Electoral vote on bond issue (bond issue placed on ballot). 4. Increasing the Personal Property Tax. 5. Federal Government assistance. It was also pointed out by Mr. Bevec that the Home should contain rooms for at least twelve children. adjourned. No definite action taken on this subject. Also present being: Solicitor Capano, Budget Director Gillespie and Reporter Crouse. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 49, each commissioner having received a copy. Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 49, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Under unfinished business: Mr. Flynn: Last week, inquiry was made as to the number of children cared for at the Juvenile Detention Home. I would like to report the following. During the year 1963, from January 1st through December 31st, we took care of 138 juveniles for a total of 733 days, an average of 5 days per juvenile. From January 1, 1964 to June 30, 1964, we have taken care of 71 juveniles for a total of 457 days, an average stay of 6-1/2 days per juvenile. From July 1, 1964, to August 31, 1964, we have taken care of 30 juveniles for a total of 151 days at an average of 5 days each. 22 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Flynn: I would like to report that during an executive session held earlier this week, it was determined and recommended that the Tax Sale of September 14, 1964, for. 3 unpaid liened taxes be postponed until November 12, 1964. Therefore, motion_ is made by j Mr. Bevec, seconded by Mr. Mazza, that the recommendation of the executive meeting be adopted and that the Tax Sale be postponed to November 12, 1964. Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 39, f dated June 18, 1964, to supplement appropriation to the Washington County Soil and Water Conservation, Account No. 624, in the amount of $735. 00, to provide for part-time clerical i t help from July 1, to December 31, 1964, be rescinded. New Business: Motion by Mr. Bevec, seconded by Mr. IUMazza, that Thomas Tucker, a resident of South Strabane Township, be appointed as a member of the Washington -Greene I County Tourist Promotion Agency Board of Directors. Motion carried unanimously. Mr. Flynn: I would like the following report, which I received from the Bell Telephone Company of Pennsylvania, made a part of the minutes. This report is in, conjunction with our Resolution to the Bell Telephone Company (county -wide non -toll phone service) under date of June 18, 1964. "Confirming our conversation concerning possible rate changes in the Washington area, there follows a list of the items to which consideration is being given. Extension of the Washington base rate area together with zoning of the more undeveloped secticxs beyond that area will benefit over 3, 700 customers. The base rate changes would eliminate mileage charges for all customers now paying 50 cents and in many cases for those paying up to $3. 00 additional per month for individual lines. For two-party line customers, the present 30 cents mileage charges would be eliminated and in many cases, mileage charges up to $1.80 would be eliminated. The proposed zoning would substantially reduce mileage charges for individual and two-party line service in the outlying sections of Washington by the use of two-mile zones in which the equivalent of 2/4 mile mileage charges would be applied. The exchange mileage charges would be reduced by as much as ,$3.00 monthly for individual line customers in the first two-mile zone. The mileage charge for two-party line service on th:.s same zone would be reduced by as much as $1.80 in one month. In the more distant ZDnes: from the built-up sections of Washington, similar proportionate reductions would be made .in the mileage charges for individual and two-party line service. For example, in the most distant zone, and individual line customer would now pay $20.00 as an additional monthly mileage charge. On the proposed basis, this charge would be reduced to $4.00. Simultaneously with the foregoing, it is contemplated in the outlying sections, that customers with multi -party line service would have no more than three other parties or. the same line with whom to share the service. Along with these improvements, consideration is also being given to the elimination of the 10 cents toll charge between Washington and Canonsburg, the 15 cents charge involving McMurray and the 20 cents charge to and from Avella. With the elimina- tion of these charges, calls to these points would become local and these points would be- come part of the flat calling area of Washington. The rate structure under which the Bell Telephone Company of -Pennsylvania operates has its monthly charges for local service dependent upon the number of customers in the flat rate or no -toll charge area. These changes in Washington would add over 12, 000 customers to that area and would cause the following increases in monthly local service charges. Residence individual line - 25 cents Residence two-party line - 15 cents Residence multi -party line - 10 cents Business individual line - 90 cents Business' multi -party line - 60 cents This major enlargement of the scope of unlimited calling for Washington customers, along with the elimination of the toll charges involved, and the reductions and elimination of mileage charges would bring about an over-all net reduction in the monthly bills to Washington customers. Should you require additional information concerning any of these changes under consideration, I shall be glad to furnish it. It is tentatively planned to complete this program during the latter part of the third quarter of 1965. 204 MINUTE B00K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. The customers in the Canonsburg and i f Washington Areas will benefit from these changes. i Mr. Mazza: These changes will mean a terrific savings to the people in this area. Motion by Mr. Bevec, seconded by Mr. Mazza, that .the Commissioners ,go on record adopting the above report as submitted by Mr. Gregory of the Bell Telephone Company of Pennsylvania, and a letter of appreciation be forwarded to Mr. Gregory com- i I mending him for his excellent cooperation in this matter. Contents of letter as follows: Dear Sirs: On August 11, 1964, Washington County purchased $498, 723. 19 short-term U. S. Treasury Notes maturing September 10, 1964, at $500, 000. 00 for a net earning of $1, 276. 81. I As of September 9, 1964, our net cash bank balance was $346, 578. 69. As our projected expenses for the next thirty (30) days will be less than the next cash bank balance, I recommend that we re -invest the $500, 000 in thirty (30) day U. S. Treasury Short Term Notes. J. , re: Problem of space for the Adult Probation and Domestic Relations Office, Report on income from Adult Probation Office to the County. Total of $64, 257. 32 in 8 months against last years $18, 247. 79: Remarks made by Mr. Flynn with reference to Judge Sweet's letter: "It's true we met with the Court and we agreed that there is a space problem. We agreed that some change should be made, but we did not reach an agreement as to when the change would be made. I feel that electe d officials should have offices located on the main floor, 3. Letter of appreciation from Frederick J. Florjancic, Jr., for summer employment. 4. Secretary of Council, Centerville Borough, expressing thanks for County Aid - Liquid Fuels Tax Fund. 5. I. Willits McCaskey, Esq., commending County Commissioners on method of distribution of Liquid Fuels Tax Monies. 6. Louis Faruga, Richeyville, Pennsylvania, submitted a bid of $5.80 per hour for welding services on any County construction or recon- struction of bridges. Rate includes furnishing all welding equipment, rods, and coverage of compensation and insurance. 7. John F. Cromwell, Director of the Washington County Planning Commission, recommended that Beverly N. Martin be employed as a designer -draftsman. Motion by Mr. Bevec, seconded by Mr. Mazza, that Beverly N. Martin be employed as a designer -draftsman on the staff of the Washington County Planning Commission. Appointment being made in accordance with the recommendation of Mr. Cromwell, effective date September 16, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. 8. Southwestern Pennsylvania Regional Planning Commission requesting that Washington County remit their third and final payment to the Commission. Motion by Mr. Mazza, seconded by Mr. Bevec, that a voucher in the amount of $2, 797. 50 be prepared in favor of the Southwestern Pennsylvania Regional Planning Commission; this being Washington County's share (third and final payment) of the Commis- sion's budget. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn: I would like to commend the bridge crew and the men in charge for the remodeling of the Wylandville Bridge No. 19. Not only was this a fine job, but it was completed very quickly. Much sooner than we expected. A real emergency existed here. The bridge was in a dangerous condition and the safety of those using it was involved. School children were also being transported over this bridge. The bridge has been completely repaired and made safe ,and passable, The grand opening was on September 2, -1964, which we attended. The emergency did exist and it is now corrected. BEVEC,-JOHN MAZZA, COMMISSIONERS A safety feature was involved. Not only was this bridge being used by residents of this area, but also for the, transporting of school children. I would especially like to praise our bridge crew who did such a fine job in repairing this bridge in a short length of time. !Mr. Mazza: With the opening of the bridge, I believe that area will now be open to a housing program. It was necessary to repair the bridge. R 1 Mr. Capano: The emergency developed in April when school was still in session and the bridge was used by school buses. The reconstruction and repair of the superstructure had to be done as an emergency measure. We were fortunate that the bridge crew was capable of doing the work themselves and the steel only had to be purchased. At this time, the Chairman of the Board declared a recess for fifteen I - minutes. Meeting reconvened and Mr. Kittridge with various bidders entered the 1 meeting. Controller Elish opened the following bids for the delivery of coal as per advertisement.
