Washington, Pa., May 21, 1964
Board of County Commissioners met in regular session at 10:00 a.m.,
with the following members being present: Commissioners Flynn, Bevec and Mazza.
Also present being County Solicitor Capano, Chief Clerk Debreczeni, Mr. Bradshaw and
Reporters Crouse and Merdian.
Meeting called to order by Chairman, Mr. Flynn, and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 33, each commissioner having received a copy.
Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 33 be
approved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Debreczeni reported that the County was in receipt of a check in the
amount of $32, 427. 33 representing the final payment on Federal Airport Project No. 9-36-
043-6103, Contract No. FA1-310, from the Commonwealth of Pennsylvania, Department of
Military Affairs, Pennsylvania Aeronautics Commission.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the payment of $1,433.74
to the Pennsylvania Railroad Company as Washington County's share of expenses incurred in
connection with the installation of flashing light signals at Locust Street, Stockdale Borough,
Washington County, Pennsylvania, be approved, subject , to the approval of the County Solicitor.

Motion carried unanimously.
Letter from West Penn Power Company dated May 18, 1964, explaining
the electrical conditions existing in the Courthouse, which if not corrected immediately,
could result in the loss of service, fire or damage to feeder cables, 'was read by Mr.
Flynn and the following action was taken:
Motion by Mr. Mazza, seconded by Mr. Bevec, that the County Solicitor
be instructed to prepare the necessary legal advertisement and specifications for the
emergency electrical
work to be
done in the Washington County
Courthouse
as suggested by
the West Penn Power
Company in
their recent letter dated May
18, 1964.
The County
Controller is hereby authorized to advertise for bids for said electrical work. All bids to
be received by the County Controller in his Office in the Courthouse, Washington, Pennsyl-
vania, until 11:00 a, m. , Daylight Saving Time, Thursday, June 4, 1964, and opened
immediately thereafter in the Office of the County Commissioners.

Motion carried unanimously.
In conformity with the previously discussed retirement plan, John Charles
Craig's services with the County (Fireman, Boiler Room - Courthouse) were terminated on
May 16, 1964.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the resignation of

James H. Williams, an employee of the Washington County Bridge Department, be accepted
effective May 21, 1964.

1. Letter dated May 19, 1964, from the Hankison Corporation
requesting aid in solving the following problems:
(a) flooding of Chartiers Creek
(b) providing room for expansion of facilities
= Meeting scheduled for Saturday, May 23, 1964, with the Washington

!County Soil Conservation, Redevelopment Authority and Planning Commission to discuss
j these problems.

2. Copy of letter dated May 8, 1964, from Jonathan Allison to Guy B.
McCarrell, President of Citizens Library Association of Washington,
Pennsylvania, Subject: Meeting with County Commissioners, Henry
Hood, and Mr. Allison concerning assuming the obligation of a County
Library or a conjoined library under the Library Code. Commissioners
not willing to bind the County, but will continue to make annual
appropriations to the Citizens Library.

Resolution to the Department of Highways (on behalf on Donora Borough) be approved
subject to the approval of the Department of Highways.
RESOLUTION
TO THE DEPARTMENT OF HIGHWAYS:
WHEREAS, by Resolution dated August 7, 1962, the Borough of Donora made
application for County Aid (C. A. A. No. 40555) for the improvement of Fourth Avenue
from West Ninth Street and continuing North on Fourth Avenue to West Twelfth Street and
thence East on West Twelfth Street to Third Avenue, and
WHEREAS, the Washington County Commissioners by Resolution dated November
2, 1962, on behalf of said County, agreed to contribute $2, 000. 00 to the Borough of Donora
from the Liquid Fuels Tax Fund for the improvement of said streets, and
WHEREAS, subsequently application was also made to the Federal Government
under the Public Works Acceleration Act for an appropriation for the improvement of the
said streets, and
WHEREAS, in order to meet requirements for a Federal appropriation the
contract dated July 13, 1962, and existing between the Borough of Donora and Frank Irey,
Jr., was legally rescinded and is now void and of no effect, and
WHEREAS, the Federal Government has since appropriated Federal funds in the
amount of 50% of the cost of the improvement to said streets, said project being designates.
Federal Project No. APW-PA-433G, Fourth Avenue and Twelfth Street, Paving, and
WHEREAS, a contract for said improvement dated May 6, 1964, has been duly
executed between the Borough of Donora and Burrell Construction and Supply Company, and
WHEREAS, in order to take advantage of the provisions of the Act approved
June 1, 1945, P. L. 1242, and as provided in the Act,'approved May 18, 1945, P. L.803,
permitting Counties of the Commonwealth of Pennsylvania to appropriate and expend monies
for the improvement and maintenance of State Highways and State -Aid Highways or any
public highways in the Counties of the Commonwealth, the above -mentioned appropriation
of $2, 000. 00 must be transferred to the new contract executed pursuant to Federal Project
No. APW-PA-433G, and
WHEREAS, the Borough of Donora now desires to take advantage of the said
provisions of the said Act and transfer the aforementioned $2, 000. 00 County appropriation
for use in payment of the said improvement to be carried on by the Burrell Construction
and Supply Company pursuant to the aforementioned contract dated May 6, 1964; therefore
be it
RESOLVED that we, the said Commissioners of Washington County, in regular
session assembled on this 21st day of May, 1964, agree on behalf of said County that the
contribution of the sum of $2, 000. 00 from the Liquid Fuels Tax Fund towards the improve-
