Mr. Bevec: We didn't borrow enough money to pay off the old bills.
Mr. Elish: I may have gone out on a limb, but I still think we will have a
balance at the end of the year. I'll have a report prepared soon.
Mr. Gillespie: Judge Sweet should be contacted about Court costs. There will be an
extra term of Court.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the meeting be
adjourned.

Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec and Mazza. Also present
being: Chief Clerk Debreczeni, Jr., Solicitor Capano, Budget Director Gillespie, Purchas_ng
Agent Kittridge, Mr. Umstead of the Pennsylvania Economy League, Mr. Bradshaw of Cec_l
Township and Reporters Crouse and Merdian.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 53, each Commissioner having received a copy.
Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 53,
be approved as read.
Old Business:
Roll call vote taken.:
Mr. Mazza - Yes; Mr. Bevec - Yes; , Mr. Flynn - Yes.
Motion carried unanimously.
Motion by Mr. Bevec, seconded by Mr. Mazza, that the changes in
polling places (changes of place or rentals) which were tentatively approved on October 1,
1964, Minute No. 52, and having received no objections to date, be finally approved today.
Remarks:
Mr. Mazza: What about the new districts that have been changed? Do we have polling
places for them?
Mr. Debreczeni: We're working on it now.

Mr. Flynn made inquiry on the following matters which were brought
before the Board on Thursday, October 1, 1964 (Minute No. 52) for complete details.
Mr. Debreczeni reported on what action had been taken:
1. Glenn Ashbrook (Compensation Case) Reimbursement due Mr. Ashbrook in the amount
of $40. 00.
Matter turned over to Engineer's Office. Upon receipt of
4 statements marked paid from Mr. Ashbrook, a voucher
will be prepared in his favor for said amount of $40.00.
2. Koch Plumbing and Heating Company Re: Extra work performed at the Washington
County Home and Hospital for Men.,

Old report and new report dated October 6, 1964, submitted
j by Mr. Parkins, Architect of Beall & Parkins, will be turned
over to Mr. Capano for study at the end of this meeting.
3. Elco Borough - Woods Run Creek Bed
Agreement has been prepared between Robert L. Simpson
and Washington County and filed with the Office of the County
Controller.
Mr. Elish called into the meeting for the purpose of opening quotations
on the delivery of a two and one-half ton truck. Minute No. 52 explains the need for this
truck and existing emergency.
Mr. George Stewart of the George Stewart Motor Company, present at
the opening of quotations.

Motion by Mr. Bevec, seconded by Mr. Mazza, that after all quota-
tions have been analyzed by the County Solicitor and Purchasing Agent, they are hereby em-
powered to purchase that truck which is most suitable for County purposes.

Remarks on Reports:
Mr. Mazza: I certainly want to thank the majority commissioners and controller for
having invited me into the budget hearings yesterday. We spent approximately three hours
reviewing the budget. If the figures as presented to us by the Controller and Budget
Director are correct, we should end up with a surplus. According to their figures a
surplus floating around of about $159, 000. 00. Agreed by the Board that if we are going
into the red we must make the proper reductions in order to end up in the black at the
end of the year.
Mr. Elish: If the expenditures remain the same for the balance of the year, it's very
favorable to us to end this year with a surplus.
New Business:
Motion by Mr. Bevec, seconded by Mr. Mazza, that Mary Martos, be
appointed as a Practical Nurse at the Washington County Home and Hospital for Men,
replacing Bernard Nesbitt, this action to be effective October 5, 1964.

Motion by Mr. Bevec, seconded by Mr. Flynn, that Evelyn A. Black,
be appointed as a Clerk in the Tax Claim Bureau; this action to be effective October 7, 1964.
Remarks:
Mr. Mazza: "Mr. Flynn, 1 think you should clarify what is happening in that office . "
Mr. Flynn: Being of this year a number of employees were deleted from that
office. We were unaware that no public sales held in the County for a few years. Three
years of work had not been done in this office. People working in this bureau, Director,
Mrs. Flenniken, and personnel have been working night and day. They have and are doing
a tremendous job. Need for additional help. Busy collecting money at this time (tax sales
have been advertised), in no position to allocate the money. Necessity demands that additional
help be hired at this particular time. Possibility that we'll still need additional employees in that
office.
Mr. Bevec: We must remember that it is now nine months that the districts have
not been receiving their delinquent monies. School districts are affected mainly. This
money runs into a few thousand dollars. The office has been busy working on the Tax Sales
and clerks unable to make distribution of money to municipalities. There has been a great
backlog in this department.

Motion by Mr. Bevec, seconded by Mr. Mazza, that Helen Butka; be
appointed as a Clerk in the Election Department (Office of Registration - Account No. 104);
replacing William Hudspith; this action to be effective October 7, 1964. Mrs. Butka is being
transferred from the Office of the County Controller.

1. League of Women Voters of Peters Township - Members of Counlll;y
Survey Committee once again thanking the Commissioners for
speaking to them on the evening of September 23rd e4lightening
the members on County Government.
Motion by Nor. Bevec, seconded by Mr. Mazza, that the Tax Assess-
ment Office be authorized to prepare tax refunds for the, following due to either duplication
or overpayment on real estate tax.
1. Gobleck, Julian, Jr. & Barbara, R. D. 3, Burgettstown, Penn-
sylvania, for overpayment of 1962 County Tax. On August 1,
1962, tax was paid in the amount of $47.72 (net) on property
assessed in Smith Township, Washington County, Pennsylvania.
Correction slip dated September 11, 1962, reduced valuation frorr..
$3900.00 to $3300.00 and real estate tax to $40.74 (net) making
a refund due in the amount of $6.98 payable to said owners.
