Following members R being present: Commissioners Flynn, Bevec, Mazza and Deputy Controller Luketich. k r Motion by Mr. Bevec, seconded by Mr. Mazza, that the MONONGAHELA PUBLISHING COMPANY, 440-442 West Main Street, Monongahela, Pennsylvania, be awarded r the contract for the printing and delivering of the required number of 1964 Tax Notices ands e Receipts, as per specifications, in the total amount of $2, 239. 64 (based on actual quantities furnished in 1963 being $2, 418.. 58); this being the lowest responsible bid received. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS 1 P Meeting called to order by Chairman, Mr. Flynn, and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr•. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute Nos. 26, 27, 28 and 29, each commissioner having received a copy. Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute Nos. 26, 27, 28 and 29, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks by Mr. Flynn: Beginning May 1st, it will be necessary that all recipients of Surplus Food be reviewed, This additional work requires us to hire two additional employees. I Motion by Mr. Bevec, seconded by Mr. Mazza, that the following persons be appointed as certifying clerks at the Surplus Food Department. Employment for the following period: April 29th to May 31st, 1964. Geraldine E. Koeppelle Dorothy Plummer Remarks by Mr. Mazza: I am voting for these two people because the people from the Department of Agriculture (Department of Property and Supplies) have informed us that it is necessary to make a revaluation of all recipients of Surplus Food, therefore on the basis of having qualified people to do this work which must be done right, I am voting for them. This program is being scrutinized. Roll call vote taken: Mr, Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Mazza, seconded by Mr. Bevec, that the resignation of Vicki L. Thomas, Secretary of the Washington County Planning Commission, be accepted effective May 1, 1964. Motion by Mr. Mazza, seconded by Mr. Bevec, that Julia Milchovich, be appointed as Secretary to the Washington County Planning Commission replacing Vicki L. Thomas; this action to be effective May 1, 1964. Molinaro, be appointed as a Clerk in the Washington County Tax Claim Bureau replacing Julia Milchovich; I this action to be effective May 1, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that John Banko, be appointed as a Night Watchman at the Washington County Courthouse replacing Carl Comer, this action to be effective May 1, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; �Mr. Flynn - Yes. Motion carried unanimously. Chairman of the Board read the following correspondence. 1. Commonwealth of Pennsylvania, Department of Justice, Bureau j of Correction. Recent inspection of the Washington County Prison, this being a copy of letter forwarded to President Judge. j 2. Commonwealth of Pennsylvania, Department of Revenue, Bureau of Traffic Safety. Breakdown on traffic accidents in Washington County. Report may be beneficial to the Washington County Drivers Improvement School Program, if said Program is approved by the Court. 3. Washington County Agricultural Fair, Inc., requesting their 1964 County appropriation (amount of $2, 000. 00 appropriated). Commissioners request that bills be presented before issuance of check. 4. Letter from Peter Elish, County Controller, in re: Collection j of Delinquent Taxes. Motion by Mr. Mazza, seconded by Mr. Bevec, that the letter received _ from Mr. Peter Elish be made a part of the record and referred to our County Solicitor, A. V. Capano. Letter herewith cited: Board of County Commissioners Court House Washington, Pennsylvania April 22, 1964 In Re: Collection of Delinquent Taxes, accounting for Attention: Honorable Michael R. Flynn Dear Sir: On May 4, 1964, liens will be filed with the Tax Claim Bureau for all delinquent taxes for the year 1963. I do not desire to be involved in any further litigation with the current Commissioners or Treasurer, therefore, request that this question be resolved and a pattern established which will meet the requirements of the law as determined by your solicitors. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment Office be authorized to prepare a tax refund for the following due to overpayment of County tax. 1. Harris, George and Mary, R. D. 2, Burgettstown, Pennsylvania, due to overpayment of 1962 County Tax. On August 1, 1962, the amount of $65. 11 was paid for .1962 County Tax on property situate in Smith Township, Washington County, Pennsylvania, described as 2 story brick house, buildings, 99.,380 acres surface, total valuation $5395.00. On September 6, 1962, real estate assessment was reduced by appeal to $4145.00 and tax to $50.57, a refund is due in the amount of $14.54 to said owners. Martin, be appointed as a Practical Nurse at the Washington County Home for Aged Women, replacing Gladys Dichak; this action to be effective April 20, 1964. Motion by Mr. Bevec, seconded by Mr. Mazza, that Anna Marie Wundwych, be appointed as a Registered Nurse at the Washington County Home for Aged Women; this action to be effective April 13, 1964. Edward Hutter $ 25.00 i Motion by Mr. Bevec, seconded by Mr. Mazza, that the quotation of $125.00 for the sale of a 1957 County -owned Pontiac as submitted by Joseph Muscaro, be accepted; this being the highest quotation received. Remarks by Mr. Mazza: After having the Chief Clerk consult with the Controller as to the legality of a County employee submitting a quotation on this car, and the Controller reporting that it is legal, I am voting Yes on this motion. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn -,Yes. Motion carried unanimously. Remarks: Mr. Mazza: I believe we should set up a new board (to accept ballot boxes being returned) on election night. We need a new system and a new board; there is a lot of confusion when boxes are being returned on election night in the Public Meeting Room. Also, a statement should be made by this board that we did not decrease the amount of money being paid to election board members. Limit is $35.00, this rate fixed by an Act of Legislature. We are being criticized by many people. Mr. Bevec: This piece of legislation (establishing rate of pay) was passed at the last session and not by the Washington County Commissioners. We had nothing to do with cutting the pay. Many boards are resigning without giving us enough notice to get new board members. Should have a time limit on resignations. Board members work long hours. In order to correct this problem, it means we will have to divide the larger precincts. Some precincts have as -high as 1500 voters. A division should definitely be made. I would like to suggest that a division be made in North Strabane 3rd ---- this should be one of the first. This should be a project for the Commissioners to undertake during the coming summer months. Mr. Quail of the Election Bureau and Mr. Hughes- of the Registration Office could compile a list of the larger precincts (1000 voters and over) which should be divided. Mr. Mazza: Board should go on record that a division of larger precincts definitely I will be made. E
