BEVEC, JOHN MAZZA, COMMISSIONERS 1 LEI - -- r .._-Y_ NO. 26 Office of the County Commissioners Washington, Pa., April 16, 1964 Board of County Commissioners met in regular session at 10:00 a.m., with the following members being present: Commissioners Flynn, Bevec and Mazza. Alsc present being County Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Umstead of the Pennsylvania Economy League, Inc., Mr. Bradshaw and Reporter Crouse. Meeting called to order by Chairman, Mr. Flynn, and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 25, each commissioner having received a copy. Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 25, be approved as read. New Business: Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for the printing and delivering to the Office of the County Treasurer the necessary 1964 Tax Notices and Receipts. (This matter was agreed upon by the Commissioners and the Treasurer's Office, but was not presented at the regular meet- ing held on Thursday, April 9, 1964 . Therefore, the action of publication beginning with April llth is hereby ratified and made effective as of April 10, 1964). Bids to be receives. by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Wednesday, April 22, 1964, and opened immediately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that in accordance with our Minute of January 14, 1964, which is still in full in full force and effect that we obtain from the Mellon National Bank the sum of $100, 000. 00. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The following is a copy of the Certificate of Indebtedness issued in accordance with the above motion. �Q MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. SEVEC, JOHN MAZZA, COMMISSIONERS Certificate of Indebtedness of Washington County, Pennsylvania $100, 000. 00 April 15, 1964 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to Mellon National Bank and Trust Company, or order, at its Office at 40 South Main Street, Washington, Pennsylvania, One Hundred Thousand ($100, 000. 00) Dollars, on or before December 31, 1964, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of two and one -quarter per centum (2 1/4TO per annum, interest payments to be made on the first day of each calendar quarter through- out the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from ,time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 14, 1964, which resolution is still in full force and effect. IN WITNESS WHEREOF, the undersigned County has caused this obligation to be executed by the County Commissioners of said County, its seal to be hereunto affixed and the same to be attested by the Chief Clerk this 15th day of April, 1964. Bevec /s/ Commissioner (SEAL) John Mazza / s / Cdlmmissioner Due to the fact that it is necessary for the entire Board of County Commissioners to be present at a meeting of the Southwestern Pennsylvania Regional Planning Commission being held at Pittsburgh, Pennsylvania, on Thursday, April 23, 1964, (County Commissioners' regular meeting date) the following motion was made. Motion by Mr. Bevec, seconded by Mr. Mazza, that the regular meeting of the Washington County Board of Commissioners be held on Wednesday, April 22, 1964, instead of Thursday, April 23, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Bevec pointed out that in Allegheny County, our neighboring county, that the Bell Telephone Company has made provisions for a free toll service system on a county -wide basis, whereby call can be made at no toll charge. We (the residents of Washington County) must, for example, pay a toll charge when making a phone call from the City of Washington to Canonsburg (distance approximately 10 miles) yet a call from the City of Washington to Claysville (distance approximately 10 miles) can be made at no MINUTE B❑❑K n9 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. I would like to suggest to the Board that the Bell Telephone Company give Washington County the same service which is now being extended to the residents of Allegheny County. Mr. Mazza: This problem has previously been before the Board of Commissioners (former commissioners% for discussion and we expressed dissatisfaction at that time with Bell's rate system.. We had filed complaints with the Bell Telephone Company concerning the toll charges and also, I stated that we should receive back toll monies. This matter should have been completed quite some time ago. Motion by Mr. Bevec, seconded by Mr. Mazza, that the County Comm- issioners direct their Solicitor to draft a Resolution to the Bell Telephone Company of Pennsylvania, whereby we might obtain the same services (free toll calls) as in other counties. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that June 1, 1964, be designated as the cut-off date for political sub -divisions to make application for Liquid Fuels Tax Monies from Washington County. Remarks by Mr. Mazza: No definite plan for distribution of monies has been decided upon. Mr. Flynn: No, but it is necessary to have a cut-off date in order that we may know how much money we can approve for distribution and how distribution will be made. As of date, we have reached no decision as to the amount of monies which will be allocated or the method which will be used for distribution. Mr. Bevec: The date of June 1st is for this year only, the cut-off date for next year will probably be April 1st. the meeting. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Stafford of the Washington County Redevelopment Authority entered Motion by Mr. Bevec, seconded by Mr. Mazza, that the Resolution entitled "RESOLUTION OF BOARD OF COMMISSIONERS OF THE COUNTY OF WASHINGTON APPROVING THE URBAN RENEWAL PLAN AND REDEVELOPMENT PROPOSAL AND THE FEASIBILITY OF RELOCATION FOR PROJECT NO. PENNA. R-98", unanimously approved on February 18, 1964, be amended to include the following WHEREAS clauses: 100 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. GEVEC, JOHN MAZZA, COMMISSIONERS (a) WHEREAS, the project area, which is predominantly non-residential in character, is to be redeveloped for predominantly non-residential uses under, said Urban. Renewal Plan; and (b) WHEREAS, the Governing Body of the Board of Commissioners of the County of Washington is cognizant of the conditions that are imposed in the undertaking and carrying out of Urban Renewal Projects with Federal financial assistance under Title I, including those prohibiting discrimination because of race, color, creed, or national origin with respect to housing facilities related to residential use, and all public facilities within a project area; public facilities proposed as noncash local grants-in-aid; and employment. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks by Mr. Flynn: I believe the method of paying jurors should be changed. Everything should be done by check payment through the Office of the County Controller. Presently jurors receive payment in cash from the Treasurer's Office after approval is issued in the Controller's Office, Prothonotary's Office certifies number of days and mileage. Mr. Bevec: With reference to the Election Bureau. Instructions should be given to the Election Bureau that effective May 1, 1964, all individuals signing the election voucher 3 certification should also sign their address. Motion by Mr. Bevec, seconded by Mr. Mazza, that effective May 1, 196/=, all fees such as: Jurors, Justices -of -the -Peace, Constables, Viewers, and all Election Boards shall be paid by check issued by the County Controller. Mr. Flynn: In the current budget for Washington County, the Board of Commissioners f have allocated the amount of $2, 500. 00 to establish a Drivers' Improvement School Program r which will be operated by Dr. Bowman, Superintendent of Schools, and members of his I staff. Counties like ours (Fourth Class) must first have Court approval in order to establish a program such as this. It is necessary for us to petition the Court of Common Pleas for said approval. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Board of Comm- issioners petition the Court of Common Pleas for approval to establish in Washington County, a Drivers' Improvement School Program in accordance with the Act of August 1, 1963, Act No. 245, Section 1. Remarks: i Mr. Mazza: Program being set up for those persons who have lost their drivers' license due to either speeding or other motor traffic violations. Each driver must attend the school program. Classes consist of four two-hour sessions. MINUTE B❑❑K 101 BOARD OF COUNTY COMMISSI❑NERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Mr, Bevec: This program can only be sponsored by the County Commissioners. I believe that Montgomery County is the only other County sponsoring such a program. Mr. Mazza: Various associations have asked to participate in this program. Associations such as the Three AAA's, Truckers' Association, State Police and local police. Mr. Bevec: Supervision will be under the direction of the Superintendent of Schools. Instructors will be from the District Attorney's Office, Courts, and various motor associations. There will be a number of diversified trainers. One school is being set up presently (in the area of the City of Washington). It is our intention to set up, schools later on in other districts. As stated before, it is necessary to obtain Court approval before this program can be established. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Cromwell, Executive Director of the Washington County Planning Commission, explained and presented to the Commissioners a report on a recent survey made on the Washington County Home. Subject of Report: Washington County Home --- Care and Treatment of Permanent, Semi -Ambulatory and Ambulatory Bed Cases Other Than in General Hospitals. Report prepared by: Health Facilities Committee of the Washington County Planning Commission. Committee comprised of the following members: Chairman - Russell M. Stone, Administrator, Charleroi-Monessen Hospital. Vice -Chairman C. Robert Cook, Administrator, Washington Hospital. Also, Charles Conway, Executive Director, Washington Community Chest Gaylord W. Greenlee, Attorney Henry H. Hood, Insurance Charles C. Keller, Attorney Dr. J. N. McMahan, Physician Vito Rigillo, Executive Director, Mon Valley United Fund At this time, a general discussion was entered into concerning (1) the feasibility of constructing a new building to house the aged (2) renovation of the present home (3) construction of a combination home and hospital for the aged (4) various methods of financing. One possible method of tfinancing would be to obtain an allocation from the Hill -Burton Act. Requests for aid from the Hill -Burton Act must be filed by May 1,, 1964. Mr. Flynn suggested the Board send. a letter of intent to the Department of Welfare, said letter to serve as a request for allocation under the Hill -Burton Act; however, the letter of intent to be held in abeyance until the latter part of next week to permit a consultation with Beaver, Butler, Fayette, and surrounding counties confronted with the same problem. Motion by Mr. Bevec, seconded by Mr. Mazza, that we accept this report and have it made a part of the records and placed on file in the Office of the Chief Clerk. 102 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS Report entitled "Washington County Home" being marked and referred to as Report No. 1. Also, that we commend the committee for having done a wonderful, job in preparing the report, particularly the Washington County Planning Commission. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Board of Comm- issioners prepare a letter of intent to the Department of Welfare, Commonwealth of Penn- sylvania, anticipating a program under the Hill -Burton Act. Roll call vote taken: i Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks by Mr. Mazza: I don't believe we have been getting the proper publicity. on what our agencies: j Planning Commission, Redevelopment Authority, and Tourist Promotion, have been doing. The people should know where the money is going and how it is being spent. Mr. Flynn: I would like to compliment the various boards on the fine job they are doing. The people do not realize what they have done and what they are doing. Mr. Cromwell left the meeting at this time. Controller Elish and Deputy Controller Luketich entered the meeting at j this time. The hour of eleven (11:00 a.m., Eastern Standard Time) being the advertised I time for the opening of bids for the sale of two used motor vehicles, the following bid was j opened and read by Mr. Elish: j April 16, 1964 j Washington County Commissioners I herewith submit my bid for 1957 Pontiac - 2 door Chieftan - Serial No. 3 P 75785045 Color Black. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. MINUTE BOOK 103 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS I Motion carried unanimously. Mr. Elish and Mr. Luketich expressed the need for a new bookkeeping machine in the Office of the County Controller. Operation of Burroughs Bookkeeping Machine explained by Mr. Luketich. Mr. Bevec questioned the operation of their present machine. In other words, you only have a part of a machine, you only purchased a part of a machine. This machine that you are requesting is a part of the machine you now have, is this correct? Mr. Luketich: Yes. By purchasing this machine, we'll have a complete mechanical operation in our department. Motion by Mr.. Bevec, seconded by Mr. Mazza, that the purchase of thi. machine (Burroughs Bookkeeping Machine) be authorized, provided that an appropriation has been made in the budget for said purchase. Machine to be used in the Office of the County Controller. Price of machine: $8, 100. 00 and payments to be made in two (2) installments of $4, 050. 00 each year, beginning with the year 1964. the meeting. Motion carried unanimously with Mr. Elish_ and Mr. Luketich leaving Motion by Mr. Bevec, seconded by Mr. Flynn, that Mildred Starinsky, be appointed as a Clerk in the Tax Claim Bureau, replacing Albina Belsenti; this action to be effective April 13, 1964. Remarks by Mr. Mazza: Is it necessary to replace this person? Mr. Flynn: Yes. Also, it may be necessary to add additional employees in this department. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Debreczeni gave a progress report om the sale of the bonds (Funding Bonds of 1964). Necessary to issue check in the amount of $260.00 for filing fees to the Commonwealth of Pennsylvania, Department of Internal Affairs. Bonds will be ready for signatures on May 1, 1964. A report on the needs in the Tax Claim Bureau and a report on the collections for the first three months of this year ($110, 799. 34) was given by Mr. Debreczeni.
