Meeting called to order by Chairman of the Board, Mr. Flynn, and
Mr. Mazza - Present; Mr. Bevec - Present; Mr, Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute Nos. 36 and 37, each commissioner having received a. copy.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute Nos. 36
and 37 be approved as read.

Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. McAmbley explained to the Board with reference to the Wheeling
Creek Watershed Project, that it will be necessary to have surveys made of various
property owners which will be affected by the construction of a dam. Requested that
John Yuhas of the Drafting Department help in making said surveys. Necessary to obtain
written permission from landowners. Mr. Judy and Mr. Conaway will assist Mr. Yuhas
if permission is granted him to do said work. It is the desire of the City of Wheeling,
West Virginia., to complete this project by July 1st.
Decision of the Board to permit Mr. Yuhas to do this work and he is to
report to Mr. Judy on Tuesday, June 16th.
Messrs. McAmbley, Conaway and Judy left the meeting.
Mr. Malone of the Boy Scouts requested permission for the use of the
Fair Grounds at Arden, Pennsylvania, for the third weekend of September in order that
the Boy Scouts may hold a Camp-o-rama. No fees will be connected with this affair.
Also requested the use of the Fairgrounds at a later date when the Boy Scouts will hold
their merit badge show, a fee will be charged to attend this affair.
Commissioners expressed that they had no objections to the Boy Scouts
using the facilities at the Fairgrounds, but that it would be necessary for Mr. Malone to
contact Mr. Ray Provost of the Fair Board for Permission.
Mr. Malone left the meeting at this time.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the resignation of
Blanche Martin, employee at the Washington County Home for Aged Women, be accepted
effective June 15, 1964. Mrs. Martin expressed her enjoyment working at the Home and
thanked the Board whose interest in the Home has made it a better place to work and a
more pleasant place to live.

to be effective June 16, 1964.

Haffner, Superintendent of Bridges, be changed to General Foreman of the, Bridge Depart-
ment; this action to be effective June 16, 1964.

Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that John Dezak be
appointed as an Orderly replacing Louis Schultz at the Washington County Home and
Hospital for Men; this action to be retroactive to June 9, 1964.

Remarks by Mr. Mazza:
I am in favor of giving these young people an opportunity to work
! during the summer months, that is, if there is work for them, I am willing to go along
with these appointments.
Mr. Bevec: All of these departments have asked for additional help and definite
work has been assigned for these new employees.

Remarks by Mr. Flynn:
It is our intention to use these men to work in the field. These men
will join field crews which will be working on the problem of establishing new boundaries
for voting precincts which contain a large number of voters.

Motion carried unanimously.
Commissioners explained that effective July 1st, they intend to have the
County Homes (Home for Men and Home for Women) work on a five-day 40 hour per week
basis. Many
of the employees
at the Homes have
been working a six -day
48 hour per
week basis.
The Board noted
that this revision of
working schedules will
mean that more
employees will be required, but they characterized that working conditions at the Homes
up to now as a "forgotten area" of county government.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the meeting be
adjourned.
