Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being
County Solicitor Capano, Chief Clerk Debrecze-ni, Jr., Budget Director Gillespie, Reporter
Merdian and Surplus Food Director Tiano.

Meeting called to order by Chairman of the Board, Mr. Flynn, and roll
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 44, each commissioner having received a copy.
Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 44 be
approved as read.

Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Flynn explained Mr. Tiano's purpose for attending the meeting.
Purpose that a one and one half (1-1/2) ton stake body truck be purchased and to be used
in dispersing and freighting of surplus food. Request being made in order that his office
may carry out its operations more efficiently without resorting to the use of equipment
belonging to
the bridge department or using their
personnel. A truck would greatly de-
crease cost
of operating this department.
Mr. Mazza:
I certainly want to go along with
this request which has been made time
and time again. It goes along with our economy
program.
Mr. Bevec:
What amount of money have you
saved in comparison with last year?
Mr. Tiano: I don't have the figures for the entire year. We have saved $1, 400. 00
in the last month. Money being saved by eliminating the using of bridge crew employees.
In the past, bridge crew employees were used to unload the trucks, at times there would
be 15 men unloading a truck. Now we are doing this work with our own crew. In past
years the crews were not properly utilized.
Mr. Gillespie: In round figures, this department is operating around $45, 000. 00 less than,
last year.
Mr. Mazza: In the past years the cost was always increasing. In 1963 approximate
cost was up to $92, 000. 00. We are now saving approximately $45, 000. 00.
Motion by Mr. Mazza, seconded by Mr. Bevec, that the County Controller
be authorized to advertise for the purchase of a 1-1/2 stake body truck, Plymouth,

Chevrolet, Dodge, or equivalent thereof, to be used by the Surplus Food Department.
Bids to be received by the County Controller in his Office in the Courthouse, Washington,
Pennsylvania, until 10:15 a. Tn. , Daylight Saving Time, Thursday, August 27, 1964, and
publicly opened immediately thereafter in the Office of the County Commissioners.

Motion carried unanimously.
Mr. Flynn reported that he received a letter from Dr. H. M. Cohen,
requesting that the Board of County Commissioners place him on a retainer fee as the
dentist for the Washington County Home and Hospital for Men, also for the Washington
County Home for Aged Women.
Motion by Mr. Bevec, seconded by Mr. Mazza, that this matter be tabled.

Motion carried unanimously.
Mr. Bob Franks, Prothonotary, entered the meeting at this time.
Mr. Franks requested permission to purchase a cash register -type
machine in order to conduct better business procedures in his office. It was stated by
Mr. Franks that this type of machine would keep running totals of various accounts, also
make receipts in triplicate copies. Machine must be special built for this type of operation.
Approximate delivery date four to six months.

office has increased. First six months we have taken
in at least $15, 000. 00 more than the first six months of last year.
Mr. Gillespie: I have checked with other counties and they have machines similar to
this type.
Mr. Capano: Questioned Mr. Franks if the machine would be able to handle various
fund accounts and Mr. Franks replied Yes.
Mr. Bevec: Will this machine help the Controller's Office in any way? These new
systems must tie in with that Office.
Mr. Gillespie: The County Controller is an auditing staff department for the County.
Motion by Mr. Mazza, seconded by Mr. Bevec, that the County
Controller be authorized to advertise for the purchase of an accounting and cash register
type machine, to be built according to specifications, for use in the Prothonotary's Office.
Bids to be received by the County Controller in his Office in the Courthouse, Washington,
Pennsylvania, until 10:45 a.m., Daylight Saving Time, Thursday, August 27, 1964,, and pul ,licly
opened immediately thereafter in the Office of the County Commissioners.

Mr. Flynn: It is definite that this machine does not have to be paid for until next year.
Mr. Franks: Yes.

Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the application for
County Aid from Liquid Fuels Tax Funds, as submitted by California Borough, Washington
County, Pennsylvania, being delayed prior to the expiration date of June 1, 1964, be
approved in the amount of $2, 000. 00; contingent on approval by the Department of Highways.
Mr. Flynn reported that a balance of approximately $2, 000. 00 remained
in this fund; therefore, California's portion being $2, 328. 00, based on the 60 per cent
mileage and 40 per cent population formula, figure multiplied by one and one-half; was
reduced accordingly.
Mr. Mazza: Are we going to be setting a precedent for next year? Other municipalitiEs
may apply after the cut-off date.
Mr. Flynn: No. We are using the balance of the money we had allocated.

Mr. Flynn reported on the following:
1. A letter was sent to Dr. H. Beecher Charmbury, Secretary of the
Department of Mines, Commonwealth of Pennsylvania, advising them about industrial wastes
in the form of acid composition and oil being dumped into active stripping operations in
parts of Hanover and Smith Townships. Action such as this is endangering and possibly
will destroy the water supply to a number of families in that immediate area. The
Commissioners urged the Department of Mines to enforce Act 471 of the Commonwealth of
Pennsylvania, which prohibits dumping of waste material into bituminous coal mining areas.
A copy of this letter to be mailed to Mr. Eugene Vosburg of Burgettstown, Pennsylvania.
2. Letter of thanks received from Cecil Township for allocation received
from Liquid Fuels Tax Funds (County Aid).
3. Letter under date of July 3, 1964, received from the 446th Civil
Affairs Company. Letter states that one mission of a US Army Resdrve Civil Affairs unit
is to assist local governments in restoring their operations in the event of nuclear attack
or other catastrophe. At this time they are seeking permission to spend a two -week
period in
our County
observing and assisting in the
routine operations of
the various sub-
divisions
of the local
government, for their summer
training. Training
would involve in
actual practice, assignment of small groups of officers and men to the various subdivisions

of the County for two consecutive five-day periods for the purpose of orientation and study.
The over-all management of the project and the housing and subsistence of the group wiU-
remain the responsibility of the Civil Affairs Unit; the contribution of the County officials
being restricted to instruction and guidance.

j 4. Written material and sketch was received from the Office
for the Blind, Mr. Ross McGurk; wherein the relocation and installation of a new snack
bar in the Courthouse was outlined. Chief Clerk to acknowledge receipt of this letter and
arrange for a meeting with Mr. McGurk.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Marie
Lindberg be appointed as a back kitchen helper at the Washington County Home and
Hospital for Men; this action to be effective July 27, 1964.

Motion by Mr. Bevec, seconded by Mr. Mazza, that the following
be employed at the Washington County Home and Hospital for Men, under the summer prog--am
for students; this action to be effective August 1, 1964.

I made a personal inspection of the bridges and the homes; the

Motion by Mr. Bevec, seconded by Mr. Mazza, that Ronald G. Pavlak,
be employed in the Bridge Department replacing Carl C. Dompa, under the summer pro-
gram for students; this action to be effective July 30, 1964.

Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Henry L. Huffman,
be appointed as a Clerk at the Surplus Food Department replacing Franklin Gaster; this
action to be retroactive to July 23, 1964.

necessary personnel to conduct the field registrations effective August 3, 1964.

Mr. Bevec reported on his trip to Washington, D. C. , which he made
with the following gentlemen: Paul Hankison, Hankison Corporation; James Shaw, Pennsylvania
Transformer; Jack Hopper, Fort Pitt Bridge Works; Sam Amorose, Local Union 3968;
William Buckley, Canonsburg Borough Manager, and Keery McAmbley, Director of the
Washington County Redevelopment Authority.
The gentlemen had a conference with Congressman Morgan and Senator
Clark; purpose of meeting to discuss support for the Chartiers Creek Flood Control Project.
Assurance was received from Congressman Morgan and Senator Clark that our Project
(Chartiers Creek Flood Control) would be one of the first projects for consideration. No
money is available for this year, but money will be available' in the earlier part of 1965.
We offered to advance $20, 000.00 towards this project in order to get the plans started,
but were informed that it would not be feasible.
Both Mr. Flynn and Mr. Mazza expressed their thanks to Mr. Bevec
for attending the meeting. Shows the citizens and taxpayers of Washington County that we
are taking steps to speed the work on the Chartiers Creek Flood Control Project.
Mr. Capano instructed to check last year's lease (July, 1963) between
the County and Delvin Miller.

1. Buckingham, Robert G. & Edith J., R. D. 1, Seneca Drive,
Finleyville, Pennsylvania, for overpayment of 1964 County Tax.
On June 22, 1964, tax was paid under protest in the amount of
$94.38 on property situate in Union Township, Washington County,
Pennsylvania, described as 2 story brick and frame house -garage,
lot 150 x 200, real estate valuation $8110.00. Tax Adjustment
No. 4046 reduced the valuation to $6110.00 and tax to $71. 11 net,
making a refund ' due in the amount of $23. 27 to said owners.
j 2. Bennett, William C. , 3338 South Park Road, Bethel Park, Penn-

sylvania, for overpayment of 1962 County Tax. On July 23, 1962,
tax was paid in the amount of $45.27 net on property situate in Norf�
Strabane Township, Washington County, Pennsylvania, described as
concrete block addition, 1 story block shop, lot 25, 1.953 acres
surface, real estate valuation $3890.00. On January 7, 1963, real
estate valuation was reduced by tax appeal to $2700.00 and tax to
$21.24 net, making a refund due in the amount of $24.03 to said

-owner.

3. Popp, Charles G. & Mary B. , R. D. 1, Box 325, Monongahela,
Pennsylvania, for duplication of 1963 County Tax. On November
! 12, 1963, tax was paid in the amount of $1. 96 plus $.2.0 penalty
or a total of $2. 16 was paid on property situate in Carroll Town-
ship, Washington County, Pennsylvania, correction slip dated
December 5, 1963, removed these items as duplications with lots
already assessed in the same name, making a refund due in the
amount of $1.96 to said owners. Refund of $.20 is due from the
Delinquent Tax Collector.
j 4. Davidson, Gary W. & Dianne S., 136 Station Street, McDonald,
Pennsylvania, for duplication of 1964 County Tax. On July 9, 1964,
tax was paid in the amount of $7.56 net by Gary W. & Dianne S.
i Davidson who had purchased lots from Sidney A. DeVos. Property'
being situate in Robinson Township, Washington County, Pennsylvania,,
described as J. N. McDonald Plan, part lot 130, lot 134-4, total
valuation $650.00. Correction slip dated June 16, 1964, transferred
part lot 130 and lot 134-4 back to J. N. McDonald Estate, and since
Mr. and Mrs. Davidson are not liable for tax on this property, a
refund is due in the amount of $7. 56 to Gary W. & Dianne S.
Davidson.
0 5. Slater, M. Paul & Ada McM. , c/o Thomas D. Gladden, 200
Washington Trust Building, , Washington, Pennsylvania, for overpay-
ment of 1964 County Tax. On July 7, 1964, tax was paid in the
amount of $5..01 net by, Mr. Gladden who is the new owner, on
property situate in the Borough of East Washington, Washington
County, Pennsylvania, described as part of irregular plot, Dodd
Retreat Plan, rear of lots 1-273-4. Tax Adjustment No. 3987
reduced the assessed valuation to $90. 00 and tax to $1. 04 net,

making a refund due in the amount of $3.97 to Thomas D. Gladden.
