FLYNN, JOHN P. 6EVEC,_JOHN MAZZA, COMMISSIONERS NO. 5 7 Office of the County Commissioners Washington, Pa., October 29, 1964 Board of County Commissioners met in regular session with the following members being present: Commissioners Flynn, Bevec and Mazza, Also present being: Solicitor Capano, Chief Clerk Debreczeni, Jr., Purchasing Agent Kittridge, Reporters Merdian and Crouse. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 56, each Commissioner having received a copy. be approved. Old Business: Motion by Mr. Mazza, seconded by Mr. Bevec, that Minute No, 56, Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Awarding of contracts for the delivery of new trucks; bids were opened, read and tabled on October 22, 1964, and today designated as the day for awarding or re- jecting of said bids, after the County Solicitor and Purchasing Agent checked to determine the bidders that qualified meeting all the specifications and needs for which the trucks are being purchased. The bidders with the lowest qualified bid is as follows: GEORGE STEWART MOTOR COMPANY Two (2) American Made New Suburban 42 East Maiden Street Personnel Carriers Washington, Pennsylvania - Bid price: $2438.13 - Each Unit GEORGE STEWART MOTOR COMPANY - One (1) American Made New Two 42 East Maiden Street and One-half Ton (2 1/2) V-Plate Washington, Pennsylvania Truck. - Bid Price: $3893. 13 n C. POWELL CHEVROLET, INC. - One (1) American Made New Two 235 East Maiden Street and One-half (2 1/2) Ton W-Plate Washington, Pennsylvania Truck. - Bid Price: $6287. 00 Motion by Mr. Bevec, seconded by Mr. Mazza, that the truck contract be awarded to the above mentioned bidders for the sum as set forth; they being the lowest qualified bidders. November Term Grand Jury Report of the Washington County Jail and Washington County Home and Hospital for Men presented by Mr. Flynn. October 23, 1964 TO THE BOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY, PENNSYLVANIA: The Grand Jury for the November Term of Court in the year 1964 upon its recent tour of the Washington County Jail on Friday, October 23, 1964, has the following recommendations: The Grand Jury felt that the Jail was maintained in a clean and sanitary condition. We feel that the Warden, Joseph Feconda, is doing a superior job with the facilities available to him. It is the feeling of the Grand Jury that the plumbing needs repaired generally; the cell structures should be repainted -and repaired; that an outside exercise yard be erected; that better ventilation be provided in the building and faci]kities for a workshop be established. COUNTY HOME FOR MEN The Grand Jury found the food at the Institution to be wholesome and very well prepared and in addition, the facility is operated by the Superintendent in a clean and sanitary manner. It is further found that the inmates are well taken care of and are found to be in good morale. It is the feeling that the Superintendent, Peter Jollick and his wife are doing an outstanding job in running the institution. The Grand Jury wishes to commend the Jollicks for the way they are operating said home. , The only recommendation for improvement to be made in said home is that some soft lounge chairs be provided for the inmates in the recreation room. Motion by Mr. Bevec, seconded by Mr. Mazza, that the resignation of Ruth Mitchell, Registered Nurse at the Washington County Home for Aged Women, be accepted as of October 15, 1964, Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. 238 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC,'JOHN MAZZA, COMMISSIONERS Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Harry Hank, R. D. 2, Monongahela, Pennsylvania, be re -appointed as a farmer -director of the Washington County Soil and Water Conservation District. This appointment being made for a term of four years. Mr. Hank's present term will expire on January 1, 1965. It was noted by Mr. Flynn that this appointment made according to the nominations as submitted -by the approved county farm organizations. Mr. Hank receiving the majority of votes. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. i Motion carried unanimously. Motion by Mr. Bevec, -seconded by Mr. Mazza, that Michael R. Flynn, ! be appointed as the Commissioner member of the Washington County Soil and Water Conservation District. This appointment being made for a term of one year. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment Office, be authorized to prepare the following tax refund due to duplicate payment of real estate tax. 1. Ramsey, Ralph Q. & Wilda M. , R. D. 6, Washington, Pennsylvania, for duplicate payment of 1964 County -Tax. On August 1, 1964, tax was paid in the amount of $31. 30 (net) on property situate in South Franklin Township, Washington County, Pennsylvania, described as 1-1/2 sto7y frame house - building, 155.5565 acre surface, total valuation $2690.00. I On August 25, 1964, this payment was duplicated by Mr. Ramsey b-,r I paying tax in the amount of $32.95 (face). Therefore, a refund is due in the amount of $32.95 to said owners. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that the request of Dunlevy Borough Supervisors to have their 1964 allocation from the Liquid Fuels Tax Func. ($500.00) set aside for the coming year 1965, be granted. Reason for request, Dunlevy Borough unable to proceed with road improvements for this year, due to the fact that they have no borrowing power to complete this job at this particular time. Roll call vote taken: Mr. Mazza - Yes; Mr-. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS I 1 County seal and enter into an Agreement with the firm of Joseph F. Bontempo and Associates, Registered Architects, Rochester, Pennsylvania, to proceed with plans for a new Washington County Home and Hospital for Men, contingent upon acquisitlion of Federal planning aid from the (HHFA) Housing and Home Finance Administrator, and that the firm i so be notified that such a clause is to be inserted into the Agreement. I !For the Record: Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unnaimously. Mr. Flynn: Washington County is in need of three additional trucks which will be paid for from Liquid Fuel Tax Funds. At this time, I'd like to have a motion authorizing the County Controller to advertise for three (3) trucks. Motion by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be authorized to advertise for the delivery of one (1) American Made New 1965 1/2 Ton Pick -Up Truck, one (1) American Made New 1965 1 Ton Pick. -Up Truck with Four (4) Wheel Drive and one (1) American Made New Van -Type Truck. Bids to be received by the County Controller in his Office in the Courthouse, -Washington, Pennsylvania, until 11:00 a.m. , Eastern Standard Time, Thursday, November 12, 1964, and publicly opened immed- iately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Fkynn - Yes. Motion carried unanimously. Mr. Bevec inquired if Mr. Kittridge had a report on whatever progress has been made at the County Home and Hospital for Men with reference to the boilers. Mr. Kittridge: The only thing that I have been able to report at this time is that different companies have been contacted and called upon to make an inspection of the boilers, located at the Washington County Home and Hospital for Men. The boiler inspector has been at the Home since 9:00 a.m., this morning, and I should be redeivimgihiswritten report along with -recommendations some time today. All reports received from the companies have been bad. It's their opinion that the high pressure boiler must be replaced immediately. The boilers are in a very deplorable condition, particularly the high pressure boiler is very dangerous. This boiler not only used for heating purposes, also for steam. Pressure is great, condition is such that there is a great concern it could possibly explode. To replace this high pressure boiler by a gas firing boiler would cost approximately $9500.00 to $13, 000. 00. This figure includes installation costs which actually are higher than the cost of the boiler. Another problem confronting us is obtaining a boiler that will meet the required specifications and being able to have it installed in the available area.
