Motion by Mr. Bevec, seconded by Mr. Flynn, that Washington
County approve the proposed amendment to the Open Space Agreement dated December 31,
1963, between the Southwestern Pennsylvania Regional Planning Commission and the
Counties of Allegheny, Armstrong, Beaver, Butler, Washington and Westmoreland. This
amendatory agreement will make it possible for municipalities within the County and the
Commonwealth and its agencies to become a party to the Open Space Agreement and there-
by obtain a 30% grant from the Federal Government to acquire open land for parks or
recreational purposes.

Motion by Mr. Bevec, seconded by Mr. Flynn, that letters be sent
to Orville Freeman, Secretary of Agriculture, Washington, D. C. , and the Pennsylvania
Department of Welfare, Harrisburg, Pennsylvania, informing them that Washington County
is interested in participating in the Federal Food Stamp Program.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 41
be approved as read.

action to be effective July 10, 1964.

Correspondence received from Columbia Gas of Pennsylvania, Inc.,
dated July 8, 1964, requesting authorization from the Commissioners to make a survey
of the County Courthouse and adjacent buildings to determine approximate cost of heating
said buildings with natural gas.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the Columbia Gas
of Pennsylvania, Inc., be granted authorization to make a survey of the Courthouse and
adjacent buildings (no cost to the County) to determine the approximate cost to heat said
buildings by natural gas.

Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assess-
ment Office be authorized to make a refund (providing that there are no appeals pending
in the districts hereafter mentioned) to the United States Steel Corporation due to the over-
payment of real estate taxes in the amount of $7, 925. 10 for the tax year of 1963 on

i RESOLUTION: CANONSBURG INDEPENDENCE DAY
CELEBRATION
WHEREAS, Independence Day, July 4, 1964, was observed by the
Borough of Canonsburg and its citizens with a gala celebration; and
WHEREAS, various civic, religious, nationality, military, schools,
business, industrial, labor and other groups wholeheartedly participated in the parade with
magnificent floats and colorful bands, in making this Patriotic Day one of the most
successful and outstanding in the history of the Borough of Canonsburg; therefore be it

RESOLVED, that the Washington County Board of Commissioners extend!
their congratulations to the Borough of Canonsburg, its municipal officials and all the peopl�,
who made this Patriotic and Historic Day a memorable event; and be it further
RESOLVED, that a copy of this resolution be transmitted to the
Borough of Canonsburg.

WHEREAS, the year 1964 marks the 75th anniversary of incorporation

of the Borough of McDonald, Washington County, Pennsylvania, and
WHEREAS, this historical event was the occasion for a Diamond
Jubilee Celebration by the officials and citizens of McDonald, from June 14, 1964 through
June 20, 1964, sponsored by a civic group under the name of McDonald Diamond Jubilee;
WHEREAS, the Borough of McDonald, through its civic leaders and
all its people, has become an important and progressive community in Washington County
and Pennsylvania; therefore be it
RESOLVED, that the Washington County Board of Commissioners
hereby extend their congratulations to the Borough of McDonald, all its residents, McDonald
Diamond Jubilee Incorporated, and all other persons and civic groups who so diligently
applied themselves in making this gala event a glorious success; and to all the municipal
officials and citizenry, during these 75 years who participated in the development and
accomplishment of the many phases of health, welfare, economy and improvement of their
community and community life; and be it further
RESOLVED, that a copy of this resolution be transmitted to the
Borough of McDonald and to McDonald Diamond Jubilee, Incorporated.
