BEVEC, JOHN MAZZA, COMMISSIONERS NO. 39 Office of the County Commissioners Washington, Pa., June 18, 1964 jBoard of County Commissioners met in regular session with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being County Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Gillespie, Budget Director; Mr. Bradshaw and Reporter Crouse. Meeting called to order by Chairman of the Board, Mr. Flynn, and roll call taken: I Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were. any corrections, additions or omissions i ! to Minute No. 38, each commissioner having received a copy. i Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 38 { be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. i 1 Motion carried unanimously. Letter received from Attorneys Zeman and Zeman, dated June 12, 1964, with reference to claim of Patsch Brothers, Inc., and Zeman and Zeman in connection with the flood control project on Chartiers Creels. Letter referred to County Solicitor for disposition. 1 j Mr. Mazza advised that if any further information was needed on this subject, Mr. Nicksick, Road and Bridge Engineer or Mr. Crumrine, former County Engineer should be contacted. Reporter Merdian entered the meeting. Motion by Mr. Bevec, seconded by Mr. Mazza, that Samuel Bartolotta, be appointed as a Field Appraiser replacing Hubert Kyper in the Tax Assessment Office; this action to be retroactive to June 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr, Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that John Supra be appointed as a Field Appraiser replacing Lloyd Carson in the Tax Assessment Office; this action to be retroactive to June 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr, Flynn - Yes. Motion carried unanimously. MINUTE B❑❑K 141 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS F, �J Mr. Flynn reported that John Mikel, employee of the Washington County Home for Aged Women, has been dismissed due to retirement age. Dismissal was effective June 16, 1964. Motion by Mr. Bevec, seconded by Mr. Mazza, that Richard Christy be employed at the Washington County Home and Hospital for Men, under the summer program for students; this action to be effective June 18, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Following letter received from South Franklin Township School District, R. D. 6, Washington, Pennsylvania, dated June 8, 1964. Board for Assessment and Revision of Taxes Court House Gentlemen, The School Directors of South Franklin Township wish to express their gratitude to your Department for its cooperation in the adjustments added to the tax rolls in our township this past year. We feel that with this kind of prompt action, both of our areas of responsibilities are taken care of and the tax load as equally distributed as is humanly possible. There are still some of the previously assessed properties that we feel need re -assessed and raised to their rightful value in relation to the majority of others surrounding them; and we hope to bring these to your attention from time to time. Thank you again, South Franklin Township School Directors John A. Ford, Jr., / s / Secretary Request received from the Washington County Soil and Water Conserva- tion District for an additional appropriation in the amount of $735.00 to provide part-time clerical help from July 1st through December 31, 1964. Number of clerical help has been reduced due to a national policy restricting the allotment of funds to districts. Motion by Mr. Bevec, seconded by Mr. Mazza, that a supplemental appropriation be made to the Washington County Soil and Water Conservation, Account No. 624, in the amount of $735.00 to provide for part-time clerical help from July 1 to Decem- ber 31, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following Resolution approving the undertaking of surveys and plans for the McKean Avenue Urban Renewal Area and Filing of an Application, be adopted: 142 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF WASHINGTON APPROVING THE UNDERTAKING OF SURVEYS AND PLANS FOR THE McKEAN AVENUE URBAN RENEWAL AREA AND FILING OF AN APPLICATION. WHEREAS, under Title I of the Housing Act of 1949, as amended (hereinafter referred to as "Title I"), the Housing and Home Finance Administrator is - authorized to extend financial assistance to local public agencies in the elimination and prevention of the spread of their slums and urban blight through the planning and under- taking of urban renewal projects; and WHEREAS, it is desirable and in the public interest that the Redevel- opment Authority of the County of Washington make surveys and prepare plans, presently estimated to cost approximately $47, 500, in order to undertake and carry out an urban renewal project of the character contemplated by Section 110 (c) of Title I, in the area proposed as an Urban Renewal Area, situated in the Borough of Charleroi, County of Washington, and State of Pennsylvania, , which is described in Exhibit "A", attached. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMM- ISSIONERS OF THE COUNTY OF WASHINGTON: 1. That the Proposed Urban Renewal Area described above is a blighted, deteriorated or deteriorating area appropriate for an urban renewal project and that the undertaking by the Redevelopment Authority of the County of Washington of surveys and plans for an urban renewal project of the character con- templated by Section 110 (c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the Redevelopment Authority of the County of Wash- ington to finance the planning and undertaking of the proposed Project. 3. That it is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects with Federal financial assistance under Title I, including those relating to (a) the relocation of site occupants; (b) the provision of local grants-in-aid; (c) the prohibition of discrimination because of race,, color, creed, or national origin with respect to housing facilities related to residential use, and all public facilities within a project area; public facilities proposed as noncash local grants-in-aid; and employment; and (d) the requirement that the locality present to the Housing and Home Finance Administrator, as a pre -requisite to approval of the application described below, a workable program for community improvement, as set forth in Section 101 (c) of Title I, for utilizing appropriate public and private resources to eliminate and prevent the spread or development of slums and urban blight. 4. That it is the sense of the body (a) that a feasible method for the relocation of families displaced from the_ urban renewal area, in conformity with Title I, can be prepared, and (b) that the local grants-in-aid can and will be provided in an amount which will not be less than one-fourth of the Net Project Cost of the Project, and which, together with the Federal capital grant, will be generally equal to the difference between Gross Project Cost and the proceeds or value of project land sold, or retained for use in accordance with the urban renewal plan. 5. That the filing of an application by the Redevelopment Authority of the County of Washington for an advance of funds from the United States of America to enable it to defray the cost of the surveys and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby approved. EIEVEC, JOHN MAZZA, COMMISSIONERS .Motion by Mr. Bevec, seconded by Mr. Mazza, that the following applications for County Aid from Liquid Fuels Funds, as submitted by the following districts of Washington County, Pennsylvania, be approved in the amounts designated, con- tingent on approval by the Department of Highways. Amounts to be used for improvements in said districts as outlined in their .applications which are on file in the Office of the County Engineer. Allocations are based upon the following formula: 60 per cent mileage and 40 per cent population, figure multiplied by one and one-half. We have advertised in sufficient time for all districts to have their applications on file by the 1st of June. Last year only 14 districts received allocations in the amount of $42, 000. 00, this year 36 districts have made application and they will receive $72, 295. 00. During the past years, no type of formula was used in distributing these funds. We are using a formula basis: 60 per cent mileage and 40 per cent population and the figure is multiplied by one and one-half, this is an adequate basis. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS equal distribution of monies. No district shall receive less than $500.00. Distributions are not being made on a political basis as in the past. This formula is equitable and it's 1 the i type of method used by the State in allocating monies. , Mr, Mazza: I certainly want to compliment the majority commissioners on the position they have taken on the distribution of monies. It's something I felt should have been done many years ago. Past years distributions made on political basis. Formula now being used is 60% - 40% multiplied by 1 1/2 --- is a good basis. i Mr. Flynn: Under the previous administration some districts submitted and received fantastic sums, other districts received nothing. basis which we are now using. i Roll call vote taken: No one can find fault with this formula Mr. Mazza - Yes; Mr. Bevel - Yes; Mr. Flynn - Yes. Motion carried unanimously. I Following resolutions prepared and submitted by Mr. Capano in accordance with motions made on April 16th and June 4th. Copies of resolutions have been forwarded to the Bell Telephone Company and the Public Utility Commission. RESOLUTION WHEREAS, in several areas a county -wide non -toll phone service i jis rendered by the phone company to its consumers, and WHEREAS, the Washington County Board of Commissioners are of the opinion that business, industrial and residential phone users should be entitled to phone service on an equal and similar charge basis as those counties were in county -wide non - toll service now exists; THEREFORE, BE IT RESOLVED, by the Board of Washington County i Commissioners that a request for similar county -wide non -toll service be made to the I Bell Telephone Company and that the County Solicitor be instructed to submit a copy of said resolution to the local Bell Telephone Company. Bevel /s/ John Mazza /s/ WASHINGTON COUNTY COMMISSIONERS RESOLUTION WHEREAS, notice has appeared in the newspapers recently that a rate i increase was contemplated by the Columbia Gas Company and that it had applied to the Public Utility Commission for a consumers' rate raise, and WHEREAS, such rate seems to be unjustified due to a recent announcement that the price of gas has been reduced by the gas producers to the distributing F] gas companies;
