BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA
MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS
THEREFORE, BE IT RESOLVED by the Board of County Commissioners
to file a protest to said proposed gas rate .increase and hereby instruct their County
Solicitor to send a copy of said Resolution to the Public Utility Commission and a letter
protesting said increase by the Columbia Gas Company.

Mr. Mazza suggested that a meeting be arranged with Mr. Parkins of
Beall & Parkins, Architects, with reference to our applications for Federal Aid
(Accelerated Public Works). Applications have been made for the County Courthouse
Building, County Jail and County Home and Hospital for Men.

had approved the sale of

to Washington
Industrial Development
Corporation. Property situate in South Strabane Township, Washington County, Pennsyl-
vania. Hearing held on June loth.
Motion by Mr. Mazza, seconded by Mr. Flynn, that the meeting be
adjourned.

following members being present: Commissioners Flynn, Bevec and Mazza. Also present
being County Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Gillespie, Budget Director;
and Reporter Crouse.

Chairman asked if there were .any corrections, additions or omissions
to Minute No. 39, each commissioner having received a copy.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 39
be approved as read.

Mr. Breese, Manager of the Washington County Airport, Sgt. James
Rusello of the National Guard and Frank A. Miscavage, Inspector, Pennsylvania State
Armory Board, entered the .meeting.
Mr. Breese explained that the National Guard has requested renting of
two additional hangars which are available. It will be necessary to make a few improve-
ments before they will rent. Presently hangars of this type are renting for $125. 00 per
month. National Guard is requesting the following improvements to be made: insulation,
heating, and man doors. It is my suggestion that you check on the costs of improvements
to see if it would be practical to rent at the same price $125.00 per month, as costs have
y gone up since we made the last improvements of the hangars.

Mr. Miscavage stated that it would be necessary to make the improve-
t ments before they would consider renting. Aviation personnel is increasing and the

additional space is needed for lockers, kitchen and classroom facilities.
Sgt. Rusello explained that it's necessary for them to expand. If the
County cannot go along with the improvements, it will be necessary for us to get out and this
would be a loss to the County,, we will have to go into a new county.
Mr. Flynn: I would like to suggest that you submit a letter to the Board, specifying;
what improvements are needed.
Mr. Bevec: We will act fast upon receipt of your letter.
Mr. Mazza: We want you over here in our County.
Mr. Flynn: The rental cost will have to be worked out after we see what the
improvements will cost.
Mr. Miscavage, assured the Commissioners that the letter will be
forthcoming and the gentlemen left the meeting.
E Letter received from the Bell Telephone Company dated June 22, 1964,
relative to our resolution requesting, county -wide non -toll service to residents of Washington
County. Letter advised the Commissioners that they will be kept informed of all progress
concerning the improvement program for the Washington Area.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the resignation
as submitted by A. M. Wudwych, Registered Nurse at the Washington County Home for
Aged Women, be accepted effective July 2, 1964.

ment Office be authorized to prepare tax refunds for the following due to either duplication
or overpayment on real estate tax.
1. Barlow, John W. & Lois, R. D. 6, Washington, Pennsylvania,
for overpayment of 1962 County Tax., On July 20, 1962, tax
was paid in the amount of $58.48 on property situate in South
Franklin Township, Washington County, Pennsylvania, described
as 1 story brick house, integral garage„ 2.5005 acres surface,
total valuation with occupation $4825. Tax Adjustment dated
January 7, 1963, - reduced the total valuation to $4275 and tax
to $52.08 net, therefore making a refund due in the amount of
$6.40 to said owner.
2. Gaus, Robert T. & Mary L. , 154 Greenhill Drive, Washington,
Pennsylvania, (former owner Ellwood, Gail E. & Thelma M. )
for overpayment of 1962 County Tax. On August 1, 1962, tax
was paid in the amount of $52. 37 on property situate in North
Franklin Township, Washington County, Pennsylvania, described
as 1 1/2 story brick house, garage, lot 11, total valuation
$4500. Tax Adjustment No. 1932 reduced the total valuation to
$4290 and the tax to $49.92, therefore making a refund due in
the amount of $2.45 to the present owner.
3. Taylor, David E. & Alfreda -E., 3090 Sheldon Avenue, Cincinnati
39, Ohio, for overpayment of 1962 County Tax. On August 1,
1962, tax was paid in the amount of $44. 17 on property situate
in North Franklin Town ship, Washington County, Pennsylvania,
described as 1 story frame house, lots 5 and 6, total valuation
$3595. Tax Adjustment No. 1926 reduced the valuation to
$2850 and the tax to $35.50, therefore making a refund due in
the amount of $8.67 to said owner.

Motion by Mr. Bevec, seconded by Mr. Mazza, that the following

WHEREAS, the State Veterans Commission, after investigation, has
determined the above named persons, from the standpoint of need, to be entitled to

exemption under the provisions of the 1961 Amendment to Article IX, Section 1, of the
Constitution of Pennsylvania, and
WHEREAS, the Washington County Chief Assessor has made investigation
and determined that the above named met the requirements <set by this Board and are
eligible for tax exemption ,for the properties indicated as being assessed in their names,
NOW, THEREFORE, upon motion of Mr. Bevec, seconded by Mr. Mazza,
and agreed to by Mr. Flynn, the following in accordance with the provisions of the Amend-
ment to the Constitution recited aforesaid, are hereby exempt from the County Taxes
assessed against them for the property indicated opposite their names, to the extent of
jpercentage indicated.

The Commissioners unanimously agreed that a letter be directed to the
West Penn Power Company inviting. them to make a survey of converting the Courthouse to
electrical heating. Survey to include costs and feasibility of conversion.
In conjunction with the Project 70 program, the Commissioners briefly
talked about creating a Department of Parks and Recreation for Washington County and the
appointing of a five member Recreation and Parks Commission.
