BEVEC, JOHN MAZZA, COMMISSIONERS ment of the said streets is hereby transferred for use in payment to be made pursuant to the above mentioned contract dated May 6, 1964, said contract being applicable to Federal Project No. APW-PA-433G, Fourth Avenue and Twelfth Street, Paving, provided the Survey, Plans, and Specifications for said improvement shall be prepared or approved by I the Department of Highways. Motion carried unanimously. x Mr. Mazza informed the Board that he was in receipt of a letter from the Road Supervisory Board of Donegal Township, Washington County, Pennsylvania, in re: 1 Interstate Highway No. 70 and United States Highway No. 40, near West Alexander, Penn- E i sylvania. The Supervisors of Donegal Township, various citizens and residents of Donegal Township and West Alexander Borough have signed said letter protesting a very dangerous situation which exists at the junction of said highways. I Letter referred to Mr. Cromwell of the Washington County Planning ( Commission for reply. ' Motion by Mr. Mazza, seconded by Mr. Bevec, that this meeting be adjourned. Meeting adjourned. Also present being County Solicitor Capano, Chief Clerk Debreczeni, Mr. Gillespie, Budget Director; Mr. Sittler of the Taxpayers' Association, Reporters Crouse and Merdian. Meeting called to order by Chairman, Mr. Flynn, and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to 1 Minute No. 34, each commissioner having received a copy. MINUTE BOOK 1. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS 1 1 Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 34 be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. A copy of the statement presented by Mr. John F. Cromwell, Director of the Washington County Planning Commission at the Public Hearing of the Pennsylvania Highway Commission at the Hotel Hilton on Friday, May 22, 1964, was brought to the Boards' attention by Mr. Flynn. Statement on file in the Office of the Chief Clerk. Motion by Mr, Bevec, seconded by Mr. Mazza, that Melvin B. Bassi, be reappointed as a member of the Board of the Redevelopment Authority of the County of Washington to be effective July 30, 1964, for a five (5) year term. Mr. Bassi is presently serving as Chairman of the Board. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Frances Boles be appointed as a Nurse's Aide replacing Belle Strachan at the Washington County Home for Aged Women; this action to be retroactive to May 14, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Following correspondence brought to the attention of the Board by Mr. Fly. -in: 1. Wolfdale Sportsmen Club (letter dated May 15, 1964) suggesting that the Buffalo Area on Route 331 be utilized for a state recreation area, 2, American Legion - Frank Downer Post 302 (Letter dated May 20, 1964) complimenting the County Commissioners and Andy Pagac, Director of the Veterans' Affairs on the flags and bronze markers. 3. Avella Chamber of Commerce (Letter dated May 27, 1964) expressing their need for help in obtaining and keeping medical doctors in their area. Motion by Mr. Bevec, seconded by Mr. Mazza, that Ermil E. Caleffie, be appointed Assistant to Electrician Lucian Spriggs; this action to be retroactive to May 20, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr, Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn stated that one of the topics discussed at a meeting held at the Courthouse on Saturday, May 23, 1964, was the Chartiers Valley Flood Control Project, 130 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS the Borough of Canonsburg interested in this project. Following some discussion concerning this project the following motion was made. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following Resolution regarding the Chartiers Valley Flood Control Project be adopted. RESOLUTION WHEREAS, the Washington County Commissioners have found that there i may be delays in the Chartiers Valley Flood Control Project, and WHEREAS, the Commissioners have found that there are no reasons for delaying the portion of the project in Washington County, and i WHEREAS, the Commissioners have been informed that the Washington i County portion of this project could be separated from the section in Allegheny County, and s WHEREAS, the Allegheny County portion of this project cannot be solved until sewer relocation problems in Allegheny County are solved which may take considerable time, and WHEREAS, a portion of the Chartiers Valley Flood Control Project in Washington County is located in an approved redevelopment project, Curry Field Urban Renewal Project, Penna. R-165, which if delayed would further delay the development of this project, and I WHEREAS, Washington County is a depressed area and any long delays in this project might cause the loss of an industry and it has already discouraged the location of new industry in Washington County,, NOW, THEREFORE, BE IT RESOLVED that the Washington County Commissioners petition the Congress of the United States to separate the Washington County portion of the Chartiers Valley Flood Control Project from the total project and move with great haste to expedite the passage of this project, and i BE IT FURTHER RESOLVED that the Washington County Commissioners petition the elected Congressional representatives of both Washington County and the Commonwealth of Pennsylvania to take all possible steps to insure that the Washington County portion of this project be. expedited just as rapidly as possible. Remarks by Mr. Bevec: Dr. Morgan stated at the meeting held on Saturday that it is a good thing to separate Washington County from Allegheny County, aid him in moving on the project. Mr. Mazza: This is a very vital project to our area. Not only is it a question of bringing in new industry, but also keeping our present industries here. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. At this time, Dushan Nicksick, County Engineer, entered the meeting. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following Resolution for the changing of grades, lines, location and widths of State Highway Route 62135, Spur E, Bridge No. 1, located in Buffalo Township, Washington County, Pennsylvania., be adopted: RESOLUTION 1 BE IT RESOLVED by the Commissioners of Washington County, Penn- MINUTE BOOK 131 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS sylvania, that the plans submitted by the Pennsylvania Department of Highways, for the changing of grades, lines, location, and widths of State Highway Route 62135, Spur E, Bridge No. 1, located in Buffalo Township, Washington County, Pennsylvania, from Station 5+75. 00 to Station 14+00. 00; have been examined by the Washington County Commissioners and they agree that Washington County will not assume liability for any property damages resulting from the changing of the above named Route as proposed by these plans; or any damages arising out of any changes or alterations of drainage resulting from the construction or maintenance of this highway; or any damages resulting to any property holdings of any Public Utility Company; nor will the County assume any damages resulting to any coal or other minerals, or waters, in and underlying the property affected by this improvement; that Washington County will not contribute to the payment of property damages on this Highway, due to previous commitments. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following Resolution for the changing of existing widths; lines and location of State Highway Route 62141, located in Speers, Twilight and Charleroi Boroughs, Washington County, Pennsylvania, be adopted: RESOLUTION BE IT RESOLVED by the Commissioners of Washington County that the Plans submitted for the changing of existing widths; lines; and location of State Highway Route 62141, Section 2; from Station 154+01.24 to Station 214+33.50, located in Washington County, Speers, Twilight and Charleroi Boroughs; have been examined by the County Commissioners and they agree that Washington County will not assume liability for any property damages resulting from the changing of the above named highway as contemplated by these Plans; or any damages arising out of any changes or alterations of drainage resulting from the construction or maintenance of this highway; or any damages resulting to any property holdings of any Public Utility Company; nor will the County assume any damages resulting to any coal or other minerals in and underlying the property affected by this improvement; but that Washington County will contribute the sum of Ten Thousand ($10, 000, 00) Dollars, toward the payment of property damages due to the improvement of State Highway Route 62141, Section 2.
