Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions o Minute No. 59, each Commissioner having received a copy. :)e approved. Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 59, Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: VIr. Capano: Awarding contracts for the furnishing and delivering of new trucks to the County; bids were opened, read and tabled on November 12, 1964. Motion by Mr. Bevec, seconded by Mr. Mazza, that upon the recommenda- 1:ion of the County Solicitor, these specified companies be awarded the respective contract for the furnishing and delivering of new trucks to Washington County, they being the lowest responsible bidders. 1. Motion by Mr. Bevec, seconded by Mr. Mazza, that the County Solicitor be authorized to re -negotiate the contract between the Mackenzie Electric Company and Washington County, (replacing any and all beacon and pole lights at the Washington i County Airport, etc.) on the same terms and conditions as agreed upon in the previous contract under date of -June 7, 1963. Flynn, be designated as the authorized official to sign and file the application. RESOLUTION Authorizing filing of application with the United States of America for an advance to provide for the planning of public works under the terms of Public Law 560, 83rd Congress of the United States, as amended. WHEREAS, County of Washington (herein called the "Applicant") after thorough consideration of the various aspects of the .problem and study of available data has hereby determined that the construction of certain public works, generally described as New 360 Bed Home and Hospital to house indigent and aged, providing long term care for citizens f Washington County. The Home and Hospital shall contain all supporting facilities to provide complete and functional nursing care, is desirable and in the public interest and to that end it is necessary that action preliminary to the construction of said works be taken immediately; and WHEREAS, under the terms of Public Law 560, 83rd Congress, as amended; the United States of America has authorized the making of advances to public bodies to aid in financing the cost of engineering and architectural surveys, designs, plans, working drawings, specifications or other action preliminary to and in preparation for the con- struction of public works; and WHEREAS, the applicant has examined and duly considered such act and the applicant considers it to be in the public interest and to its benefit to file an application t under said act and to authorive other action in connection therewith; G NOW, THEREFORE, BE IT RESOLVED BY The Board of County Commis- sioners, the governing body of said applicant, as follows: 1. That the construction of said public works is essential to and is to the best interests of the applicant, and to the end that such public works may be provided as promptly as practicable it is desirable that action preliminary to the construction thereof be undertaken immediately; 2. That Michael R. Flynn, Chairman, Board of County Commissioners, be hereby authorized to file in behalf of the applicant an application (in fora required by the United States and in conformity with said act) for an advance to be made by the United States to the applicant to aid in defraying the cost of plan preparation for the above described public works, which shall consist generally of preliminary and final planning; 3. That if; such advance be made, the applicant shall provide or make necessary arrangements to provide such funds, in addition to the advance, as may be required to defray the cost of the plan preparation of such public works; 4. The said Michael R. Flynn, Chairman, Board of County Commissioners, is hereby authorized to furnish such information and take such action as may be necessary to enable the applicant to qualify for the advance; 5. That certified copies of this resolution be included as part of the application for an advance to be submitted to the United States. Mr. Flynn announced that the regular meeting (November 26th) will be cancelled because it falls on Thanksgiving Day and the -next regular meeting will be held on December 3, 1964. It was also noted that a special meeting will be held on December 1, 1964, at 7:30 p.m., at California State College, Little Theater, for the purpose of a public hearing, on the California State College Urban Renewal Project. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following "Application for Merit System Services" and the Agreement with the State in regard to Civil Service be entered into and executed. APPLICATION FOR MERIT SYSTEM SERVICES The County of Washington Civil Defense agency, pursuant to the provisions of the Act of April 28, 1961, P. L. 129, and of Section 3(d) (15) of the Civil Service Act, the Act of August 5, 1941, P. L. 752, as amended, hereby makes application to the State Civil Service Commission for merit system services, and agrees to comply with the provisions of the Civil Service Act and with the rules adopted thereunder. Attached hereto and made a part hereof is a copy of the resolution executed by the legally constituted governing body of the political subdivision having jurisdiction over the applicant agency. Bevec /s/ Date: November 19, 1964 John Mazza /s/ AGREEMENT THIS AGREEMENT, made this 19th day of November, 1964, by and between the County of Washington Civil Defense and the State Civil Service Commission of the Commonwealth of Pennsylvania. WHEREAS, Section 212 of the Act of August 5, 1941, P. L. 752, as amended provides that the services and facilities of the Commission and its staff shall be available to the State departments, boards, commissions, or agencies and political sub- divisions of this Commonwealth upon such terms and conditions as may be prescribed by thE' rules of the Commission, which rules shall provide for the payment and reimbursement of the reasonable cost of such services and facilities; NOW THEREFORE, it is hereby agreed between the State Civil MINUTE B❑❑K 25 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS 1 n Service Commission and .the County of Washington Civil Defense that in consideration of the services and facilities made available by the State Civil Service Commission in accordance with the Civil Service Act and the rules adopted pursuant thereto, the County of Washington {Civil Defense shall pay monthly to the State Civil Service Commission an amount determined !by (1) dividing the average number of Civil Service employees in the County of Washington Civil Defense by the total number of Civil Service employees in all State agencies and political subdivisions serviced by the State Civil Service Commission, and (2) multiplying that quotient by the monthly cost of the services and facilities made available to all agencies and political subdivisions. The County of Washington Civil Defense shall report monthly the total number of Civil Service employees on the last working day of each month, and an average number will be determined for the six-month periods from July 1 through December 31 and from January 1 through June 30. This average number will be used for !the County of Washington Civil Defense during the six months following the period for which the average was determined. This agreement shall extend to the parties hereto and shall be effective immediately upon its execution, and will continue in effect until modified by Act of the Legislature of this Commonwealth, or modified or rescinded by either party giving the other• party ninety days' written notice of intention to modify or rescind. IN WITNESS WHEREOF, the parties hereto have caused this agreement to be executed by their respective officers, thereunto duly authorized, as of the day and year first written above. Motion by Mr. Bevec, , seconded -by Mr. Mazza, that the Commissioners of Washington County, duly recognize the Washington County 4-H Development Fund, Board of Trustees, as the sponsoring group for 4-H club activities in the County, and declare that it is entitled to receive the sum of $1, 915. 76 as authorized in the Act of Assembly relating thereto. Mr. Bevec stated that he observed tardiness, extended coffee breaks, and extensive office visiting by a number of employees. Instructions were given to the Chief Clerk to direct a memorandum to all departments, calling attention to the working hours of employees at the Courthouse; hours being 9:00 a. m. to 4:00 p.m., also about the coffee breaks and office visiting. John F. Cromwell, Director, Washington County Planning Comm- ission, entered the meeting at this time and gave the following report on the Wheeling Creek Watershed Association meeting held at Wheeling, West Virginia, on November 17, 1964; those attending from Washington County were: i John Yuhas, County Surveyor Kenneth Kraver, Washington County Soil Conservation Service John Cromwell, Director, Washington County Planning Commissilon Items of Business: w 1. U. S. Army Corps of Engineers hearing on the Wheeling Creek flood problem scheduled for December 7, 1964, at Wheeling. This hearing is a result of a resolution introduced into Congress by Senator Randolph (W. VA) in July, 1963. In the meantime, considerable progress has been made by the local people with the Soil Conservation Service under P. L. 566. The Wheeling Creek Watershed Association consisting of the Counties of Washington and Greene in Pennsylvania and Marshall and Ohio in West Virginia, and the City of Wheeling, passed a resolution approving a statement to be presented at the Corps of Engineers hearing. . Statement includes following three elements: 1. Expression of appreciation to the Corps of Engineers for their interest in the Wheeling Creek flooding problem. 2. Confirmation of the fact that the Association is committed to the Soil Co s-brVation Service Program for flood control. 3. A welcome of assistance from the Corps of Engineers if such assistance does not jeopardize the Soil Conservation Service Program and does not involve any additional outlay of funds by the local sources. 2. Agreed to create an executive committee to adminster the program. This committee will consist of one representative each from the counties of Washington, Greene, and Marshall and two representatives from Ohio County. 3. The necessity of a full-time employee to supervise and administer the program, was discussed and such an employee is deemed necessary.
