ing members being present: Commissioners Flynn, Bevec and Mazza. Also present being
County Solicitor Capano, Chief Clerk Debreczeni, Jr., Budget Director Gillespie, Purchasing

Motion carried unanimously.
Mr. Flynn: For the record: I believe we should be on record concerning the
proposed merger of the Hazel Atlas Glass Company, a division of the Continental Can
Corporation, with the Brockway Glass Company. Notification to be sent to the Congress-
man, two United States Senators and the Attorney General's Office that we approve the
merger of these companies.
Mr. Bevec: Letter be directed to the above mentioned men asking for their support
and aid in saving this factory, keeping it in the City of Washington. With the loss of this
industry, approximately 1200 jobs will be lost causing considerable unemployment.
Mr. Mazza.: President Johnson also should be notified. Unemployment part of his
program.
Motion by Mr. Bevec, seconded by Mr. Mazza, that a letter be directe l
to President Johnson, Congressman Morgan, Senators Clark and Scott and the Attorney
General'B Office, expressing that the Board of Commissioners request that the merger of
the Brockway Glass Company and the Hazel Atlas Glass Company, a division of the
Continental Can Corporation, be approved.

Mrs. Flenniken, Director of the Tax Claim Bureau, requested to re-
tain the services of Jean Orbin and Tom Funka for an additional two -week period, due to
the large volume of work (clerical). Both employees are college students and not due to
return to school until after September 15th. Also, requested in Mrs. Flenniken's letter
was consideration to -retain as permanent employees, Dorothy Plummer and Marrilla
j Mitchell.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Jean Orbin and
Tom Funka, be employed for an additional two -week period in the Office of the Tax Claim
j Bureau until September 15, 1964. Action taken in accordance with Mrs. Flenniken's
recommendation.

amendment to become effective September 1, 1964, for the distribution of Federal donated
foods to needy households be adopted. Amendment received from -the Department of
Property and Supplies, Bureau of Surplus Food.

Pennsylvania State Plan of Operation For the
Distribution of Federal Donated Foods to
Needy Households.
Sec. I (c) - The County Commissioners or their delegates may auth-
orize the deletion of monies expended by the household for emergency circumstances from
the total gross monthly income to be considered in establishing eligibility, if emergency
or special circumstances create a need for supplemental food assistance.
Emergency or special circumstances are considered to exist if: The
household's income is reduced because of unusual medical expenses, expenses caused by
disasters such as fire or flood and other such unusual circumstances.
Each case must be considered on its individual merits and must be
supported by adequate proof of expenditures involved.
This amendment will become effective September 1, 1964.

Letter of thanks received from the Ingersoll-Rand Company re:
Resolution of Washington County Board of Commissioners welcoming their company into
our County.
Due to an emergency existing in Hanover Township (need for enough
grating to cover bridge) the following motion was made by Mr. Bevec, seconded by Mr.
Mazza, that Washington County sell to Hanover Township 320 square feet of decking for the
total amount of $400.00. This being used material which the County had on stock.
Remarks:
Mr. Mazza: I understand that Cecil Township plans to request purchasing some of
this material.
Mr. Flynn: We do not have any more material for sale.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Dorothy McLaughlin
be employed as a Nurse's Aide at the Washington County Home for Aged Women; this
action to be retroactive to August 7, 1964. Mrs. McLaughlin was employed as temporary
help for the following: August 7th to August 15th, 1964. On August 16th, she will be
j replacing Evelyn McCracken who is resigning.

Letter of appreciation received from the Washington Sportsmen's
Association for having the road leading to the Club grounds scraped, weeds and grass
cut. Letter under date of August 13, 1964, outlined their proposal to purchase from the
County land situate behind the Arden Fairgrounds also, outlining their plans for use of
this land.
Mr. Bevec: I believe the first step we should take when considering this matter is
to have the property surveyed and appraised. Approximately 75 acres are involved. This
area is in back of Arden Fairgrounds and much of it is heavily wooded and steep. At
one time the Washington County Planning Commission recommended this land to be used
for sporting purposes.
Mr. Mazza: Do we have to get Court approval to sell this property?
Mr. Bevec: Yes.
Mr. Capano: That's correct.
Mr. Mazza: In my opinion this land is not usable for much. Possibility of having
this property placed on the tax books. Association I understand plans to build at least
two buildings on the land.
Motion by Mr. Bevec, seconded by Mr. Mazza, that this letter be takem
under consideration and that a survey and appraisal of the land be made, in order to
determine a selling price.

On August 11, 1964, we purchased $498, 723. 19 short term U.S. Treasury
Bills maturing September -10, 1964, representing $1, 276.81 in earnings.
As of August 26, 1964, the net cash banks balance in the General Fund was
$341, 655. 64, after payments of $131, 281. 90 were made for zetirement of bonds due Septem-
ber 1, 1964.
Thusly, if we include the approximate $500, 000. 00 short term notes and
the $341, 655. 64" net cash bank balance, our liquid assets this date in the General Fund of
Washington County are $841, 655. 64.

It was pointed out by Mr. Flynn that on August 7, 1964, in an executive
session, the Washington County Commissioners authorized the County Treasurer and the
County Controller to invest $500, 000. 00 in short term notes.
The heating system (boilers in urgent need of repairs) at the Washington
County Home and Hospital for Men was brought to the Board's attention by Mr. Flynn and
the following motion was made by Mr. Bevec, seconded by Mr. Mazza, to adopt said
resolution, which is in compliance with 1955, August 9, P. L. 323, 1802 Par. (B).
RESOLUTION
It has been brought to the attention of the Board, that the boilers which
are a part of the heating system at the Washington County Home for Aged Men are in-oper
ative at the present time. This condition exists due to the age of the heating plant and it
is necessary that repairs be made immediately,
In view of the fact that thds Home is occupied by persons who are ill and
bedfast in many cases, and there is an immediate need for heat in the buildings, therefore
this Board declares that a case of emergency exists and authorizes the necessary repairs
to be made immediately.

j Washington, Pennsylvania, for duplicate payment of 1964 County TaK.
On July 15, 1964, Receipt No. 003928, tax was paid in the amount
of $9. 72 on property situate in the 5th Ward of the City of
Wash-ington, Washington County, Pennsylvania, described as 1 story
frame house and lot, total valuation $835. 00; by Mary K. Murphy
j (new owner). On July 22, 1964, (Receipt No. 001354) Mrs.
} Murphy duplicated her payment, therefore, a refund is due in the
amount of $9. 72 to Mary K. Murphy.
2. Posten, Carl F. and Winifred M. , 244 Trinity Drive, Washington,
Pennsylvania, for overpayment of 1964 County Tax. On July 22,
1964, tax was paid in the amount of $70. 12 on property situate in
North Franklin Township, Washington County, Pennsylvania, desc-
ribed as Split level brick house, lot no. 4, total valuation $6025.00.

I No. 4089 and tax reduced to $65.46 net, making a refund due in

1964, Virginia Rogers duplicated this payment (Receipt No. 008237)

Appeal No. 1515 reduced the valuation to $3240.00 and tax to $39.69,

Pennsylvania, for overpayment of 1962 County Tax. On August 1,
1962, tax was paid in the amount of $48. 53 on property situate in,
Cecil Township, Washington County, Pennsylvania, described as 2
story brick house, plot 0.91 acre surface, total valuation $3970.00.
Tax Adjustment No. 1391 reduced the valuation to $3020.00 and tax
to $37.48 (net), making a refund due in the amount of $11.05.
Therefore, a refund is due said owners in the amount of $11. 05.
7. Louis Turiiii, 516 Ridge Avenue, Monongahela, Pennsylvania, for
overpayment of 1964 County Tax. On June 24, 1964, tax was paid

$450.00. These taxes were paid on property situate in Mononga-
hela City - First Ward, Washington County, Pennsylvania, desc-
ribed as block garage, frame garage and shed and lot; total
valuation $600. 00. m Tax Adjustment No. 4719 removed frame
garage and shed, reducing the valuation from $600.00 to $510.00
and tax to $5.94 net. Therefore, a refund is due said owner in
the amount of $1. 04. =k Tax Adjustment No. 4342 added the block
garage to the property records.
8. Geho, Charles and Nancy, R. D. 6, Route 18 South, Washington,
Pennsylvania, for overpayment of 1964 County Tax. On June 8,
1964, tax was paid in the amount of $56. 26,r total amount of tax
paid $56.96 on property situate in North Franklin Township,
Washington County, Pennsylvania, described as 1 story brick
house, lot 0.918 acre surface, total valuation $4895.00. Tax
Adjustment No. 4697 reduced the valuation to $4195.00 and tax to
$48.82 net, making a refund due in the amount of $8.14. There-
fore, a refund is due said owners in the amount of $8. 14.
and on June 9, 1964, tax was paid in the amount of $. 70,

Pennsylvania, due to overpayment of 1964 County Tax. On July
29, 1964 (Receipt No. 008327) tax was paid in the amount of $1.75
net on property situate in Canton Township, Washington County,
Pennsylvania, described as 1 story shingle house, lot 104, total
valuation $150.00. Tax Adjustment No. 4490 reduced the valuation.

amount of $1. 20. Therefore, a refund is due said owners in the amount

1964, tax was paid in the amount of $38.06 on property situate
in Cecil Township, Washington County, Pennsylvania, described ar.
1 story brick and frame house - garage - 1 acre; total valuation
$3270.00. Tax Adjustment No. 4083 reduced the valuation to
$2050.00 and tax to $23.85, making a refund due in the amount
of $14.21. Therefore, a refund is due said owners in the amount
of $14. 21.
1L Smith, John J. and Margaret C. , 77 Stone Marker Drive, Wash-
ington, Pennsylvania, for duplicate payment of 1964 County Tax.
On August A, 1964, tax was paid in the amount of $40.44 (Receipt
No. 003273) on property situate in South Strabane Township, Wash-
ington County, Pennsylvania, described as 1 story brick house, lot
12, total valuation $3475.00. Payment of tax was duplicated on
same. date (Receipt No. 010389) by First Federal Savings and Loan.
Association. Therefore, a refund is<i!ue> the First Federal Saving;5
and Loan Association of Greene County, Waynesburg, Pennsylvania.,
in the amount of $40.44.
12. Linn, Earl and Martha D., 117 Maple Lane, McMurray, Pennsyl-
vania, for overpayment of 1964 County Tax. On July 20, 1964,
tax was paid in the amount of $35.49 on property situate in Peters
Township, Washington County, Pennsylvania, described as 2 story
aluminum house, 1.50 acre surface, total valuation $3050.00.
Tax Adjustment No. 1130 reduced the valuation to $2750.00 and
tax to $32. 01 net, making a refund due in the amount of $3.48.
Therefore, a refund is due said owners in the amount of $3.48.
13. Kady, Edward L. and Wilma, 24 Jefferson Avenue, Stockd4CC,x1,
Pennsylvania, for duplicate, payment of 1964 County Tax. On
August 1, 1964, tax was paid in the amount of $31.43 on property
situate in Allenport Borough, Washington County, Pennsylvania,
described as 1 story frame house., lot 24, total valuation $2700. 0(.
On August 21, 1964, payment was duplicated by Dollar Savings
Bank of Pittsburgh, Pennsylvania, by paying tax in the amount of
$33.08 at face. Therefore, a refund is due Dollar Savings Bank,
Fourth Avenue and Smithfield Street, Pittsburgh, Pennsylvania, in
the amount of $ 3 3. 08.
14. Pintola, Joseph and Ellen DiBello, 586 South Main Street, Wash-
ington, Pennsylvania, for duplicate payment of 1963 County Tax.
On August 1, 1963 (Receipt No. 004381) tax was paid in the
amount of $68. 20 net, on property situate in the Fifth Ward of the

On the same date (Receipt No. 002077) payment was duplicated.
Therefore, a refund is due said owners in the amount of $68.20.
15. Cale, Lloyd M. and Pearl D., c / o First Federal Savings and Loan
Association of Greene County, Waynesburg, Pennsylvania, for
duplicate payment of 1964 County Tax. On July 21, 1964, Mr. Cale
paid taxes in the amount of $47.13 on propertysituate in South
Strabane Township, Washington County, Pennsylvania, described as
1 story brick frame house, lot 16, total valuation $4050. 00. On
August 1, 1964, the First Federal Savings and Loan Association,
Greene County, Waynesburg, Pennsylvania, duplicated this payment
in the amount of $47.13; therefore, a refund is due said company
in the amount of $47.13.
16. Impiccini, Joseph Jr. and Alice, Fredericktown, Pennsylvania, for

in order,that the Solicitor and Purchasing Agent can make a complete study of all bids and
