Chairman asked if there were any corrections, additions or omissions j to Minute No. 46, each commissioner having received a copy. Mr. Flynn: For the record: I believe we should be on record concerning the proposed merger of the Hazel Atlas Glass Company, a division of the Continental Can Corporation, with the Brockway Glass Company. Notification to be sent to the Congress- man, two United States Senators and the Attorney General's Office that we approve the merger of these companies. Mr. Bevec: Letter be directed to the above mentioned men asking for their support and aid in saving this factory, keeping it in the City of Washington. With the loss of this industry, approximately 1200 jobs will be lost causing considerable unemployment. Mr. Mazza.: President Johnson also should be notified. Unemployment part of his program. Motion by Mr. Bevec, seconded by Mr. Mazza, that a letter be directe l to President Johnson, Congressman Morgan, Senators Clark and Scott and the Attorney General'B Office, expressing that the Board of Commissioners request that the merger of the Brockway Glass Company and the Hazel Atlas Glass Company, a division of the Continental Can Corporation, be approved. Both employees are college students and not due to return to school until after September 15th. Also, requested in Mrs. Flenniken's letter was consideration to -retain as permanent employees, Dorothy Plummer and Marrilla j Mitchell. Motion by Mr. Bevec, seconded by Mr. Mazza, that Jean Orbin and Tom Funka, be employed for an additional two -week period in the Office of the Tax Claim j Bureau until September 15, 1964. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following amendment to become effective September 1, 1964, for the distribution of Federal donated foods to needy households be adopted. Amendment received from -the Department of Property and Supplies, Bureau of Surplus Food. IV -- Certification Amendment IV -- Certification Pennsylvania State Plan of Operation For the Distribution of Federal Donated Foods to Needy Households. Sec. I (c) - The County Commissioners or their delegates may auth- orize the deletion of monies expended by the household for emergency circumstances from the total gross monthly income to be considered in establishing eligibility, if emergency or special circumstances create a need for supplemental food assistance. Emergency or special circumstances are considered to exist if: The household's income is reduced because of unusual medical expenses, expenses caused by disasters such as fire or flood and other such unusual circumstances. Each case must be considered on its individual merits and must be supported by adequate proof of expenditures involved. This amendment will become effective September 1, 1964. R. M. Due to an emergency existing in Hanover Township (need for enough grating to cover bridge) the following motion was made by Mr. Bevec, seconded by Mr. Mazza, that Washington County sell to Hanover Township 320 square feet of decking for the total amount of $400.00. This being used material which the County had on stock. Remarks: Mr. Mazza: I understand that Cecil Township plans to request purchasing some of this material. Motion by Mr. Bevec, seconded by Mr. Mazza, that Dorothy McLaughlin be employed as a Nurse's Aide at the Washington County Home for Aged Women; this action to be retroactive to August 7, 1964. Mrs. McLaughlin was employed as temporary help for the following: August 7th to August 15th, 1964. On August 16th, she will be j replacing Evelyn McCracken who is resigning. Letter of appreciation received from the Washington Sportsmen's Association for having the road leading to the Club grounds scraped, weeds and grass cut. Letter under date of August 13, 1964, outlined their proposal to purchase from the County land situate behind the Arden Fairgrounds also, outlining their plans for use of this land. Mr. Bevec: I believe the first step we should take when considering this matter is to have the property surveyed and appraised. Approximately 75 acres are involved. This area is in back of Arden Fairgrounds and much of it is heavily wooded and steep. At one time the Washington County Planning Commission recommended this land to be used for sporting purposes. Mr. Mazza: Do we have to get Court approval to sell this property? Mr. Bevec: Yes. Mr. Capano: That's correct. Mr. Mazza: In my opinion this land is not usable for much. Possibility of having this property placed on the tax books. Association I understand plans to build at least two buildings on the land. Motion by Mr. Bevec, seconded by Mr. Mazza, that this letter be takem under consideration and that a survey and appraisal of the land be made, in order to determine a selling price. Motion by Mr. Mazza, seconded by Mr. Bevec, that Washington County agrees to pay to the Soil Conservation Service an additional $7, 500. 00 for the completion of the soil survey for the remainder of the County. Mr. Elish, Controller, entered the meeting. Mr. Flynn read the following letter received from Mr. Elish. August 27, 1964 Washington County Commissioners Mr. Michael R. Flynn, Chairman Washington, Pennsylvania Sirs: On August 11, 1964, we purchased $498, 723. 19 short term U.S. Treasury Bills maturing September -10, 1964, representing $1, 276.81 in earnings. As of August 26, 1964, the net cash banks balance in the General Fund was $341, 655. 64, after payments of $131, 281. 90 were made for zetirement of bonds due Septem- ber 1, 1964. Thusly, if we include the approximate $500, 000. 00 short term notes and the $341, 655. 64" net cash bank balance, our liquid assets this date in the General Fund of Washington County are $841, 655. 64. PE : ng Sincerely, Peter Elish It was pointed out by Mr. Flynn that on August 7, 1964, in an executive session, the Washington County Commissioners authorized the County Treasurer and the County Controller to invest $500, 000. 00 in short term notes. The heating system (boilers in urgent need of repairs) at the Washington County Home and Hospital for Men was brought to the Board's attention by Mr. Flynn and the following motion was made by Mr. Bevec, seconded by Mr. Mazza, to adopt said resolution, which is in compliance with 1955, August 9, P. L. 323, 1802 Par. (B). RESOLUTION It has been brought to the attention of the Board, that the boilers which are a part of the heating system at the Washington County Home for Aged Men are in-oper­ ative at the present time. This condition exists due to the age of the heating plant and it is necessary that repairs be made immediately, In view of the fact that thds Home is occupied by persons who are ill and bedfast in many cases, and there is an immediate need for heat in the buildings, therefore this Board declares that a case of emergency exists and authorizes the necessary repairs to be made immediately. 1802 Par. (B). Remarks: Mr. Mazza: This resolution is made in compliance with 1955, August 9, P. L. 323, Is this resolution in order? On July 15, 1964, Receipt No. 003928, tax was paid in the amount of $9. 72 on property situate in the 5th Ward of the City of Wash-ington, Washington County, Pennsylvania, described as 1 story frame house and lot, total valuation $835. 00; by Mary K. Murphy j (new owner). On July 22, 1964, (Receipt No. 001354) Mrs. } Murphy duplicated her payment, therefore, a refund is due in the amount of $9. 72 to Mary K. Murphy. 2. Posten, Carl F. and Winifred M. , 244 Trinity Drive, Washington, Pennsylvania, for overpayment of 1964 County Tax. Tax Adjustment No. 1130 reduced the valuation to $2750.00 and tax to $32. 01 net, making a refund due in the amount of $3.48. Therefore, a refund is due said owners in the amount of $3.48. 13.
