Motion by Mr. Bevec, seconded by Mr. Mazza, that Norma Jean Roberts, be appointed as a Kitchen Helper at the Washington County Home and Hospital for Men; this action to be effective November 6, 1964. Also present being Chief Clerk Debreczeni, Jr., Solicitor Capano, Budget Director Gillespie, Purchasing Agent Kittridge and Reporter Crouse. i Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 58, each Commissioner having received a copy. Mr. Bevec: I'd like to clarify a motion made in the previous minute (Minute No. 58) pertaining to the storing of absentee ballots in the Sheriff's Office. After consulting with the Sheriff about keeping the absentee ballots under key in their vault, the Sheriff expressed unwillingness to keep said ballots without a Court Order. Therefore, the absentee ballots are being safely stored downstairs (in the Courthouse) under the jurisdiction of the County Commissioners. be approved. Telegram from Congressman Thomas E. Morgan. Annoucing that the General Services Administration has approved the transfer of approximately ten acres of land in Union Township, Washington County, (Nike Site PL-52) to the Department of Health, Education and Welfare, who will transfer the property at no cost to the Washington County Board of Commissioners to be used for educational purposes. 2. Commonwealth of Pennsylvania, Department of Public Welfare, Harrisburg, Pennsylvania. Re: Changes in administrative procedures in the Reimbursement Program for the care of mentally retarded children who are boarded out by the County to Licensed voluntary institutions and foster homes. Daily rates, effective January 1, 1965, a.0 opposed to weekly or monthly rates in submitting invoices. 3. Letter from N. R. Nuccetelli, Secretary, Local Union No. 642, (Bridge Crew) Members of Local No. 642, would like to open negotiations concerning contract for year 1965. Committee requests an appointment with the Commissioners at their earliest convenience. 4. Commonwealth of Pennsylvania, Local Government Commission, Harrisburg, Pennsylvania. Re: Local retirement systems and the state laws under which they operate. Cost to local budgets and to taxpayers as well as about the adequacy and ,Safety of the pension benefits promised employees. Letter referred to Controller - Retirement Board. Motion by Mr. Bevec, seconded by Mr. Mazza, that the resignation of Julia Shultz, Kichen Helper at the Washington County Home for Aged Women, be accepted, effective November 6, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Ralph O. Wise, :)e appointed as a Fireman replacing George Subrick, at the Washington County Home for .Aged Women; this action to be effective November 1, 1964. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Motion by Mr. Bevec, seconded by Mr. Mazza, that Dolocres Rozzi, be appointed as Caseworker No. 1 replacing George W. Vitteck, at the Child Welfare Services; this action to be effective November 9, 1964., Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Elish, Controller, entered the meeting. Mr. Flynn asked Mr. Kittridge to explain the condition which exists in he Photostat Room. r. Kittridge: The photostat machine is in a deplorable condition. I received a letter, which I've given to the Commissioners, from John D. Woodward, Recorder of Deeds, stating That an emergency exists in the Photostat Room with the photostat machine. EIEVEC,"JOHN MAZZA, COMMISSIONERS several companies, I've discovered that it would be more feasible to repair the machine 6 instead of purchasing a new one. Two quotations have been received on having a complete E mechanical overhauling of this machine: z I Photostat Corporation 7 Wood Street Pittsburgh, Pennsylvania $2, 787. 00 I I and Klondex Incorporated 153 Castle Road Pittsburgh 34, Pennsylvania $1, 200. 00 Both firms quoted on the complete mechanical overhauling of said machine by using two men from their company plus using county labor. Klondex Incorporated would start to work on a weekend (Friday afternoon at 1:00 p.m. and work would be completed by Tuesday). s Mr. Bevec: Did the Recorder recommend that this machine be repaired? Mr. Kittiridge: Yes. There is a letter to that effect. Motion by Mr. Bevec, seconded by Mr. Mazza, being that an emergency does exist in the Photostat Room (with the photostat recorder machine), we hereby authorize the Purchasing Agent to make the necessary corrections in order to eliminate this existing condition. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Elish agreed that when an emergency exists, advertising is not 1 necessary. Motion by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assess- ment Office be authorized to prepare the following tax refund due to overpayment of real estate tax. 1, Dalverny, Emily, Bulger, Pennsylvania, for overpayment of 1962 County Tax. On August 1, 1962, tax was paid in the amount of $21.24 (net) on property situate in Smith Township, Washington County, Pennsylvania, described as 1-1/2 story frame house, garage, part lot 35, total valuation $1815.00. On September 6, 1962, tax adjustment reduced the valuation to $1515.00 and tax to $17.75 (net) making a refund due in the amount of $3.49. Therefore, a refund of $3.49 is due to said owner. Mr. Whalen of the Controller's Office and various representatives of automobile agencies entered the meeting for the purpose of opening truck bids.
