appointed as a Clerk in the Registration Office on a temporary basis, during the election period. This action to be retroactive to March 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Albina Belsenti, Clerk in the Tax Claim Bureau, be granted a leave of absence for an indefinite period of time, E this action to be effective April 20, 1964. Motion by Mr. Bevec, seconded by Mr. Mazza, that a refund voucher in the amount of $10. 26 be made payable to Emil and Catherine 'Besedick, 132. South Pine Street, Box 101, Ellsworth, Pennsylvania. On February 18, 1963, Emil & Catherine Besedick filed with Washington County their 1963 Personal Property Return showing a mortgage valued at $2700.00. After processing and billing this tax, payment was made to the Treasurer's Office. Recently, the Besedick's showed the Personal Property Department proof that the return they sub- mitted had been in error as the mortgage was satisfied before January 1, 1963, thereby invalidating any claim against them for that year. Therefore, the Personal Property Department is hereby authorized to prepare said refund voucher. Roll call vote taken: Mr, Mazza - Yes;, Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Merdian entered the meeting. Mr. Flynn read correspondence received from James F. Rohaley, Loyalty Day Chairman for the 24th District Veterans of Foreign Wars, comprised of Washington and Greene Counties requesting that the County Commissioners allocate the sum of $300. 00 towards the observance of Loyalty Day. Motion by Mr. Bevec, seconded by Mr. Mazza; that the • Washington County Commissioners contribute the sum of $300.00 towards the observance of Loyalty Day which will be celebrated on May 1st and 2nd, 1964, at Daisytown, Pennsylvania. Such payment shall be made to defray actual expenses only. Before any payment is made, the organizati ,shall submit verified accounts of their expenditures. This contribution being made in accordance with provisions of the Act of 1955, August 9, P. L. No. - 130 - 1921. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Yuhas presented two resolutions for the Commissioners to consider concerning Flood Control projects in Smith Township and Speers Borough. After some discussion, the following action was taken: Motion by Mr. Bevec, seconded by Mr. Mazza, that the County Commission sign the resolution whereby the Department of Forests and Waters of the Commonwealth of Pennsylvania has proposed removing debris from, widening, deepening and improving the rs channel of unnamed tributary of Burgetts-Fork in Smith Township, Washington County, i Pennsylvania, so as to alleviate in part the damage occasioned by floods and to prevent I 86 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. The Department -of Forests and Waters will undertake, at its - own cost, to perform the work, the Sponsor (Washington County) shall, �at no cost to the Department, supply all services and materials requested in the letter of proposal dated March 30, 1964, File No. S63:22. County to furnish rights -of -entry and other assurances, permits or re- leases, if required, for said project. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that the County Commis- sioners sign the Resolution whereby the Department of Forests and Waters of the Common- wealth of Pennsylvania has proposed improving the channel of South Branch, Maple Creek, in the Borough of Speers, Washington County, Pennsylvania, so as to alleviate in part the damage occasioned by floods and to prevent as far as practicable the recurrence of similar flood damage. The Department- of Forests and Waters will undertake, at its own cost, to perform the work; the Sponsor (Washington County) shall, at no cost to the Department, supply all services and materials requested in the letter of proposal dated February 4, 1964, File No. S63:28. County to furnish rights -of -entry and other assurances, permits, or .releases, if required, for said project. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously and Mr. Yuhas left the meeting. General Discussion: Mr. Mazza: I would like to recommend to the Board at this time, and I believe you (Mr. Flynn) and Mr. Bevec are in accord, that we start immediately since we have adoptec the budget to do some of the things which we have in mind to cut down on expenses. It is my opinion that we should start with the elimination of the operation of the County farm, on a gradual scale. Mr. Flynn: The Pennsylvania Economy League is now in the process of making a new survey for the new Board (Board of County Commissioners), upon completion of this survey, we will take the necessary steps to correct this matter. Mr. Bevec: They (Pennsylvania Economy League) are working on this survey at the present time. adjourned. Motion by Mr. Bevec, seconded by Mr. Mazza, that the meeting be C Meeting adjourned.
