COMMISSIONERS effective April 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Flynn, that James L. Brown, be appointed as Planning Technician I for the Washington County Planning Commission; this action to be effective April 24, 1964. Appointment being made in accordance with the recommendation of the Planning Commission. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr.. Flynn - Yes. Motion carried unanimously. Remarks by Mr. Mazza: I would like the Chief Clerk to check with the Chief Assessor and report back to the Board on how far behind this Office (Tax Assessment) is with their work on the tax maps. Motion by Mr. Bevec, seconded by Mr. Mazza, that the meeting be adjourned. Meeting adjourned. Also being present: County Solicitor Capano, Chief Clerk Debreczeni, Jr, and Mr. Bradshaw. Absent being Commissioner Flynn. I Motion by Mr. Mazza, that in the absence of the Chairman of the Board, IMichael R. Flynn, that Mr. Bevec act as Acting Chairman of the meeting. ` Meeting called to order by Acting Chairman, Mr. Bevec, and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Absent. At this time, Louis Quail, Director of the Election Bureau, entered the Motion by Mr. Mazza, seconded by Mr. Bevec, that in accordance with the Election Code, that a Return Board consisting of twelve (12) members be appointed for the forthcoming Primary Election, April 28, 1964. Return Board Members William C. Porter, Attorney Louis I. Quail William Hudspith Irene Nagy Julia Kotcella Philomena; Chuey Roll call vote taken: Hilda Grossman Mary Rastoka Elizabeth Gales Rose Mary Miller Grace Carroll William Wylie Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried. Motion by Mr. Mazza, seconded by Mr. Bevec, that in accordance with the Election Code, the Director of the Election Bureau, is hereby authorized to advertise the time and date when the Return Board shall meet to compute the election returns of the forthcoming Primary Election. Return Board meets on the first Friday following the Primary Election at noon; May 1, 1964, at 12:00 o'clock noon. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried. Motion by Mr. Mazza, seconded by Mr. Bevec, that the following changes of polling places for the coming Primary Election to be held Tuesday, April 28, 1964, be finally approved: Monongahela 3rd Ward, 2nd Precinct Charleroi, 4th Precinct South Strabane, 4th Precinct Cokeburg Roll call vote taken: From: Weygant's Paint Store To: Lincoln School Rental: None - Janitor $5.00 Reason: Place no longer available From:. Ed. Sweder Music Shop To: Saints Cyril & Methodius Church Rental: Same - $25.00 Reason: Place no longer available Fire Company: No change in polling place -but necessary to increase rental from $15.00 to $25.00. Motion by Mr. Mazza, seconded by Mr. Bevec, that the letter of resigna- tion as submitted by Bertha Dutch, Clerk in the Purchasing Agent's Office, be accepted; this action to be effective April 20, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried. Reporter Merdian entered. the meeting. Motion by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office be authorized to prepare tax refunds for the following due to either duplication or overpayment on real estate or occupation tax. 1. Howe Methodist Church due to duplicate assessment. Property listed in taxable items also exempt items. On February 4, 1963, the amount of $12.80 was paid for 1963 County Tax on property situate in Long Branch Borough, Washington County, Pennsyl- vania, described as (For School Building .601 acre surface). Tax assessment records have been corrected by the removal of this property from the taxable items, appearing only in tax exempted. Properties used for church purposes are non-taxable. Therefore, a refund in the amount of $11. 64 should be made payable to Springer T. Silbaugh, Secretary -Treasurer, Box 350, R. D. 1, Coal Center, Pennsylvania. Refund of $1. 16 to be made by delinquent tax collector. 2. Demski, Richard J. & Geraldine, R. D. 3, Finleyville, Penn- sylvania, due to overpayment of 1963 County Tax. On August 1, 1963, tax was paid in the amount of $62.79 on property situate in Union Township, Washington County, Pennsylvania, described as 2 story brick house, plot 100 x 270. Tax Adjustment No. 429 reduced the valuation from $5395.00 to $3900.00 and tax to $45.39, making a refund due in the amount of $17.40 to said owners. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried. Mr. Debreczeni read correspondence received from the Federal Aviation Agency advising the Commissioners that final payment has been approved under Project No, 9-36-043-6103 on the Washington County Airport, in the amount of $32, 427. 33; check will be forthcoming. Motion by Mr. Mazza, seconded by Mr. Bevec, that this meeting be re- cessed until 11:00 a. m. , at which time bids for the printing and delivering of tax -notices and receipts will be opened by the County Controller.
